    Consultancy: Nutrition in Emergency Specialist for Drought Response

    Under the overall guidance of the Senior Emergency Specialist (P5), and technical guidance of Nutrition Manager (P4), support KCO Nutrition in Emergence Response activities across Kenya as per the CCCs and the Country Programme Response Plan.

    To qualify as an advocate for every child you will have

    • Master's Degree in human nutrition, preferably with corresponding degree in Public Health, Food Security, Medicine or another related field.
    • At least five years of progressively responsible professional work experience in similar emergency contexts and chronic vulnerable situations, with either UN and/or NGOs.
    • Knowledge of humanitarian and development issues is an asset
    • Able to work within various teams and be able to contribute to the overall success of that team.
    • Able to demonstrate a flexible and adaptable approach to work.
    • Experience in Malnutrition Programme communications, Social Behaviour Change in Nutrition.
    • Fluency in English required.

    Logistics Specialist: Vaccine Logistics management, P3

    Effective logistics planning and vaccine management is essential to improve the results of supplementary immunization activities (SIAs) and any other outbreak response. The GPEI RRT for Africa will assist polio outbreak countries, and national immunization programs to have effective vaccine management support to outbreak response planning, implementation, monitoring and evaluation.

    How can you make a difference?

    Under the supervision of the UNICEF ESARO Coordinator (EPI & Polio), and in close collaboration with the UNICEF/AFRO Rapid Response Team (RRT) Coordinator, the incumbent will be deployed as a member of RRT to polio outbreak countries within the African to support in the following:

    Support the MoH and GPEI teams to plan, implement, monitor and supervise all aspects of the Cold Chain Logistics and Vaccine Management as outlined in the SOPs and technical guidelines for the polio outbreak response:

    • Develop a budgeted national logistics response plan;
    • Liaise with UNICEF programme and supply divisions and support country office and MOH logistics teams to streamline planning, ordering and arrival of vaccines and consumables;
    • Ensure that the inventory of active and passive cold chain equipment is updated;
    • Train staff and partners and deploy management tools to support vaccine management, logistics and cold chain management in outbreak response in accordance with the guidance note and available learning modules. 
    • Facilitate the distribution and optimal use of vaccines and consumables according to macro and micro-plans;
    • Ensure the proper storage of vaccines and consumables at each level of the supply chain;
    • Ensure good temperature management procedures followed
    • Collect and analyse vaccine stock and utilization status at all levels of the supply chain after each round;
    • Submit vaccine stock and utilization reports when submitting requests for additional vaccines.

     In the case of SIAs using mOPV2, provide technical assistance to the MoH and GPEI partners to ensure compliance with procedures, such as:

    • Develop mechanisms to accelerate the preparation, verification, correction and compilation of reports (vaccine utilization reports and A forms) and their daily transmission at all levels (district, region and national);
    • At the end of each cycle, all open mOPV2 vials are disposed and reported in accordance with WHO and/or national guidelines and all unopened and in good condition vials are recovered at a predetermined store in the supply chain for later use;
    • Coordination of Independent Vaccine Monitoring activities includes: training of supervisors, coordinators and monitors, supervision, compilation of monitoring data and transmission of area of responsibility reports.
    • Provide frequent and regular reports to the MoH on all aspects of vaccine management, cold chain logistics and contribute to the drafting of SITREPS and bulletins. Prepare reports according to GPEI requirements.
    • Support outbreak response assessment teams (OBRAs) with information related to vaccine management, logistics and the cold chain.

    To qualify as an advocate for every child you will have

    • An advanced university degree in logistics management, supply chain, health logistics or other health-related fields (pharmacy, engineering). 
    • A minimum of 5 years of professional experience at the national and international level in Routine Immunization and/or Supplementary Immunization Activities logistics management (Cold Chain, Vaccine Management, Waste Management), vaccination campaign logistics management.
    • Field experience or training in mOPV2 management will be an asset
    • “CCL/VM activities during polio SIAs” eLearning certificate is required.
    • Have skills in leadership, teamwork and training.
    • Be proficient in computer tools, including Excel, Word and PowerPoint software.
    • Mastery of the EPI's logistics tools (SMT, DVDMT, Cold Chain Inventory tools).
    • Developing country work experience and/or familiarity with emergency is considered an asset.
    • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

    Health Specialist, Public Health in Emergencies (PHiE), P4

    UNICEF is prioritizing the delivery of an integrated Nutrition/Health/WASH in the priority counties/sub-counties. UNICEF seeks to increase the coverage of the response, whilst maintaining the quality of the programme delivery, as well as the scope of the response. UNICEF is scaling up and improving the coverage of integrated Nutrition/Health/WASH outreach services in 7 counties (Turkana, Marsabit, Baringo, Mandera, Wajir, Tana River, Isiolo) with a package of life-saving health interventions to vulnerable children, women and men. An integrated package of life-saving health/nutrition services includes immunization, treatment of pneumonia, diarrhoea, health promotion/education, demonstration to community members participating in outreach services on household water treatment, nutrition screening and treatment, antenatal care and referral of complicated cases for specialized management in higher level health facilities, COVID-19 prevention and control messages. 

    UNICEF Kenya seeks an experienced Public Health in Emergencies to support the overall management and coordination of UNICEF Kenya’s health response to the current drought emergency response (L-2).

    Main Responsibilities and Tasks

    • Lead UNICEF internal risk analysis for health drought emergency response needs in Kenya, identifying capacity gaps and developing a plan to rapidly address them.
    • Provide technical support to UNICEF and partners including contributing to the development of/ or sharing relevant standards, protocols, guidelines and training materials for health drought emergency response including Social Behaviour Change materials.  Support training as needed.
    • Contribute to UNICEF’s and the continuous revision of Kenya Health sector response strategy, work adjustments of plans, including contingency plans with other sectors to ensure cross sectoral response programming.
    • Support and monitor surveillance and disease prevention and control efforts for other epidemic prone diseases (Measles, Yellow Fever and others) within the population with WHO and Health Sector partners and other sections. Share information for internal communication and external coordination as needed.
    • Support UNICEF’s response in Health (in coordination with Nutrition, WASH team members) as part of the overall oversight to health sector coordination mechanism. Represent UNICEF in the Health and other sector coordination meetings as needed.
    • Conduct joint field monitoring visits with relevant health sector partners or as necessary.
    • Oversee emergency supply chain including pre-positioning in coordination with UNICEF Supply/Logistics staff to provide essential kits, drugs and commodities for drought response efforts to government and NGO partners
    • Support UNICEF information products related to the response including monthly situation reports.
    • In close consultation with the M&E team, contribute to the office M&E mechanism, including performing results tracking with uniform updated information.
    • Help draft funding appeals, donor reports and project proposals related to the response

    Reporting and work relationships

    • The Public Health in Emergency (PHiE) Specialist, P4, will work under the overall supervision of the Chief of the Health section, with close working collaboration with the KCO Emergency Drought Response unit, including the Nutrition and WASH sections.

    Minimum Qualifications and Competencies

    • Advanced university degree in Public Health or related field with bachelor’s in health discipline (Medical Doctor, nursing or other relevant health discipline). Experience in epidemiology and disease control in emergency settings is desirable.
    • A minimum of 8 years of progressively responsible experience in planning and implementing health emergency programmes with either the UN, IO, and/or NGO.
    • Experience in working for UNICEF in Health Emergency will be considered a strong asset.
    • Fluency in English (verbal and written).
