As a member of the Measurement Unit, the MEAL Training Specialist will be responsible for developing and delivering learning and training resources for MEAL staff across IRC's country programs in the Crisis Response, Recovery, and Development department. The primary responsibilities will be to build learning content and to facilitate training sessions, both virtually and in-person.
The role will report to the Learning and Training Advisor and collaborate with subject matter experts and MEAL product owners. Specifically, this role will work closely with the Director of Data and Monitoring, the Data and Monitoring Systems Lead, the Data and Monitoring Project Advisor, and the Regional Measurement Advisors.
The MEAL Training Specialist will need to develop broad familiarity with the span of IRC programs and operations around the world. This position requires excellent interpersonal skills, a high level of personal initiative and the ability to work well in a complex, multicultural, dynamic environment.

Major Responsibilities:
- Partner with Measurement Unit colleagues to create learning resources to improve the M&E knowledge and skills of staff across M&E-related functions, including, but not limited to guidance documents, tutorial videos, training packs;
- Facilitate online and in-person training sessions and/or workshops;
- Coordinate training logistics: scheduling, registration, technology testing;
- Develop and curate learning resources for IRC Intranet (RescueNet) and the learning platform Kaya;
- Work with colleagues and translators to ensure core training materials are available in official IRC languages (English, French, Arabic and Spanish).
Job Requirements :
Work Experience:
- Proven experience (5+ years) in monitoring and evaluation, including experience in data collection, analysis, visualization, and use of M&E technology;
- Experience training staff;
- Experience working in low- and middle-income countries; running workshops in low-resource settings; and working in culturally and linguistically diverse settings
Demonstrated Skills and Competencies:
- Excellent oral and written communication skills;
- Excellent data skills: analysis, visualization, interpretation, methods (e.g., survey design, sampling);
- Excellent collaborator with strong interpersonal skills; able to build relationships with staff in different roles;
- Excellent digital literacy: Microsoft Office Suite (Word, Excel, PowerPoint), file sharing;
- Ability to work independently with attention to detail and quality, delivering timely results.
Education: BA/BS in development, public health, statistics, related field, or equivalent professional experience
Language Skills: Fluency in English required.

Job Description
The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises and helps people whose lives and livelihoods have been shattered by hostility and disaster; to survive, recover, and regain control of their future. The IRC has been working in Kenya since 1992, where it implements programs in health, nutrition, governance and rights, Women’s Protection and Empowerment (WPE), Protection, and Economic Recovery and Development (ERD).
Under the supervision of the Community Health Officer, the EPI Assistant shall be responsible in the implementation of coordinated immunization programming and activities while working together with a team of community health volunteers within the refugee camp and surrounding host community.
Key Responsibilities
Program management
- Assist, plan and support the MOH on collection of vaccine, syringes and other logistics from EPI depot and distribution to facility levels.
- Act as a resource person when prioritizing resources for operations and management.
- Ensuring all health facilities to run as EPI fixed center and regular outreach vaccination service.
- Ensure that standard procedures for cold chain maintenance are followed for storage of vaccines.
- Conduct training and ongoing capacity building opportunities for CHWs and other staff at various levels with a focus on building the capacity of staff within Fafi Sub County.
- Craft and implement appropriate monitoring and evaluation systems; ensure consistent reporting and analysis of results to improve program efficiency and quality.
- Provide timely feedback to the MOH staff of the 5 Sub- County health facilities, related to data quality issues such as accuracy and completeness so it will be corrected.
- Coordinate disease surveillance to gauge the burden of various EPI diseases.
- Conduct support supervision with the Sub- County MOH in the various health facilities and share reports of performances and challenges.
Human Resource management
- Participate in continuous professional development and build capacity of the EPI Outreach team and Community Resource
- Persons and recommend appropriate continuous education of the CHWs and EPI resources.
- Engage in the recruitment of CHW’s and EPI vaccinators and go in for the orientation of CHW’S and EPI vaccinators.
- Conduct appraisal of CHW’s and EPI Vaccinators on quarterly basis and provide mentorship and coaching.
Reporting and communication
- Submit accurate and complete weekly/monthly reports on timely basis to the CHP Officer/ Health Manager.
- Together with MOH, participate in support supervision with IRC.
Qualifications
- Diploma in community health or related field; dynamic EPI trainings and certifications.
- At least 3 years progressive public health related field experience.
- Proven experience in working with communities with diverse cultural practices and low literacy levels.
- An outstanding teammate with excellent communication skills and ability to work under pressure in a stressful environment, displaying patience, compassion, and diplomacy.
Required Experience & Proficiencies:
- Digital literacy: word and excel are required prerequisites.
- Able to work in a team environment as well as work well independently with very minimal direction.

Job Summary
The Deputy Director (DD), Livelihoods serves as the lead for livelihoods programming at the IRC, which includes agriculture and rural livelihoods and enterprise development and employment (EDE) programming. The DD leads the team in driving the global vision, direction, innovation and policy positions focused on increasing food security, and the economic empowerment of IRC clients. The position holder will equally lead on the expansion of IRC’s CVA strategy and work with other team members. Lastly, the DD will ensure the integration of cross-cutting themes and collaboration across other TUs in line with IRC’s organizational and ERD TU’s team strategy.
Key Responsibilities
Strategy
- Develop, refine, promote, advance, and track IRC’s livelihoods (agricultural, rural, urban, enterprise development, and employment) priorities, programming and strategy for growth and sector thought leadership, including quality assurance, decision-making, tool development, and areas for innovation
- Lead the ERD TU’s financial inclusion work, including further developing and refining a financial inclusion strategy, partnerships, innovation piloting and country program uptake
- Along with the other DDs, Sr. ERD TAs and Sr. Director, further improve non-financial private sector partnership approaches
- In pro-active collaboration with ERD’s cash team, further the continued development of ERD’s market strengthening and transition programming approaches
- Ensure adequate buy-in and incorporation of cross-cutting issues into ERD work, including gender equality, ICT4P, climate change and inclusion
- Track and translate new sector developments for IRC to add to and incorporate into programming to improve program quality
- Support the development and processing of overall ERD strategy, including contributions to other ERD program areas and ERD engagement in IRC Strategy100
Management
- Recruit, on-board, and directly manage new staff

Technical Assistance

- Support the M&E team in refining and developing core indicators and relevant data collection and analysis tools to support use and uptake of data to course correct programming
- Along with the ERD Sr. Director, other DDs and relevant STAs, continue to update and refine ERD focal point model and country coverage planning to ensure the best possible support to country programs
- Work closely with regional teams, specifically Deputy Regional Directors, to support trouble shooting of technical issues, push forward key priorities and management of country relationships
- Provide technical support to strategic country engagement as identified
Internal and External Engagement & Communications
- Along with Sr. Director, develop advocacy, communications outputs for advancing priorities within livelihoods programming
- Identify and engage in relevant networks, working groups, and platforms and establish and maintain key peer relationships
- Acts as a global spokesperson for IRC’s livelihoods programming through representation within the humanitarian sector
- Support team in its work towards advocacy and representation
Research
- Along with the Sr. Director and Research Coordinator, refine and develop enterprise development, employment, rural and agricultural livelihoods, and financial inclusion related research priorities and programs
- Support the Research Coordinator in identifying and developing relevant academic and research partnerships as well as country program partnerships
- Advance the Research and Innovation Priorities identified at organizational level
Business Development
- Function as point person for IRC’s business development units to evaluate funding opportunities
- Pro-actively identify and pursue funding opportunities advancing livelihoods priorities, including global funding opportunities and TU-lead specific funding opportunities
- Build and sustain key donor relationships
- Provide business development staff at IRC with support to promote livelihoods related fundraising (e.g. communications material, participating in meetings, supporting pitch/presentation development)
Key Working Relationships
- Reports to the Sr. Director Economic Recovery and Development
- Supervises at least 7 global staff directly
- Collaborates closely with other ERD TU teams, as well as other TUs, regional teams, advocacy teams, and assigned country programs as focal point and backstop
- Engages regularly with CRRD leadership around IRC’s strategy development and Strategy100 initiatives, including Outcome and Evidence Framework (OEF), Strategic Action Planning (SAP) and IMPACT standards

- Post graduate degree in economics, business management or finance or equivalent education and experience
