    Quality Assurance Lead

    Farsight Africa Group has established a reputation in the marketplace for working in complex and challenging environments that demand a comprehensive understanding of local cultures, indigenous communication practices and relationships with stakeholders at both the grassroots and national level.

    DUTIES & RESPONSIBILITIES:

    • Analyze documentation and technical specifications for the application being developed in the project to determine its intended functionality and use the analysis to design quality objectives for the project including required customizations/enhancements/changes to improve product operating efficiency.
    • Create, document and manage the overall quality assurance strategy for use in the project and have the strategy agreed with all stakeholders including clients. Design, document and execute a quality assurance masterplan while anticipating quality assurance challenges and developing targeted counter-plans for the specific challenges; ensure timely and seamless delivery of product that satisfies client expectations in all aspects
    • Participate in intake process to determine scope and velocity needed in order to deliver software on a timely basis; collaborate with the developers to ensure project execution complies to contract and client expectations; ensure collaborators have a solid understanding of overall strategy
    • Develop test cases, scripts, plans and procedures (manual and automated); execute end-to-end functional and automated tests cases; analyze formal test results to discover and report any defects, errors, configuration issues, and interoperability flaws; document issues in a fashion that enables a developer(s) to recreate the issue; drive actions needed for defect correction; assure project timeliness by undertaking comprehensive but prompt system testing, bug tracking and reporting by following up on and closing defect tickets immediately after weekly releases.
    • Establish metrics to determine readiness, quality and operability of software, systems and products; prepare and present reports on progress across the metrics to client and project team; communicate QA status; partner with stakeholders, developers, product owners, and business analysts to help make decision on production readiness
    • Participate in scrum daily status and project status calls to provide accurate updates on deliverable timelines and status.
    • Develop, present, and respond to proposals for specific client requirements; coordinate and conduct feature demonstrations for stakeholders once testing is concluded.

    JOB REQUIREMENTS:

    • The Quality Assurance Expert should have at-least a Master’s Degree in Software Engineering, Computer Science or any related field.
    • A minimum of ten (10) years’ quality assurance experience in public sector organizations automation in a country setting;
    • A minimum of five (5) years’ quality assurance international experience in design, development, test processes and development of tax administration information systems;
    • A minimum of five (5) years’ experience in reviewing and analysing the system design, development and implementation of tax or public financial management systems;
    • A minimum of three (3) years’ experience of software quality assurance, testing and control procedures;
    • Position largely based in Somalia

    PERSONAL ATTRIBUTES:

    • Solid troubleshooting and analysis skills with attention to detail and quality;
    • Excellent writing and communication skills in English;
    • Knowledge of Somali language is a plus; and
    • Strong interpersonal skills and the ability to communicate and work well with diverse cultures.
    • Experience which is particular to Fragile, Conflict and Violence (FCV) countries will be an added advantage.

    Business Process Manager

    DUTIES & RESPONSIBILITIES:

    • Evaluating existing Public Tax and Financial Administration processes.
    • Determining and outlining system process improvements.
    • Coordinating system process improvement strategies with internal and external stakeholders.
    • Overseeing all aspects related to the implementation stages of Tax and Administration process improvement initiatives.
    • Analysing and monitoring implemented changes to the processes and making adjustments as needed.
    • Lead the redesigned workshop processes.
    • Providing process / functional / template solution knowledge and expertise for the Project
    • Maintaining the process definitions for the Project
    • Safeguarding the design principles of the processes
    • Ensuring that the process and solution design / build accurately reflects the Project specification;
    • Owning the template solution (processes and system) design;
    • Approval of all functional specifications
    • Ensure the correct setup, design & execution (running where necessary) localisation/fit gap workshops for rollouts;
    • Analysing requirements coming from localisation/fit gap and initiate and sponsor any change requests where relevant;
    • Being a key member of "Decision Groups" for their accountable processes;
    • Proactively engaging/networking with key stakeholders for rollout on their accountable processes;
    • Guiding all programmes/projects on template processes / solutions and capability / gaps;
    • Completion/approval of all change requests to the template (processes/solution);
    • Where relevant, become the process lead in programmes / initiatives beyong primary transformation programme
    • Support business change impacts of the solution and how to manage readiness including learnings and best practice for implementation;

    JOB REQUIREMENTS:

    • The Functional Lead, Business Processes should at-least a Master’s Degree in Business Administration, Accounting, Finance, Economics, ICT or any related field;
    • A minimum of ten (10) years’ business process re-design and / or re-engineering experience of the public sector organizations in a country setting;
    • A minimum of five (5) years’ experience in design, development, test processes and development of tax administration information systems;
    • Solid troubleshooting and analysis skills with attention to detail and quality;
    • Excellent writing and communication skills in English;
    • Knowledge of Somali language or ability to secure translation services is a plus; and
    • Strong interpersonal skills and the ability to communicate and work well with diverse cultures.
    • Position largely based in Somalia

    Change and Communication Lead

    DUTIES & RESPONSIBILITIES:

    Communications

    • Supporting development of communications relevant to the project.
    • Collaborate with internal and external groups to formulate change management plans and project activities.
    • Develop, implement and communicates strategies and key messages in clear and concise language using suitable communication tactics.
    • Research, write, edit and measure all types of communication and training materials.
    • Ensure internal/external communications are integrated.
    • Establish and review outcomes to establish best practice guidelines
    • Providing coaching and training to Stakeholders at all levels.

    Change Management

    • Integrate change management activities into project plan.
    • Developing change management plans for projects and/or change initiatives.
    • Evaluating the impact of the planned changes occasioned by the project.
    • Identify risks and develop risk mitigation tactics.
    • Identify and manage anticipated resistance to change.
    • Leading change management work streams with a structured methodology / process.
    • Define success metrics and measuring performance against these.
    • Provide reports and other updates to management and project teams
    • Apply a change management process and tools to create a strategy to support and adoption of the changes required for the project.
    • Conduct impact analyses, assess change readiness and identify key stakeholders.

    JOB REQUIREMENTS:

    • The training expert should have at-least a Master’s Degree in Business Administration, Organisational Design and Management, ICT or any related field;
    • A minimum of ten (10) years’ Communication and Change Management experience in public sector organizations in a country setting;
    • A minimum of five (5) years’ experience in IT Systems Training preferably in tax administration or at least Public Financial Management Agencies;
    • Solid experience working in communication and change management in the public sector reform environments;
    • Position largely based in Somalia

    PERSONAL ATTRIBUTES:

    • Excellent writing and communication skills in English;
    • Knowledge of Somali language is a plus; and
    • Strong interpersonal skills and the ability to communicate and work well with diverse cultures.
