    WASH Officer (JPO), WASH, P-2

    Duties and responsibilities

    The WASH Officer reports to the Chief of WASH (Level 5) for supervision. The JPO WASH Officer provides technical, operational and administrative assistance throughout the WASH programming process. The Officer prepares, manages and implements a variety of technical and administrative tasks, related to the development, implementation, monitoring and evaluation of the WASH output results of the country programme. The Kenya context is conducive for and requires a strong emphasis on climate resilience, rural and urban WASH, involvement of the private sector, and leveraging public and private resources for WASH. The JPO will support these innovations across the portfolio.

    Responsibility 1: Programme development and planning.

    Summary of duties/tasks:

    • Draft updates for WASH in the situation analysis, to inform the development of WASHrelated outcome and output results. Research and report on trends in WASH, for use in programme development, management, monitoring, and evaluation.
    • Prepare technical reports and inputs for programme preparation and documentation, ensuring accuracy, timeliness and relevance of information.
    • Contribute to the development/establishment of WASH-related outcome and output results, as well as related strategies, through analysis of WASH sector needs and priorities.
    • Provide technical and administrative support throughout all stages of programming processes by executing/administering a variety of technical programme transactions, preparing materials/documentations, complying with organizational processes and management systems, to support progress towards the WASH-related outcome and/or output results in the country programme.
    • Prepare required documentations/materials to facilitate review and approval processes.

    Responsibility 2: Programme management, monitoring and delivery of results.

    Summary of duties/tasks :

    • Work collaboratively with colleagues and partners to collect/analyze/ share information on implementation issues, provide solutions on routine programme implementation and alert appropriate officials and stakeholders for higher-level interventions and/or decisions. Keep records of reports and assessments for easy reference and/or to capture and institutionalize lessons learned.
    • Participate in monitoring and evaluation exercises, programme reviews and annual sectoral reviews with government and other counterparts and prepare reports on results for required action/interventions at the higher level of programme management.
    • Monitor and report on the use of sectoral programme resources (financial, administrative and other assets), verify compliance with approved allocations, organizational rules, regulations/procedures and donor commitments, standards of accountability and integrity. Report on issues identified to enable timely resolution by management/stakeholders.
    • Prepare sectoral progress reports for management, donors and partners.

    Responsibility 3: Technical and operational support for programme implementation.

    Summary of duties/tasks:

    • Undertake field visits and surveys, collect and share reports with partners/stakeholders. Report critical issues, bottlenecks and potential problems to supervisor, for timely action.
    • Provide technical and operational support to government counterparts, NGO partners, UN system partners and other country office partners/donors on the application and understanding of UNICEF policies, strategies, processes and best practices in WASH, to support programme implementation.

    Responsibility 4: Humanitarian WASH preparedness and response.

    Summary of duties/tasks:

    • Draft requisitions for supplies, services, long-term agreements and partnership agreements to ensure UNICEF is prepared to deliver on its commitments for WASH in case of an emergency.
    • Study and fully understand UNICEF’s procedures for responding in an emergency.
    • Take up support roles in an emergency response and early recovery, as and when the need arises. 

    Responsibility 5: Networking and partnership building.

    Summary of duties/tasks:

    • Build and sustain close working partnerships with government counterparts and national stakeholders through active sharing of information and knowledge to facilitate programme implementation and build capacity of stakeholders to achieve WASH output results.
    • Draft communication and information materials for WASH programme advocacy to promote awareness, establish partnership/alliances and support fund-raising for WASH.
    • Participate in inter-agency meetings on UNDAF planning, to integrate and harmonize UNICEF output results and implementation strategies with UNDAF development and planning processes.
    • Research information on potential donors and prepare resource mobilization materials and briefs for fund raising and partnership development purposes.

    Responsibility 6: Innovation, knowledge management and capacity building.

    Summary of duties/tasks:

    • Assist in the development, implementation, monitoring and documentation of WASH action research and innovation (technical or systems).
    • Assist in the preparation of learning/knowledge products, covering innovative approaches and good practices, to support overall WASH sector development. Assist in creating and delivering learning opportunities for UNICEF WASH staff, to ensure our sector capacity remains up-to-date with latest developments. Participate as a resource person in capacity building initiatives to enhance the competencies of clients/stakeholders.
    • Training component - Learning elements and expectations:
    • Upon completion of the assignment the JPO will have/ will be able to:
    • Strengthen knowledge and experiences for the WASH
    • Be familiar with the WASH contexts in the country
    • Be familiar with the UN systems including the sector coordination, policies, and strategies
    • Strengthen capacities in the management of the programme/project
    • Enhance skills in monitoring and evaluation.
    • The JPO training programme includes the following learning elements:
    • Participate in office wide trainings on programme planning, management and career development support
    • Participate in other trainings identified by the JPO and the supervisor
    • JPO Orientation Programme – Designed towards development of professional skills and personal insights into performance and collaboration and create an understanding of how the organization functions and carries out its work around the world
    • E-learning opportunities in performance management: create the conditions for high performance and development
    • E-learning opportunities on basic UNICEF programme & operational strategies: assimilate UNICEF’s approaches to programming and operations, thematic programme areas as well as cross-cutting functional areas
    • JPO Coaching & Mentoring Programme – driven by individual needs and targeted towards insights into organizational culture and targeted training opportunities and support
    • Stretch assignments- opportunity, normally from to max of six months that goes beyond the current description and creates an opportunity to learn new skills in a different Duty Station, Division or Section
    • Career Transition Programme tailored to support the JPOs in their final year with their future career aspirations
    • The JPO position includes a Duty travel and training allowance (DTTA) of $4000 per year which may be used for learning activities related to the assignment and career development.

    Required Qualifications and Experience

    Education:

    • Master degree or equivalent in one of the following fields is required: public health, social sciences, behavior change communication, sanitary engineering or another relevant technical field. 

    Experience:

    • Minimal 2 years to maximal 4 years relevant working experience in WASH-related programmes for developing countries is required.
    • Working experience within the UN system should not exceed 50% of the relevant working experience including UNV, UN internship and UN consultancy.
    • All paid work experience since obtaining Bachelor’s degree will/can be considered.

    Language Requirements:

    Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

    Key competencies:

    Basic knowledge of three of the eight components

    • Rural water supply for low- and middle-income countries – including water safety, sustainability
    • Rural sanitation for low- and middle-income countries, including sustainability applying CATS principles;
    • Urban sanitation for low- and middle-income countries
    • Handwashing with soap;
    • WASH-in-Schools and Health Centres;
    • Menstrual hygiene management;
    • National government WASH policies, plans and strategies;
    • Analysis of national budgets and expenditure for basic WASH, and related advocacy Basic knowledge of Humanitarian WASH

    Information Comm. Technology Manager, P4

    Manage ICT function and provide technical and operational support:

    • Manage ICT and supervise Staff to enable the implementation of corporate ICT priorities, solutions and services;
    • Prepare ICT related plans, budget, set priorities and performance indicators as well as yearend assessment, reviews and reporting;
    • Safeguard the physical and logical security and safety of ICT environment and infrastructure;
    • Provide quality assurance of projects and activities in accordance with ICT functional accountabilities
    • Monitor risks and threats to ICT environment or infrastructure and take appropriate action;
    • Manage compliance and escalate exceptions (proactive) and deviations (reactive);
    • Manage ICT-related communication materials internally, from NYHQ, GSSC or regional office;
    • Support the office business continuity plans development and ensure the inclusion of ICT inputs and perspective;
    • Act as UNICEF focal point for inter-agency activities;
    • Liaise with regional office, GSSC and ITSS to keep abreast of new initiatives and opportunities to innovate and modernize office operations and to contribute to the collective ICT evolution.
    • Validate the compliance with the host government regulatory requirements vis-à-vis the Basic Cooperation Agreement (BCA), i.e., data collection of sensitive information or personally identifiable information (PII), telecommunications licenses, use of specialized equipment, such as HF/VHF radios, high-gain antennae, satellite phones, VSATs, VOIP, drones, etc…

    Enhance governance, collaboration, build relationships and capacity:

    • Participate in office management –CMT, operations and programme meetings to exercise the functional accountabilities of the ICT function;
    • Represent UNICEF ICT in inter-agency functions;
    • Support counterparts and implementing partners to build capacity and nurture independence;
    • Engage with programme sections, counterparts and implementing partners to form :technical and business reference groups” to identify, analyze, research and promote innovative and viable solutions;
    • Assist in oversight, assessment and audit of vendors, counterparts and implementing partners
    • Assist in the promotion of creativity and innovative thinking to re-engineer work processes and make the best use of technology within and outside UNICEF;
    • Support Supply and programme staff to establish local LTAs for ICT-related programme contracts for services and products;
    • Conduct oversight of providers and third-parties of ICT-related services and products to programme;
    • Study and understand the business requirements, i.e., PPP, RBM, HACT, etc… to improve the delivery of results;

    Improve the delivery of results:

    • Build and strengthen relationships with counterparts, i.e., government, sister United Nations agencies, international nonprofit organizations (INGOs) and Civil Society Organizations (CSOs);
    • Promote the use of collaboration tools for knowledge management, capacity building and preserving institutional memory;
    • Lead the implementation of eTools and facilitate training workshops or clinics;
    • Work closely to facilitate HACT implementation with partnership managers, programme and operations staff;
    • Collaborate with the Risk Focal Point the risks and opportunities inclusion in the risk register and support stakeholders to address them;
    • Liaise with HQs, RO and other CO to share knowledge, experience; discuss opportunities and risks for the improved delivery of results;
    • Represent UNICEF ICT in One UN, Delivering as One and other UN reform initiatives.
    • Collaborate with C4D and use their advocacy, outreach and dissemination tools for better utilization of technology to advance the delivery of results;
    • Facilitate project management methodologies trainings and support the application by staff, counterparts and implementing partners;
    • Participate in person or remotely in UNICEF global, regional or country offices events and discussions to contribute results based management/programming.

    Foster innovation:

    • Promote creativity and innovative thinking to re-engineer work processes and make the best use of technology within and outside UNICEF;
    • Evaluate innovation initiatives potential opportunities and possible risks to improve productivity, efficiency and effectiveness and share with senior management, regional office, ITSS and Innovation Division;
    • Establish a local governance board for the formal review and assessment of local innovation initiatives;
    • Ensure exist strategies are incorporated in all innovation initiatives prior to approval;
    • Implement approved innovative projects such as eTools, RapidPro, Ureport, etc…
    • Support counterparts and implementing partners to implement approved innovation initiatives;
    • Facilitate TED-like events inviting local and international scholars, CEOs and technology gurus;
    • Connect academia to innovation opportunities, i.e., vocational schools, colleges and universities;
    • Work closely with Communication to promote to local philanthropists the benefits and rewards of innovation for their active participation, support and funding;
    • Engage the private sector to maximize the use of corporate social responsibility (CSR) resources for no-cost innovation initiatives, e.g., bulk telecommunications services at low cost or free during periods of under-utilized resources.

    To qualify as an advocate for every child you will have

    • An Advanced University Degree in computer science, software engineering, information technology management, business administration or other related social science field.*
    • A minimum of eight years of professional experience in information technology management and business operations in a large international organization and/or corporation is required. Experience in a UN organization is an asset.
    • Certification and/or proven experience in one of these several ICT technical competencies: ICT Project Management, Business Analysis, Information Security, ICT Audit and Risk Management, Telecommunications, Networks Information Security and Software Engineering and Programming
    • Fluency in English is required. Knowledge of another official UN language is an asset.

    Operations Associate, GS-6

    Duties and Responsibilities

    • Manage the admin and finance function of the zonal office. Negotiate contracts with local providers of services required by the office. This entails ensuring that all offices services including, telephones, photocopying machines and office equipment are well maintained and are running smoothly at all times. Arranging for adequate office space and furniture for staff members and office maintenance services in a timely fashion and supervising the office cleaning services. Overseeing the security of the office and ensuring that the office has adequate security for the entire buildings, property and staff. In this regard the staff members shall be the focal point for all security issues by liaising with the local UNDSS Field Officer on all security matters including Security Clearances. Supervise ancillary staff to ensure effective office maintenance and other related admin services
    • Coordinate all Transport functions of the Office Including the supervision of the drivers and other ancillary staff and the maintenance of office vehicles. Liaise with transport assistant in Nairobi regarding all maintenance and repairs required. Check all log books on a regular basis to verify trips undertaken and paying particular attention to vehicle fuel consumption and any anomalies on the mileage covered per trip and report the same to the Administrative officer in Nairobi.
    • Coordinating all Travel requirements for in-coming and out-going staff members, consultants bookings for accommodation, arranging for Security Escort services.
    • Manage office inventory and maintain up to date records on all office inventory in the prescribed format. Undertaking physical inventory of all office non-expendable property twice a year in April and October and send the status report on all office inventory to the Administrative Associate in Nairobi
    • Responsible to the Finance Manager in Nairobi for cash functions in the office. Custodian for the office petty cash, facilitate payments, ensure adequacy of supporting documents and correct coding, issue payments against approved payment requests.  Maintain records pertaining to the petty cash payments with support documents.  Coordinate with Finance Section for timely replenishment of petty cash following the defined procedures.
    • Prepares recurring reports as scheduled including the monthly expenditure reports, ensures timely closure of the monthly accounts, ensures required documents and reports are forwarded to the Finance section on a timely basis for on-forwarding to HQ
    • Provide guidance to staff on admin and finance related issues in line with the policies,
    • Responsible for collecting invoices and filing documents for approval and, thereafter processing in push & truck. Uploads electronic files and verifies results to destination system. Responds to client transaction status and other inquiries.
    • Maintains and updates a system which monitors the absence of staff.
    • Liaise with local service providers to ensure timely operational services to the zonal office to support programme implementation.

    • Completion of secondary education is required, preferably supplemented by technical or university courses related to the field of work.

    Experience:

    • A minimum of 6 years of relevant administrative or clerical work experience is required.
