    Deputy Commissioner – Tax Dispute Resolution

    Purpose of the job:

    Tax Dispute Resolution is an internal process that seeks to provide mechanisms for the resolution of tax disputes without recourse to judicial or quasi-judicial option provided in Law. The program is popularly known as Alternative Dispute Resolution (ADR) by virtue of it providing alternatives to traditional adversarial court or tribunal based processes it also encompasses Independent Review of Objections (IRO) to Tax Assessments.

    Key Responsibilities of the job:

    • Provide strategic leadership and vision for the ADR program and Independent Review of Objections.
    • Provide dynamic, open-minded leadership that promotes taxpayer uptake of ADR.
    • Initiate and implement appropriate policy and procedural frameworks to ensure promotion of and proper governance over ADR and IRO processes. 
    • Serve as primary corporate expert and authority on ADR, IRO and non- adversarial tax dispute resolution processes. 
    • Develop and maintain liaison with external ADR processes and progress.

    The job holder should possess the following minimum qualifications

    • Bachelor’s degree in Business, Tax, Law or Commercial related disciplines. 
    • Master’s degree in Business is an added advantage.
    • Membership in a recognized professional body in the areas of relevance to the job. 
    • Demonstrated understanding of tax or commercial processes that invite dispute resolution or arbitration skills. 
    • At least ten (10) years of relevant work experience with at least five (5) years in a Senior Managerial role. 

    In addition, candidates should demonstrate the following personal traits and competencies

    • Demonstrated competence to lead and manage high performance teams

    • Business acumen and business environment awareness 
    • Strong conceptual and analytical skills

    Chief Manager (CM) - Security & Safety Services

    Department:    Corporate Support Services

    Division:          Security & Safety Services

    Work Station:  KRA Head Office

    Reports to:      Commissioner-Corporate Support Services

    Job Summary:

    Responsible for policy development and strategy formulation to ensure security/safety of personnel and assets.

    Deliverables and Accountabilities:

    • Formulate strategies, policies, procedures and work plans for the Division,
    • Direct surveillance, security investigations and preparation of reports on crimes/incidences affecting KRA personnel and assets,
    • Ensure availability and management of outsourced security services providers,
    • Coordinate implementation of proactive security control measures and procedures in the Authority,
    • Manage and develop staff in the Division.

    Skills required:

    Minimum qualifications

     Academic Qualifications:

    • A Bachelor's Degree or diploma in Security Management
    • Training in military or police security training.
    • General knowledge of Kenyan Laws and Government Regulations pertaining to law enforcement.
    • Experience in investigations will be an added advantage

    Minimum years of experience

    At least 7 years' experience in the military, police force or in a large organisation with at least 3 years' experience at managerial level in a large organisation with multiple facilities.

    Manager - Staff Training & Awareness

    Reports to:      Chief Manager -  Ethics Education

    Job Purpose

    • To oversee staff training and awareness on integrity programme within the Authority

    Principal Duties

    • Implement effective staff outreach programs on integrity
    • Conduct training, sensitization and awareness on corruption, integrity and ethical issues to KRA staff
    • Develop and produce Information, Education and Communication (IEC) materials for dissemination to staff.
    • Publicity of the Integrity program
    • Facilitate training on integrity program - training for CPC members, IAO, etc.
    • implement effective feedback mechanism on Education and Awareness program
    • Management of staff and work performance to achieve the goals and objectives

    Skills and Competencies

    Skills:

    • Bachelor Degree in Education/Business /Economics/Statistics from a recognized university
    • Master’s Degree in Education/Business/
    • Economics/Statistics from a recognized University is an added advantage
    • Conversant with the current tax and anti-corruption practices/policies
    • Must have at least five (5) years of progressive work experience in the related field.
    • Must have served at first level management for at least two (2) years.

    Competencies:

    • Ability to work under pressure and meet set deadlines
    • Good planning and problem solving skills
    • Good communication skills (both written and verbal)
    • Good interpersonal skills
    • A team player
    • Honest and high level of integrity
