    Abt Associates South Sudan Promoting Civic Engagement and Peace (PCEP) Call for Consultants Abt Associates, a major American research, technical assistance, and international development company, seeks highly qualified technical specialists in the fields below for the anticipated USAID-funded Promoting Civic Engagement and Peace (PCEP) project. The project will promote stability, local solutions, and citizen participation to mitigate conflict, advance reconciliation efforts, increase access to information, and empower civil society. This five-year, US $75 million project is anticipated to start in October 2018 and run through September 2023.

    The project will 

    • identify critical conflict drivers at the local, regional, and national levels and to provide targeted, strategic support to relevant stakeholders or initiatives with an interest in and capacity to address and resolve conflicts non-violently; 
    • bolster in an integrated fashion the ability of constituent-responsive local authorities, civil society and others to shore up and sustain localized or higher-level peace processes; and
    • empower civil society and others to more broadly and inclusively engage on issues related to good governance, reform, accountability, dialogue and local, regional or national-level peace. Monitoring, Evaluation, and Learning (MEL) Director – responsible for managing monitoring and evaluation systems to ensure data quality and regular reporting of project results, and will participate in ongoing learning and adaptive management of project interventions.

    Candidates must have a Master’s degree in a relevant field and at least seven (7) years of experience leading MEL activities, including maintaining databases, provide training to local partners, and contributing to adaptive management and learning; experience in conflict or post-conflict settings; and prior USAID experience.

Media Lead – responsible for increasing access to reliable information through print, radio, and other media (both traditional and non-traditional) to mitigate the destructive impact of rumor and misinformation.
    • S/he will lead activities that support programming on independent national and community radio stations; support media houses, journalists’ unions, and media advocacy bodies to work on issues such as protection of journalists, media sector analysis, creation of a fair media legal environment, and free speech; disseminate information on peace processes; and promote and encourage civil debate.

    The project will

    • S/he will lead activities (trainings on community engagement, producing and disseminating materials, etc.) that will allow communities to recognize signs of trauma and distress, use their increased awareness and ability to cope with distress as a means toward resolving conflicts, and build more sustainable local-level peace.

    • S/he will create or strengthen processes that enhance communities’ positive perceptions of justice, or increase understanding of local perceptions of justice, to assist in peacebuilding efforts.

    • S/he will establish and maintain systems for project operations; coordinate and maintain working relationships with project stakeholders; manage local implementation teams; and collaborate with local partners.

    Candidates must have a Master’s degree in related field; minimum of ten (10) years of progressively responsible experience in project management and implementation, with at least five years in a senior supervisory capacity on large ($50 million+) USAID-funded projects in conflict or post-conflict settings; proven experience in adaptive management and program design; and excellent oral and written communication skills in English. Experience in democracy, human rights, and governance projects preferred.

    Candidates must have a Bachelor’s degree in management, international development, public administration, business management, accounting, or financial management; a minimum of eight (8) years’ experience managing operations (including supervision of procurement and grants) of USAID-funded contracts; previous experience in South Sudan; and excellent oral and written communication skills in English.
