Key Duties and Responsibilities
Human Resource Management
- Develop, implement, and periodically review human resource policies, procedures, and systems in line with applicable labour laws and best practices.
- Coordinate recruitment, selection, placement, and induction of staff to ensure the Union attracts and retains competent personnel.
- Oversee performance management systems including staff appraisal, target setting, and performance improvement initiatives.
- Coordinate staff training and development programs to enhance employee skills and organizational productivity.
- Manage employee relations, including handling disciplinary matters, grievances, and dispute resolution in accordance with labour laws and HR policies.
- Provide guidance to management and staff on human resource matters and labour relations.
- Maintain accurate and confidential personnel records and HR information systems.
Compensation and Benefits Administration
- Develop and administer competitive compensation and benefits structures aligned with the Union’s policies and financial sustainability.
- Oversee payroll administration and statutory deductions in compliance with government regulations.
- Advise management on staff remuneration, benefits, and welfare programs.
Administration and Office Management
- Oversee general administrative services including office operations, asset management, logistics, and procurement coordination.
- Ensure effective management of office facilities, equipment, and utilities.
- Coordinate transport, security, and maintenance services to ensure smooth operations of the Union.
- Ensure proper custody and maintenance of official records and documentation.
Policy Compliance and Governance
- Ensure compliance with labour laws, occupational health and safety standards, and other relevant statutory requirements.
- Support management in implementing good corporate governance practices within the Union.
- Provide administrative support to the Chief Executive Officer and senior management on HR and administrative matters.
Strategic and Institutional Support
- Participate in the development and implementation of the Union’s strategic plans and organizational development initiatives.
- Prepare periodic reports on human resource and administrative matters for management and the Board.
- Promote a positive organizational culture aligned with cooperative values and principles.
Minimum Qualifications and Experience
- Bachelor’s degree in human resource management, Business Administration, Public Administration, or a related field from a recognized university.
- Master’s degree in human resource management, Business Administration, or a related field will be an added advantage.
- Professional qualification in Human Resource Management such as Certified Human Resource Professional (CHRP-K) or equivalent.
- Must be a member in good standing of the Institute of Human Resource Management (IHRM).
- Minimum of 5-10years relevant work experience in human resource and administration, at least three (3) years in a senior management position.
- Experience working in the cooperative sector, financial institutions, or large membership organizations will be an added advantage.

Main Duties and Responsibilities
Training Program Development and Delivery
- Design and implement training programs aimed at strengthening SACCO leadership, governance, and management capacity.
- Develop training curricula, manuals, and learning materials aligned with cooperative principles and industry best practices.
- Coordinate seminars, workshops, conferences, and leadership forums for SACCO board members, management, and staff.
Consultancy Services
- Lead the provision of professional consultancy services to SACCOs in areas such as governance, strategic planning, risk management, financial management, and institutional development.
- Coordinate consultancy assignments including diagnostics, advisory services, and implementation support for SACCOs.
Capacity Building for the SACCO Sector
- Identify training needs within the SACCO sector and develop programs to address emerging industry challenges.
- Promote continuous professional development for SACCO leaders and staff.
Business Development and Revenue Generation
- Develop and implement strategies to expand the uptake of THE UNION’s training and consultancy services.
- Build partnerships with development partners, training institutions, and industry experts to strengthen program delivery.
- Ensure training and consultancy programs contribute to the Union’s financial sustainability.
Quality Assurance and Standards
- Ensure training and consultancy services meet high professional standards and industry expectations.
- Monitor program effectiveness and incorporate feedback to continuously improve services.
Stakeholder Engagement
- Maintain strong working relationships with SACCOs, regulators, development partners, and cooperative organizations.
- Represent the Union in capacity-building initiatives and sector development programs.
Monitoring and Reporting
- Track performance of training and consultancy programs against established targets.
- Prepare periodic reports for management on program impact, sector capacity development, and revenue performance.
Perform any other duties as may be assigned by the CEO
Minimum Qualifications and Experience
- Bachelor of Commerce, Economics, Education or Business Administration Degree
- Minimum of 5-10years relevant work experience in Training and consultancy, at least three (3) years in a senior management position
- Aware of Co-operative Development legislation and policies
- Good human and public relations
- Excellent communication skills
- Computer Literacy
- Experience working in the cooperative sector, Marketing or large membership organizations will be an added advantage.

- Represent the SACCO sector in engagements with government ministries, Parliament, regulators (including SASRA), and other relevant institutions.
- Monitor emerging policies, legislation, and regulatory developments affecting SACCOs and the cooperative sector.
- Prepare policy briefs, position papers, and responses on sector-related matters.
Stakeholder Engagement and Partnerships
- Build and maintain strong relationships with government agencies, development partners, cooperative organizations, and industry stakeholders.
- Represent the Union and the SACCO sector in national and international forums, conferences, and policy dialogues.
Sector Awareness and Advocacy Campaigns
- Design and implement advocacy initiatives that promote the growth, visibility, and credibility of SACCOs.
- Lead campaigns and programs that advance cooperative values, financial inclusion, and good governance within the sector.
Communication and Media Engagement
- Work with Corporate Affairs to communicate policy positions and sector priorities through media briefings, press statements, and publications.
- Support efforts to strengthen the public image and reputation of the cooperative movement.
Research and Policy Analysis
- Conduct research on emerging issues affecting SACCOs such as regulation, taxation, financial inclusion, and sector competitiveness.
- Provide strategic insights and recommendations to the Union Management and the Board.
Coordination of Advocacy Programs
- Develop and implement THE UNION’s advocacy strategy and annual work plans.
- Coordinate advocacy activities across regions and with member SACCOs.
Monitoring and Reporting
- Track progress and impact of advocacy initiatives.
- Prepare periodic reports for management and the Board on key policy and advocacy developments.
Minimum Qualifications and Experience
- A degree in Law and an advocate of the High court of Kenya.
- Experience: Over 5-10years in public policy, law, or financial sector advocacy and a deep familiarity with the Kenyan legislative process is mandatory. at least three (3) years in a senior management position.
- Regulatory Expertise: Proven ability to translate complex financial regulations into clear, actionable briefs for board members and CEOs.
- Strategic Communication: Ability to serve as the “executive face” of the movement during high-stakes media interviews and public hearings.
- Data-Driven Advocacy: Skilled at using sector-wide data to build compelling “white papers” for policymakers.
- Experience working in the cooperative sector or large membership organizations will be an added advantage.
Performance Metrics (KPIs)
- Legislative Wins: Success rate in amending or passing key legislation/policies
- Regulatory Relief: Measurable reduction in compliance burdens for smaller, rural-based SACCOs.
- Member Engagement: Increase in the number of SACCOs actively participating in national advocacy days/events
