    Media Relations Officer III

    Duties and Responsibilities

    1. Coordinating all public relations related activities, including publishing of brochures, handbooks, flyers, etc;
    2. Updating the Parliamentary website in liaison with the IT department;
    3. Coordinating of the outreach program;
    4. Coordinating and receiving non-VIP visitors to Parliament;
    5. Preparing press releases, reacting to media stories and proactive media reporting through the available channels; and
    6. Coordinating with the Parliamentary Broadcast Unit on broadcast/media aspects.

    Clerk Assistant III

    Duties and Responsibilities

    1. Planning and carrying out the functions of more than one sector of a division within the Clerk’s Chambers;
    2. Co-ordinating operations of a group of functions in any of the Divisions, namely, Procedural Research, Committees, Legislative, Commission and Administration;
    3. Advising the Speaker, other Presiding Officers and Members of Parliament on parliamentary procedures and practices; and
    4. Co-ordinating operations of the Speaker’s Chambers.

    Requirements for Appointment

    For direct appointment to this grade, a candidate must: –

    1. Possess a degree in Social Sciences, that is, either in Government, Political Science, History, Sociology, Public Policy, International Relations, Economics, Public Administration, Law, Business Administration, Management Sciences, Communication Studies or Education, among other related disciplines from a university recognized in Kenya;
    2. Possess at least a C+ (plus) in KCSE or its equivalent qualification with a C+ (plus) in either English or Kiswahili or similar qualifications in the equivalent of KCSE;
    3. Demonstrate knowledge and understanding of the roles and functions of the legislature;
    4. Demonstrate knowledge and understanding of basic legislative processes;
    5. Demonstrate possession of writing skills; and

    Legal Counsel

    Duties and Responsibilities

    A Legal Counsel II shall be responsible to the Director Legal Services and will assist in: –

    1. Drafting of Private Members’ Bills;
    2. Drafting of amendments to Bills to be proposed to the House by any Member of Parliament or any Committee of Parliament;
    3. Giving legal interpretation of Acts and Bills and generally giving legal advice on matters relating to Parliament;
    4. Providing legal advice to the Parliamentary Service Commission, Parliament and its Committees;
    5. Providing any other legal services that may be required by Parliament, the Committees, the Speaker, the Parliamentary Service Commission or the Clerk;
    6. Ensuring that Bills passed by Parliament comply with the Constitution;
    7. Liaising with the Office of the Attorney General on litigation matters involving Parliament;
    8. viii. Legal representation of Parliament and the Parliamentary Service Commission in court proceedings;
    9. Giving of legal opinions on matters before or relating to Parliament and giving legal advice on commercial matters;
    10. Providing any other legal services that may be required by Parliament, the Committees, the Speaker, the Parliamentary Service Commission or the Clerk;
    11. Undertaking legal research on matters before the Department;
    12. Providing legal advice to the Speakers of Parliament, the Parliamentary Service Commission, the Clerks of Parliament, the Board of Senior Management, the various Departments, Members of Parliament and staff on issues of a corporate nature;
    13. Advising the Speakers, the Parliamentary Service Commission, the Clerks of Parliament, the Board of Senior Management, the various Departments, Members of Parliament on compliance with the Constitution and all existing legislation in the country;
    14. Drafting contracts and other legal instruments for the Parliamentary Service Commission; and
    15. Conveyancing for the Parliamentary Members and staff mortgage schemes.

    Requirements for Appointment

    For direct appointment to this grade, a candidate must: –

    1. Have a Bachelor of Laws degree;
    2. Be admitted as an Advocate of the High Court of Kenya;
    3. Be in possession of a current practicing certificate; and
    4. Have proficiency in the use of basic computer applications.

    Sales Officer

    Duties and Responsibilities

    1. Negotiating and closing contracts for training and consultancy products offered by the CPST;
    2. Representing the CPST in trade exhibitions, events and demonstrations;
    3. Protecting the organization’s value by keeping information confidential;
    4. Ensuring safe custody of all records relating to sales and contracts;
    5. Implementing and reviewing annual sales plans;
    6. Supporting data collection to support sales performance of training and consultancy services at the CPST; and

    2. Have a Diploma in Marketing from Marketing Society of Kenya or a Diploma from Chartered Institute of Marketing of the UK or any other Diploma in Marketing from a recognised university approved by the Technical and Vocational Training Authority (TVETA);
    3. Be a member in good standing of the Marketing Society of Kenya;
    4. Have at least six (6) years relevant work experience in the areas of sales or marketing, three (3) of which must have worked as a sales officer or Marketing Officer II;
    5. Have sound experience in marketing;

    Research Officer III

    Duties and Responsibilities

    1. Providing of non-partisan professional research assistance and analysis to Members, Committees and staff of Parliament;
    2. Assessing the strengths and weaknesses of policy options;
    3. Providing expert interpretation, explanation and analysis;
    4. Maintaining a periodically updated inventory of publications on current issues, legislation and major public policy issues/questions; and
    5. Providing back up to parliamentary committees.

    Requirements for Direct Appointments

    For direct appointment to this grade, a candidate must: –

    1. Have a Bachelor’s degree from a recognized university in a specialized discipline including Economics, Finance, Agriculture, Environmental Sciences, Sociology, Political Science, International Trade/Commerce and other Science-related fields;
    2. Have attained a minimum of C+ (plus) in the Kenya Certificate of Secondary Education (KCSE) or its equivalent with a C+ (plus) or above in English; and

    Duties and Responsibilities

    1. Leading the Speaker’s procession; 
    2. Performing Messengerial duties;
    3. Maintaining order & decorum;

    24. Assisting in evacuation procedures; and
    25. Identifying and ushering members during official events.

    Requirements for Appointment

    For direct appointment to this grade, a candidate must: –

    1. Be in possession of Kenya Certificate of Secondary Education (KCSE) Minimum grade C- (Minus) or its equivalent;
    2. Be in possession of a Paramilitary Training qualifications;
    3. Have a certificate in a relevant discipline from a recognized institution;
    4. Have served satisfactorily in the uniformed service for a period of not less than four years as a Corporal;
    5. Have a First Aid certificate; and

    Audio Officer III

    Duties and Responsibilities

    The duties and responsibilities at this level entail day to day care and operation of the Digital Recording System, and ensuring general safety of the machines;

    1. Recording of proceedings and maintaining the cleanliness of the machines;
    2. Testing of the Machines; and
    3. Charging the digital recorders.

    Constituency Liaison Officer III

    Duties and Responsibilities

    1. Assisting in preparation of briefs (by providing input from respective areas of operation) for presentation to Honourable Members of Parliament so that complaints are addressed as they arise;
    2. Analysing and examining of financial claims to ensure that supporting documents are compliant with financial regulations;
    3. Analysing quotations submitted for the purchase of furniture and equipment to ensure adherence with set rules;
    4. Analysing submitted financial returns from County/Constituency offices to ensure compliance with regulations;
    5. Capturing financial returns from County/Constituency offices to ensure internal control in expenditure as per the individual item / vote heads;
    6. Production of expenditure statements from County/Constituency offices, so as to guide in authorization of subsequent payment;
    7. Flagging off any inadmissible supporting documents submitted to ensure financial prudence;
    8. Giving advice / opinion on the authenticity of the supporting documents to ensure adherence to government regulations;
    9. Analysing documents for service gratuity payments for proper execution of the contract;
    10. Calculating the service gratuity payable to exiting staff for proper execution of the contract; and
    11. Advising and guiding County / Constituency office managers on matters affecting their offices to ensure timely resolution of issues that may affect service delivery;

    1. Have a Bachelor’s degree from a recognized university/institution; and
    2. Have passed Part III of the Certified Public Accountants (CPA) Kenya Examination or any other acceptable professional accountancy qualification.

    Accountant

    Duties and Responsibilities:

    1. Collation of financial estimates;
    2. Verification of payment vouchers in accordance with the laid down rules and regulations;
    3. General accounting work involving book-keeping knowledge and routine accounting entries;

    Duties and Responsibilities

    A Legal Clerk II will be responsible to the Senior Legal Clerk for: –

    1. Taking hearing dates in Litigation matters;
    2. Facilitating service of Legal Documents;
