    Senior MER Specialist

    Position Summary
    The Senior MER Specialist will be responsible for all aspects of project data management including design of data collection/collation tools and data extraction; design and support of project evaluation activities, analyze data and develop data use/information products in line with PEPFAR and MOH priorities. The job holder will be responsible for providing constant feedback to both the technical and program teams including eHealth & mHealth developers and service delivery partners.

     Primary Duties and Responsibilities:

    • Perform in-depth and advanced statistical analysis using routine individual level data and provide appropriate interpretation for programmatic decisions.
    • Prepare regular high-quality presentations of summarized data on priority program areas for stakeholders including MOH, county teams and SDPs.
    • Avail datasets/analytic outputs and support relevant stakeholders to make use of individual level data for program improvement.
    • Contribute to inferential statistical analysis of individual level data for publications and presentation to various conference and audiences.
    • Contribute to program evaluation, in particular, manage the collection and analysis of data at baseline and subsequent stages of program evaluation.
    • Work with data analysts to develop sound statistical analysis plans in line with epidemiological principles.
    • Extract data from the national data warehouse in line with stakeholder needs and requirements.
    • Spearhead implementation of data-driven decision-making during Data & Program Improvement Cluster Meetings and other fora.
    • Support data scientists in development and deployment of machine learning approaches to identify populations at risk of adverse programmatic outcomes.
    • Support GIS analysts in geospatial analysis to characterize spatial distribution of the epidemic and associated outcomes for program improvement.
    • Participate in the development of research protocols and develop guidance for county teams and SDPs on appropriate collection of high-quality data toward monitoring the HIV/AIDS epidemic, including a framework to extract and share de-identified data with relevant stakeholders.
    •  Participate in data analysis and data use activities, ensuring protocol adherence and scientific standards are maintained, data quality, and publication of study findings.

    Required Qualifications:

    •  Advanced Degree in Biostatistics, Statistics, health informatics, IT, Data Science, Mathematics, Epidemiology, or related field.
    • 7+ years experience of analyzing data for HIV/TB prevention, care, and treatment programs in Kenya.
    • Strong data analysis skills including knowledge of statistical software such as R or STATA.
    • Familiarity with data visualization software such as Tableau and Power BI.
    • Working knowledge of data extraction from databases.
    • Advanced skills in graphic presentation of data.
    • Experience in use of KHIS, EMR and DATIM reporting systems.
    • Good interpersonal and communication skills.
    • Good technical writing skills and storytelling through numbers.

    Program Management Associate

    Position Summary

     The holder of this position will work in tandem with the project manager to undertake project management duties that ensure that project monitoring and reporting functions are completed in a timely manner and that Project Management deliverables are of high quality. The program management associate will support the Project Manager to schedule and conduct project meetings, communicate assignments and expectations to project team members and track completion of project deliverables using Jira. The holder will ensure quality and integrity of all project-related products.

     Primary Duties and Responsibilities: 

    Project Management

    •  Assist in the design, development, implementation, and maintenance of project management plans for project resources, costs, risk, quality, stakeholders, and procurement.
    • Participate as a member of the scrum teams, ensuring coordination and synergy across project activities and keeping the Project manager informed of activity progress
    • Suggest Project Management strategies for improving the efficiency and effectiveness of the project by identifying bottlenecks in completing project activities and developing plans to minimize or eliminate such bottlenecks.

    Monitoring

    • Support the development and updating of the project M&E Plan, including identifying appropriate indicators and design of data collection system for the project to collect and report on data to measure performance and achievement of project objectives.
    • Write monitoring reports and success stories on project interventions, to submit to the Project Manager for collation and final sharing with project leadership.
    • Manage the project’s Jira platform and drive adoption and use by all team members ensuring that it is up to date and can provide accurate weekly, monthly, quarterly, half-yearly and annual progress reports on project activities for compilation and sharing with the project leadership.

    Evaluation

    • Coordinate the design and conduct project evaluations in collaboration with the project manager and data use lead for projects implemented.
    • Apply the output indicators of the project to measure the achievement of each task and objective as per the Project work plan.
    • Develop and Update the Evaluation and Performance Measurement Plan (EPMP).
    • Update the Results Framework for the Project implementation.

    Reporting

    •  Collect, analyze data and report based on already developed templates on a regular basis.
    • Assist in the capture of lessons learned and best practices for various project initiatives
    • Lead the development of donor project reports and internal reports.
    • Provide inputs, information, and statistics for quarterly, annual, and other reports to the Project Manager.
    • Any other duties assigned by the Project Manager.

     Required Qualifications:

    • Bachelor's Degree in a related field
    • At least 3 years of relevant work experience.
    • A certificate in project management is an added advantage
    • Knowledge of international donor priorities and/or health areas preferred.
    • Strong written, verbal, and cross-cultural communications skills.
    • Skills in Excel, budget management and monitoring, and strong financial acumen.
    • Excellent organizational skills with special attention to detail and timeliness.
    • Good analytical/problem solving skills.
    • Relevant language skills per country and program portfolio.
    • Ability to manage diverse workstreams efficiently and effectively.
    • Ability to work in a fast-paced team environment.

    Kenya PSDI Director, Finance, Administration, and Grants (DFAG)

    Primary Duties and Responsibilities: 

    • Oversee program operations, including but not limited to human resources, logistics, procurement, sub-contracts or sub-awards, and accounting/finance.
    • Develop internal control measures, conduct internal financial audits, and coordinate external financial audits.
    • Prepare budgets for annual work plans and financial reports for USAID.
    • Lead and oversee all grants administration, from calls for expressions of interest through to implementation; Draft grants manual and related program documents
    • Develop and implement a grant tracking system to ensure the timely and correct execution of all grant agreements

    • Manage the financial operations and financial reporting of the project, providing guidance and technical assistance to financial management personnel.

    Required Qualifications:

    • Experience working in business administration, finance, accounting, or a related field with international business management, accounting, and/or auditing experience.
    • At least seven (7) years of progressively responsible experience in accounting, auditing, finance, or business management with a recognized organization, preferably for USAID.
    • Knowledge of USAID policies, procedures, and reporting requirements
    • Demonstrated ability to develop and manage large budgets, and in-depth knowledge of accounting principles.
    • Experience in managing staff and grants under contract for USAID-funded programs of a similar size
    • Progressively responsible experience supervising project operations, including human resources, procurement, and sub-contracts or sub-awards.
    • Prior experience in a management role on a USAID funded program highly desired
    • Demonstrated experience coordinating and collaborating with various stakeholders and grant awardees
    • Knowledge of local labor and tax laws and reporting procedures

    Kenya PSDI Director, Financial Institutions (FIs)

     Primary Duties and Responsibilities: 

    • Define Kenya’s PSDI strategy to deliver innovative, alternative financial products/services, and expand growth of financial institutions related to Kenya’s agricultural sector.
    • Provide technical leadership to increase access to tailored financial products and stimulate the local market for private equity and blended finance instruments. This may include overseeing the provision of technical assistance to financial services providers (banks and non-bank intermediaries) to enhance their products and services, and private equity funds to help them mobilize capital from local and international financial institutions and investors

    Senior Software Developer

    Position Summary

    Reporting to the Digital Health Solutions Architect and Lead Developer, the Software Developer is responsible for the execution of software development tasks in line with work plan and team objectives and develops specific products assigned in adherence to the business and functional requirements, quality objectives and timelines set, and works with a team of individuals from development, quality assurance, business analyst, and solution architects on core systems which include eHealth, mHealth and interoperability layer solutions.

    Primary Duties and Responsibilities: 

    • Collaborate with business analysts, product owner, domain experts, and other stakeholders to gather and translate user stories, business requirements and use cases into clear and appropriate functional, technical, and operational specifications and designs for health informatics applications.
    •  Utilize established development tools, guidelines, and conventions to design, develop, and test applications.

    Required Qualifications:

    • Advanced knowledge and demonstrable skill with popular open-source programming languages (should include at least JAVA, PHP, JavaScript, Node), and frontend frameworks i.e. react, angular, vue, etc.

    Kenya PSDI Director, Business Advisory Service Providers (BASP)

    Project Overview and Role:

    Palladium is seeking a Director, Business Advisory Services Providers (BASP) for an anticipated USAID-funded private sector development initiative, which is anticipated to begin in 2023. The USAID/Kenya and East Africa Private Sector Development Initiative will be a 5-year program focused on accelerating agriculture-led growth in Kenya through partnerships with large agricultural sector firms (such as processors and off-takers) and expansion of smallholder farmer out-grower schemes. The anticipated activity will focus on creating jobs and generating large scale increases in sales/exports in the agriculture sector cost-effectively and, ideally, through a sustainable and locally-led vehicle.  The activity would combine tools used in USAID’s traditional private sector development activities with tools used to mobilize finance and investment into one mechanism – supporting a range of agricultural firms to expand investments and operations via a blended finance approach.

    Primary Duties and Responsibilities: 

    • Define PSDI’s business advisory services workplan and strategy to increase capacity of the private sector to access fit-for-purpose financing
    • Provide technical leadership on strategy to increase access to finance amongst new and existing businesses, create sustainable long-term funding vehicles, and provide a range of tools to support agricultural firm expansion
    • Present PSDI’s business advisory services activities in meetings with public and private sector actors including GoK, non-governmental organizations, business associations, among others
    • Supervise implementing partners, sub-contractors, and grantees as they undertake tasks relating to business advisory services. Subcontractor tasks may include working with BASPs to improve the delivery of quality services to businesses in financial planning, ESG, responsible investment, and investor protection standards, and connecting businesses with potential investors and other sources of capital
    • Lead work planning and monitor the budget tied to the business advisory services component of PSDI
    • Travel to various regions of Kenya as needed
    • Any and all other project-related tasks as required by the Chief of Party and Palladium HQ

    Required Qualifications:

    • Advanced knowledge of business advisory service providers (BASPs), financial services providers and investors in Kenya
    • Robust networks within the Kenyan financial sector
    • Proven track record improving businesses’ access to finance, connecting businesses with potential investors, and improving services provided by business advisory agencies
