    Consultant – Organization of Infodemic Management Workshops

    The aim of the next WHO infodemic management technical conference is to define what dimensions of trust are relevant in an infodemic, identify the factors that influence them, and how to reliably measure related outcomes. The conference will bring together a multidisciplinary team of health scientists and public health decision-makers to provide context on research related to trust and address metrics development, evaluation and study design. 

    Deliverables

    Task 1 :Technical definition and organization of the conference

    • Develop an agenda, with session plans, related background documents and objectives of each session
    • Identify speakers and their contributions and process their invitations to the conference and preparation of their interventions
    • Design interactive sessions towards discussion outcomes and identify and manage facilitators of breakout sessions as needed
    • Conduct literature reviews to identify participants to be invited to the conference, and maintain an invitation list
    • Organize meetings and facilitate coordination of stakeholders for the meeting, within and outside of WHO
    • Prepare technical documents, presentations and briefs for other events on infodemic management.
      • Deliverable 1: Conference agenda with suggested speakers and session plans, expected by 31 July 2022
      • Deliverable 2: List of participants, expected by 30 August 2022
      • Deliverable 3: Research and draft background documents and review background documents drafted by collaborators, expected by 30 September 2022

    Task 2: Facilitate the organization of the conference

    • Deliverable 4: Facilitate the technical organization of the on-site conference, technical coordination of speakers, rapporteur and participants before, during and after the meeting, expected by 31 October 2022
    • Deliverable 5: Archive of all materials from conference, technical summaries, presentations and follow ups recorded, expected by 30 November 2022

    Task 3: Archive materials and report on the conference outcomes 

    • Work with a rapporteur to outline a frame for conference report and review drafts after the conference
    • Work with an editor and designer after the conference to produce a conference report
    • Provide inputs into communications materials, prepare presentations with overviews of the conference and its outcomes
      • Deliverable 6: Draft conference report reviewed and finalized by 15 December 2022
      • Deliverable 7: Provide feedback to designer for finalization of typeset report.
      • Deliverable 8: Draft paper from the conference written and accepted by WHO, expected by 28 February 2023

    Educational Qualifications:

    Essential: 

    • Advanced university degree in health promotion, health communication, socio-behavioral sciences, or any relevant field.

    Desirable: 

    • PhD in one of the above fields.

    Experience:

    Essential: 

    • 5 to 10 years of relevant experience in managing projects and collaborations in health communication, health promotion or health programmes with a significant component of working with vulnerable and at risk populations.

    Desirable:

    • Previous experience working with WHO or international organizations. 

    Skills/Knowledge:

    • Ability to use knowledge translation tools and methods.
    • Demonstrated projects expertise across government and non-governmental organizations, especially across different levels from local to national.
    • Ability to diagnose people’s knowledge or desired health behavior and to identify evidence-based or emerging best practices for public health intervention development and identifying the most appropriate model of change to apply to intervention development and develop clear process and outcome indicators.
    • Previous projects expertise to develop capacity of healthcare workers, partners, and influencers to share accurate, credible information and address concerns, information gaps, and misinformation effectively.

    Consultant - Infectious Respiratory Diseases

    Deliverables

    Output 1: Integration of influenza, SARS-CoV-2 and other respiratory viruses surveillance

    • Activity 1.1: Provide technical guidance to National Influenza Centres and influenza laboratories in the use of multiplex RT PCR assays for influenza, SARS-CoV-2 and other respiratory viruses;
    • Activity 1.2: Monitor weekly reporting of integrated influenza and SARS-CoV2 sentinel surveillance results to FluMart data platforms;
    • Activity 1.3: Ensure adequate and timely procurement and supply of multiplex RT PCR kits, laboratory reagents, enzymes to participating laboratories;
    • Activity 1.4: Provide advice to countries’ and closely monitor the end-to-end integration of surveillance Output 2: Consistent and timely of availability genetic sequence data (GSD) of influenza and SARS-CoV-2 from GISRS sentinel system and potential metadata in GISAID;

    Output 2: Consistent and timely of availability genetic sequence data (GSD) of influenza and SARS-CoV-2 from GISRS sentinel system and potential metadata in GISAID.

    • Activity 2.1: Maintain an updated profile of sequencing capacities of GISRS;
    • Activity 2.2:  Ensure adequate and timely procurement and supply of sequencing reagents to participating laboratories;
    • Activity 2.3: Monitor and evaluate the timeliness and consistency of sharing GSD of influenza and SARS-CoV-2 from GISRS and potential metadata in GISAID, develop timely correction measures and implement these measures.

    Output 3: Centres of Excellence for integrated surveillance of influenza, SARS-CoV-2 and next novel respiratory virus of pandemic potential along the development of GISRS Plus

    • Activity 3.1: Identify Centres of Excellence in support of GISRS Plus development; and assist in building capacities in these Centres strategically;
    • Activity 3.2: Contribute to the development of training programs of CoE related to GISRS Plus development including multiplex RT PCR, sequencing, bioinformatics, and other related areas;
    • Activity 3.3: Coordinate with the Centres of Excellence in providing training workshops including wet-lab trainings;
    • Activity 3.4: Facilitate networking opportunities, exchanges between participating laboratories and scientific dissemination.

    Qualifications, experience, skills and languages

    Educational Qualifications:

    Essential:

    • Advanced university degree in public health preferably in microbiology, virology, public health.

    Desirable:

    • PhD in virology

    Experience

    Essential:

    • 5 to 10 years of relevant experience with influenza virologic surveillance, including integration of influenza and SARS-CoV-2 surveillance

    Desirable:

    • Experience with WHO or another UN or international public health agency

    Skills/Knowledge:

    • Excellent writing and communications skills

    Roster of Consultants - The International Pharmacopoeia

    Purpose of consultancy

    To develop, establish, publish and promote monographs on priority medicines (e.g. listed in the WHO Model List of Essential Medicines, recommended by specific WHO disease programmes, medicines for children, products included in the expression of interest for WHO Prequalification), active pharmaceutical ingredients and excipients, as well as general chapters, general notes, operating procedures, best practices, policies and strategies (including the work plan) for The International Pharmacopoeia.

    Deliverables

    Output 1: Develop, establish, revise, publish and promote monographs on priority medicines (e.g. listed in the WHO Model List of Essential Medicines, recommended by specific WHO disease programmes, medicines for children, products included in the expression of interest for WHO Prequalification), active pharmaceutical ingredients and excipients, as well as general chapters, general notes, operating procedures, best practices, policies and strategies (including the work plan) for The International Pharmacopoeia to facilitate progress toward Universal Health Coverage (UHC), including access to safe, quality, effective and affordable essential medicines for all. These outputs should be relevant/applicable to all WHO Member States and scientifically justified in a suitable format for public consultation or consideration by the Expert Committee on Specifications for Pharmaceutical Preparations (ECSPP).

    • Deliverable 1: Monographs and technical documents (general chapter, general notes, operating procedures, best practices, policies, and strategies (including the work plan) for The International Pharmacopoeia relevant/applicable to all WHO Member States and scientifically justified in a suitable format for public consultation or consideration by the ECSPP.
    • Deliverable 2: Peer-review monographs and technical documents for The International Pharmacopoeia for clarity, accuracy, correctness, comprehensiveness, scientific quality and compliance with pharmacopoeial standards and best practices and requirements for The International Pharmacopoeia to ensure suitability for public consultation or consideration by the ECSPP.
    • Deliverable 3: Technical report with ratings (on relevance and importance) and proposed action/resolution for each comment received from public consultation or ECSPP on the draft technical document.
    • Deliverable 4: Presentation of the comments received from public consultation or ECSPP on the technical documents for The International Pharmacopoeia to a group of experts for peer-review, discussion and consensus.
    • Deliverable 5: Revised monographs and technical documents for The International Pharmacopoeia incorporating the relevant feedback from other experts and public consultation in a suitable traceable format. 
    • Deliverable 6: Final monographs and technical documents incorporating all the changes agreed upon during the final discussion leading to adoption by ECSPP and editorial changes in a suitable format for publication in the relevant edition of The International Pharmacopoeia.
    • Deliverable 7: Presentation of the draft or adopted monographs and technical documents for The International Pharmacopoeia at consultative or advocacy meetings with key stakeholders.

    Qualifications, experience, skills and languages

    Educational Qualifications:

    Essential:

    • Advanced university degree (Masters level or above) in Pharmaceutical Sciences or analytical chemistry or related fields.

    Desirable:

    • PhD in Pharmaceutical Sciences or analytical chemistry or related fields.    

    Experience

    Essential:

    • For band level C: Over ten years of relevant experience in the pharmaceutical, life sciences, or other health-related fields. Hands-on experience in an analytical quality control laboratory, including analytical method development and validations and/or preparation or evaluation of the quality part of marketing authorization applications.
    • For band level D: Over 15 years of relevant experience in the pharmaceutical, life sciences, or other health-related fields. Hands-on experience in an analytical quality control laboratory, including analytical method development and validations and/or preparation or evaluation of the quality part of marketing authorization applications.

    Desirable:

    • Relevant experience in a standard-setting environment.

    Skills/Knowledge:

    • Good knowledge of pharmaceutical regulatory requirements (e.g., CTD Module 3). 
    • Strong technical knowledge in pharmaceutical quality control and pharmacopoeial affairs. 
    • Strong technical knowledge in WHO and other internationally recognized quality assurance standards and health product regulations.
    • Excellent technical writing skills. 
    • Good communication and interpersonal skills, with the ability to work in a multicultural team and maintain effective working relationships with recognized experts and stakeholders.

    Consultant – Household Energy and Health

    Purpose of consultancy

    To develop important products within WHO’s Clean Household Energy Solutions Toolkit (CHEST). CHEST contains tools and resources to facilitate countries and implementers to develop action plans and policies for the adoption of clean household energy. The products covered by this consultancy include several policy briefs summarizing CHEST tools and recent research, as well as additional facilitation to undertake tasks related to CHEST development and piloting

    Deliverables

    • Deliverable 1: Incorporate lessons learned from piloting the Clean Household Energy Policy and Programme Planning Guide in countries to finalize the document. 
    • Deliverable 2: Provide input and guidance into continued development and updates of CHEST tools (WHO Benefits of Action to Reduce Household Air Pollution Tool and WHO Household energy policy repository) 
    • Deliverable 3: Contribute to development of content for communication materials about CHEST and the CHEST tools, including briefs, training videos, website, and presentations. 
    • Deliverable 4: Contribute to the design and development of presentations and training materials for workshops related to capacity building for implementation of the CHEST tools. 

    Educational Qualifications:

    Essential:

    • Minimum first university degree in public health, natural or social science.

    Desirable:

    • Advanced university degree in public health, natural or social sciences.    

    Experience

    Essential:

    • 5  to 10 years of experience working on household energy and/or health issues.
    • At least 2 years’ experience working on household energy and/or health issues at the international level. 

    Desirable:

    • Experience within the UN system. 
    • Experience working with multi-stakeholder/agency partnerships.

    Skills/Knowledge:

    Essential:

    • Expertise in the field of household energy use and health (ideally in policy and programme development and implementation). 
    • Expertise in preparing high quality technical documents for different audiences (e.g. general public, policy-makers, researchers).
    • Excellent writing skills.  
    • Expertise in organizing and leading technical and outreach events or workshops.
    • Strong diplomacy and collaboration skills to work with colleagues and partners and find common ground.
    • Ability to work independently.

    • Proficiency in Microsoft Word, PowerPoint and Excel. 

    Desirable:

    • Expertise with statistical software such as STATA.
