    Mobility VN: Regional Policy and Liaison Officer

    Responsibilities

    • Liaison and Partnership
    • UN Network on Migration: Manage and support the regional UN Network on Migration (UNNM) and provide technical support and oversight to country-level UNNM in close collaboration with the Network Secretariat.
    • Member State Implementation: Provide advice and technical assistance to COs on the implementation, follow-up, and review of the GCM at CO level, and to engage in quadrennial alternating regional GCM reviews and global GCM reviews.
    • Partnerships with Regional Economic Communities: Under the leadership of the RD and in coordination with the Chiefs of Mission (CoMs), provide advice and technical support to advance regional cooperation on migration and the mobility dimensions of regional integration for Regional Economic Communities (RECs).
    • UN Partnerships: Strengthen and enhance IOM's interactions with UN agencies at the regional level and support the DRD for Operations in the Regional Collaborative Platform and Regional Forum on Sustainable Development, as well as to regional fora, dialogues, and groups related to UN Reform.
    • Liaison and Partnership Development: Develop strategies and liaise with Member States, regional organizations, NGOs, academia, civil society, parliamentarians, the private sector, international financial institutions the International Red Cross and Red Crescent, and other stakeholders to promote safe, orderly, and regular migration and to promote IOM’s priorities.
    • Resource Mobilization: Develop fundraising strategies, strengthen donor relations and private sector engagement in close coordination with COs and the Regional Project Development Officer (RPDO).

    Required Qualifications and Experience

    Education

    • Master’s degree in International Relations, Political Science, Social Science, or a related field from an accredited academic institution with at least seven years of relevant professional experience; or,
    • University degree in the above fields with at least nine years of relevant professional experience.
    • Accredited Universities are those listed in the UNESCO World Higher Education Database.

    Experience

    • Demonstrated experience in policy development and liaison, and related areas relevant to project development and management, and capacity building;
    • Minimum five years' experience working in non-OECD countries managing projects with policy development components;
    • Experience in liaison, resource mobilization, and advocacy with governmental and diplomatic officials, national and international institutions and organizations, civil society, and private sector actors;
    • Experience working in an international, inter-governmental, or non-governmental organization, United Nations, or government; and,
    • Experience in the design and implementation of capacity building on policy development.

    Mobility VN: Regional Thematic Specialist (Protection)

    Responsibilities

    Leadership, Advocacy, and Representation:

    • Strategic Direction: Lead and manage the PXD RTU in the delivery of regular thematic guidance and technical support to COs in the contextualization of the strategic plan.
    • Advocacy and Representation: Assist and provide substantive inputs to the DRD for Operations by articulating IOM's strategic plan to external stakeholders or in fora, discussions, and platforms, based on HQ and Global Offices' (GO) guidance.

    Technical Support and Capacity Building:

    • Technical Assistance: Lead the PXD RTU delivery of technical assistance on thematic and cross-cutting priorities based on identified or requested needs in collaboration with HQ and COs. Coordinate across regional units, relevant COs, and HQ for crisis responses, focusing on protection, life-saving actions, and recovery.
    • Training and Capacity Development: In coordination with HQ functional homes and Staff Development and Learning Unit, provide thematic training and capacity building to COs and RO staff as well as external partners as requested.

    Partnerships and Resource Mobilization:

    • Strategic Partnerships: Develop and maintain partnerships with a diverse range of regional actors, including donors, regional political and economic bodies, UN, private sector, non-government institutions, academic institutions, community-based organizations, international financial institutions, international organizations, and Member States, to promote IOM’s Strategic Plan.
    • Resource Mobilization: In coordination with HQ, GOs, Country Offices for Partnership and Advocacy (COPAs), COs, and the Regional Project Development Officer (RPDO), advocate programmatic priorities with new and traditional donors, including the private sector.

    Mobility VN: Regional Public Information Officer

    Responsibilities

    • Develop a planned, strategic approach to achieving IOM visibility across the region and globally via communication activities and campaigns by optimizing outreach via media, social media and other computer-mediated tools.
    • Coordinate regional activities and plans of communication that highlight the value of migration and contributions of migrants to countries of origin, transit and destination; help change negative perceptions of migration.
    • Support IOM Country Offices in the Region in developing national communication strategies in order to achieve their objectives and position IOM with key local audiences and enablers among government, civil society, partners and the general public.
    • Gather, prepare, edit and disseminate public information materials on IOM activities throughout the region, both in writing and verbally in English.
    • Write, edit and produce public information material for IOM’s bi-weekly press briefing notes, website and social media.
    • Advise IOM Chiefs of Mission, Media Focal Points and other staff in the region in a timely manner on media, public information, social media, and event management and visibility issues.
    • Develop and strengthen links with international and national media outlets in the region to promote a deeper understanding and appreciation of IOM’s programmes and policies.
    • Produce a strong stream of content in the form of human-interest stories from the field, photographs and video clips for an international audience.
    • Collaborate with media counterparts in governmental and non-governmental partner agencies. Participate in national and regional UN communications groups.
    • Ensure timely and efficient publication and distribution of media content via social media, on the global website iom.int, RO Nairobi website and via other IOM media channels, websites etc.

    Required Qualifications and Experience

    • Master’s degree in Journalism, Mass Media Communications, Public Information or a related field from an accredited academic institution with seven years of relevant professional experience; or,
    • University degree in the above fields with nine years of relevant professional experience.

    Experience

    • Extensive experience in international journalism, including coverage of international organizations preferably in Horn of Africa; and,
    • Previous experience in video production and editing.
