    Learning Lead

    Responsibilities

    • Create and continually develop a learning framework, ensuring learning activities are prioritised; blending traditional and more innovative learning approaches, as well as leveraging digital and in-person platforms and approaches to support learning.
    • Be the catalyst for learning: create the safe space for both single- and double-loop learning, as well as facilitate and prompting reflection on evidence with a range of stakeholders.
    • Close the loop on learning by designing ways to ensure learning is shared back with programme beneficiaries.
    • Work closely with other technical leads and FCDO to identify learning questions and areas for reflection as part of the learning framework.
    • Support in analysis of monitoring and evaluation evidence to identify learning and areas for additional evaluation to answer learning questions.
    • Develop learning products in multiple formats to support different audiences and learning styles.
    • Contribute to the development of inclusive evaluation and research designs in a complex multi-programme environment.

    Qualifications

    The qualifications for the Learning Lead include:

    • At least 8 years’ experience designing, leading, and implementing learning activities for donor-funded programming;
    • Experience designing and implementing multi-layer learning frameworks or systems for programming;
    • Expertise in adapting evaluation methods and approaches to different contexts and stages of programme development and implementation;
    • Comfort with interpreting and working with Theories of Change and FCDO LogFrames;
    • Experience of leading learning processes or implementing evidence-based changes to strategy or intervention delivery;
    • Demonstrable experience and skill in facilitation;
    • Demonstrable expertise in participatory learning approaches, in particular adjusting and balancing facilitation styles to different personality types and learning preferences;
    • Proven experience with or understanding of theory-driven and mixed-methods evaluation approaches;
    • Qualitative and quantitative data interpretation skills and ability to condense, refine, and tailor large amounts of information for external audiences;
    • Strong writing and communication skills;
    • Experience working with donor government departments or multilateral donors, FCDO desirable;
    • Experience working on humanitarian and/or health programmes desirable;
    • Experience working in Somalia preferred;
    • Previous experience living or working in fragile and conflict affected states an advantage.

    Monitoring Lead

    Responsibilities Will Include

    The Monitoring Lead will lead and deliver monitoring activities for the abovementioned programmes, lead and oversee context monitoring, and support identification and management of operational learning.

    • Develop and oversee monitoring workplans throughout the programme’s operation;
    • Develop and oversee monitoring protocols, processes, and input into SPPMEL data ethics, protection, and management manuals;
    • Implement accountability mechanisms at field level, e.g. complaints and feedback response mechanisms –assessment, design, implementation, and review;
    • Manage field coordinators, provide timely management of enumerators, and ensure quality data is collected;
    • Manage remote monitoring activities, ensuring timely collection of data and alignment with other monitoring engagements;
    • Work with the team leader to liaise with programmes being monitored and ensure timely notification for stakeholders prior to monitoring engagements;
    • Ensure monitoring activities adhere to and follow data security and ethics protocols;
    • Support analysis of monitoring data and support in developing analytical reports and products, and support client briefings on monitoring findings;
    • Ensure all monitoring data is cleaned and safely stored in information management platforms;
    • Provide capacity building and support to field coordinators and monitors on an as-needed basis;
    • Implement activities to raise awareness of prevention of sexual exploitation and abuse and handling of serious complaints in line with applicable FCDO’s policies.

    Qualifications

    The qualifications for the Monitoring Lead include:

    • At least 8 years’ experience leading and overseeing third or second party monitoring programmes.
    • Experience designing and managing mixed methods and large-scale field data collection, including in person and remote quantitative surveys, qualitative interviews and focus groups.
    • Experience in designing and managing remote monitoring mechanisms, including working with and managing remote monitoring teams.
    • Experience interpreting results frameworks and LogFrames for FCDO programming.
    • Demonstrable experience in managing large networks of enumerators across challenging geographies.
    • Experience working with donor government departments or multilateral donors, FCDO desirable.
    • Proven experience with or understanding of theory-driven evaluation approaches.
    • Experience with aligning data to information management systems and software structures, familiarity with data visualisation tools (such as PowerBI, Tableau, Google Data Studio, etc.) is desirable but not essential;
    • Qualitative and quantitative data interpretation skills and ability to condense, refine, and tailor large amounts of qualitative and quantitative data for external audiences;
    • Experience of working in Somalia preferred;
    • Previous experience living or working in fragile and conflict affected states an advantage.

    Deputy Team Leader

    Key Responsibilities

    • Provide programme leadership, including oversight and supervision of monitoring, evaluation, learning and data management personnel.
    • Support the design and implementation of the programme’s strategic objectives and activities, ensuring alignment to FCDO policy and Chemonics policies and procedures.
    • Support the Team Leader in liaising with FCDO, Implementing Partners being evaluated, Somali government counterparts and other key stakeholders .
    • Support the Team Leader in drafting and quality assuring programme deliverables, including regular programme reports.
    • Lead on drafting workplans and data collection plans and ensure that plans are implemented accurately, effectively and to schedule.
    • Manage and coordinate the work of programme personnel, subcontractors, and grantees, with a focus on performance management.
    • Work with operations team to arrange logistics and risk management for monitoring and evaluation activities.
    • Address issues and mitigate risks related to programme implementation in a timely manner, appropriately adjusting project approaches as required.
    • Complete other related tasks, as requested by the Team Leader or Programme Director.

    Qualifications

    • At least six (6) years of relevant experience working on donor-funded projects in a related role, with demonstrated supervisory experience.
    • Experience managing large and complex international development/MEL programmes, with demonstrated ability in managing dispersed teams in-person and remotely.
    • Demonstrated knowledge of MEL from a technical and operational perspective.
    • Experience supporting teams to overcome data collection hurdles in FCAS environments desirable.
    • Knowledge of FCDO Monitoring, Evaluation and Learning preferences, and best practice in ethical and innovative MEL.
    • Experience working in developing countries is required, specifically in a fragile or conflict affected environment.
    • Experience working in Somalia preferred.
    • Excellent communication and writing skills in English.
    • Willingness to work for extended durations in Somalia.
