    The Senior Inter-Agency Coordination Officer is located in Country Operations, Multi-Country Offices, Regional Bureaux, Regional Refugee Coordinator¿s Office or in the Partnership and Coordination Service (PCS) in Headquarters. S/he plays a crucial role in ensuring UNHCR¿s approach to partnership and inter-agency processes are consistent, strategic and coherent. The main aim is to ensure that UNHCR can fulfil its role to support the Government to lead the refugee response, coordinate other actors in the initial stages of a refugee emergency and adhere to UNHCR inter agency commitments in IDP situations. This should be done in line with UNHCRs Mandate, the Global Compact for Refugees, the IDP policy, and agreed inter- agency commitments. More specifically, s/he advises the senior management on inter-agency processes and related positioning, coordination, advocacy, information, resource allocation, fundraising, reporting, and communication with government entities, other UN agencies, NGOs, civil society actors, private sector media, other relevant actors through strong engagement in humanitarian inter- agency processes, but also with a focus on development processes as they impact on UNHCR. The overall goal of the position is to strengthen and enhance the effectiveness of UNHCR¿s leadership roles and responses to situations affecting people of concern to UNHCR (refugees, IDPs, stateless persons, returnees, host communities) through an open and transparent partnership approach.

    All UNHCR staff members are accountable to perform their duties as reflected in their job description.     Duties

    • Proactively lead and/or participate in inter-agency fora to ensure that UNHCR¿s Mandate and programmes are given due attention and reflected in linkage at the country level, bureaux and at the policy levels of humanitarian and development coordination systems.
    • Formulate UNHCR inter-agency positions and ensure senior management endorsement for internal and external consumption and provide briefing notes, talking points and issue papers for relevant discussions in-house with partners, including UN agencies and NGOs, donors, and in inter-agency fora.
    • Promote UNHCR's policies and linkages within multilateral processes, including humanitarian and development processes as elaborated by the humanitarian working groups, the Inter -Agency Standing Committee, and the United Nations Sustainable Development Group (UNSDG), as well as in regional intergovernmental fora (IGAD, ASEAN, ECOWAS, etc) .
    • Contribute or lead the effective establishment and maintenance of coordination mechanisms and tools, in line with the refugee coordination model and globally-agreed arrangements applicable in various situations (refugee-only; mixed refugee-IDPs; refugee and migrant movements), ensuring timely and effective needs assessment, appropriate planning, prioritization, implementation, reporting and evaluation, including through the development of joint appeals, regional refugee response plans, regional refugee and migrant response plans, refugee and resilience plans, comprehensive responses.
    • Ensure UNHCR participates in line with current policy in inter- agency appeals for IDPs to allow access to pooled funds.
    • Lead cross-functional preparation of issues and follow-up within UNHCR in the relevant substantive units and services.
    • Maintain frequent formal and informal contacts with his/her counterparts in other organisations.
    • Responsible for furthering understanding within UNHCR on inter- agency issues and priorities and advising staff on policy developments and reform initiatives within the humanitarian sphere, as well as the broader UN and development processes. This includes updating key staff on the developments within the Inter-Agency frameworks, UN reforms, Global Compact, as well as promoting and stimulating UNHCR's implementation of key reforms within the humanitarian and development architecture.
    • Ensure internal institutional coherence and coordination of actions pursued for a strong refugee coordination system under government leadership where possible, with accompanying planning instruments in the delivery of refugee responses.
    • Where there is lack of clarity as to UNHCR¿s positions and priorities, identify where there are gaps or a lack of clarity and stimulate a process whereby policy will be clearly mapped out and agreed at the highest levels in the organisation.
    • Maintain close contact with DER/PCS on emerging issues.

    For Positions In Country Operations Only

    • Establish and coordinate country-specific coordination mechanisms for situations led by UNHCR. Where applicable, coordinate the development of country-specific refugee response plans (or refugee and migration response plan and refugee and resilience plan) and comprehensive responses.
    • Advise senior management on engagement in country inter-agency processes, including inter-alia, Humanitarian Response Plans, UNDAF and humanitarian-development nexus initiatives; represent and facilitate UNHCR¿s contribution to these processes.
    • Ensure that the High Commissioner¿s accountability towards refugees is reaffirmed in inter agency processes, including under the refugee coordination model and try to harness inter agency support for the coordination mechanisms established.
    • Facilitate UNHCR¿s catalytic role in the context of the Global Compact on Refugees
    • Liaise with other UN agencies and other inter government agencies and fora to find areas of cooperation, joint initiatives and where applicable negotiate joint agreements or work programmes to further protection and assistance for persons of concern
    • Participate, chair and/or coordinate the work of Multi--sector group (MSG), including determining collective priorities, managing the MSG work plans and supervising secretariat functions.
    • Ensure that UNHCR provides constructive and coherent inputs on the humanitarian policy and coordination issues addressed by the IASC and other fora in regions and country operations. This should be in collaboration with main partner agencies (OCHA, WFP, UNICEF, the ICRC and NGOs).
    • Participate in field support and advise missions as appropriate.
    • Provide support to colleagues on humanitarian coordination issues
    • Alert the regional Bureau, multi-country office and/or RRC office on issues related to coordination arrangements interface with development and humanitarian systems.

    For positions in the Regional Bureaux, Multi-Country offices or RRC offices only:

    • Promote within relevant country operations coordinated approaches to decision making frameworks, especially in regards to humanitarian inter agency processes, but also with a focus on development processes as they impact on UNHCR in the field.
    • Operationalize UNHCR¿s inter-agency policies and maintain an inclusive inter-agency regional approach.
    • Advise UNHCR¿s senior management on engagement in regional inter-agency processes, including regional Economic Commissions and regional UNSDG as well as regional fora (IGAD,ECOWAS, ASEAN, etc).
    • Establish regional coordination mechanisms and/or consultation fora for situations led by UNHCR. This should include, inter alia: support to RRC (if appointed); information-management; reporting.
    • Ensure timely preparedness across the region / multi-countries.
    • Liaise with other UN agencies and other inter government agencies and fora at the regional level to find areas of cooperation, joint initiatives and where applicable negotiate joint agreements or work programmes to further protection and assistance for persons of concern.
    • Where applicable, coordinate the compilation of a regional refugee response plan (in some situations, this could be a regional refugee and migrant response plan or a refugee and resilience plan), as well as its monitoring and the tracking of financial contributions.
    • Ensure efficient and timely circulation of information to stakeholders, including through the production of regular and up-to-date information, key messages and regional situational analysis.
    • Ensure effective coordination mechanisms are in place in country operations in line with globally-agreed arrangements and the refugee coordination model and provide support as required, including through field missions, to safeguard harmonized position and communication between national and regional coordination mechanisms UNHCR leads or is actively engaged in.
    • Advise field operations on how to facilitate UNHCR¿s catalytic and convener¿s role in the context of the Global Compact on Refugees.
    • Advise field operations on how to engage in UNDAF processes.
    • Organize regional-level capacity building, as required.
    • Support the organization of annual regional NGO consultations and facilitate events as required.

    Senior Field Security Coordinator

    Organizational Setting and Work Relationships

    The Senior Field Security Coordinator acts as an adviser on security issues in the Bureau or to the country operation. They support, advise and monitor the management of security issues within the Bureau or country. The incumbent reports to the Bureau Director or Representative or Assistant Representative and has a secondary functional reporting line to the Head of Service of the Field Security Service (FSS) in the Division of Emergency Security & Supply (DESS).

    The incumbent acts as an adviser or representative of the Organization with various stakeholders including other UN agencies and other partners on security issues within their regional or country remit

    The incumbent has a responsibility to monitor, coach, guide and support staff within the given area of responsibility (AoR).

    The incumbent provides security analysis and reports of a regional character to UNHCR Representative, Bureau senior management and the Field Security Service (FSS) at Headquarters.

    In the Regional Bureau, the incumbent is responsible for ensuring overall quality assurance and managerial support of operations related to security, in an effective and efficient manner which supports the Organization's Mandate. This should be in line with the Bureau's 2nd line function and within the three lines of defence conceptual framework for effective control and risk management adopted by the UN system.

    Further, and as related to security, they will cover the full spectrum of managerial oversight, manage performance and monitor the adherence of Country Operations to UNHCR's rules and regulations, monitoring, identifying and addressing any emerging issues and risks as appropriate. The incumbent also promotes a culture that is results-oriented, efficient and based on trust and pursues measures to ensure that inclusion, gender balance and diversity are taken into due consideration in staffing, resource allocation and representation at all levels throughout the AoR.

    • Provide practical and well-reasoned, gender nuanced security support and advice to the Bureau Director, Bureau senior managers and Representatives or Head of Office in managing safety and security of UNHCR personnel, Partners, operations, premises and refugees or other persons of concern.
    • Proactively monitor situations and events in the region and gather and analyse information with the aim of identifying emerging security trends and providing early warning of any potential security threats that may affect the safety and security of UNHCR personnel, premises, assets and impact programme delivery.
    • Upon request from the Bureau Director and in accordance with Standard Operating Procedures (SOPs), provide contextual and security analysis and reports to UNHCR managers and FSS at Headquarters
    • Identify and prioritise security-related needs and develop an annual work plan to address them.
    • Conduct regular missions to countries in the region, providing security support related to Security Risk Management (SRM) processes, operational plans and security-related administrative issues.
    • Provide advice to country FSAs on ensuring gender inclusion in SRM processes.
    • Provide contextual advice related to the security of persons of concern.
    • Monitor security events and intervene when and where appropriate to ensure that strategic security-related goals are achieved.
    • Coordinate with the relevant Bureau and FSS to ensure cross-regional coherence in the design and implementation of security management procedures. Provide a link between country-based Field Security Officers (FSAs) and FSS on strategic issues relevant to the region, disseminate guidelines, policies and procedures and provide advice on their implementation in locations where FSAs are not present.
    • Ensure that humanitarian and security objectives are reconciled in the region of responsibility, and that security measures are fully integrated into operational planning (including budgetary provisions) at the earliest stages of development. Conduct security planning and make recommendations.
    • When requested by senior managers or in the absence of an FSA in location, ensure that liaison and information sharing network is established / maintained with UNDSS, Host Governments and other actors in the region, to promote UN Security Management System (UNSMS) policies and procedures, including UNHCR's Security management Policy. By doing so, ensure to the extent possible effective and responsive support from host country law enforcement agencies and the UNSMS.
    • Intervene as required to resolve problems, gathering facts and harmonizing views where possible and rendering consistent and well-reasoned judgment.
    • Support UNHCR authorities including at Bureau and headquarters levels, with identifying risks, gathering facts, resolving conflict, recommending solutions or courses of action, or any other forms of support that may be required.
    • Deliver gender-inclusive security training to UNHCR workforce and Partners as appropriate, aimed at developing skills to plan and conduct operations safely within the specific security environment.
    • In coordination with FSS and the Global Learning and Development Centre (GLDC), assist in the identification of training needs, planning and delivery, to include postdelivery evaluation of security training organized within the region.
    • Assist in maximising the capacity of national field security staff by assisting in their recruitment and selection, providing coaching, mentoring, training and other forms of advice, identifying their further training needs and assessing their potential for undertaking greater responsibilities.

    Senior Education Officer

    Organizational Setting and Work Relationships

    The Senior Education Officer will support and oversee, the roll-out of Refugee Education 2030, the Refugee Education Strategy. This will be done in line with the Global Compact on Refugees (GCR), which calls on States and relevant Stakeholders to contribute resources and expertise to expand and enhance the quality and inclusiveness of national education systems to facilitate access by refugee and host community children and youth to primary, secondary and tertiary education. Providing inclusive and equitable quality education is central to the achievement of the Sustainable Development Goals (SDG) and the Senior Education Officer will ensure UNHCR's programming is in line with the SDGs, particularly SDG4.

    Education

    Contributing to this global roll-out of the GCR, Education Officers, collaborating across Country Offices, Regional Bureaux and the Education Section in the Division of Resilience and Solutions (DRS), will provide technical support to relevant UNHCR Country Office(s) and partners to advocate for and implement the objectives of Refugee Education 2030

    Leveraging the growing global momentum, UNHCR is working to translate the objectives of the GCR into impactful results, including through follow-up on pledges made through the 2019 Global Refugee Forum.

    • Promote equitable and sustainable inclusion in national education systems for refugees, asylum seekers, returnees, stateless and internally displaced persons.
    • Foster safe enabling environments that support learning.
    • Enable learners to use their education toward sustainable futures.

    The incumbent will provide leadership and technical support for UNHCR regarding education and advocate on all issues related to education programmes and strategic directions. S/he will maintain close contact with Country Office(s) on the overall education policy direction of UNHCR and on the adaptation of Refugee Education 2030 to individual country contexts, as well as providing technical support (on early childhood, learning achievement, primary education, accelerated education, secondary education, non-formal education, scholarships and tertiary education, education in emergencies etc.) to all staff, including senior management, as well as to those representing education issues on behalf of UNHCR.

    Depending on the location, this will require maintaining close contact with HQ, Regional Bureaux and Country Office(s) plus Divisions, particularly the DRS, on the overall education policy direction of UNHCR, on monitoring and assessing impact, on provision of external technical assistance, and on liaising with partner agencies. In exercising these responsibilities, the Senior Education Officer oversees the development of guidance and strategies to address particular situations arising from different contexts in the field. The incumbent is normally supervised by the Senior Protection Officer, Senior Programme Officer, or Deputy Representative, depending on the office context.

    The incumbent will ensure that consistent and technically sound advice/recommendations are given in the Area of Responsibility (AoR), including through drafting of guidelines and specialised training of staff. He/she will also ensure active exchange of information and best practices within the AoR. The incumbent must be an authority on technical issues relating to education and will also provide specialist advice for other sectors such as child protection, livelihoods/economic inclusion, shelter and water and sanitation as relates to the Education sector. The Senior Education Officer acts as focal point/coordinator/advisor for staff at all levels in Country Office(s), including senior management, as well as Policy and Development staff.

    In emergency contexts the Senior Education Officer will be required to play a leadership role in the coordination of the early phases of the education sector response, ensuring that education needs are reflected in intersectoral response plans, collaboratively developing a response strategy that will support inclusion in national systems and supporting monitoring and reporting on the response.

    Externally, the Senior Education Officer will help promote the inclusion of refugees and other persons of concern into national education systems through effective partnerships and advocacy with relevant government line ministries, development actors, private sector, UN agencies, international organisations and NGOs, research institutions and universities, both at the regional and country levels. This includes coordination with regional and global education networks and keeping abreast with international developments in education, including representation with international and regional organizations through, for example, UNICEF, UNESCO, the Global Partnership for Education and the Inter-Agency Network for Education in Emergencies (INEE). Engagement with NGOs, academic institutions, and the private sector is also a priority. The incumbent is regularly called upon to train staff and partners, including Government authorities, to provide/negotiate drafting advice, to give presentations, to participate as a member of expert groups on education, to represent UNHCR and to ensure UNHCR's direct involvement in numerous settings designed to promote increased access to quality education at all levels to both refugee and host communities, in line with the GCR.

    • Translate global education objectives and strategic directions into regional or national guidance, strategies and priorities.
    • Engage, promote and foster partnerships/collaboration with education stakeholders and bodies within the AoR in line with the GCR.
    • Provide technical advice and support on all issues related to UNHCR education programmes and strategic directions, in line with UNHCR education policy and other corporate priorities, including through remote support and field missions.
    • Support and provide technical advice to senior management and Policy and Development staff allowing for advocacy activities with States and international organisations on all issues related to UNHCR education programmes and strategic directions, including on engaging in global planning processes and multi-country partnerships such as the UNICEF Blueprint.
    • Participate in humanitarian and development sector working groups to support and ensure all refugee education support programming at country level is extended, amplified and reported against sector development goals and humanitarian partners and funding serves system strengthening.
    • Assist Bureaux and Country Office(s) to elaborate and implement strategies to address issues related to education access, quality and data, in cooperation with other UN agencies (UNICEF, UNESCO, WFP, etc.) and other key education stakeholders.
    • Undertake direct dialogue with Country Office(s) on the implementation of education programmes in line with strategic directions, integrated with SDG4 and Education Sector Plans, including with Ministries of Education/Higher Education, education partners and coordination networks (Global Partnership for Education, Education Cannot Wait (ECW) and Local Education Groups, etc.).
    • Foster and ensure inter-sectoral linkages and coordination with child protection, GBV, gender, community services, livelihoods/economic inclusion and health, among others, and provide specialist advice for other sectors, to ensure that they fully integrate education related concerns in their planning.
    • Monitor implementation of education programmes within the AoR and provide guidance on orientation.
    • Support and monitor the implementation of Global Refugee Forum pledges within the AoR.
    • Coordinate UNHCR's role concerning education, represent UNHCR at consultations, and represent UNHCR's education strategy and policy to other UN bodies, NGOs, interlocutors, institutions and organisations within the AoR.
    • Identify training needs and train UNHCR staff, sister UN agency staff, NGOs, and Ministry of Education officials on refugee education priorities and identified topics.
    • Develop and disseminate relevant tools to support UNHCR staff and partners in Country Office(s).
    • Ensure active exchange of information and that promising practices and case studies are identified, documented and disseminated both within the AoR and beyond.
    • Join joint assessment missions in emergencies to minimise the time refugee children and youth spend out of education (ideally a maximum of three months after arrival).

S/he will maintain close contact with Country Office(s) on the overall education policy direction of UNHCR and on the adaptation of Refugee Education 2030 to individual country contexts, as well as providing technical support (on early childhood, learning achievement, primary education, accelerated education, secondary education, non-formal education, scholarships and tertiary education, education in emergencies etc.) to all staff, including senior management, as well as to those representing education issues on behalf of UNHCR.

    Depending on the location, this will require maintaining close contact with HQ, Regional Bureaux and Country Office(s) plus Divisions, particularly the DRS, on the overall education policy direction of UNHCR, on monitoring and assessing impact, on provision of external technical assistance, and on liaising with partner agencies. In exercising these responsibilities, the Education Officer oversees the development of guidance and strategies to address particular situations arising from different contexts in the field. The incumbent is normally supervised by the Senior Protection Officer, Senior Programme Officer, or Deputy Representative, depending on the office context.

    The incumbent will ensure that consistent and technically sound advice/recommendations are given in the Area of Responsibility (AoR), including through drafting of guidelines and specialised training of staff, in collaboration with the Education Section at HQ. S/he will also ensure active exchange of information and best practices within the AoR. The incumbent must be an authority on technical issues relating to education and will also provide specialist advice for other sectors such as child protection, livelihoods/economic inclusion, shelter, and water and sanitation as relates to education.     Externally, the Education Officer will help promote the inclusion of refugees and other persons of concern into national education systems through effective partnerships and advocacy with relevant government line ministries, development actors, private sector, UN agencies, international organisations and NGOs, research institutions and universities, both at the regional and country levels.
