    Senior Gender Advisor - IDEA

    Position Description  

    • The Senior Gender Advisor will be responsible for the integration of gender considerations throughout the implementation of the activity, which will include providing support on the development and implementation of gender analyses, for the Leader and Associate Awards.  

    Duties & Responsibilities 

    • Develop and implement a Gender Strategy for the LwA 
    • Collaborate closely with the Senior Inclusive Development Advisor, Senior MEL Officer, and other technical staff to ensure that gender is prioritized as a cross-cutting initiative. 
    • Work closely with local partners, consultants, and/or staff to conduct Gender Analyses at the beginning of every Associate Award, and support the development of Gender Action Plans/Strategies.
    • Integrate gender issues into programmatic selection criteria of MUGVPs.
    • Work with teams to identify custom gender indicators and gender integration into MEL approaches of data collection.
    • Integrate gender considerations into capacity strengthening approaches for MUGVPs. 
    • Help recruit for Associate Award level gender and inclusive development specialists. 
    • Provide technical support to Associate Award level gender and inclusive development specialists.
    • Serve as project Safeguarding Focal Point and provide support to country level Safeguarding Focal Points. 
    • Liaise with USAID on gender approaches integrated into program components 

    Minimum qualifications:  

    • Master’s degree (or higher) in: Gender Studies, Development Studies, Social Sciences, Anthropology/Sociology, or other relevant fields (or equivalent combination of education and work experience in a relevant area).  
    • At least 12 years of professional experience in gender and social inclusion issues and implementation.  
    • Familiarity with key USAID policies including the Youth in Development Policy, the LGBT Vision for Action, Disability Policy Paper, Gender Quality and Empowerment Policy, and Policy on Promoting the Rights of Indigenous Peoples, etc. 
    • Practical experience in leading gender mainstreaming, intersection of gender and other marginalized identities and implementation of gender-sensitive projects and programs.  
    • Ability to demonstrate knowledge about gender and inclusive development. 
    • Demonstrated experience in working within a multi-disciplinary team in a fast paced, technically challenging environment under minimum supervision. 
    • Experience in gender mainstreaming, analysis, research, designing gender policies, strategies, guidelines, and training manuals.  
    • Fluency in written and spoken English, additional language proficiency a plus.
    • Project Management (PM) Certification preferred

    Senior MEL Officer - IDEA

    Position Description: 

    • The Senior Monitoring, Evaluation will provide technical leadership to gather program intervention results, ensure high-quality, timely, valid and verifiable data collection and analysis, and develop and implement a learning agenda to inform policy makers and other collaborators of the lessons learned. The MEL Manager shall be responsible for the knowledge management aspect of the project, collecting and aggregating methods, lessons, and results from across Associate Awards and partner organizations. The MEL Manager will provide technical guidance by designing and developing ME&L systems and procedures for funded activities. This includes establishing key components of an ME&L system including data collection, analysis, and reporting on key output, outcome and impact indicators for the mechanism. 

    Duties & Responsibilities: 

    • Lead development and dissemination of evidence-based tools, materials, reports, papers, and interventions within the project. 
    • Develop and maintain the MEL information system that can demonstrate impact and program accountability and progress. 
    • Perform data analytics and intelligence, data visualization and analysis. 
    • Oversee and directly support to the development and implementation of ME&L tools and systems to improve ability to collect, interpret and aggregate data that demonstrate impact and program accountability and progress. 
    • Develop and lead the design and implementation of end of project evaluations, surveys and other components of the program ME&L system. 
    • Develop high quality quantitative and qualitative methods and participatory methodologies to supervise program quality for performance and results. 
    • Provide training to staff, primary collaborators, and implementing partners on ME&L components in project design; such as monitoring plan, assessments, reviews, surveys and evaluations. 
    • Design and lead the program learning plan and organize trainings in ME&L and program learning goals, objectives, and findings to consortium partners and collaborators. 
    • Identify best practices for documentation as success stories, technical reports, or peer review publications and reviews surveillance, research and evaluation publications prior to release to collaborators. 
    • Provide ongoing oversight and technical assistance to national partners in designing and implementing evaluation activities for capacity strengthening. 
    • Provide quality and timely submission of all required project reports. 
    • Perform other duties as assigned.  

    Qualifications: 

    • A master’s degree (or higher) required in a relevant field, or equivalent combination of education and work experience in a relevant competency area, including statistics, international development, economics, or other areas. 
    • At least 12 years' experience to include: 
    • Five (5) years prior experience leading monitoring and evaluation research teams in large international programs; and 
    • Five (5) years prior experience conducting quantitative and qualitative research in field-based positions.  
    • Five (5) years prior experience in developing and using knowledge management platforms to support data analysis, monitoring and evaluation of development programming.
    • Proficient with Microsoft Tools, including Excel and PowerPoint, and possess advanced computer skills for data extraction, manipulation, visualization and analysis.  
    • Proficient with database management systems. PowerBI experience preferred 
    • Ability to work with people from diverse backgrounds and perspectives, and a professional commitment to promote a culture of gender equality and social inclusion 
    • Ability to lead and complete numerous tasks with a high degree of organization and limited resources. 
    • Demonstrated experience in working within a multi-disciplinary team in a fast paced, technically challenging environment under minimum supervision. 
    • Fluency in written and spoken English 
    • Interpersonal skills in facilitation and stakeholder engagement/coordination, particularly with local partners

    Senior Capacity Development Manager - IDEA

    Position Description: 

    • The Senior Capacity Development Manager will lead activities that strengthen local organizations to advance the rights of MUGVPs by ensuring they are partners in design and implementation. They will design and use approaches, methodologies, and tools that will foster effective leadership, enhance management and administrative capabilities, build linkages with other institutions, build fundraising capabilities, and positions organizations to act as an advocacy voice. The Sr. Capacity Building Manager will work with IDEA partners and STTA to assess and improve partner CSOs’ effectiveness, efficiency, relevance, and sustainability through one-on-one mentoring, on-demand technical assistance (TA), learning-by-doing activities, group trainings, and relationship building with local collaborators. They will also propose innovative, results-driven recommendations to adapt civil society strengthening interventions and work closely with the Monitoring, Evaluation, and Learning (ME&L) advisors to meet and exceed the project’s output, outcome, and impact indicators.  

    Duties/Responsibilities: 

    • Work with the Chief of Party and IDEA partners to identify organizations to partner with for capacity strengthening activities and design an inclusive process to assess organizational needs and development capacity strengthening plans that result in stronger, more effective organizations. 
    • Lead the development of IDEA’s inclusive capacity strengthening strategy to increase the organizational and technical capacity of MUGVPs. 
    • Lead the development, implementation, and monitoring of capacity strengthening activities in partnership with IDEA partners. 
    • Oversee the development of capacity strengthening plans in partnership with MUGVP organizations receiving assistance. 
    • Design, facilitate, and/or provide capacity strengthening services across a variety of domains including technical, operational, staff development, institutional governance, safety and security, communications, and monitoring, evaluation, and learning. 
    • Coordinate a team of capacity strengthening advisors across IDEA partners to facilitate assessments, develop capacity strengthening plans, and plan and deliver support services. 
    • Collaborate closely with other technical leads and runs the integration and coordination of technical contributions of other IDEA partners. 
    • Foster strong collaboration and coordination with the grants management team to integrate CD and subaward monitoring processes and to ensure that capacity strengthening is incorporated into subawards, as appropriate. 

    Qualifications:  

    • Masters’ degree in business administration, education, law, political science, public administration, or related field required.  
    • Minimum of 12 years of experience in organizational capacity strengthening, ME&L, and gender and social inclusion for United States Government (USG) and/or other donor projects required.  
    • At least 10 years of experience providing training, mentoring, and technical assistance to civil society organizations.  
    • Demonstrated ability to lead projects and consultants, and to set realistic priorities, and plan for the successful implementation of activities required;  
    • Demonstrated ability to work well with others and to develop and maintain compatibility among project staff, subcontractors, consultants, and project partners. 
    • Demonstrated ability to design and adapt tools and document success stories and project learning for replication. 
    • Excellent written and oral communication skills in English required. 
    • Project Management (PM) Certification preferred

    Senior Inclusive Development Advisor - IDEA

    Position Description: 

    • The Senior Inclusive Development Advisor will work with partners to develop strategies to advance inclusive development programming with MUGVPs. This will include utilizing cross-cutting, inclusive design, and implementation for Leader for Associate Awards. 

    Duties & Responsibilities: 

    • Develop and implement a strategy to increase the number of local organizations that advance inclusive development and meet the needs of MUGVP communities; 
    • Work with partners to design inclusive processes to co-identify and co-design capacity strengthening activities. 
    • Lead the design of Associate award activities that strengthen the capacity of MUGVP-led and serving organizations.
    • Integrate inclusive development into program design, implementation and adaptation, and MEL planning.
    • Work with the Sr. Monitoring, Evaluation and Learning Officer to develop learning agendas and knowledge products to build an evidence base for inclusive development to inform the field.
    • Provide technical leadership for Leader and Associate Award activities that advance inclusive development and ensure that MUGVP partners are co-designing and leading program activities. 

    Qualifications: 

    • A master’s degree (or higher) required in a relevant social science (i.e. sociology, demography, psychology, political science, and economics). 
    • At least 12 years of experience in inclusive development and localization. 
    • Demonstrated experience in leading program coordination, strategic planning, and project design with marginalized communities. 
    • Familiarity with key USAID policies including the Youth in Development Policy, the LGBT Vision for Action, Disability Policy Paper, Gender Quality and Empowerment Policy, and Policy on Promoting the Rights of Indigenous Peoples, etc.
