POSITION BACKGROUND
In recent years, there has been a significant development in MSF’s medical and operational activities that has been sustained by an upsurge in MSF’s operational budget and complexity. Every year, approximately half of MSF’s budget is spent in procurement (services and goods).
In line with the MSF Organizational Supply Strategy’s (OSS), the MSF Strategic Procurement Program (MSPP) has been launched in order to intensify collaboration between the different MSF entities and streamline the existing MSF procurement set up, in order to achieve optimal operational efficiency by avoiding duplication, waste and operational complexity.
The ultimate goal of the program is to develop and implement a global, common approach to strategic procurement across all entities (OCs, ESCs and PS) at international, regional and national level.
In parallel MSF is developing ambitious programs to promote Equity, Diversity and Inclusion (EDI) across all entities and at all levels of the organization.
In this frame, and taking into account the recent evolution of the procurement function within MSF, the MSPP will contribute to the development of the MSF procurement workforce able to respond to the increasing operational challenges faced.
PLACE IN THE ORGANISATION
The Procurement HR PM will:
- Report hierarchically to the MSPP manager;
- Collaborate closely with the MSPP team members and the procurement teams in the OCs and ESCs;
- Collaborate closely with the Human Resources departments (administration, recruitment, pool management) and Learning and Development teams of the OCs and ESCs.
OBJECTIVES OF THE POSITION
The objective of the Procurement HR PM is to develop a diverse procurement workforce able to respond to the need for procurement support of our operational activities.
Specific Objectifs:
- Define the competencies dictionary;
- Define the recruitment strategy;
- Design and implement learning & development strategy;
- Design and implement the pool of procurement professionals.
MAIN RESPONSIBILITIES
Define the competencies dictionary for Procurement
- Support the HR and procurement teams in defining the requirements for procurement positions;
- Identify the required technical skills and responsibilities per type of position according to the MSF HR function grids and practices;
- Define career path for the MSF procurement community;
- Define the recruitment strategy in close collaboration with the HR departments of the OCs
- Based on the mapping of the current procurement resources and the projections of our future needs, identify the required procurement resources to be hired or developed;
- Define a recruitment strategy which promotes inclusive and equitable recruitment policies and practices in order to hire and develop a diverse procurement workforce and respond to the future procurement needs of MSF;
Design and implement learning & development strategy
- Identify the need of new training to be developed internally or to be sourced outside to build a global procurement training catalogue;
- Identify EDI learning and development tools (for eg. trainings on the impact of unconscious bias and discrimination on supplier diversity);
- Support the design of learning solutions using various methods like e-learning, webinars, on the job training, video learning etc.;
- Ensure accurate deployment of learning solutions as well as implementing and monitoring evaluation of the learning solutions in close collaboration with the learning and development teams of the OCs.
Design and implement the pool of procurement professionals
- Collect the operational needs in short and long term and work out short and longer-term solutions in terms of quantity and competencies in collaboration with pool managers and HR recruitment teams;
- Ensure the diffusion of the field HR demands towards the different actors concerned (Recruitment, Learning and Development teams) and collaborates with them to develop adapted solutions.
Job requirements
Education:
- Master degree in the field of adult learning, social science or equivalent experience.
Experience:
- Over 3 years of experience in human resources roles;
- Experience in Learning and Development including instructional design, learning styles and delivery of web-based content;
- Experience in Human Resources and recruitment in a complex international organization;
- Work experience in MSF is a strong asset.
Knowledge and Skills:
- Strong Project management skills, ability to handle multiple priorities at one time;
- Excellent analytical skills, strategic thinking and problem-solving skills;
- Proven ability to design, implement, and monitor strategies or processes;
- Able to interact effectively at all levels through excellent communication and negotiation skills;

Mission
You are the IT referent for your geographical area of intervention. Your expertise allows you to support the operational objectives of the missions for which you are responsible, in accordance with the policies and procedures of the MSF France IT Department.
More precisely:
Thanks to your knowledge of the programs and challenges of each mission, you support the local teams, IT technicians (IT Officers) and logistics in particular, offering a high level of support.
You strengthen the link between headquarters and the field, facilitate better communication, ensure that the missions have access to the resources they need, and forward the necessary information to the IT Department.
Objectives of the position
Regional organization:
- Organize regular evaluation visits to the countries of their region and write visit reports.
- Carry out and formalize follow-up meetings with IT Officers and Logistics Coordinators.
- Ensure that local stakeholders (suppliers, service providers) in their geographical area can respond effectively to the needs of each mission.
Transversal organization:
- Coordinate actions with the Head of Operational IT, system and network administrators, and support technicians in HQ.
- Contribute to the definition and improvement of IT policies by providing feedback based on experience.
- Contribute to scoping and the implementation of hardware and software developments, as well as the implementation of procedures, policies, and projects defined by the IT Department.
Technical:
- Ensure the continuous improvement of the infrastructure (system and network) and of the local IT organization, by responding to the operational needs of the missions.
- Advise Logistics Managers on their high-level IT decisions in collaboration with the local IT Officer(s).
- Advise IT Officers on level 2 technical issues.
- Contribute to the definition and creation of technical documentation.
- If needed, support emergency operations in their geographical area.
Administrative:
- Recruit IT Officers and aid them in their technical development.
- Conduct training sessions and briefings for IT Officers and Logistics Teams in charge of local IT support.
- Ensure the access of the local team to all available resources (documentation, e-learning platform, etc.) allowing them to understand the operation of the IT infrastructure and to become familiar with the available tools.
- Ensure that the IT components are properly considered in the budget developed by the Logistics Coordinator.
Professional skills
- Experience in an international NGO is required.
- MSF experience is a plus.
- Significant professional experience (at least 5 years) in the field of IT (systems & networking).
- Experience in monitoring and setting up projects at the international level.
- Higher education in the field of IT.
Languages:
- English is mandatory and French B1 is a plus.
Technical skills:
- Windows 10 – Office 365 / SharePoint – MS Endpoint Manager – MS Azure AD.
- Network WAN (VSAT, 3G-4G, xDSL, WiMAX, Fiber) / LAN – VPN – Routing – QoS – NAS.
- Knowledge of monitoring tools such as Zabbix / Centreon.
- Incident management (L2), reporting, troubleshooting.
- Ability to write clear and concise technical documentation.
- Knowledge of Fortinet, Ubiquiti, and Synology hardware is a plus.

Contract details:

GENERAL OBJECTIVE AND JOB ENVIRONMENT
Accountable to the Director of Finance, the person in charge of Accountancy Unit guarantee the reliability of the financial statements of the organization and define the financial-accounting policies agreed by Finance Director, the management processes and accounting control necessary in HQ and Networking MSF OCBA Units and the Field to ensure the accountability of the entity.
This Unit comprises two areas: Field Accountancy Area (the team consist in 5 people) and General Accounting Area (the team consists in 4 people). S/he also works in close collaboration with the Finance Operational Unit within Finance department and has working links with the heads of the other departments within MSF OCBA. There is also strong collaboration with the Heads of Accountancy in other MSF Operational Sections and International Finance Team.
MAIN RESPONSIBILITIES AND TASKS
- Coordinates, prepares and submits reports regarding the financial status of the organization (annual audit, statutory accounts and combined accounts) and ensures they are timely published.
- Overseen the consolidation of the accounts of MSF Spain within International Financial Statements.
- Ensuring and overseeing the quality of MSF OCBA’s monthly and annual financial and analytical accounting closures in a timely manner.
- Lead the Annual Audit and conducts mission visits with auditors as part of the annual audit.
- S/he maintains relationship with other relevant departments within OCBA and other MSF Entities and leads and participates in finance management platforms and international projects within MSF.
- Support and guide in Accounting Management within the OCBA Network Unit (Nairobi, Amman, Dakar, Argentina) in line with their evolution and growth.
- Ensures the correct accounting of grants from both MSF sections and public institutions or foundations. Ensures the reconciliation of open items. S/he enters in the combined accounts all the financing part.
SELECTION CRITERIA
Finance Planning
- Define the strategic plans of the Finance Department together with the Finance Director, Deputy and HoUnits according to the strategic plan of the organization and the Operational Policy and the future challenges of the department.
- Ensure that HR and financial planning for the Unit is in line with the finance department strategy. Ensure that actions plans are fulfilled, and objective achieved, regular follow up and review of the Unit planning.
- Define together with coordinators of areas the priorities, initiatives and action plan to be carrying out according with the strategic plan.
- Identify areas of improvements in the existing processes to ensure the continuous improvements of the organization in accountancy.
- Monitors the objectives set through management indicators and evaluates possible deviations.
Finance-Accounting Policies and Procedures
- Define and guarantee the implementation of the necessary financial and accounting strategies and policies to ensure compliance with the Accounting Principles and Standards, the quality of financial information and guarantee the principles of transparency and accountability.
- Ensure that the organization has the necessary policies and procedures to carry out the updated financial and accounting management processes for submission to internal control and auditing of accounts.
- Liaises with the organization’s tax advisors. Ensures timely fulfilment of legal obligations in regards with financial issues.
Unit Management
- Is responsible for the smooth function and development of the Unit.
- Participates in the recruitment process of the unit’s members; supervises, guides and coaches Unit members. Ensures a good internal flow of information.
- Ensures that policies, processes and tools correspond and cover the needs of the unit so to reach the set objectives.
- Coordinate the accounting team in order to carry out its planning, monitor and evaluate its performance and contribute to the development of its competencies.
Others
- Definition of optimization priorities, and leadership of/participation in optimization projects. This as join effort with other Accountancy Unit team members and depending on the topic colleagues from other departments.
- Data based analysis with the aim of identifying potential improvements.
- Functional ownership of accounting management IT tools and involvement in new developments.

Education and Experience
- Higher degree in Business Administration, Economics or similar.
- Experience of minimum two years in a similar position in Finances Departments of large companies or organizations.
- MSF field experience of minimum one year, in financial department.
- Very good command of English. French and Spanish highly desirable.
- Advanced knowledge of Microsoft Office.
- Knowledge of ERP systems my SAP and FFC.

Main Purpose
Operating the VHF and HF radios, in accordance with the MSF security protocols and rules, in order to ensure quality and confidential radio communications for the operational needs of the mission/projects.
Accountabilities
- Operating the HF and VHF radios, avoiding using any sensitive or security related information and following the MSF security rules. Ensures radio frequencies’ (HF and VHF) quality and transmission capacity. Installs and programs frequencies in all type of radios when necessary
- Ensuring that messages are well copied/passed to all people concerned and records the messages on the radio log book. Responding to radio contacts from other approved organizations and forwarding it on the information via this channel.
- Making radio contacts with reference bases (capital, other sections, field) according to communication rules / schedules and forwards all information concerning the security of the teams to the Project/Capital Coordinator.
- Monitoring and registering any movement, of people, vehicles, helicopters, airplanes and cargo, (departure, arrival, number of passengers, route taken, standard contact points) and informs line manager of any delays according to the TSF (Travel Security Form).
- Supervising and monitoring the VHF radio allocation book (handsets) and registering the loan of handsets to all staff, following it up on a regular basis.
- Installing, operating and performing preventive maintenance checks on assigned equipment, checking that the equipment is working properly and immediately informing the line manager of any damage/loss/theft. Maintaining the equipment, communications room and premises in clean and tidy conditions. Maintaining and supervising HF VHF batteries status in good maintenance conditions. Providing basic radio training when necessary to MSF staff
