    Chief Access to Information Officer

    DUTIES AND RESPONSIBILITIES: 

    • Receiving, reviewing and conducting inquiries on into alleged violations of the Access to Information Act; 
    • Undertaking onsite inspections and relevant information inventories; 
    • Participating in the designing and facilitating mechanisms for hearing and determination of access to information applications; 
    • Participate in the investigations on violations of the provisions of the Access to Information Act; 
    • Preparing summons, orders and other legal instruments under ATI Act; Requesting, receiving and evaluation of public entities reports on implementation of the Access to Information Act; 
    • Developing and implementation of programmes for public sensitization, education and awareness on access to information; 
    • Undertaking relevant researches aimed at developing repository and guidance on ATI including opinions, circulars, publications, guidance notes, determinations, advisories and case law; 
    • Developing regulatory framework on ATI including relevant legislations, policies, guidelines, rules and model laws; 
    • Preparing departmental reports on annual workplans, procurement plans and budgets; and other special reports on ATI; and

    JOB SPECIFICATION
    For appointment to this grade, an officer must have: -

    • Served in the grade of Senior Access to Information Officer or a similar position for a minimum period of four (4) years; 
    • Bachelors degree in any of the following disciplines: - Public Administration, Law, Information Management, Archival Studies or equivalent qualification from a recognized institution; 
    • Master’s degree in any of the following disciplines: - Public Administration, Law, Business Administration, Information Management, Archival Studies or equivalent qualification from a recognized institution;

    Chief Legal Officer

    DUTIES AND RESPONSIBILITIES: 

    • Ensuring compliance with the policy, legal requirements and provisions in all the undertakings of the Commission so as to safeguard the interest of the Commission in all legal matters;
    • Initiating the development and review of strategies and guidelines on complaints management;
    • Monitoring and evaluating complaints on administrative justice received,carrying out inquiries into the complaints, monitoring the resolutions and maintaining a complaints database;
    • Identifying issues and areas for legal policy formulation and review; 
    • Preparing legal opinions, legal briefs, legal documents, leases, contracts and memoranda of understanding;

    Senior Legal Officer

    Senior Risk Officer

    DUTIES AND RESPONSIBILITIES:

    • Conduct risk assessments on the Commission ’s programmes, which will involve identifying, describing and profiling risks affecting the organisation;
    • Implement the strategic risk management vision for the Commission and ensure that risk management policies and strategies comply with applicable laws, regulations and the strategic objectives;
    • Develop and improve risk management tools, practices, and policies enabling the analysis and reporting of risk according to the risk management framework;
    • Develop and foster a coherent risk culture and risk management philosophy to effectively embed in the Commission;
    • Guide the integration of enterprise risk management strategies with other Commission activities;
    • Ensure that the Commission’s risk identification, analysis , mitigation and monitoring capabilities are cost effective;
    • Liaise with departmental/unit heads in compilation of and monitoring of risk registers;
    • Provide support, education and training to staff to build risk awareness within the Commission;
    • Evaluate the adequacy of the Commission’s internal control framework in addressing risks and accomplishing the goals and objectives;
    • Prepare risk reporting in an appropriate way for different audiences;
    • Monitor implementation of action plans to ensure risk mitigation efforts are taking place as required;
    • Proactively identify emerging risks and suggest mitigation measures;
    • Conduct compliance checks in conformance to policies, rules and regulations, in liaison with auditors;

    Legal Officer II

    MAIN RESPONSIBILITIES

    • Receiving and resolving complaints on matters relating to Commission’s mandate and offer legal advice thereon;
    • Implementing strategies and guidelines on complaints handling;

    Internal Auditor II

    DUTIES AND RESPONSIBILITIES

    • Undertake audit assignments and prepare detailed audit observations and reports;
    • Participate in the Commission’s risk evaluation;
    • Prepare audit programs and working papers;
    • Conduct risk-based systems audit on Commission’s policies, procedures, processes and practices;
    • Participate in developing and updating of Internal Audit & Risk policy instruments;
    • Collect and analyze audit evidence;
    • Perform audit checks in the accounting system to identify any accounting errors;
    • Verify the existence of assets administered by the commission;
    • Collect data on financial returns, estimates and expenditure; examining vouchers, cashbooks, ledgers confirming the propriety and accuracy of the transactions;
    • Support the review of financial statements of the Commission before submission to the Auditor General;
    • Carry out follow up for conclusive resolution of audit issues and;
