    Assistant Director, Public Communication and Media Relations

    Duties and Responsibilities

    • Overseeing development and review of public communication and media relationsm strategies
    • Coordinating the preparation and placement of radio and television infomercials;
    • Coordinating outreach programs to open up the Assembly to the public;
    • Organize meeting between media owners, editors, journalists and members to ensure constant synergy;
    • Sensitize members on handling media related issues;
    • overseeing corporate communications;
    • Coordinating the management of County Assembly events;
    • Assisting in overseeing the designing, innovating and recommending corporate materials for building the Assembly’s brand;
    • Coordinating the updating of the County Assembly’s website content;
    • Maintaining of all public communications and media relations records;
    • Assisting in preparation of departmental budget p r o p o s a l s and p r o c urem e nt plans;

    Requirements for appointment

    • Relevant work experience of not less than five (5), three (3) of which must have been in middle management.
    • Have a Bachelor’s Degree from a recognized University in Mass Communication, Public Relations, Information Science or any other equivalent qualification.
    • An understanding of parliamentary process and a sensitivity to the public Communication and media relations needs of the County Assembly; and
    • Demonstration of managerial, administrative, integrity as prescribed in Chapter Six of the Constitution.
    • Demonstrate professional competence in work performance and results and exhibited a thorough understanding of national goals, policies and objectives;
    • Proficiency in computer application.

    Deputy Director ICT, Public Communication, Research And Library

    Duties and Responsibilities

    • Planning and implementing system security procedures and Disaster Recovery strategy in line with Business continuity.
    • Projects Management on Information Technology projects.
    • Overall Supervision of the Departmental staff
    • Formulation, implementation, interpretation and review appropriate ICT master plan, policies, rules, standards and procedures governing information and communication technology;
    • Aligning departmental goals with the institutional goals, ICT master plan and strategic plan to ensure organizational targets are met within the stipulated timelines
    • Overseeing and monitoring the customization, configuration, installation and maintenance of ICT related systems;
    • Ensuring custody of ICT systems documentation and inventory;
    • Providing technical advice to the Clerk of the County Assembly on matters related to ICT;

    • Approving the hardware and software systems specifications;

    • Coordinating preparation of departmental budget proposals and procurement plans; and
    • Mentoring and coaching staff.

    Requirements for appointment

    • Possess five (5) years relevant work experience 3 of which must have been in Senior Management
    • Bachelor’s Degree in a ny o f t he f o l l o w i ng D i s c i p l i ne s ; Computer Science, Information Technology, Communication, Business Information Technology or an equivalent from a recognized institution.

    Deputy Director Human Resource and Administration

    Duties and Responsibilities

    • Implementing strategic objective on Human resource functions;
    • Participating in staff recruitment, selection, induction and placement;
    • Providing support in manpower planning, job analysis and job descriptions;
    • Administration of salary and Management of payroll;
    • Administering staff medical scheme and welfare programmes;
    • Administering employment contracts, pensions and gratuities;
    • Participating in handling employees’ grievances related to work environment;

    • Master’s Degree in Human Resources Management, Business Administration, Business Management, Project Planning and Management, Strategic Planning, leadership and Governance, Social Science or any other relevant discipline from a recognized Institution;
    • Bachelor’s Degree in Human Resources Management, Business Administration, Business Management, Project Planning and Management, Strategic Planning, Leadership and Governance, Social Sciences or any other relevant discipline from a recognized Institution
    • Registration with the Institute of Human Resource Management of Kenya or any other relevant professional body with a good standing;

    • Supervising Hansard reporters;
    • Recording transcribing and translate proceedings of the County Assembly and the Committees.
    • Organizing verbatim reporting of County Assembly proceedings and those of relevant Committees and functions within or outside County Assembly.
    • Performing initial editing of prepared transcripts with emphasis on grammar, syntax, style and consistency.
    • Sorting and checking transcripts from Hansard Reporters and making amendments as necessary.
    • Assisting in classification, custody, archiving, retrieval and cross-checking of documents against references.
    • Searching for fresh information and facts by consulting appropriate sources of information. assisting in preliminary editorial work with emphasis on grammar, syntax, style and consistency;
    • Assisting in production of the Official Report of Assembly debates also known as Hansard Report;
    • Providing interpretation and translation services
    • Supporting the live broadcasting of House and Committee proceedings through the Assembly Broadcasting Unit (ABU).

    Administration Officer I

    Duties and Responsibilities

    • Keeping/maintaining records of all County Assembly vehicles and office inventory;
    • Preparing reports on motor vehicles as required;
    • Overseeing daily and weekly cleaning of offices including dusting of desks, windows and carpets;
    • Supervising, collection and disposal of dustbin contents;
    • Ensuring that office furniture and equipment are well arranged and maintained;
    • Follow-up of payments of all utility bills for common services;
    • Ensure efficient and effective utilization of assembly assets and equipment; and
    • Ensuring safety and security of assembly assets and equipment’s such as vehicles, computers, kitchen and cleaning appliances etc.

    Requirements for appointment

    • Relevant work experience for a minimum period of three (3) years; and
    • Bachelor’s Degree in any of the following disciplines: Social Sciences, Business Administration and Management, Public Administration or any other equivalent qualification from a recognized institution;

    Principal Legal Counsel

    Duties and Responsibilities

    • Drafting of Bills and amendments to Bills;
    • Giving legal interpretation to Acts and Bills and generally giving legal advice on matters relating to the County Assembly;
    • Providing legal advice to the County Assembly Service Board, the County Assembly and its Committees;
    • Providing any other legal services that may be required by the Committees, the Speaker, the County Assembly Service Board or the Clerk of the County Assembly;
    • Assist in legal research.

    Requirements for appointment

    • Have three (3) years relevant work experience in a comparable and relevant position.
    • Have a Bachelor of Laws Degree from a recognized university;
