    Municipal Manager

    DEPARTMENT

    Municipal Manager - JOB GROUP 'R'

    VACANCY NO. CPSB 36/20

    Terms of Service: Five (5) years Contract

    Duties and responsibilities

    The Municipal Manager shall perform the following functions:

    • Implement and execute the decisions of the Board of the Municipality and shall be nswerable to the Board.
    • Carrying out the day-to-day business of the Municipality to ensure that departments, sections and units conform to the overall operational plans and performance targets;
    • Developing an annual operational plan, for the Board's approval for effective implementation of the strategy of the Municipality;
    • Implementing the Board's decisions and corporate policies/programs in a result oriented and timely manner to achieve the Municipality's goals and objectives;
    • Establishing proper internal monitoring and control systems and procedures, performance standards and ensuring compliance of the same by staff;
    • Ensuring effective communication between the Management and the Board as well as different levels of staff;
    • Attending to human resource matters including development and implementation of sound Human Resource policies and procedures to maintain conducive working environment for    attracting, retaining and motivating employees;
    • Managing staff matters including organizational structure, welfare, industrial relations, staff development, separation and effective management of successions plans;
    • Strengthening collaborative partnership and undertaking appropriate liaison with the County Government Departments, sector institutions and other organs of National government in order to advocate, represent and influence policies on the development of infrastructures;
    • Coordinating and preparing business related proposals, reports and other submiss ions for consideration by the Board;
    • Advising the Board concerning future activities and on the development of objectives and policies necessary to steer the Municipality ahead;
    • Identify and develop mechanisms for managing the risks facing the Municipality;
    • Be accountable and responsible for all resources and assets of the municipality;
    • Prepare financial and expenditure statements and present to the board for approval;
    • Respond to audit queries raised;
    • Act as the secretary to the Municipal Board;
    • Such other functions as the Board may confer upon the Municipal Manager.

    Requirements for Appointment

    For appointment to this grade, a candidate shall;

    • Be a citizen of Kenya.
    • Hold a degree from a university recognized in Kenya.
    • Be a member of a professional body.
    • Have served and proven experience in administration or management either in public or private sector for a term of at least three years.
    • Demonstrate experience in leadership and managerial skills.
    • Demonstrate knowledge and understanding of corporate governance.
    • Satisfy chapter six of the constitution of Kenya 2010. Must obtain clearance from the following: -
      • Kenya Revenue Authority (KRA)
      • Higher Education Loans Board (HELB)
      • Ethics and Anti-Corruption Commission (EACC)

    Duties and Responsibilities

    • Support the Municipal manager in ensuring that the Municipality operates in accordance with the Mission and policies set by the Municipal Board.
    • Provide leadership, oversight and direction for smooth, effective and efficient operation of the Municipality.
    • Implementing, reviewing and interpreting administrative policies, strategies, procedures and programmes.
    • Facilitating maintenance of infrastructure and facilities within the Municipality
    • Managing Municipality assets.
    • Enforce service delivery in the Municipality.
    • Facilitate mobilization and ensuring prudent utilization of resources.
    • Facilitate citizen participation in the development of policies, plans and delivery of services in the Municipality.
    • Ensure compliance with legal, statutory and regulatory requirements in the Municipality.
    • Identify Development projects in the Municipality
    • Disseminating information to the Public within the Municipality
    • Providing linkage between the office and the public.
    • Develop and foster effective collaboration between various departments, staff leadership and other affiliated services to ensure an integrated approach to providing services and fulfilling the Municipality's vision, Mission and Mandate.
    •  Develop and work towards ensuring appropriate administrative and staffing the Municipality.
    • Such other functions as may be delegated to by the Municipal Manager.

    Requirements for Appointment

    • Bachelor degree in any of the following disciplines: Business Administration/Management, Community Development, Education or any other social science from a recognized university.
    • Master's degree in in any of the following: Business Administration/Management, Community Development, Education or any other social science from a recognized university.
    • Certificate in Computer application skills from a recognized institution
    • Have served and has proven experience in administration or management either in public or private sector for a term of at least three years.
    • Satisfy chapter six of the constitution of Kenya 2010. Must obtain clearance from the following: -
      • Kenya Revenue Authority (KRA)
      • Higher Education Loans Board (HELB)

    Requirements for Appointment

    For appointment to this position, the person should: Be a Kenyan citizen

    • Be in possession of a first degree from a University recognized in Kenya

    • Have knowledge, experience and distinguished career of not less than five years in the field relevant of the portfolio of the department to which the person is seeking to be considered.

    Terms of Service: Five (5) Years Contract

    The Embu County Government wish to recruit competent and qualified person to take up position as member of Embu Municipal Board, in line with the requirements of section 14 of the Urban Areas and Cities Act 2011 Section 13, which requires gender equity, representation of persons living with disability, youth and marginalized groups when appointing members of the municipal boards. The following are the requirements:

    • Must be a Kenyan citizen 
    • Must ordinarily be a resident of Embu County or have a permanent dwelling in Embu or carries on business in Embu or have lived in Embu for at least five years.
    • Must satisfy the requirements of Chapter six of the Constitution. Must have clearance from the following: -
      • Ethics and Anti-Corruption Commission (EACC)
      • Kenya Revenue Authority (KRA)
      • Directorate of Criminal Investigation (DCI)
