    Local Human Resources And Recruitment Specialist

    Proposal Objective:

    SI is pursuing a bid for an upcoming USAID/KEA single holder award under an indefinite delivery/indefinite quantity (IDIQ) contract for the provision of Monitoring, Verification, and Reporting (MV&R) activities through the five-year USAID/Somalia MV&R Activity Task Order. The activity aims to verify and report on activities carried out by Implementing Partners (IPs) across Somalia, through the delivery of timely, analytical, qualitative, and quantitative information. Through visits to USAID/Somalia supported activity sites. The findings derived from monitoring and verification information must be backed with evidence and reported to USAID in a manner that allows activity managers to understand the successes and challenges on the ground quickly, and to take prompt action if needed.

    Position Description:

    SI is seeking a full-time Local Human Resources and Recruitment Specialist to support human resources tasks for local field office staff, as well as conduct full-cycle recruitment for short-term consultant and long-term employee positions for the project. The position will be full-time over the duration of the project, and will be based in Nairobi.

    **Please note: This is a local position. Only candidates with Kenyan citizenship will be considered.**

    Responsibilities:

    Human Resources:

    • On- and offboard project employees, including arranging and conducting orientations for new staff and exit interviews.
    • Set up employee benefits.
    • Manage social, health, and unemployment insurance as applicable.
    • Manage employee files, maintaining complete confidentiality.
    • Ensure proper compliance and protocols are being followed per local labor laws, SI policies, and USAID/Kenya policies.
    • Develop HR programs, including employee engagement and professional development initiatives.

    Recruitment:

    • Lead full-cycle recruitment of Kenyan and Somali consultants for monitoring, evaluation, and learning activities requested by USAID, typically within a two-week timeframe. This includes:
      • Posting job advertisements to appropriate job boards and newspapers.
      • Conducting recruitment using SI’s applicant tracking system and recruitment platform.
      • Ensuring the SI recruitment database, Taleo, is kept up to date with all candidate documentation, correspondence, interview notes, and statuses.
      • Sourcing qualified candidates; networking with partners to increase SI’s pool of candidates.
      • Screening for candidate skills, background, and quality.
      • Setting up interviews for qualified candidates with other project staff members.
      • Gathering and organizing candidate documents for offers and client approval.
      • Conducting verification of candidate references and salaries and referencing Local Compensation Plan to determine and issue reasonable salary/rate offers.
      • Maintaining strong relationships with candidates.
    • Lead full-cycle recruitment when a replacement is needed for Kenyan and Somali project employees.
    • Work closely with SI HQ to ensure processes are being followed.

    Qualifications:

    • Bachelor’s degree in human resources, business administration, or a related field.
    • At least five years of human resources experience, including experience with recruitment, preferably with an international organization or company.
    • Must be fully comfortable and have prior experience using online applicant systems and candidate databases as a recruitment tool.
    • Demonstrated ability to exercise good judgment and communicate effectively, orally and in writing.
    • Exceptional organizational skills and attention to detail.
    • Ability to organize, manage, prioritize, and follow through on multiple tasks in a fast-paced, deadline-oriented environment.
    • Proven capacity to take initiative and willingness to learn new skills as needed.
    • Strong work ethic and the ability to work well independently and as part of a team.
    • Proficiency in Microsoft Office applications, particularly Word and Excel.
    • Must have an understanding of Somali culture and operating environment.
    • Oral and written English fluency required; professional fluency in Somali desired.
    • Experience working with USAID-funded projects in a similar capacity preferred.

    Local Director of Finance and Administration

    Responsibilities:

    • Manage and oversee project finance and administration for the field office.
    • Ensure compliance with contractual obligations and deliverables in line with USAID regulations and SI policies and procedures.
    • Establish and implement procedures for project financial management, procurement, sub-contracts, and consultant contracts to ensure transparency and good business practices.
    • Work with Chief of Party to ensure that financial management and reporting is in compliance with USAID requirements.
    • Manage project start-up and support initial work planning process.
    • Establish procedures for financial operations, banking, and reporting.
    • Develop monthly, quarterly, and annual financial reports.
    • Implement other functions relevant to the position, including regular meetings with SI Headquarters Management Team.

    Qualifications:

    • Master’s degree in public administration, business, financial management, or another relevant field.
    • At least seven years of financial management and contracts oversight experience and expertise on USAID-funded projects.
    • Demonstrated knowledge of USAID contractual, administrative, and financial regulations.
    • Knowledge of and experience with Kenyan and Somali payroll income tax calculations and health policy calculations for full-time staff.
    • High proficiency with Microsoft Office Suite, particularly Excel and QuickBooks.
    • Computer literacy and superior oral and written communication skills.
    • Excellent English writing skills and speaking ability; Somali language proficiency.
    • An understanding of Somali culture and operating environment.

    Local Learning Specialist

    Position Summary

    SI seeks a full-time Nairobi-based Local Learning Specialist to support learning and CLA activities on the contract, in conjunction with the DCOP.

    Responsibilities:

    • Assist USAID and IP staff in developing project and activity level AMELPs, PMPs, DQAs, indicators and targets, and performance reviews.
    • Support data collection efforts from data systems and project-level M&E plans, and conduct original data collection, reviewing, and advising on collection methodologies.
    • Support the mission in conducting annual reviews of PMP indicators.
    • Contribute to Collaborating, Learning and Adapting (CLA) and other learning activities with the DCOP.

    Qualifications:

    • Master’s degree or higher in international relations, economics, political science, public policy, or a relevant field.
    • At least five years of experience in the design and management of MEL plans and learning across activities on an international development project.
    • Demonstrated understanding of USAID's Collaboration, Learning, and Adapting (CLA) framework and approaches.
    • Familiarity with designing and measuring against gender-sensitive indicators preferred.
    • Prior experience in a high threat environment.
    • Excellent English writing skills and speaking ability; Somali language proficiency.
    • Must have an understanding of Somali culture and operating environment.
    • Willingness and ability to travel to Somalia as needed.

    Local Senior Evaluation Lead, USAID/Somalia Monitoring, Verification and Reporting Project

    Position Summary

    SI seeks a full-time Nairobi-based local Senior Evaluation Lead who will be responsible for the overall management and functioning of all evaluation, assessment, survey, and special study tasks, as well as related cross-cutting tasks under this activity. The Evaluation Lead will serve as a core team member on a full-time basis throughout the project period of performance.

    Responsibilities:

    • Oversee evaluation, analyses, and assessments throughout the life of the activity, including data collection, design of evaluation methodologies and participatory data collection methods and protocols, as well as data quality verification techniques.
    • Responsible for the design, quality, and final deliverables of all evaluation reports and any evaluations, assessments, surveys, and studies including the testing of the development hypotheses, where feasible. This will include the design of the evaluation methodology and participatory data collection methods and protocols for both performance and impact evaluations.
    • Ensure that short- and long-term evaluation team members recruited under this contract are of a high caliber and possess the required technical expertise.
    • Provide leadership and guidance on the overall evaluation effort, and in conjunction with the Deputy Chief of Party (DCOP), help support the Mission’s IPs as learning and adaptive partners for all USAID’s assistance efforts in Kenya and Somalia.
    • Work with Chief of Party (COP), DCOP, Monitoring and Verification Team Lead, ensuring that evaluation information is shared and fully utilized through knowledge sharing and strategic learning processes to speed innovation and improve upon and bring new innovations to the Mission’s programmatic work in-country.
    • Support the USAID/Kenya’s staff in accessing strategic learning tools, as well as in providing guidance and support to the activity’s evaluation services component including but not limited to knowledge mobilization and knowledge management mechanisms.
    • Provide support, leadership, and technical expertise the activity to ensure that the activity meets all its performance and reporting requirements.

    Qualifications:

    • Master’s degree in a relevant field, and a minimum of seven years professional work experience in the design, management, and implementation of evaluations including impact and performance, analyses, and assessments.
    • Proven skills in evaluation design, methods, quantitative, and qualitative methodologies and analysis.
    • Excellent quantitative data analysis skills including good command of statistics, sampling methodologies, and statistical analysis software such as SPSS, STATA, Epi Info, among others.
    • Excellent qualitative data analysis skills including command of at least one coding software/program for qualitative data (Dedoose, NVivo, AtlasTi, etc).
    • Extensive experience drafting and finalizing evaluation reports.
    • Experience providing training and mentoring for groups of various sizes and one-on-one on evaluation- related subjects.
    • Previous experience supporting USAID-funded contracts desired.
    • Prior experience in a high threat environment.
    • Excellent English writing skills and speaking ability; Somali language proficiency.
    • Must have an understanding of Somali culture and operating environment.
    • Willingness and ability to travel to Somalia as needed.
