GENERAL OBJECTIVE
The main objective of this position is to support the Medical Learning and development Referent, ensuring the effective development and implementation of medical learning solutions. While the Medical Learning referent will hold the final responsibility and accountability, this role will focus on two key complementary activities that will make possible to be closer to the field.
This position will be functionally and hierarchically accountable to the Medical Learning Referent. This person will work in coordination with the learning officers of the learning unit and TEMBO, to ensure the development of the different specific projects
SPECIFIC OBJECTIVES
- Develop Support: This includes assisting with the general development of planned learning solutions for the year. Tasks involve creating content, updating courses based on new protocols, handling translations, and proofreading when necessary. Additionally, this role will provide follow-up on various processes until the learning solutions are finalized.
- Coordinating and facilitating delivery of learning solutions: This involves coordinating and facilitating training sessions both remotely and at the field level. Examples of such training include the FC-PMR course, Hospital Management training, and SRH blended training.
- Participate in the development/review of tools and kits eg. PMR/Medco resources etc and support on administrative needs.
- Participate in simulation activities as requested.
MAIN RESPONSIBILITIES AND ACTIVITIES
Updating and Developing Training Packages: Daily Management of Learning Solutions
- Analyze Context and Potential Users: Collaborate with the Technical Referent to assess the context and identify the target users for the learning solutions.
- Define Learning Objectives and Content: Work with the Technical and Medical Learning Referents to establish a general logical framework for new resources. Coordinate with the Digital Learning Manager and Medical Learning Referent to define the objectives and potential content to be included.
- Content Development and Support: Assist in developing content for technical areas outside of your expertise by providing guidance and support on general options for the logical framework. Offer feedback and monitor project development closely in coordination with the assigned Learning Officer.
- Adaptation to Context and Users: Ensure that learning solutions are tailored to the specific context and the needs of future users.
- Ensure Alignment with Current Guidelines: Verify that all content and updates align with the most recent validated guidelines and protocols.
- Coordinate the Validation Process: Work with the Medical Learning Referent and Digital Learning Manager to oversee the validation process of the learning solutions.
- Proofreading and Quality Assurance: Provide proofreading support as needed to ensure accuracy and clarity in all learning materials.
Coordination and facilitation of trainings:
- Oversee Deployment of Learning Actions: In close coordination with Learning Administration Services from LU, manage the deployment of medical learning activities, ensuring proper implementation for both face-to-face and online methodologies.
- Facilitate and Monitor Training Activities: Actively participate in the execution of training activities and ensure that training sessions, whether online or in-person, are conducted effectively, fostering a positive team dynamic and an optimal learning environment.
- Produce Final Report: Compile a comprehensive final report that includes evaluations and recommendations for future training sessions, based on feedback and assessments.
Follow learning resources (PMR resource/ Learning path, community medical practice) : daily management of the learning solution
- Identify and Develop New Technical Areas: Identify new technical areas to be included in the PMR resource and support their development in coordination with the Technical Referents and Medical Learning Referent for validation.
- Align Content with Learning Solutions: Ensure that all content is adapted and aligned with current and future learning solutions for the PMR-MedCo position to maintain consistency and relevance.
- Implement Content Quality Control: Establish and maintain content quality control measures, ensuring all materials follow updated guidelines and standards.
- Keep Content Updated: Regularly update the content of all learning resources to ensure they remain current and relevant.
- Contribute to the Medical Community of Practice: Actively participate in the development and maintenance of the medical community of practice to foster knowledge sharing and professional growth.
Participate in simulation activities as requested.
- Suggest Scenarios during the development of the courses: Offer suggestions to improve future simulations based on the experience.
- Contribute to Scenario Design: Assist in developing new scenarios or adjusting existing ones for future simulations.
SELECTION CRITERIA
- Medical degree, nursing, or midwifery diploma.
- Field experience in MSF among regular and emergency interventions is mandatory. (At least 2 years).
- Experience in designing, implementing, and monitoring learning programs in academic and/or professional settings; especially in the medical area is an asset.
- Languages: English and French (required). Spanish, Arabic and Portuguese is a plus.

Objective of the Position:
Coordinating and supervising the accounting of the mission (accounting, treasury, audit procedures, etc.) according to the instructions of the Finance Coordinator, and in compliance with legal obligations and MSF standards and protocols in order to provide quality, reliable and transparent information to the organization on the use and allocation of resources in the mission. S/he will be taking the position of HR/Fin in the field alternating with HR/Fin Manager when there is ongoing emergency response.
Tasks & Responsibilities:
- Being responsible for quality and timely accounting for the whole mission e.g. cash procedures, bank accounts, receipts and supporting documents, electronic data entry, consolidation of overall mission accounting, monthly closing process and documents, ensuring strict respect of deadlines and strict compliance to MSF guidelines, financial standards and procedures.
- Coordinating and overseeing the monthly and yearly closing of accounts and balance sheet, and reporting the mission's accounting statement through monthly and weekly reports, in order to verify the evolution of project finances and provide information about them
- Being responsible for the financial management of donor contracts e.g. preparing and verifying the financial reports to donors, following up and analysing the need for amendments. Ensuring reporting conditions are met and stakeholders in the mission are informed of their responsibilities (for example, logistics for stock inventory, quotes)
- Coordinating and overseeing the payment of tax liabilities in order to comply with legal obligations.
- Coordinating and supervising the conduct of local audits relating to accounting, tax, labour, stock and asset management
- Planning and supervising, in close coordination with the HR department, the associated processes (recruitment, training/induction, evaluation, potential detection, development and communication) of the staff under his/her responsibility in order to ensure both the sizing and the amount of knowledge required and to improve people's capabilities
- Is the technical reference for any accounting-related issue including compliance with MSF financial standards and procedures, legal compliance, training and support on the MSF accounting software / system
- When required, briefing all staff involved, on specific accountancy management (CEST, Fin/HR Managers, Logistics Managers, etc).
At capital level :
- Coordinate and oversee the monthly and yearly closing of accounts and balance sheet, inform the superior about it for its consolidation, with the aim that the statement reflects the financial reality and ensure strict respect of deadlines
- Ensure compliance to MSF guidelines, standards, policies, and procedures: in particular financial standards and procedures, and engagement of expenditure (purchasing and payment procedures
- Responsible for quality and timely accounting: both paper accounting (invoices and receipts, required support documents and proper audit trail), electronic data-entry (encoding in the accounting software), including consolidation and archiving of the accounting journals.
- Coordinating and overseeing the payment of tax liabilities in order to comply with legal obligations.
Coordinating and supervising the conduct of local audits relating to accounting, tax, labour, stock and asset management
- Is the technical reference for any accounting-related issue including compliance with MSF financial standards and procedures, legal compliance, training and support on the MSF accounting software / system.
- Back up for Finance responsible.
- Can be asked to cover a gap in the region for 4-8 weeks
During Emergency Intervention; Alternate role with HR/Fin Manager
- Is Responsible for FIN/HR set-up during Emergency Interventions. S/he being the HR/Fin person at field and evaluate the need for recruitment.
- Ensure that the procedures governing money management are properly followed.
- Is responsible for the financial management in the emergency location.
- When required, briefing all staff involved, on specific accountancy management
- Planning and supervising Finance and HR processes (recruitment, training/induction, feedback, operational advances).
- Implementing circuits and workflows (management of cash boxes, transfers, advances, purchase procedures, payment validations, follow up of regular payments, bank reconciliation) in order to anticipate expenses at project level and to optimize cash needs and its security.
- Being responsible for all movements and/or accommodation of staff in the Project.
- Ensuring hiring, amendments and contract termination formalities for employees at the intervention level are according to local labour laws.
- Support in the implementation of performance management process for the E-Response team.
- The position holder may be asked to take up additional duties/ hold another position for purposes of Emergency Intervention
Qualifications & Requirements:
Education:
- Degree/advanced diploma in Finance or HR management/administration.
- Essential solid accountancy training and experience - professional accounting qualification.
Experience
- Essential, working experience of at least two years in relevant and similar jobs.
- Desirable working experience with MSF or other NGOs.
- MSF experience as ACMA ( Accounting Manager )
Knowledge:
- Computer literate (MS Office Suite); Homere, Unfiled , Wefin software knowledge
Skills/ Competences:
- Proficiency in accounting software and financial management tools.
- Strong knowledge of accounting principles, financial reporting, and regulatory compliance.
- Team leadership and people management
- Analytical and problem-solving abilities.
- Attention to detail and accuracy.
- Strong communication and interpersonal skills.
- Fluent in English and knowledge of other language is an asset
Language: Proficiency in written and oral English & Kiswahili.
