    Deputy Director, Legal Services

    Job Purpose

    • To provide leadership in legal advisory services to the Authority and provide Board Secretariat services thereby creating a conducive legal environment for execution of the Authority’s mandate as stipulated in the Kenya Roads Act, 2007.

    Job Description

    Duties and responsibilities at this level will entail:

    • Advising the agency and management on the legislation that affect KeNHA and changes made thereof;
    • Providing legal guidance on contractual and statutory obligations binding to the agency;
    • Providing and interpreting legal information, conducting training and disseminate appropriate legal requirements to staff;
    • Coordinating the development, implementation and review of legal policies and procedures to ensure that they are in accord with the existing legislation;
    • Safeguarding the agency’s interests and ensuring that they are adequately defended before the courts;
    • Managing, reviewing and monitoring progress of all outstanding litigations;
    • Issuing instructions, liaising with the agency’s appointed advocates with a view to ensuring they act in the agency’s interest while handling cases on its behalf;
    • Ensuring the agency complies with constitutional, regulatory and all relevant laws through provision of legal advisory services;
    • Documenting and maintaining a record of all enforcement and compliance assignments undertaken by the agency’s personnel and develop legal accountability structures in relation to enforcement assignments;
    • Ensuring timely compliance with rules and regulations affecting the Agency, including the Code of Conduct and Ethics;
    • Reviewing and updating of all the agency’s codes, regulations, rules, guidelines and laws for consistency and compliance with the national and county legal frameworks;
    • Developing the agency’s proactive and preventive legal policies and strategies aimed at forestalling disputes, controversies and litigation;
    • Providing secretariat to the senior management meeting and ensuring management decisions are converted to board papers where applicable;
    • Developing and vetting policy papers and instruments with legal implications for approval by the agency;
    • Coordinating legal compliance and governance audits; and
    • Initiating the development of the agency charter and calendar as well as monitoring implementation.

    Job Specifications

    For appointment to this grade, an officer must have:

    • Cumulative service period of fifteen (15) years relevant work experience, three (3) years of which must have been at the grade of Assistant Director, Legal Services or in a comparable position;
    • Bachelor of Laws degree (LLB) from a recognized institution;
    • Master of Laws degree (LLM) from a recognized institution;
    • Post graduate diploma in Law from the Kenya School of Law;
    • Admitted as an advocate of the High Court of Kenya with a valid Practicing Certificate;
    • Membership to the Law Society of Kenya (LSK) and in good standing;
    • Membership to the institute of Certified Secretaries of Kenya and in good standing;
    • Certificate in Leadership Course lasting not less than four(4) weeks from a recognized institution;
    • Proficiency in computer applications; and
    • Demonstrated a high degree of professional competence, Managerial and administrative capability as reflected in work performance and results.

    Land Surveyor - 2 Posts

    Job Purpose

    • Responsible for implementation of all land survey and mapping matters for various projects being undertaken by the Authority and protection of the Authority’s land assets through cadastral (title) survey.

    Job Description

    • Carrying out basic survey field assignments-mapping and establishing survey controls;
    • Undertaking small and medium area cadastral, topographical surveys, sub-divisional schemes, site and general engineering surveys;
    • Undertaking preliminary quality control of cadastral and general boundary surveys;
    • Searching for and compiling of required survey data information from relevant government institution;
    • Carrying out field observations using various survey equipment e.g. Automatic level, Total Station and Global Positioning System (GPS);

    Duties and responsibilities at this level will entail:-

    • Supporting in development of a framework for GIS operationalization within the authority;
    • Assisting in the preparation of work plans and budgets for the GIS activities;
    • Collect, collate and compile relevant datasets required to populate the GIS;
    • Supporting in the development, maintenance and updating of the GIS databases;
    • Supporting in the integration of data from various sources in the GIS databases;
    • Supporting in the formulation and implementation of GIS data sharing protocols and workflows within the Authority's departments;
    • Performing standard spatial analysis functions;
    • Creating thematic maps, charts, and graphs to visually represent data insights;
    • Assisting in preparing reports and presentations based on GIS analysis results;

    • Supporting in managing and maintaining in-house GIS applications programs;

    • Supporting in the formulation and implementation of GIS data sharing protocols and workflows within the Authority's departments;
    •  Assisting in preparing reports and presentations;

    • Bachelor's Degree in Geo-information Systems, Surveying and Photogrammetry, Geomatics, Geospatial Engineering, Computer Science or an equivalent qualificationfrom a recognized institution;

    Land Valuer II

    Job Purpose

    • Responsible for implementing land valuation, land administration and related real estate matters and liaising with relevant stakeholders in the sector.

    Job Purpose

    Corporate Communications Officer II

    Job Purpose

    • To develop and implement communication strategies that best communicate the Authority’s mission and Mandate to all stakeholders and general public

    Job Description

    • Participating in organizing events by preparing checklists needed and branding the functions as directed;
    • Providing first-hand drafts and institutional news briefs for editing;
    • Assisting in creating awareness of the agency’s products and services through regular updating of social media sites with relevant institutional content;
    • Ensuring departmental equipment, branding materials and other tools used during the event are handled properly;
    • Providing input in the development of the department’s work plan and budget;
    • Providing support in drafting press releases and distributing the same to media houses;
    • Contributing articles to the agency’s newsletters;

    Security Officer II

    Job Purpose

    • Responsible for security and safety of all Authority's buildings, rental premises, property, equipment, and people including staff, visitors, and tenants. Also responsible for liaising with security agencies on matters of security.

    Job Description

    Duties and responsibilities at this level will entail:-

    • Arrange security across the Authority to cover all the staff, tenants, visitors, properties, equipment, and machinery;
    • Implement sustainable security systems and monitor to identify areas of improvement in the security of the Authority;
    • Implement CCTV surveillance and liaising with the ICT team to ensure real-time collection of surveillance information;
    • Undertake security sensitization programs for staff and facilitating training for the same;
    • Ensure that all staff have staff badge and all visitors provided with visitors’ tags;
    • Liaise with law enforcement and other related government agencies;
    • Ensure that all staff, visitors, and contractors within the offices are issued with identification cards and keep track of all the incoming and outgoing goods to ensure the safety of goods;
    • Undertake investigation of security breaches and closing all security cases within set time periods;
    • Liaise with external security providers to ensure the institution is secured;
    • Undertake surveillance to prevent losses and damage by reporting irregularities, informing violators of policy and procedures and restraining trespassers;
    • Prepare daily occurrence report;
    • Gather security intelligence and prepare security briefs;
    • Implement the guidelines, procedures, and manuals of the security function to safeguard the integrity of the security processes of the Authority;
    • Implement security programs to ensure security, safety and well-being of all personnel, visitors and the premises;
    • Prepare and implement safety measures to respond to emergencies to provide necessary assistance to employees and clients;
    • Undertake inspection to protect the Authority’s assets relative to theft, assault, fire and other safety issues;
    • Develop periodic reports by recording observations, information, occurrences and surveillance activities;
    • Maintain records of all crimes and incidents;
    • Undertake security surveys and security inspections of premises; and
    • Enforce institutional compliance with relevant laws and regulations governing security.

    Assistant Records and Information Management Officer III - 2 Posts

    Job Purpose

    • Responsible for management of records and ensuring the security of information including effective handling, storage, retrieval, disposition and ensuring compliance with legal and regulatory standards

    Job Description

    • A Diploma in any of the following: Archives and Records Management, Records Management, Information Management, Information Science/Studies or any other relevant and equivalent qualifications from a recognized Institution;
    • Be proficient in computer applications.
