Purpose
- The Infrastructure Manager will oversee construction activities that include and not limited to management of small-scale construction and rehabilitation development projects during design and implementation with close liaison with Architecture & Engineering (A&E) firms and construction contractors and working closely with the Water Technical Advisor (WTA) in developing the Construction Implementation Plan, planning for and participating in the planning and construction meeting with the A&E and construction contractors, review of construction documentation and record keeping, construction inspection and hand over of the completed projects. Will also be responsible for evaluating the potential environmental impact of any construction project and work with the team to develop mitigation measures in accordance with USAID regulations.
Summary of Primary Duties
The Infrastructure Manager will support the Water Technical Advisor in Objective 2 activities that further sustainable water service delivery in the nine target counties, including oversight of construction activities. The Infrastructure Manager will be required to manage the infrastructure activity planning, implementation, and monitoring as it relates to construction activities to be supported through USAID funding. This may include technical review of the procurement of goods and services related to construction, implementation of project works in compliance with USAID’s regulations, and strict quality control and adherence to environmental and health and safety standards. - Solar Equipping of Boreholes including camera inspection, flushing and test pumping of boreholes
- Construction/installation of elevated steel tanks of different capacities
- Pipeline augmentations, pipeline appurtenances, Valve chambers, construction of ground level masonry water storage tanks, installation plastic tanks and related water works
- Construction/rehabilitation of pump houses and water kiosks
- Rehabilitation of water pans
- Construction/rehabilitation of sand dams and subsurface dams
- Construction/rehabilitation of livestock troughs
- Construction/rehabilitation of irrigation schemes including lining of canals
- Installation/rehabilitation of drip irrigation schemes
- The Infrastructure Manager work with the Water Technical Advisor to integrate short-term technical advisors from subcontractors, expected to provide on-demand short term expertise in rural water service delivery models, use of data for improved water service operations, and management information systems. He/She will support the Water Technical Advisor to ensure that strategic small-scale infrastructure investments are linked to identified needs, designed in an inclusive manner, and executed in accordance with the highest engineering standards and the project’s Construction Implementation Plan (CIP).
- He/She will support the Water Technical Advisor to to conduct initial scoping and needs assessments in the nine target counties.
- He/She will support the Water Technical Advisor to use the data from these assessments to work with county governments and USAID to develop infrastructure activity selection criteria. These criteria will then be used to identify specific infrastructure activities where STAWI programming would have the greatest potential to provide sustainable and equitable impact. He/She will support the Water Technical Advisor to advise on the selection of engineering and construction subcontractors, review and approve designs, and ensure that all construction activities are completed according to specifications and in compliance with GOK codes and USAID rules and regulations.
- He/she will ensure that all infrastructure activities are completed according to specifications and support sustainable service delivery goals; this includes the development of STAWI’s plan for developing and reviewing A/E designs, the process for developing and managing construction schedules, quality assurance/quality control measures, adherence to GOK minimum quality standards and regulatory frameworks, bonding of construction works, inspection of completed projects, training, and handover to beneficiaries.
Essential Duties
- In Liaison with the WTA support the selection and design of small-scale construction projects for water and irrigation to ensure quality and value add county government, WSPs and beneficiaries.
- Ensure that infrastructure activities are completed within the specified timeline by providing quality assurance and quality control for the design and construction of infrastructure in compliance with USAID and Government of Kenya environmental and construction codes, reporting, and management requirements and DAI policies.
- Support collaboration and use of participatory approaches with communities and county officials.
- Ensure compliance with environmental and climate resilience requirements, ensuring that all infrastructure meets quality standards.
- Support the production of detailed SOWs, RFPs, RFQs, or BOQs and work closely with the A&E firms to provide appropriate inputs on specifications, deliverables, and contract evaluation criteria.
- Review and advise on contract change (variation) orders as needed.
- Closely monitor the performance of A&E firms and construction contractors including participating in progress meetings.
- Confirm that infrastructure is tested and operational prior to commissioning, and operators have the capacity and tools to operate infrastructure.
- Assist with the review of construction design documents to ensure they are of high quality and within the context of scope, schedule, and budget.
- Work to include women and disadvantaged groups both as beneficiaries and as contributors to the construction projects.
- Monitor and ensure environmental mitigation activities following the Environmental Mitigation and Monitoring (EMMP)
- Contribute to and participate in STAWI activity planning, reporting, events, and learning activities.
- Collaborate effectively with the project technical team to align construction activities with broader project goals.
- Understand DAI and USAID rules, regulations, processes, and systems for compliant project implementation.
- Ensure safeguarding of construction staff and a strict zero tolerance policy towards corruption and unethical behavior
- Other duties as assigned by the supervisor - WTA.
- Travel to the field as required to oversee and manage construction activities effectively.
- Supervise the Water Infrastructure Specialists/Engineers
Qualifications:
- Bachelor's degree in a relevant field of engineering (civil, structural, water, environmental) is required. An advanced degree is preferred.
- Minimum of 9 years of relevant professional experience, with substantial experience in community participation, institutional development, design, construction, or construction management and oversight.
- Proven experience working with a team of engineers on the same project or projects.
- Experience working on USAID construction projects and knowledge of USAID policies, strategies, and regulation is preferred.
- Familiarity with water and irrigation small-scale construction projects involving climate resilient infrastructure and renewable energy.
- Proven experience in the complete construction project life cycle, including contract award, defects liability periods, project completion, and handover.
- Strong computer skills (Word, Excel, power point and proficiency in knowledge & application of AutoCAD and other related CADs
- Registration with EBK as a professional Engineer (PE) and with a valid practicing license is a must
- Excellent oral and written communication skills in English
Deliverables

- STAWI is working across Resilience Zones to improve the way water, a scarce resource, is managed and used – in order to improve livelihoods, reduce conflict, and facilitate a more water-secure future for the STAWI target counties. The Resilience Officer will report to the Regional Coordinator and work closely with the Agriculture Technical Advisor, the Gender Equity, Youth and Social Inclusion (GEYSI) Specialist, Grants and other STAWI teams to ensure that communities, agriculture, and livestock businesses have the ability to maximize water sources for productive uses, and that communities and county governments have the capacity to sustain productivity through improved governance and practices. These practices will include preservation of watersheds, regulated abstraction, water efficient farming practices, and efficient capture of rainfall. The Officer will play a coordinating role among IPs and resilience platforms, and support the dissemination and uptake of learning facilitated through STAWI.
Tasks & Responsibilities
- At the regional level, support activities to map major private sector water users, such as livestock producer cooperatives, processing centers, and MSMEs supported by the USAID Livestock Market Systems activity and other IPs within the STAWI counties.

Objectives of the assignment
- The Communications/MEL Officer will report to a Regional Coordinator and work in close collaboration with Nairobi-based Collaboration, Learning and Adaptation and other STAWI team members in the collection, synthesizing, and reporting of data related to STAWI field activities for accurate and timely results reporting, learning and adaptation, and to support various communication outputs such as weekly stories, media releases, key messages, case studies, social media posts, and other forms of data distribution.

- The Procurement Officer will report to the Regional Coordinator and work in close collaboration with the Nairobi-based Director for Finance and Operations. S/he will play a pivotal role in ensuring integrity, fairness, and openness in procurement processes as well as adherence to policies, procedures, and controls. - Supports the Grants Manager to ensure on-time deliverables, payments, and cash flow requests by monitoring milestones and payment schedules.
Compliance
- Provides training, guidance, and direction to project staff on planning, implementation, and compliance of grants policies, procedures, and instructions, specifically their role in the process.
- Reviews grants for completeness and appropriateness with the work plan.
- Ensures all required documentation is uploaded in the grants database TAMIS.
- Reviews grant milestones and requests for payments against grant agreements to ensure compliance.
- Trains on and enforces policies and procedures to prevent improprieties, intentional and unintentional.
- Supports the audit of grant files no less than annually.
- Other tasks as assigned.
Qualifications
- Bachelor’s degree required, degree in business or related field preferred.
- At least 5 years of professional experience, including increasingly responsible grants experience, preferably with international donor-funded organization.
- Familiarity with USAID rules and regulations required.
- Previous experience with DAI policies, procedures, and systems (TAMIS) preferred.
- Ability to solve complex technical, managerial, or operational problems and evaluation options based on relevant information.
- Strong communication skills - both written and oral – in English and Kiswahili
- Preference for individuals that have worked in northern and southeastern Kenya, especially Garissa, Isiolo, Marsabit, Samburu, Turkana, Wajir, Kitui, Makueni, and Taita Taveta
- Preference for individuals that have worked on programs with a focus in water, sanitation, agriculture, or sustainable livelihoods.

Objectives of the assignment
- Lead activities tailored to Isiolo county. Serve as STAWI presence at the county and subcounty level, working with County Water Offices, WASCOs, water enterprises, communities, and other stakeholders. Support water governance efforts at the county level. Coordinate and oversee Isiolo county-specific activities implemented by STTA, consortium members, and grantees.
Qualifications:
- Bachelor’s degree required, degree in water; environmental management; engineering; development studies; public policy; business or related field preferred.
- 5 years of experience supporting donor-funded activities in one or more of the following technical areas: water, sanitation, agriculture, sustainable livelihoods, community development, local governance, civil society, or emergency/humanitarian assistance programs.
- Highly organized with an ability to multitask and prioritize tasks. Excellent organizational skills and ability to work as part of a team.
- Strong facilitation skills with government, civil society, private sector, and community partners.
- Extensive experience in working experience in Isiolo county.
- Previous experience working on a USAID project preferred but not required.
- Strong communication skills - both written and oral – in English and Kiswahili
Tasks & responsibilities may entail:
Water Governance
- Facilitate and coordinate STAWI activities in the county ensuring the necessary project components integration.
- Coordinate with the departments of water, agriculture, livestock as well as water service providers at the county level to facilitate activities towards water governance, resilient water services and water for productive use.
- Support target county governments to entrench water resources management and water services plans and investments in their County Integrated Development Plans (CIDP) and support implementation of the same.
- Identify opportunities for strengthening policy and legislation at the county level that promote water resources management, water governance and water services.
- Support implementation of county water policies, county water Acts and other legal and institutional frameworks for resilient and sustainable water services while working
- Support citizen engagement activities to stimulate participation of men, women, youth, and marginalized groups to ensure that their needs are reflected in the design, planning and management water projects and services while promoting mutual accountability between the duty bearers and right holders.
- Support and coordinate implementation of water resources management and water governance activities at the county level.
- Support partnerships and financial leveraging activities for improving water resources management and increasing water services at the county level.
Water Services Delivery Improvement and Sustainability
- Facilitate Identification, adaptation, and implementation of Service Delivery Models (SDMs) for sustainable and resilient water services including capacity building and technical assistance at the county level.
- Support business planning, revenue improvement strategies, customer service, NRW and water quality management activities for the regulated water services providers.
- Support Identification of ways to increase sector efficiency and performance including the clustering of per-urban services providers with the WSPs and through capacity building to support improvement plans.
- Facilitate county and service providers co-investment in extension of water services to underserved communities.
- Support in the identification of strategic rural water infrastructure for increased access to water for drinking and productive uses.
- Work with WSPs to identify opportunities for efficiency improvements and innovation.
- Facilitate promotion and advancement of gender mainstreaming and the integration of youth in order to increase meaningful employment opportunities, and to enable more inclusive and responsive service delivery.
- Support WSPs to identify financing opportunities and develop project details and loan applications
Water for Production and Resilient Livelihoods
- Working closely with the Resilient Agriculture Officer and relevant county government departments, support implementation and monitoring of water for production activities at the county level.
- Support irrigation, governance, and water resource management related to productive uses.
- Support implementation and monitoring of various service delivery models to account for productive uses of water activities including PPPs in the assigned county.
- Support and monitor the implementation of GEYSI strategies, ensuring that women and youth are empowered and participate in various activities for resilience and livelihoods at the county level.
- Ensure timely reporting on productive water use interventions.
Collaboration, Learning, Adaptation and Reporting
- Participate in the regular USAID implementation partner meetings at the county level.
- Lead in collaboration in implementation of activities with county government and other development partners at the county and sub county levels
- Support the formation and strengthening of County WASH Forums in the assigned county.
- Coordinate implementation of program collaborating, learning, and adaptation (CLA) activities in the county
- Provide relevant county level data and information to support monitoring, evaluation, and learning (MEL)
- Consolidate and provide regular program reporting including quarterly semi-annual, and annual reporting.
- Provide support to documentation and the capture of impact and significant program implementation stories.
- Support the dissemination of information and various learning materials to promote learning and knowledge sharing.

Objectives of the assignment
- The Communications/MEL Officer will report to a Regional Coordinator and work in close collaboration with Nairobi-based Collaboration, Learning and Adaptation team members in the collection, synthesizing, and reporting of data related to STAWI field activities for accurate and timely results reporting, learning and adaptation, and to support various communication outputs such as weekly stories, media releases, key messages, case studies, social media posts, and other forms of data distribution.
Tasks & Responsibilities
The Communications/MEL Officer will be responsible for, but not limited to, the following detailed tasks:
Communications:
- Assist in overseeing the editing and revision of narrative reports after site visits, including sections on recommendations for the improvement and analysis of programmatic progress
- Support the Communications Manager in the collection and archiving of photos of all project sites for use regularly scheduled reports
- Assist in liaising with technical teams regarding site visit findings and follow-up to ensure that negative findings have been addressed or corrected
- Prepare reports on progress of results indicators and assist with program evaluation as needed
- Through data analysis and reporting, assist in developing lessons learned and success stories for dissemination to the project team
- Collect, synthesize and report Activity data to support learning and adaptation, communications and reporting
Monitoring, Evaluation and Learning
- Work closely with the project’s Collaboration, Learning and Adaptation team to ensure high quality of data collection
- Assist the MEL Manager, in managing, overseeing, and, when necessary, modifying all project M&E guidelines and PMP
- Design and conduct site visits/ interviews for data collection, verification and program tracking
- Maintain and track indicators in the project’s PMP
- Assist in the implementation of baseline assessments and ensure data quality standards are adhered to for all data collection
- Reflect the project’s activities and intervention on USAID’s database and DAI’s TAMIS
- Provide on-demand data reports to DAI and USAID
Qualifications
- Bachelor’s degree in communications, statistics, or another related field
- 6 years of experience including 3 years of experience in data analysis, data systems, communications, and reporting, preferably for USAID or other international donor-funded activities
- Experience in M&E data collection, tools, PMP development, training field monitors and data tracking and reporting
- Design and develop qualitative and quantitative tools and provided technical support and oversight of data collection and management consistent with the M&E frameworks.
- Familiar with data tracking systems
- Proficiency with MS Office (Word and PowerPoint), graphic arts, and/or desktop publishing software
- Excellent analytical and organizational skills
- Demonstrated ability to work collaboratively with institutional and private sector partners and stakeholders in a multi-country setting.
- Excellent English written and oral communications skills.
- Preference for individuals that have worked on programs with a focus in water, sanitation, agriculture or sustainable livelihoods.
- Preference for individuals that have worked extensively in Northern Kenya
