    Senior Population Specialist (Demographer)

    Duties and Responsibilities: Main Responsibilities

    The main responsibilities for this position includes but not limited to ensuring that;

    • Technical support is provided to the Government in the formulation and implementation population and
    • development policies and programmes.
    • Guidance is provided in the formulation and design of the country population and statistics programme and its component projects in line with Government's priorities and according to UNFPA programme policies and procedures.
    • Manpower and methods required for collecting, compiling and disseminating data are developed and enhanced: This will include human resource development (such as enhancing of the analytical capacity of staff, etc.), mastering methods for data collection and analysis, development of manuals, designing and conducting household surveys and censuses etc.
    • Institutional framework for population and social statistics to support policy, legal and regulatory framework for statistical development is enhanced.
    • Capacity of Somali Authorities in using data to monitor and evaluate government policies and programs in the areas of population dynamics, sexual and reproductive health, education, socio-economic and gender equality is strengthened.
    • Availability of evidence through in-depth analysis on population dynamics, sexual and reproductive health, education, socio-economic data and their linkages to poverty eradication and sustainable development.
    • Population policies drafted using the existing data to in form the implementation of population frameworks such as demographic dividend

    Specific responsibilities

    • Complete the Somali Health and Demographic Survey (SHDS) state level reports
    • Conduct a comprehensive pre-census assessment to inform future plans to conduct a census for Somalia
    • Supervise and contribute to the development of relevant databases, metadata, sampling frames, statistical classifications and statistical information systems for collection, storage and distribution of statistical data for the monitoring of Sustainable Development Goals (SDGs) and the post-2015 global development agenda.
    • Lead, supervise and carry out the work required to prepare population estimates and projections. This task includes undertaking the development or improvement of methodology for the preparation of population estimates and projections.
    • Lead, supervise and carry out the work required to produce technical studies on population levels and trends or population policies in relation to social and economic factors. Such studies can focus on specific population issues, such as fertility; family planning; internal or international migration; urbanization; mortality; population structure and composition; population ageing; population policies; population, environment and development, HIV/AIDS; and population trends and economic growth. Oversee preparation of camera-ready manuscripts for printing.
    • Support the revival of the civil and vital registration system (CVRS) for capturing birth and death information in the country
    • Support the implementation of national surveys to generate key indicators to fit in the monitoring framework for Sustainable Development Goals (SDGs) and the post-2015 development agenda.
    • Continue with the ongoing capacity building of the ministry of planning and line ministries in data collection, analysis, and interpretation with a specific focus on population, demographic, reproductive health and gender data.
    • Undertake methodological research with regard to standards on statistical concepts, definitions and
    • classifications to assist the ministry of planning and other line ministries and development partners in strengthening their statistical development.
    • Review existing methods in use for data collection and provide recommendations for improvement in data quality and consistency.
    • Enhance the range of statistics available by increasing the range of population, demographic, reproductive health and gender statistics available and by providing data at lower administrative levels.
    • Improve support to data users by presenting data in a more user friendly and accessible format, improving the quality of back-up support to users, improving the timeliness and relevance of data and by increasing the awareness and importance of statistics as a tool in decision-making.
    • Assess the resource requirements (human, physical and financial) of the Population and Statistics Units in the ministry of planning and other line ministries for the forthcoming ten year period for purposes of ensuring the production of statistics particularly on population, demographic, reproductive health and gender are adequately resourced.
    • Review and strengthen statistical legislation supporting improvements in statistical systems and processes through; user needs assessment, statistical policy and strategy seminars, institutional restructuring and awareness workshops.
    • Assist the Program Manager in preparation and monitoring the programme's work related to the development and implementation of a monitoring framework for Sustainable Development Goals (SDGs) and the post-2015 development agenda.
    • Formulate follow-up plans for the programme's approaches to create synergies and complementarities in terms of statistical data collection and capacity development with other UN agencies working in Somalia.
    • Lead and supervise the organization of expert group meetings, seminars, etc. on population-related issues. Is responsible for the substantive preparation and organization of such meetings or seminars.
    • Participate in international, regional or national meetings to present the results of research; provide substantive expertise on an issue, or hold substantive and organizational discussions with representatives of other institutions.
    • Represent the UNFPA Somalia Population and Development Unit at international, regional or national meetings.
    • Lead, supervise and provide technical support to technical cooperation projects in the area of population and development.
    • Prepare research proposals for external funding on population issues.
    • Prepare briefing notes on population and development issues for the Representative and other senior staff in UNFPA Somalia. With the assistance of the communication specialist, prepare press releases and provide information to be shared with the press and media, as necessary.
    • Provide guidance and advice to the line ministries in the planning, operation and evaluation of statistical activities.
    • Prepare progress reports and other technical documentation regarding the work programme for presentation to relevant councils, commissions, technical meetings and expert groups.
    • Contribute to the Programmes's partnership building and donor relations strategies relating to statistics work by contributing to drafting of proposals for funding among others.
    • Prepare and review draft reports, letters and memoranda; carry out ad hoc functions requested by the Program Manager; other related duties and special assignments

    Qualifications and Experience

    Education:

    • Advanced University Degree in demography, population studies, statistics, mathematics, econometrics, or equivalent field with at least five (5) years experience in any of the above fields. A first-level university degree in similar fields is an asset.

    OR

    • A Bachelor's degree in the above fields with seven (7) years relevant experience in similar fields.

    Knowledge and Experience:

    • Masters Degree holders are expected to have at least Five [5] years relevant experience in the relevant field while Bachelor's Degree holders are expected to have at least Seven [7] years relevant experience in the area.
    • A minimum of ten years of progressively responsible experience in the collection, compilation, analysis and dissemination of population, reproductive health and socio-economic data, four years of which should be in fragile and conflict countries.
    • Specialized license or certification in the above fields with at least six (6) years experience in any of the above fields.
    • Experience with the UN's mandate, programmes, and operational activities relating to social and population statistics work.
    • Experience in the development of population and statistical concepts and methods and their implementation in countries is required.
    • Experience with concepts and indicators for the measurement of sustainable development is desirable.
    • Experience with the concepts of capacity development in statistics is desirable.
    • Demonstrated experience in the use of Microsoft Office Suite, CSPro, SPSS, Stata, R statistical packages and population analysis software such as Population Analysis System (PAS), MortPak etc. or other equivalent packages for analysis of data.
    • Strong communication and writing skills in English.

    Data Management Assistant

    Main Tasks & Responsibilities

    Job Purpose:

    Under the overall guidance of the Head of Programme P&D for programme matters, and the direct supervision of the ICT Officer for ICT matters, the Data Management Assistant supports the design, planning and management of UNFPA's country programme by providing and managing data inputs, providing logistical support, monitoring project implementation and following up on recommendations.

    The Data Management Assistant applies established systems and procedures and assists in the creation of substantive knowledge by compiling, synthesizing and analyzing information relevant to Reproductive Health, Youth and Gender Issues. The assistant will also provide support in the preparation, editing and finalization of presentations and reports. S/he is instrumental in facilitating programme/ project implementation using and developing appropriate mechanisms, tools and systems and ensuring compliance with established procedures.

    You would be responsible for:

    NSU Support:

    Under the supervision of the ICT Officer, the Data Management Assistant will:

    Support the Unit's internal and external communication processes

    • Help promote the use of digital media and platforms for internal and external communication
    • Support services in respect of performance of certain technical functions, including troubleshooting on functionality of hardware (disks, memories, network wiring, power sources, etc.).
    • Installation of commercial and in-house developed software and related upgrades.
    • Upgrading of anti-virus programmes on a timely basis.
    • Monitoring and recording of UNON Statistics for services provided under the various SLAs.
    • Provision of support to users in backing up and restoring their files, as well as in virus detection, removal and prevention.
    • General support to users under the guidance of the ICT Officer.

    Under the supervision of the Head of P&D Programme, the Data Management Assistant will: 2) Support the organization of P&D Programme teams meetings

    • Book meeting rooms.
    • Support in ticketing during travel.
    • Support the identification and hiring of venues, in collaboration with the Programme team.
    • If necessary external meetings support the travel logistics including accommodation and transport.
    • Procure workshop materials, in liaison with the Procurement team
    • Ensure that meeting or workshop equipment such as projector, flip-chart stand, printer, internet access, visibility material etc. is readily available.
    • Create requisitions and follow up to ensure POs are created, dispatched and copied to voucher and timely payments are made for missions and fieldwork

    Support the travel of P&D Programme teams their Partners and Consultants as requested

    • Process travel requests and authorizations
    • Ensure compliance with UNFPA rules and regulations in terms of flight reservations and per diem calculations
    • Request for hotel reservations for NSU Programme teams, Partners and Consultants, in consultation with the Admin staff in the various field locations
    • Support the preparation of travel authorizations, security approvals, LOAs, cash tellers etc. for field missions and workshops.
    • Address field related logistical and payment related issues

    Provide administrative support to the Head of P&D Programme

    • Help manage incoming e-mail and paper-based correspondence addressed to the Head of Programme as requested
    • Help set up meetings involving the Head of Programme and Programme Leads with internal and external parties
    • Assist the Head of Programme in the signature of Project documents (payment requests, travel authorizations etc.)
    • Ensure that signed documents are swiftly transmitted, filed or archived, in consultation with the relevant P&D Programme teams
    • Help disseminate critical and/or time sensitive information to P&D Programme teams
    • Prepare, dispatch and file program correspondence as requested
    • Support the drafting, formatting or general editing of external communication products, in collaboration with NSU Programme teams and UNFPA Communications team.
    • Prepare requests for goods and services for the unit.

    Data Management

    • Draft data management standards and guidelines.
    • Draft manuals for custom applications used in data collection.
    • Support in the Set up and maintenance of a data management system for the statistical agencies.
    • Help to train national staff on data management issues.
    • Assist teams with the creation and management of a DDS (Data and Document Storage Facility).
    • Support the implementation of the project data management strategy and other initiatives related to data.

    Data Reporting and Analysis

    • Assist in the drafting and review of survey reports.
    • Present statistical data at conferences and meetings where needed.

    • Consult with the technical team on data coding problems and assist in developing means to correct the problems.
    • Generation of tables using relevant statistical software.
    • Generation of charts and graphs for report writing.

    Other duties:

    Under the supervision of the ICT Officer, the Programme/ ICT Assistant will:

    • Act as overall back stop in the area of ICT and related services
    • Responsible for tracking and updating (physical verification, distribution and electronic inventory) of all assets.

    Qualifications and Experience

    Education:

    • Completed Secondary Level Education with a minimum five (5) years relevant experience is required. Training or coursework relevant to this post and/or information technology is an advantage.
    • First level university degree in the area of Information Technology or in the areas of Health, Population, Demography and/or other related Social Sciences with two (2) years relevant experince is desirable.

    Knowledge and Experience:

    • Minimum five (5) years (with Secondary education) or minimum two (2) years (with Bachelor degree) with progressively responsible experience in the relevant areas as above.
    • Excellent communication; oral and written skills;
    • Excellent attention to detail
    • Strong interpersonal and organizational skills;
    • Familiarity with UN procedures and working methods is highly desirable
    • Proficiency in current office software applications and corporate ERP/PeopleSoft systems.
    • The incumbent shall be able to work fluidly with Excel (electronic spreadsheet) software.
    • Proficiency in statistical software such as SPSS,STATA and R.
    • Relevant certifications in IT Services, hardware and software management and applications.

    Work Relations:

    Programme/Finance Assistant

    You would be responsible for:

    Programme Support

    • Providing effective support to management of the programme including administrative and logistical support.
    • Adapting processes and procedures, anticipating and managing operational requirements of the Programme under National or Direct execution in terms of personnel, sub-contracts, equipment, conferences, meetings, and other programme related events to facilitate programme delivery.
    • Preparing, processing and following up on administrative arrangements and requirements related to official travel of staff, participants and counterparts. ∙ Providing logistical, protocol and conferencing support for workshops, conferences and meetings.
    • Drafting routine correspondence.

    HACT Assurance activities and IP Monitoring

    • In support of the Operations Analyst, performing financial and administrative controls to ensure the correct use of project budgets and AWPs monitoring allocation; verification of advances, reconciliation of accounts and actively pursuing correction and reconciliation of negative charges, when necessary;
    • Preparing periodic/annual financial execution reports and keeping information available in eFiles for donors, IPs and UNFPA. Ensuring full compliance with UNFPA Programme and Finance regulations and policies; Following up on external and internal audit recommendations and control framework;
    • In close collaboration with Programme Staff, evaluating AWPs activities, projects and programmes, establishing and implementing mechanisms to systematically assess the achievement of results, conducting field visits, participating in review meetings, evaluation missions and preparing regular inputs to progress reports;
    • Monitoring status of the Operating Fund Accounts(OFA) and propose action for the timely clearance of the expenditures;
    • Preparing for HACT audits, reconciling Combined Delivery Report with FACE forms, and retrieving and compiling in advance relevant documentation in preparation for upcoming audits
    • Periodically reviewing the previous audit findings and recommendations and ensuring corrective action is taken for both HACT and DEX audits;
    • Perform other duties as required by the management to ensure seamless financial and administrative support to the country office.

    Qualifications and Experience

    Education:

    • Completed secondary level education with a minimum Five years (5 years) relevant experience required.
    • Recognized training and/or certification in Business Administration, Commerce, Finance, Social Sciences or any other related fields is an asset.

    OR;

    • First level university degree in Business Administration, Commerce, Finance, Social Sciences, or any other related fields with two years (2 years) relevant experience is desirable and preferably with specialized certification in Finance and or Accounting.

    Knowledge and Experience:

    • Minimum five (5) years (with Secondary education), or, min two (2) years (with Bachelor Degree) with progressively responsible experience in the relevant area.
