    Security Manager.Security Intelligence and Technical Protection

    Job Purpose Statement

    Managing the development of policy framework and implementation of strategies on the collection, collation, processing and dissemination of actionable intelligence on all aspects of risks and threats to Airline’s security and safety, and overall integrity of Company resources.

    Key accountabilities

    • Develop an effective intelligence system that ensures timely and proactive intelligence service that meets the business needs and guarantees business continuity network wide.
    • Develop, review and recommend anti-fraud policies and procedures to the Head of Corporate Security in order to ensure highest standards of forensic and fraud management system network wide.
    • Develop, implement and monitor effective fraud tracking system to ensure that any non-conformity with the anti-fraud policy is detected and addressed for the purpose of business continuity.
    • Ensure continuous tracking and analysis of security-related reports and incidents networkwide to map out and advice on appropriate mitigation measures.
    • Prepare/Brief Intelligence weekly and event-driven intelligence briefs for driving of airport operations network-wide.
    • Develop and implement an effective stakeholder’s engagement program to secure the airline’s business interests.
    • Undertake regular and adhoc fraud risk assessment and recommend preventive measures to ensure security and safety of airport operations and overall business continuity.
    • Recommend sourcing, constant updating and maintenance of a robust cyber infrastructure to ensure the security of airport operations network-wide.
    • Prepare and effectively implement Intelligence budget in line with business’ objectives and industry’s best practices.
    • Develop, manage and ensure regular update database of all detected, reported fraud cases and successful interventions network-wide for discussion with the security management to ensure availability of case studies for quick reference and determination of update/upgrade of the systems.
    • Develop and ensure delivery of appropriate Investigations training in line with Business’ objectives and industry’s best practices.
    • Research, develop and regularly review security-related aviation operations in line with Business’ objectives and industry best practice.

    Qualifications

    • Advanced relevant professional certification in intelligence training.
    • Bachelor’s degree in a relevant discipline will be added advantage.
    • At least 5-6 years’ experience in advanced intelligence management in a reputable organization.

    Manager Quality Control & Integrity.Security Standards & Contracts

    Job Purpose Statement

    Responsible for development, management and maintenance of the overall Security Quality Control Systems including the development of security standards and procedures to ensure compliance with company policy, regulatory requirements.

    Developing, maintaining and supporting Management in the implementation of aviation security systems and processes that uphold the integrity of Kenya Airways as a brand of choice.

    Key Accountabilities include;

    • Developing, implementing and maintaining a Quality Control Program for the purpose of determining and monitoring compliance with applicable regulatory requirements.
    • Determining the adequacy and effectiveness of the Air Operator Security Program (AOSP/CSP) through audits, tests, surveys and inspections.
    • Conducting regular reviews of the AOSP/CSP in compliance with evolving regulatory requirements, industry standards and best practice, to safeguard against unlawful acts of interference and to mitigate against emerging aviation security threats.
    • Ensuring that contractual agreements with external service providers identify measurable specifications that can be monitored, to ensure requirements that affect the security of Kenya Airways’ operations are being fulfilled by the service provider.
    • Ensuring the protection and integrity of sensitive security information/documents, which shall only be made available to persons on a need-to-know basis.
    • Validating that all persons who are assigned aviation security duties or responsibilities are duly trained and/or certified/qualified to carry out the assigned duties.
    • Liaising with appropriate stakeholders in reviewing the Security Training Program to meet regulatory requirements.
    • Evaluating training and conducting needs assessment for staff involved in the performance of security controls and measures, and monitoring competencies of staff against standards.
    • Ensuring all security incidents/acts of unlawful interference are investigated and resolved with appropriate corrective action plans and enforcing them.
    • Establishing a process for recording, analyzing and maintaining outcomes of quality control activities, in support of Corporate Security’s strategy.
    • Identifying the causes and patterns of non-compliances and verifying that corrective actions have been implemented and sustained through follow-up quality control activities.
    • Bolstering sustainability and continuous improvement by evaluating the security measures through inspections, audits, risk assessment, and surveys, in order to prevent acts of unlawful interference and other criminal activity directed against Kenya Airways’ operations.
    • Conducting regular risk-based or event-driven security surveys that identify needs and weaknesses of the AOSP/CSP, including operational security procedures and infrastructure.
    • Ensuring that the Quality Control Coordinators carrying out quality control activities; security audits, tests, surveys and inspections are accorded support to carry out those tasks, and to conduct follow-ups.
    • Liaising with appropriate stakeholders for the efficient and effective implementation of up-to-date procedures and job instructions for Security operations network-wide and providing necessary guidance and advisory support.
    • Providing guidance in the preparation for quality assurance audits and external audits by the Regulator and other applicable authorities namely KCAA, DfT, TSA, EU and all States of service (CAAs).
    • Ensuring timely closure of any audit findings.

    Qualifications

    • University degree or relevant professional qualification.
    • Minimum 5 years’ experience in similar/ related role; experience in airline industry will be an added advantage.
    • Knowledge of Security Management Systems, Quality Management Systems and Document Management
    • Experience in Threat & Risk Management
    • Aviation Security Management will be an added advantage
    • Experience in Security Investigations
    • Undergone Train the Trainer course

    Investigation Officer.Investigations & Forensics

    Job Purpose Statement

    Ensure efficient Airline security operations, including customer and employees by investigating incidents and develop procedures and processes to mitigate against lapses in support of security strategy.

    Key accountabilities;

    • Timely investigation and closure of incidents business wide.
    • Carry out investigative analysis and interpretation of cases to advise management on any underlying trends for necessary mitigation.
    • Carry out effective investigation of all security irregularities throughout the business to safeguard against negative impact of security lapses on the business.
    • Coordinate internal investigations in all suspected criminal activities e.g. theft, losses and damage claims, INADS, ticket frauds, excess weight cheating, misuse of company property etc. and advice on corrective measures to maintain revenue integrity in accordance with staff rules and procedures/laws of Kenya.
    • Prepare/brief witnesses for provision of evidence in the courts and/or HR panels.
    • Represent the company in courts as and when required.
    • Conduct general and forensic investigations processes in conformity to regulatory requirements and within specified time frame to ensure logical conclusion and the company is protected against law suits.
    • Collecting, safeguarding and producing exhibits before HR panels and/or retrieving from law enforcement agencies.
    • Analyzing evidence for proactive security decision.
    • Interview of witnesses/suspects and visiting scene of accidents and incidents.
    • Witness preparations before panel/court processes Review and analyze information Integrity data and generate necessary information for use during pre-employment and recurrent employee background checks to ensure that only people of unquestionable integrity are hired and retained in the company.
    • Compile weekly operational and incident reports and prepare divisional periodic reports including Board papers, Mission status reports and Operational Leadership Team (OLT) reports for management review and decision making.
    • Blacklist lost and stolen tickets and MCOs and maintain their database to ensure revenue integrity.
    • Update and maintain pilferage and AVSEC incident database.

    Qualifications

    • Possess a Bachelors degree or relevant professional qualification.

    Implement intelligence operations involving proactive collection, collation and processing of information into actionable intelligence in alignment with the security strategy.

    Key Accountabilities

    • Gather security information in support of security operations.

    • Analyze and interpret information for onward presentation in support of the business

    • In liaison with Security Officer Intelligence and Investigations, prepare and distribute security notices and alerts giving recommendations on heightened security measures to be implemented in response to security threats facing or likely to affect the business operations and ensure acknowledged receipts of such notices and by all stakeholders.
    • Analyze, update, and maintain the security crime modus operandi database and generate intelligence briefs based on emerging trends and patterns thereof.
    • Maintain an effective collation system to ensure secure and systematic capture, storage and retrieval of information integrity data used in conducting employee background checks.
    • Maintain intelligence trends and patterns data for reference by management in security decision making.

    Qualifications

    • Diploma or relevant professional qualification.
    • At least three years’ experience in intelligence field in a reputable organization.
    • AVSEC Basic 123 training will be an added advantage
    • Training in information analysis
