    Call for Consultancy - Power Apps Developer

    Consultancy Overview 

    • MSF Eastern Africa seeks to develop an operational center effectively running direct program in the course of 2024. In addition to its own activities, MSF Eastern Africa Hosts staff from various MSF entities in the movement and provides support to Operations through various initiatives. As a result, we need to upgrade our infrastructure and services to meet future needs. It’s for this reason that we are seeking to engage experienced individual consultants to provide their professional services in the following categories:

    Objectives: 

    • Design, develop, and deploy custom Power Apps solutions to meet specific business requirements. 
    • Gather functional and technical requirements from stakeholders and translate them into Power Apps designs. 
    • Create user-friendly and responsive canvas apps and model-driven apps using Power Apps. 
    • Integrate Power Apps with various data sources, such as SharePoint, SQL databases, and cloud-based services. 
    • Implement complex business logic, data validation, and security controls within Power Apps. 
    • Customize app interfaces, forms, and screens to optimize user experiences. 
    • Implement workflows and automation using Power Automate (Flow) in conjunction with Power Apps.

    Consultant profile requirements 

    • Power Apps Development: Proficiency in developing canvas apps and model-driven apps using Microsoft Power Apps. Experience in creating user-friendly and responsive app interfaces, forms, and screens. 
    • Power Apps Functionality: In-depth understanding of Power Apps functionalities and features, including data connections, formula expressions, user controls, and data integration with various sources. 
    • Power Platform Integration: Familiarity with integrating Power Apps with other components of the Microsoft Power Platform, such as Power Automate (Flow) and Power BI. Ability to leverage the Power Platform ecosystem for building comprehensive solutions. 
    • Data Source Integration: Knowledge of integrating Power Apps with different data sources, including SharePoint, Microsoft Dynamics 365, SQL databases, Excel, and cloud-based services. Ability to design data models and establish data connections. 
    • User Experience (UX) Design: Understanding of user experience design principles and best practices. Ability to create intuitive and visually appealing app interfaces, optimize user workflows, and enhance overall user experience. 
    • Formulas and Expressions: Proficiency in using Power Apps formula language (Power Fx) to build complex business logic, calculate field values, perform data validations, and implement conditional formatting. 
    • Power Apps Security: Knowledge of security features and controls in Power Apps. Ability to implement role-based access controls, data privacy measures, and user authentication mechanisms to ensure app security. 
    • Troubleshooting and Debugging: Experience in troubleshooting and debugging Power Apps to identify and resolve issues. Ability to analyze error messages, validate app functionality, and optimize performance. 
    • Responsive Design and Device Compatibility: Understanding of responsive design principles for developing apps that adapt to different screen sizes and devices. Ability to ensure cross-device compatibility and provide consistent user experiences. 
    • Version Control and Deployment: Knowledge of version control systems and best practices for managing Power Apps source code and deployments. Ability to collaborate with development teams and adhere to development lifecycle processes. 
    • Documentation and Training: Proficiency in documenting app designs, development processes, and user guides. Ability to provide training and support to end-users and stakeholders on using Power Apps effectively. 
    • Communication and Collaboration: Excellent communication skills to effectively collaborate with stakeholders, gather requirements, and translate business needs into Power Apps solutions. Ability to work in cross-functional teams and liaise with business users and IT teams.

    Mental Health Activity Manager

    Main Purpose

    • The staff health counsellor provides psychosocial, mental health support to international mobile and locally recruited Somali staff.  You receive technical support and clinical supervisor from the Staff Health Unit Amsterdam

    Accountabilities: 

    • Provision of psychosocial and mental health support for national staff both in groups and individually
    • Identification and assessment of stress-related issues and mental health (exposures to traumatic events, vicarious trauma, burnouts, compassionate fatigue, and personal factors), improving staff coping mechanisms
    • Referral/ case manage clients in need of psychiatric support
    • Organisation of psycho-education and self-help group session for the national staff
    • Liaise and build local professional network of mental health professional
    • Management of clear boundaries between individual support and operations
    • Design psycho-education material for all Somalia Mission staff members
    • Data monitoring and reporting
    • Keep strict confidentiality

    Context-Specific Accountabilities

    • Support MSF and Ministry of Health (MoH) contracted staff in coping with stress and dealing with vicarious trauma through individual and group sessions.
    • Provision of psychosocial and mental health support for national staff both in groups and individually.
    • Identify and assess individual and team stressors.
    • Referral/ case manage clients in need of psychiatric support
    • Organization of psycho-education and self-help group session for the locally recruited staff (LRS) and international mobile staff (IMS) in Kenya and Somalia

    • Liaise and build local professional network of mental health professional
    • Management of clear boundaries between individual support and operations
    • Design psycho-education material for national staff
    • Data monitoring and reporting on a monthly basis with defined format agreed with the medical coordinator

    • Doing briefing and debriefing before and after project visits into Somalia
    • Development of terms of references for field visits; organization of own trips in consultation with project PMRs
    • Advise to the management on improvements required for promotion of better mental health for all staff
    • Reports after each project/field visit to Somalia- report of the visit with findings and recommendations.
    • When required serve as a member incident management team of the coordination. Provide support during a crisis. carry out an assessment, and diagnostic tests, give individual, family, and group psychotherapy
    • Promote healthy behaviours and prevention of diseases among staff through sharing of information.
    • Provide training and information to staff on psychological well-being and stress management.
    • Support projects in the management of poor performance among project staff.
    • May support the project team during conflict resolution

    Requirements:
    Education:

    • ​Licenced Clinical Psychologist
    • Desirable : Masters Psychology, clinical social work

    Experience:  

    • Essential 2 years experience minimum as a clinical psychologist; experience in staff health management in MSF
    • Desirable previous experience with MSF or other NGOs in developing countries
    • Clinical experience in a health setting, cognitive behavioral treatment experience, and previous staff health counseling experience. Experience supporting people exposed to vicarious trauma.
    • Language: Essential: proficient in English and Somali languages. Any local dialect of Somali language is desirable
    • Knowledge: Desirable computer literacy (word, excel and Internet); Proven ability to manage organizational boundaries, organizational psychology background

    Finance Manager

    Main Purpose

    • Coordinating and supervising the implementation of the Finance procedures tools and ensuring the correct use of Financial Resources at the project level according to MSF protocols, standards and procedures in order to provide quality, reliable and transparent information to the organization on the use and allocation of resources in the project

    Accountabilities

    • Implementing circuits and workflows (management of cash boxes, transfers, advances, purchase procedures, payment validations, follow up of regular payments, bank reconciliations) in order to anticipate expenses at project level and to optimize cash needs and its security.
    • Implementing and supervising transactional procedures and systems in order to ensure transparent accounting practices and full traceability (invoices, receipts, bank statements, etc.), according to MSF guidelines and rules, and using the respective software in place.
    • Ensuring the timely execution and control of the monthly and yearly accountancy closure, with due quality.
    • In close collaboration with the FinHR Manager and the Finance Coordinator, defining, analyzing and following-up the project budget, in order to ensure that funds are used according to funding contracts and proposing corrective action if needed. • Ensuring financial reporting of SKID (Field financial software) monthly closure
    • In close collaboration with the FinHR Manager, following up all service contracts in project site (premise and vehicle rental contracts, deposits, rent payments, etc.)
    • Ensuring that MSF staff who have financial responsibilities are aware of and comply with local finance procedures, including those related to security.
    • Directly in relation with the grounds. Responsible for the quality of the accounting (daily / monthly basis), ensures a good system of internal control, Review of accountancy (ensure all entries are well captured), VAT follow up with RPO and suppliers, audit requirements. Responsible for SKID VAT day to day management.
    • Ensure the quality and timely accounting for SKID e.g. cash procedures, bank accounts, receipts and supporting documents, electronic data entry, monthly closing process and documents, ensuring strict respect of deadlines and strict compliance to MSF guidelines, financial standards and procedures. Manages VAT refunds and maintains a monthly follow-up
    • Coordinating and supervising the conduct of local audits relating to accounting, tax, labor, stock and asset management with support from FinHR Manager
    • Implement cash management procedures in order to ensure the highest control and security, and ensure cash availability
    • Coordinate and overseeing the payment of tax liabilities in order to comply with legal obligations, Follow and share noncompliance suppliers or incomplete requirements for VAT exception application, preparing the timely payment of taxes
    • Replace/manage Finance department staff in case of absence and supervise Accountant's activities with regards to the bank
    • Process the payment to suppliers and keep strict on all documentation involved, informing the FinHR Manager of any sort of disparities for both KES and USD, perform bank payments and performs reconciliations of the bank • Ensures that the receipts given to the payment are legitimate with regard to the guidelines (validation table, ...)
    • Ensures compliance with cash control procedures
    • Assists the finhr assistant in her treasury functions (especially the monitoring of advances)
    • Is the technical reference for any accounting-related issue including compliance with SKID financial standards and procedures, legal compliance, training and support on the SKID accounting software / system, Check corrections have been correctly done. Check that the monthly pay is correctly imported and encoded from HOMERE in UF
    • With FinHR Manager, ensures the re-invoicing of other sections via STV both HQ and Local
    • Oversees the quality, accuracy, consistency of SKID accounts
    • Check and match accounts reconcilable. Make a summary of unmatched entries with comments, submit to FinHR Manager
    • Ensures the good archiving in SKID • Responsible for preparation of SKID purchases VAT exemption requirements with RPO.
    • Liaise with RPO in VAT Compliance Management. Send 3 copies of MSF section certified Proforma and or Invoice, ETR/ ESD, TCC, add Service contract / lease for security and rental invoices and Phone contact list for telephone service invoices • Follow the VAT tracking tool, in close collaboration with supply department follow with suppliers for VAT refunds, Follow-up of VAT refund for each client OC and report to FinHR manager
    • Hard post Bank and Cheque Register entries after review and green light from FinHR Manager • Review weekly / mid-month accounting
    • Is the direct interlocutor of the accountant for questions of quality of accounting with support of FinHR Manager
    • Monitors compliance of calculation, timely payment and filing of all documents related to taxes, charges and taxes, in collaboration with Admin / HR coordination
    • Contract management (Finance Focal Point for other departments, template tracking, archiving etc ...)
    • Any other duty delegated by line manager from time to time.

    Requirements

    • Education: Desirable, degree in finance, management (business) or administration.

    Experience:

    • ​Essential, working experience of at least two years in relevant and similar jobs

    Mission Emergency Focal person

    Objective of the position

    • Participate in defining, planning and monitoring medical and humanitarian emergency programs in Kenya in accordance with MSF's protocols as well as coordinating human and material related resources needed in order to ensure the quality of care provided by MSF.

    Tasks and Responsiblities 
    She/he will perform the following main tasks, among others:

    • In collaboration with the Medical Coordinator and the Medical team, MoH partners, define the surveillance, monitoring mechanism and tools for epidemic disease potentially recurrent within the country, according to MSF Eprep strategic plans, standards and protocols.
    • Launch an exploratory mission as results of an alert from epidemic disease surveillance report, outbreak and natural catastrophe or conflicts situations within the country and develop the project proposal.
    • Responsible for the medical data collection, analysis and reporting to the Medical Coordination in the capital in order to ensure a proper monitoring of the Emergency Intervention/ project.
    • Provides technical support to medical personnel in the field through self-knowledge and policies, ensuring compliance with the protocols of MSF medical activities.
    • Coordinates, supervises, coaches, supports and evaluates the Emergency team members’ performance to improve the medical and non-medical components of the Emergency intervention/project while ensuring compliance with MSF protocols and standards as well as MoH protocols.
    • Collaboration with the Mission Epidemiologist to establish functional network with the county disease surveillance team and/or Epidemiologist.Update the EPREP strategic plan annually and the county profile.
    • Supervises an efficient management of the MSF Emergency/project pharmacy and medical equipment, in collaboration with the Logistics department. Monitors consumption and preparation of medical orders.
    • Implements the health policy for international and national staff, providing all prophylactic and preventive necessary measures, emergency plans, managing any medical evacuation in order to ensure MSF staff health.

    Qualifications and Requirements

    • Education:Medical doctor degree or paramedical studies with extensive experience in emergencies. Desirable specialization or training in Emergency and project Management Course.
    • Experience: Essential 2 years working experience in paramedics and previous MSF field experience.
