    Grants & Budget Manager

    Job Overview/Summary:

    The Grants & Budget Manager will join the Airbel Impact Lab’s operations team to help us deliver high-quality grants and financial management across our portfolio. Airbel is currently leading the implementation of two large, multi-country FCDO Commercial Contracts, and this role will focus primarily on support across these two projects.

    Reporting to the Grants & Partnership Coordinator, you will work closely with Project Leads and Contract Finance Coordinators to provide internal financial analysis, support budget realignments and tracking, ensure timely and accurate reporting, maintain contract records, and coordinate with subcontractors for budget delivery.

    Key Responsibilities:

    • Review, track, and analyze expenditures for assigned Airbel grants and contracts; review Budget Versus Actual reports on a regular basis to ensure expenses are in line with grant requirements
    • Assist in managing overall budget and tracking expenditures of Airbel contracts, reviewing any questionable charges with scrutiny.
    • Support grants team on the effective setup and management of grants processes, including facilitating Project Opening Meetings, creation of procurement and spending plans with technical leads, alignment of roles and responsibilities, and review and internal monitoring schedules.
    • Create spending plans and manage expenditure according to projections; hold monthly meetings with project leads to review expenditure and update spending plans.
    • Track expenses and maintain a BvA on all contract funding streams by reviewing general ledger transactions, provide accurate and up-to-date financial reporting for Project Leads, and liaising with Country Program office finance and grant staff where necessary.
    • Coordinate budget realignments and reforecasts with subcontractors and project staff.
    • Create templates and standardized tools for contract management and reporting.
    • Support Airbel staff in reviewing and submitting for approval travel expense reports, purchase requisitions/orders, contract payments and other finance transaction, coordinating with Accounts Payable (AP) as needed.
    • Manage and coordinate the approval of agreements, amendments, cost extensions, and no-cost extensions for Airbel contracts and sub-contracts.
    • Ensure that spending adheres to donor terms and conditions and IRC compliance policies throughout the project life cycle; Work with relevant Airbel and HQ-based finance staff to ensure accuracy of financial reports.
    • Coordinate with grants staff across other IRC departments and country programs to track and manage staff funding allocations.
    • Manage OTIS (Opportunity Tracking Information System) workflow for agreements, amendments and reporting
    • Maintain high-quality knowledge and information management for contract files and documentation.

    Demonstrated Skills and Competencies:

    • Minimum 2-3 years of related work experience managing grants, running budgets, and project management.
    • Demonstrated experience managing complex grants and projects throughout implementation, including compliance, monitoring and reporting processes.
    • Excellent budget management skills including experience tracking expenses and developing spending plans, including high proficiency in Excel.
    • Experience working with subawardees and partners, including partner financial monitoring and reporting.
    • Excellent organizational skills: the ability to multi-task, learn quickly, and work independently and productively in a fast-paced and detail-oriented environment with minimal supervision.
    • Excellent interpersonal and communication skills: the ability to effectively liaise with and motivate a variety of people in a multi-cultural environment and across various time zones.
    • The ability to work independently and productively in a fast-paced environment – pro-activity and initiative to problem solve within the job parameters is essential; strong analytical problem-solving skills.
    • Fluency in English, both verbal and written is required

    Bonus if you also have:

    • Experience with donor-funded contracts, and milestone/payment-by-results based contracts.

    Subcontracts Manager

    Job Overview/Summary:

    Airbel is currently leading the implementation of two large, multi-country FCDO Commercial Contracts, both of which involve partnering with global and local subcontractors, vendors and subawardees. The Subcontracts Manager will join the Airbel Impact Lab’s operations team to coordinate the full life-cycle of subcontractor review, vetting, contracting and partner management throughout project implementation.

    Reporting to the Deputy Director, People & Operations, you will work closely with Project Teams, compliance, finance and awards management departments to ensure we are following all internal review and approval processes, coordinate the development and negotiation of partner subcontracts, support training and capacity building of implementing partners and suppliers to ensure we are meeting donor compliance requirements, and serve as our in-house expert on all partner and subaward processes.

    Key Responsibilities:

    • Support project leads in partner identification and selection, coordinating with relevant in-country and global teams as relevant.
    • Lead and handle the administration of pre-award due diligence processes with all new sub-awards, including desk reviews, Anti-Terrorism Compliance, and reference and community checks.
    • Project manage partner capacity assessments, coordinating with functional experts (finance, compliance, HR, supply chain, etc.) to review partner policies and operating procedures, identify potential areas of risk, and ensure full internal review processes are complete prior to contracting.
    • Manage timelines and review periods of contracting processes to ensure we are executing subawards efficiently to support project and partner implementation.
    • Draft sub-award agreements and follow IRC internal review process of all sub-award documentation and coordinate to get all vital approvals.
    • Work with counterparts in partner organizations to review and negotiate contract terms, facilitating negotiation with IRC legal and compliance teams.
    • Support partners throughout project implementation, serving as the go-to person for all contract and partner support requests.
    • Develop guidance documents required for project partners including manuals, templates and guidance notes for various aspects of grants and contract management
    • Partner with project finance and grants staff to manage partner budget realignments, financial reporting and invoicing.
    • Review partner contract deliverables, including technical and financial reports, workplans, and asset and risk registers.
    • Lead in organizing and conducting review meetings with partners, ensuring inputs from program, finance and compliance staff are received and included.
    • Maintain an in-depth knowledge on donor and government policies and support colleagues to ensure that Partners’ responsibilities are tracked and evaluated, and that updates on their contract management performance are communicated in a timely and professional manner to appropriate stakeholders.
    • Identify partner capacity strengthening and mentoring needs in regards to contract terms and conditions, and organize appropriate activities to meet such needs, proactively escalating areas of potential risk to Project Leads where necessary.

    Medical Officer In- Charge

    Job Description

    The Medical Officer in- charge of the hospitals will offer quality health care to all patients in the hospital and work closely, as the team leader with medical officers, clinical officers, nurses, staff in lab, pharmacy and health clinics to ensure quality health care services are offered to the beneficiaries.

    The Medical Officer in –charge will closely work with the Health Manager to ensure the smooth running of the hospital with adequate coverage and provision of quality health services in all the departments.

    Key Responsibilities

    Program Management

    • The Medical Officer In-charge shall report to the Health Manager.
    • He/she will assist the Health Manager in daily hospital administration, provision of quality health services to the patients and providing oversight in the day to day running of the hospital.
    • He/She will conduct regular inspections of the hospital departments, ensuring discipline is maintained in all sections and submit a report to the Health Manager.
    • He/She is responsible for ensuring smooth delivery of quality health care to both the refugee and host community populations.
    • He/ She will be responsible in liaison with the Hospital Matron for preparing quarterly budget estimates for the various hospital departments.
    • He/ She will be responsible for acting on procurement of various hospital medical and surgical items in liaison with the Pharmacist and the Hospital Matron
    • He/ She will ensure proper functioning of special clinics in the hospital on weekly basis i.e. SOPC, GOPC, HRC, MOPC and POPC.
    • He/ She will coordinate in liaison with the Health Manager consultancy visits for the health program in the camp
    • He/ She will coordinate in liaison with the Health Manager referrals of refugee patients as per UNHCR referral guidelines.
    • He/ She will conduct hospital rounds at least thrice a week and ensure proper cleanliness and decorum is maintained in the OPDs/IPDs/Wards and isolation centers.
    • Ensure the hospital is running effectively in all the wards with adequate coverage by all cadres of health staff.
    • Attend to all emergencies, both medical and surgical at the hospital.
    • Manage and supervise all the staff in respective wards.
    • Ensure survivors with sexual assault cases are promptly attended in GBV support center.
    • Ensure the medical- legal forms including P3 forms are well filled by clinicians and proper representation in the courts as may be required.

    Human Resource

    • He/ She will provide direct supervision to the Medical Officers, Clinical Officers - Pediatrician, and Anesthetists.
    • He/ She will be responsible for compiling clinical officers’ and medical officers’ duty rosters, compensatory days awarding, making alternate postings and duty arrangements to ensuring judicial deployment of clinicians at the hospital.
    • Handle disciplinary cases with support of the Health Manger and the HR.
    • He/ She will plan and coordinate Rest & Recuperation and leave for medical officers and clinical officers working at the hospital in liaison with the Health Manager.
    • He/ She in liaison with the Health Manager and the Hospital Matron will be responsible for filling up vacant positions through the formal recruitment or promotions process to fulfil the requirements of the departments.
    • He/ She will take lead in chairing the daily morning clinical staff meetings, mortality, morbidity and near-miss review audits; providing guidance, oversight and program updates as required.
    • Manage the Health Program in acting capacity when the Health Manager is not in office.
    • Coordinate and Participate in the Continuous Medical Education (CME) for staff and give updates on care of patients.
    • Chair the Quality Improvement Committee meetings and together with the Health Manager ensure the action points are followed and acted upon.

    Program Activities

    • Conduct daily ward rounds in respective wards.
    • Be the doctor on call at the hospital on weekly basis, 24hrs 7 days as per the scheduled call list.
    • Carry out all emergency surgical/obstetric cases in theatre.
    • Properly document patient diagnosis, plans of treatment and care on patient files.
    • Attend and chair morning handover meetings and give feedback on patient care.
    • Carry out all elective surgical and gynecological cases twice a week in theatre.
    • Attend to all medical legal issues, fill P3 forms and attend court sessions.
    • Fill the referral forms for both emergency and elective referrals as per the SOPs.

    Reporting and Coordination

    • Attended monthly coordination meetings organized by UNHCR, and ensure relevant coordination-related data is shared.
    • Participate in interagency health working groups or committees as required.
    • Participate in writing quality internal and donor reports as per set schedules (monthly, quarterly and annually) on grant activities, indicators and achievements.

    Key Result Areas

    • Improved quality of care in the wards/hospital
    • Proper coverage and delivery of health services at the hospital departments.
    • Quality emergency obstetric care in maternity.
    • Prompt referral of patients.
    • Proper documentation of patient care.
    • Prompt management of disease outbreaks.

    Qualifications

    • Bachelor of Medicine and Surgery, (MBChB).
    • Registered with Kenya Medical Practitioners and Dentist Board.
    • Minimum 3 years of working experience in a busy hospital.
    • Able to work with minimal supervision.
    • Experience in health staff management in a hospital set up.
    • Be flexible, a team player and result oriented.
    • Be ready to work in challenging and multitasking environment.
    • Computer literacy in MS Windows, Word, Excel, Powerpoint, is desired.
