    Land and Housing Finance Consultant

    RESPONSIBILITIES OF THE CONSULTANT
    Under the direct supervision of the Programme Management Officer in the Land, Housing and Shelter Section, the consultant will carry out the following tasks: 

    • Researches, analyzes and presents information related to land finance and management and housing finance gathered from diverse sources.
    • Develop guidelines and policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies. 
    • Undertakes survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions.
    • Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc. 
    • Provides substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc. 
    • Undertakes outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities. 
    • Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.

    Qualifications/special skills

    • A Masters degree in a relevant field related to land or urban studies, urban planning, architecture, social, environmental or political sciences, or other urban development-oriented studies with focus on land and housing issues is required.
    • 5 years of experience in a relevant field related to land finance, land management, and housing finance is required.

    Languages

    • For this consultancy, fluency in oral and written English is required. Knowledge of French or Spanish is desirable.

    Land Administration Expert, Nepal

    RESPONSIBILITES
    Under the overall supervision of the Land, Housing and Shelter Section Chief, and in close collaboration with the UN-Habitat Regional Office for Asia and the Pacific, UN-Habitat country office Nepal, and the GLTN country engagement team, the consultant will perform the following tasks and responsibilities:

    • On land tools implementation and technical backstopping
    • Technical support in customization, adaptation, and deployment of STDM and the review and assessment of approaches and methodologies for effective migration and integrity of data. 
    • Providing advisory support on tools requirements, enhancement and integration with other tools and processes, including inputs on data collection tools and methodologies to be applied in the select project.
    • Contributing to technical inputs on the development of the Nepal land information policy support strategy including other strategies for upscaling of land tools and approaches in Nepal.
    • Provision of technical inputs and review of baseline information in the development of local Land Use Plan framework, including the integration of GLTN tools and approaches (STDM, TRLUP, PILaR) in the project sites
    • Strategic guidance in strengthening application of GLTN tools and other tools for climate smart practices in the select project sites.

    On capacity development

    • Providing technical support to local partners in Nepal on the implementation of priority GLTN pro-poor and gender responsive land tools and approaches related to the Nepal project. 
    • Facilitating capacity building learning events in Nepal to project stakeholders to implement inclusive, gender responsive and fit-for- purpose land tools.
    • Capacity development of project stakeholders on efficient land management and implementation of land use planning including on priority GLTN tools and approaches
    • Provide technical inputs on the development of integrated Risk Sensitive Land Use Plan, and implementation plan including in the development of by-laws.
    • Provide technical inputs on tenure security documents, templates and formats based on data and tools applied at the local level.
    • Participate in missions to Nepal on capacity building, including partner-led capacity building events and provision of mission synthesis to stakeholders for record and for follow-up where necessary.

    On knowledge management 

    • Providing substantive support in the development, refinement and reviewing of project material documents, and strategies related to the project, including on strategic research for knowledge sharing and dissemination at the local, provincial and the national levels.
    • Provide technical support in the over-all knowledge management, and communications related to the use of the STDM and produce the necessary reports as appropriate.
    • Contribute to the preparation of various written outputs, e.g. conference background papers, analytical notes, sections of reports and studies, input to publications, etc in collaboration with country implementing partners and relevant stakeholders.
    • Technical support in documenting field experiences, partnerships and programme delivery including lessons learned and emerging outcomes or impacts.

    On partnership coordination

    • Contribute to the development, strengthening partnerships, and communication among project stakeholders in Nepal working on land issues on the use and application of GLTN tools, methodologies, and approaches within the framework of the continuum of land rights approach and Fit for Purpose Land Administration
    • Provide technical and substantive inputs to the land reform related dialogues in Nepal related to land information systems and tenure security integration with climate smart land governance practices towards furthering the partnerships at the policy and operational levels.
    • Participate in the Project Technical Working Group meetings and other related meetings.

    On project management

    • Project management technical support including the monitoring and evaluation of the project and assessing project performance for related project results.
    • Support in the quality control of outputs and activities undertaken by local partners and providing recommendations on procedures and processes for tools implementation.
    • On supporting implementation of GLTN phase 4 
    • Provide technical support to other GLTN priority countries including Somalia and Kenya related to the review of land information system and the use of STDM. 
    • Contributing to GLTN strategic activities on tool development and engagement in land administration issues.
    • Contributing to programme development and resource mobilization efforts related to land administration work at global, regional, and country level in collaboration with partners.

    Qualifications/special skills

    • An advanced university degree in one of the following fields: Geomatics, Land Administration, Land Management, or a field directly related to the assignment is required.
    • 5 years of working experience in addressing land sector issues in developing countries, particularly in regard to land administration and information, is required.
    • Advanced knowledge and experience in Land Information Systems, digital mapping, and participatory enumeration methods is desirable.
    • Knowledge on land-related tools development, capacity development, project management, partnership building and knowledge management Ability to write technical documentation is desirable

    Languages

    • Fluency in English is required. Knowledge of French is an asset.

    Feasibility Fund Legal Consultant

    RESPONSIBILITIES

    Under the overall supervision of the Special Advisor to the Executive Director and Director (a.i), External Relations, Strategy, Knowledge, and Innovation (ERSKI) Division, the consultant will be responsible for the following tasks:

    Conduct a status analysis of CIF and recommend an optimal legal framework for establishing the Fund

    • Research and recommend suitable vehicle design from governance, jurisdictional and regulatory perspectives
    • Define the evaluation criteria (Legal) for assessing submissions to host the Feasibility Fund;
    • Define the selection and evaluation process and governance for potential candidates.

    Define the vehicle’s legal structure (i.e. donor funded Fund or Charity) that best aligns with CIF’s mission;

    • Determine which jurisdiction the Vehicle is to be domiciled to optimize and facilitate fund flows from donors (direct giving, private foundations), DAFS, collaborative giving) to projects and implementing partners - taking into account: costs, regulations, transparency, tax relief structures;
    • Determine what, if any, licenses or permits are required locally to implement the vehicle;
    • Draft protocol which considers any potential legal risks CIF may be subject to.
    • Provide a reasonable estimate for timelines, legal expense, licensing and any other pertinent workflows/requirements not defined within the scope of this ToR as they pertain to the establishment of the Vehicle. Further provide reasonable estimates for the ongoing operational overheads associated with managing the Vehicle;
    • Liaise, where appropriate, with other UN facilities/agencies that operate similar vehicles, to understand key challenges.

    Qualifications/special skills

    • A minimum advanced university degree (Master’s degree or equivalent) in sustainable urban planning, urban governance, corporate or financial law, or a related field in development studies, business administration, geography, management, or economics is required.   Other studies relevant to sustainable urban development and advising on urban planning frameworks and institutions. 
    • A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
    • 5-years relevant experience in financial law, international law, resource mobilization, sustainability, finance, or commercial investment is required.
    • A proven track record in international financial legal, taxation and compliance is required.
    • Relevant knowledge of sustainable urban development project financing and development is desirable.

    Languages

    • English and French are the working languages of the United Nations Secretariat. For this post, fluency in spoken and written English is required. Experience of other UN languages is an added advantage.
