    Press Officer (Short-Term Gap Filling)

    The Press Officer assists the Media Manager with defining the media strategy for MSF Eastern Africa and its implementation, with an overall aim of and implements press relations and activities in order to increase MSF's presence in Kenyan and East African media, working to establish MSF as a referent on international humanitarian crises and topics.

    Tasks & Responsibilities

    Media Management

    • Establishes and fosters strong relationships with journalists, editors and producers within print, radio, TV and online media in Kenya and East Africa in order to expand media outreach. Updates the media contacts list on a rolling basis. 
    • Proactively pitches stories and contents that help to increase the visibility of MSF in Kenya and East Africa. Proposes, organizes and facilitates interviews, articles, press conferences and briefings with journalists.
    • Distributes press releases and other information and materials to the media in coordination and conjunction with MSF’s international communications network and adapts them, when necessary, to the specificities of the Kenyan and East African contexts. 
    • Identifies, develops and implements ideas and opportunities for feature articles and interviews in external media that promote awareness of MSF, its international fieldwork and advocacy efforts.
    • Coordinates and manages press requests, connecting media with MSF spokespeople, experts and field representatives when necessary. Acts as the first point of contact for institutional media enquiries from Kenyan media, in close collaboration with communications colleagues in the country.
    • Monitors MSF mentions in the press, as well as other stories of interest to the organisation, producing regular reports of media narratives and trends. Analyzes trends and priority issues in the media agenda, identifying communication opportunities, risks, and advising on strategies. 
    • Takes part in an on-call system to respond to media requests out of hours.

    Collaborations

    • Supports other departments in the NBO, such as the East Africa Association in developing and implementing communication and dissemination strategies to achieve their specific objectives, providing the necessary validated operational information and ensuring the quality and consistency of the outputs.
    • When requested, gives support to Kenya and East Africa operational missions through proactive dissemination and pitching of their communications packages and materials.
    • Works closely with other members of the communications department to ensure an integrated and coherent approach to the NBO’s public communication and positioning.
    • Maintains regular contact with MSF communications colleagues at a local, regional and international level, in order to share information and best practice, ensure coordination and identify opportunities.
    • Is available to act as Emergency Press Officer, and travel to the field in case of major field emergencies, during a crisis, to support journalist visits or to produce content.

    Administration and training

    • Uploads content on the MSF EA website and digital platforms as needed.
    • Provides media training and coaching on public speaking to MSF spokespeople, including staff and field workers.
    • Assists with quarterly and annual reporting as needed. 
    • Upholds MSF principles and ethical guidelines at all times.

    Qualifications

    • Degree in journalism, communications or relevant field related to MSF´s subject area.
    • Experience in journalism or press relations.
    • Excellent writing, editing and communications skills in English, with another regional language an advantage.
    • Knowledge of the Kenyan and East African media.
    • Previous work experience with MSF or a similar medical or humanitarian organisation is highly desirable.
    • Commitment to MSF’s humanitarian principles and ethical approach.
    • Experience of working in a dynamic, fast paced, multicultural environment with a focus on results.
    • Ability to plan and organise, as well as to be flexible to emerging events and to seize opportunities.

    What We Offer

    • ​A 4 months employment contract through MSF East Africa Section Office in Nairobi.
    • An annual salary of KES 2,358,905 at Level 3A based on a short-term appointment.
    • Social benefit package; allowances ranging between KES 30,000-36,000/month based on individual & administrative status. 
    • Other benefits include; 25 days of annual leave, Employer Pension contribution and medical insurance cover (staff and family) based on MSF EA terms/conditions.

    Human Resource & Administration Coordinator

    Objective of the Position:

    • Define, adapt, plan and supervise the implementation of human resources policies in the Mission, ensuring they are in line with the context, the operational challenges and the strategic HR. • Being a strategic partner to Operations contributes to the definition and implementation of the mission’s objectives and ensures the HR capacity required, sizing and improving people capabilities, contribution and active participation in order to achieve mission goals effectively. This will be done according to MSF human resources vision and values.
    • Is responsible of ensuring that MSF is a Responsible employer in the mission, supports proper management of HR across the board and assumes full responsibility of all Administrative and legal issues in the Mission.

    Tasks & Responsibilities:

    • Is an active member of the Mission Coordination Team (MCT), contributing to the mission’s objectives definitions and mission strategic plans.
    • Is responsible for all human resources management and administrative issues of the whole mission, ensuring they are aligned with legal requirements, HR vision and Responsible Employer frame.
    • Ensures alignment of mission’s objectives with HR institutional objectives beyond the mission (related with future HR capacity of the organization such as supporting development of staff beyond missions’ roles, promoting spaces to train new staff (first missions) or staff under development plans, detachment, etc...)
    • Contributes to planning and definition of Human Resources in the Mission, analysing local capacities and supporting on identifying the optimum team set-up to properly achieve Mission’s objectives and identifying key indicators in order to follow up the results and revise the HR plan accordingly.
    • Provides advice and technical expertise to the Mission Coordination Team, in order to design job profiles, organisational charts and decision-making channels.
    • In close collaboration with the Mission Coordination Team, plans HR operational and budget needs in order to efficiently ensure the required HR sizing and capabilities of the mission. Is responsible for the follow-up of the HR budget and plan and accountable for both.
    • Defines HR strategies at mission level to ensure the mission counts with the capacities and competences needed, in the short, mid and long term (recruitment, remuneration, management and learning & development plans).
    • Defines local policies defining or adapting MSF standard policies to the mission. Ensures implementation of all HR Policies and Management Guidelines.
    • Ensure that local and regional staff in the Mission is properly recruited and that all staff is managed according to MSF HR vision, policies and values, and provides support and technical advice to MCT in order to grant fulfilment and coherence.
    • Identify the best source of recruitment according to the needs and objectives of the mission as well as define recruitment strategy based on the analysis of labour market with the objective of recruiting professionals and people with potentials to develop within the mission/organization.
    • Supports and coach as an Expert all MCT members in their role of people’s managers.
    • Is the responsible and technical referent for HR and Administration related issues at Mission level (recruitment, management and development of teams, contracting of national and regional employees’, remuneration of local and regional staff, etc.).
    • Is responsible and supervises all human resources and administration team in capital.
    • Ensure the proper implementation of the feedback process throughout the Mission, providing technical support to the coordination team and the Administration Managers in implementing and detecting training needs, in accordance to operational requirements, in evaluating people performance and in implementing the associated action plans in order to improve people’s capabilities and their end results contribution to mission goals.
    • Define, approve and/or coordinate the implementation of career development programs to high potential collaborators in order to increase long term commitment and contribution
    • Define and coordinate the local implementation of a fair rewarding policy in the Mission in accordance to MSF policies and local regulations checking monthly calculations of salaries and taxes, in order to ensure internal equity, adequate competitiveness and legal compliance.
    • Define and coordinate the internal communication policy, in collaboration with all field coordination teams, organising personnel meetings and broadcasting MSF values and vision, in order to boost people commitment, active participation and adherence to MSF values.
    • Ensures systematic briefings and induction of all staff in the Mission (International, Locally Hired and Regional Staff).
    • Supervise administrative processes for all staff and manage conflicts when they appear, in order to ensure labour legal compliance and to improve employer branding awareness.
    • Ensure a good knowledge of labour market: in terms of profiles available, level of qualifications, specificities, lead or request labour market studies and benchmarking studies.
    • Is responsible to make sure that Internal regulations and all HR related policies, procedures and administrative documents (i.e employment contracts, payslip, etc.) are within the national legal framework.
    • Promote internal (inter projects) and external (intermissions) mobility of key staff identified and support the development of plans to ensure mobility.
    • Develop the mission mobility policy according to the needs and the context and in respect with policies and standards.
    • Ensure, in close collaboration with the medical team, the implementation of safety/security/medical protocols in order to ensure healthy and risk-free working conditions for all staff in the Mission.
    • Provide expertise to coordinators/supervisors/activity managers on how to manage HR (team management, conflict management stress early detection, communication, meetings...)
    • Detect potential conflicts among Mission staff and intervenes directly in conflict solving when necessary and/or possible. Is responsible to look for a viable solution in case a direct intervention is not possible.
    • Make sure that cases linked to behavioural issues are prevented, detected and managed.
    • Is responsible for the correct use of HR Systems in the Mission and systematically ensures the quality of data and the monthly closing.
    • Ensure, in close collaboration with Logistics department, that all international and internal movements in the Mission are properly managed (visas, tickets, per diem when necessary, dates of arrival/departure, etc.), and ensures proper accommodation conditions (i.e. room, food, etc.) by informing all relevant people/departments.
    • Reports on HR indicators to MCT and managers in order to feed decision making, planning and fine tuning of mission’s and project’s strategies
    • Ensures proper end of assignment, debriefing and capitalization of experiences at mission level and shares it with HR Department.
    • Represents MSF in meetings with Authorities and other NGOs for HR or Administration related issues.

    Qualifications & Requirements:

    • Education: Essential, degree in HR management or administration related studies
    • Experience: Essential working experience of at least two years in a similar position/ other management positions and MSF/ INGO in developing country(ies).

    Nursing Activity Manager

    Objective of the Position:

    Defining, coordinating and monitoring all care and nursing related activities in the project and ensuring the daily management of the human resources, according to MSF nursing protocols, standards and procedures, in order to warrant efficiency, quality and continuity of prescribed care

    Tasks & Responsibilities:

    • Planning and organizing all nursing related activities (IPD, OPD, maternity, nutrition, etc.) and participating in the definition of annual planning and update of its associated budget in order to efficiently maintain the continuity of the standard quality healthcare. When needed, being responsible for scheduling duty rosters, shifts and on call of nursing staff.
    • Coordinating and supervising the implementation of the legal therapeutic protocols, procedures and standards, depending on project objectives (PPTCT, PEP, VCT, IEC, SGBV,MH services, etc.) and providing technical support when needed, to ensure the quality of the nursing care, confidentiality and information traceability, patient surveillance, and the application of the therapeutic and sterilization rules by the health care personnel.
    • Supervising the nutritional activities in order to ensure that therapeutic food is provided regularly and that it complies with quality and quantity standards.
    • Ensuring all administrative procedures and documents (individual patient’s card and registration book, discharge paper, transfer paper, etc.) and existing data management tools are used correctly
    • According to MSF protocols and in collaboration with the Pharmacist and EFP, supervising the distribution (according to medical prescriptions) and pharmacy activity, preparing new orders when required, supervising expiration terms and consumption patterns, in order to ensure that pharmacy stock levels are permanently updated and above minimum safety point.
    • In coordination with the deputy Medco and /or Mission biomed technician supervising the appropriate use of medical devices and anticipating and communicating future needs
    • In close coordination with the Log Polyvalent, supervising laboratory outputs related to nursing activities (blood test) to ensure samples are collected correctly and results are provided on time.
    • In close coordination with the HR department, planning and supervising the associated processes (recruitment, training, evaluation, development and communication) of the nursing staff of the project in order to improve staff capabilities and ensure both the sizing and the amount of knowledge required. Training nursing staff on PTE.
    • Reporting to the line manager on any relevant information linked to nursing activities and participating in monthly reports

    Note: PPTCT = Prevention Parent To Child Transmission; PEP= Post Exposure Prophylaxis; VCT = Voluntary Counselling and Testing; IEC = Information, Education and Communication; SGBV = Sexually Gender Based Violence; MH = Mental Health; PTE = Patient Therapeutic Education.

    Qualifications & Requirements:

    • Education: Essential nursing diploma for general or specialized health services (Bachelor in science of Nursing Desirable); Specialization or training in tropical medicine would be an asset
    • Experience: Essential working experience of at least two years in nursing activities related jobs. Desirable working experience in MSF or other NGO’s in developing country(ries)

    Logistic Manager

    Main Purpose

    Planning, coordinating and monitoring all logistics related activities in the project or capital and providing support to medical assistance activities, according to MSF protocols and standards in order to ensure an optimal running of the project.

    Accountabilities

    • Assisting the Logistic Team Leader in the definition and follow-up of logistics activities in the project or capital, in conjunction with medical project managers in order to identify and give a response to the needs of the targeted population
    • Ensuring and monitoring the implementation of logistics/technical activities in the project / capital including the following:
    • Logistics: (construction, transport of goods and staff, communications, water and sanitation, vehicles and engines, equipment/installation and infrastructures, communications, installation and maintenance of functional office space(s) and lodging facilities for international staff in adequate living conditions)
    • WHS: implementation of water, health and sanitation activities
    • Supply: implementation and maintenance of an appropriate supply chain for the project
    • Implementing all administrative related activities linked to logistics (orders, insurances, vehicle contracts, etc.).
    • Participating in the planning and implementation, together with the Logistic Team Leader and the HR department, the HR associated processes (recruitment, training, briefing/debriefing, evaluation, detection of potential, development and communication) of the logistics staff in the project / capital in order to ensure both the sizing and the amount of knowledge required to correctly perform all logistics activities.
    • Ensuring technical reference for all logistics/ technical issues in the project and providing coaching to logistics staff under his/her responsibility. Ensuring all staff in the Project is properly briefed about use of communication tools (handsets, HF/VHF, etc.).
    • Defining and monitoring technical aspects of the project risk reduction policy, transport, communication, protection, identification and preparation of the technical aspects of the project security policy and guidelines, evacuation plan and contingency plan, performing day-to day monitoring of the application of security rules and reporting to the Project Coordinator any problem that may arise. For this purpose, the Project Logistics Manager will have to create an appropriate environment to facilitate security exchange of information. Participating in monthly reports according to guidelines

    MSF Section/Context Specific Accountabilities

    • Dagahaley logistic team is high in number and activties.
    • Direct managed staff by the Logistic Manager is core and thereof team management skills are essential. The security situation/context of the project requires direct and conscientuos reporting to relevant MSF colleagues.
    • As the project is partly managed remotely (Team Leaders and Coordinaton), reliable and open communication/reporting of relevant topics is essentiel for good collaboration and successful provision of health care.

    Education

    • Essential secondary education and technical diploma or technical university degree, preferably as an engineer

    Experience

    • Essential at least two years of working experience in logistics related activities. Desirable previous experience with MSF or other NGOs, and working experience in developing countries

    Languages

    • Mission language essential (English).
    • Local language desirable (Somali/Kiswahili)

    Knowledge

    • Essential computer literacy (word, excel and internet)
