    Project Officer (Displacement Tracking Matrix)

    Core Functions / Responsibilities:

    1. Assist in planning, developing, and implementing DTM research methodologies (qualitative and quantitative) with a specific focus on climate fragility, Durable Solutions, Transhumance Tracking and the HDPN nexus.
    2. Conduct literature/desk reviews and stay abreast of migration related data products covering the region, to validate and contextualize DTM’s findings.
    3. Provide technical support for the implementation of DTM activities in line with Headquarters(HQ) DTM methodological framework, IOM’s technical Information Management requirements, and operational needs.
    4. Support the unit on survey design, assessment preparation, and data collection planning and monitoring.
    5. Ensure the integration of gender perspective and attention to specific needs of vulnerable populations such as pregnant women, persons with disabilities, the elderly, children as well as other highly vulnerable groups within data collection activities.
    6. Develop, track, and follow up on the timely preparation and generation of information products, and support information sharing and dissemination through all relevant channels in line with IOM’s data protection principles and as agreed by the program manager.
    7. Organize appropriate training for the data collection team on issues related to data quality, including definitions, numbers, trends.
    8. Represent DTM at relevant internal and external meetings, including cluster/sector, working groups and task force meetings as required.
    9. Contribute to the development of project proposals, project updates and final reports to donors.
    10. Engage external and internal data users (bilaterally or through workshops) to help improve the way DTM products are utilized.
    11. Perform such other duties as may be assigned.

    Required Qualifications and Experience:

    Education

    • Master’s degree in Information Management, Computer Science, Media or Social Sciences or a related field from an accredited academic institution with two years of relevant professional experience; or
    • University degree in the above fields with four years of relevant professional experience.

    Experience

    • Experience in research and analysis in emergency and transitional contexts;
    • Experience in conceptualizing research projects, quantitative and qualitative tool design, and report writing in the field of population studies, refugees/IDPs in developing countries, on the Framework for Durable Solutions for IDPs and returnees applied to different displacement contexts;
    • Experience in project management and implementation;
    • Experience working in international organizations and the humanitarian community;
    • Experience in relevant issues such as migration, displacement, humanitarian assistance,climate fragility, durable solutions;
    • Experience in advanced data visualization, presentation, and information design skills;
    • Field experience in survey coordination, i.e. training and managing large data collection teams.

    Teleradiology and PACS Systems Administrator

    Core Functions / Responsibilities:

    In particular he/she will:

    1. Install, configure and network the PACS software related to digital radiology and Teleradiology for field operations in the region, in coordination with the Manila Global Teleradiology Center when needed.
    2. Perform day-to-day housekeeping/maintenance of the Teleradiology PACS software, databases and other various Teleradiology HIT software services in Nairobi regional PACS hub and local missions in the region.
    3. Provide technical support and troubleshooting of bio-data and system errors for PACS systems and Teleradiology applications databases and servers running in the region.
    4. Assist in writing and maintaining documentation, like users’ instructions, manuals and technical support guide to be used by the Nairobi Center and users in the region.
    5. Handle the systems set-up and configuration part of the technical preparation during roll-out/implementation of IOM Teleradiology service to new field locations in the region, in coordination with the medical IT colleagues in field missions as applicable.
    6. Provide training to medical IT colleagues in Migration Health Division (MHD) field operations and other end-users in the region.
    7. Act as focal point for any Teleradiology and PACS systems technical issues and provide support in the region when required.
    8. Assist in evaluating software and hardware solutions related to the digital radiology process and customizing open-source software for enhancing, adding functionality, and for systems integration the existing Teleradiology and PACS systems in the region.
    9. Assist to develop, test and maintain reports in Teleradiology SQL Reporting Services.
    10. Assist the Teleradiology service process as needed including routine clerical, data reports, and administrative works.
    11. Assist keep track of the submission of the CXRs and the reports to the Australia and Canada eMedical websites when needed.
    12. Provide support during weekends, holidays or outside working hours as well as a “stand-by” focal on a rotation basis upon request.
    13. Perform such other duties as may be assigned.

    Required Qualifications and Experience

    Education

    • University degree in Information Technology, Computer Science or Engineering from an accredited academic institution in a relevant field with four years of relevant experience. Or;
    • Completed High-school Certificate or a related discipline from an accredited academic institution with six years of relevant experience.

    Experience

    • Minimum four years of relevant work experience, advantageous if the experience is on SQL and J2EE. Experience with PHP and .Net is an added advantage.
    • Minimum two years of experience with JBoss, Apache Web and Tomcat; configuration management of Enterprise applications.
    • Knowledgeable with Javascript, CSS, DHTMLX, jQuery and Application frameworks.
    • Strong software development skills; strong skills in SQL development, database integration with web-based applications is advantageous.
    • Experience with digital Radiology and Teleradiology with understanding of the public health industry is an advantage.
    • Excellent analytical and problem solving skills.
    • Demonstrated skills in systems analysis and design techniques, testing and documentation required.

    Migration Health Nurse

    Core Functions / Responsibilities:

    1. Supervise a team of nurses and other auxiliary staff and assist Chief Migration Health Officer(CMHO) in various duties related to laboratory/x-ray and physical examination procedures. This includes logistic preparation for screening, handling and safekeeping of individual medical files, collection of biodata and medical history, ensuring identity checks of the applicants and confidentiality of information throughout the screening process in Migration Health Assessment Center (MHAC) and Medical Mission sites.
    2. Provide technical and administrative support to the Sub regional Humanitarian AssistanceProgramme (HAP) Coordinator in the planning and delivery of the sub-regional United States Refugee Admissions Programme (USRAP) programme. This assistance includes the collation and consolidation of data, information and plans around the management and implementation of USRAP-related health assessment activities in the region, as well as the transformation of such into consolidated action plans.
    3. Contribute to technical medical oversight, planning, monitoring and follow up of IOM migration health assessment programmes in the sub-region. In particular, ensure that these programmes fulfill the technical requirements of the resettlement countries, including standardization, Quality Assurance (QA) and Quality Control (QC) of all aspects of the medical examination and documentation process.

    Assist the CMHO in managing and implementing the health assessment programs as follows:

    • Assist in coordinating the administrative duties and leaves of the staff under their supervision;
    • Assist in planning and monitoring the logistical requirements of the Migration Health Division(MHD) department and if applicable Camp Clinics including safekeeping and management of inventory of stocks, medical supplies and equipment as well as tracking of expiry dates of drugs;
    • Ensure the use of best practices, compliance with the donor countries technical instructions, and develop suggestions for improvement for the migration health assessment programmes;
    • Assist the CMHO in liaising with various health service providers, other departments in the mission, other IOM Missions, and MHD/HQ on clinical, administrative and financial matters.
    • Ensure proper identification and coding of biological samples, maintain strict client confidentiality; liaise with various health service providers to facilitate handling of biological samples, and coordinate the procedures and supervision of the collection of sputum samples for culture and sensitivity for Tuberculosis (TB). In addition, Migration Health Nurse will coordinate and assist the Medical Officer on follow up of chronic medical case, specimen collection, fitness to travel check, and any other heath assessment related activities in the camp clinics.
    • Organize and supervise vaccination process of the refugee’s ensuring compliance with the best practices and recommendations according the USRAP Expanded Vaccination Pilot Project.
    • Assist the CMHO in coordinating surveillance of the communicable disease, health education and hygiene promotion activities of Transits centres in the mission. Provide suggestions to the supervisors to improve counselling for all medical testing, including HIV.
    • Conduct/supervise pre-departure treatment and pre-embarkation assessments of 'fitness to travel, as required, maintain current relevant records and reports, supervise the implementation of treatment and follow-up actions for cases on medical hold after health assessment, and supervise Sexually Transmitted Infections (STIs) management and directly observed treatment/ therapy short-course (DOTS) for Tuberculosis (TB) in the MHAC and Camp clinics.
    • Follow up with implementing partners to ensure that follow-up actions are done, and relevant information flow is maintained. Partners include health service providers, panel physicians, other clinicians (e.g., consultants), and IOM Migration Health and Operations staff in the mission.
    • Identify the training needs of the Nurses and Auxiliary staff, prepare training plan, and involve on the capacity building of the Nurses and Auxiliary staff.
    • Perform escort duties and duty travel as required.
    • Perform such other duties as may be assigned.

    Required Qualifications and Experience:

    Education

    • Master’s degree in Nursing or a related field from an accredited academic institution with two years of relevant professional experience; or
    • University degree in the above fields with four years of relevant professional experience.

    Experience

    • Clinical experience as a registered Nurse;
    • Experience in TB programmes, migration health, disease control, and public health of refugeesand migrants as Nurse in an international organization, UN agency or hospital.

    Skills

    • Good writing, communication and negotiation skills;
    • Good knowledge of nursing principles, techniques and procedures: knowledge of public health as well as general migration related issues;
    • Demonstrated ability to maintain detail, accuracy and confidentiality at all levels of the health assessment process;
    • Good level of computer literacy;
    • Knowledge of specialized medical software is required. Knowledge of eMedical and MimosaWeb is an advantage.

    Migration Health Officer (Health Assessment Programmes)

    Core Functions / Responsibilities:

    Health Assessment Portfolio

    Organize and supervise Nairobi, Kenya MHAC’s migration health assessment process to fulfil the technical requirements of the resettlement countries in the areas of:

    • Medical examinations;
    • Imaging;
    • Laboratory testing;
    • Vaccinations;
    • TB management;
    • Treatment and referrals;
    • Pre-departure procedures and medical movements;
    • Documentation, certification, and information transmission; and,

    Other technical areas as may be required.

    1. Conduct health assessment for refugees and migrants, including review of medical history, physical examination, evaluation of Chest X-ray (CXR), and review of the lab results in accordance with the technical guidelines of the resettlement countries.
    2. Maintain the infrastructure and equipment of MHAC premises so that they meet the professional standards of quality and safety and are sufficient and adequate for provision of the services.
    3. Coordinate, with the Chief Migration Health Officer (CMHO), human resources and MHA Corganizational structure needs to ensure sufficient and adequate planned levels of health assessments and that staff has necessary qualifications and skills. Contribute to the network of external human resources, such as consultants and medical escorts, to support health assessment process and travel assistance.
    4. Ensure that the Chief Migration Health Officer is informed about the MHAC’s health activities and that the IOM medical facilities have obtained approval to provide health assessments and related services.
    5. Contribute to and maintain efficient, client-centered procedures while ensuring a high level of integrity at all stages of the MHAC’s process, including client information and appointment system, payment, registration, pre- and post-test counselling, examination, testing, treatment and referrals, submission of health assessment results, pre-departure, and other procedures. Establish within MHAC a system enabling clients to provide feedback.
    6. Contribute to and maintain a system of quality improvement for each service area within the MHAC. Undertake quality control activities on a regular basis, including practice observation, desk audits and use of self-assessment tools. Use data analysis and web reporting system to monitor performance indicators. Ensure implementation of the global IOM Standard Operating Procedures (SOPs); create and implement Nairobi, Kenya MHAC specific SOPs for each service area. Ensure proper reporting and management of incidents according to the Guidance Note for Incident Management.
    7. Collaborate with the CMHO to incorporate additional public health interventions in the HAP context. Interventions may include surveillance for communicable diseases, outbreak preparedness and response, health education and health promotion, public health services for host communities, liaison with public health institutions and other activities.
    8. Supervise health- and non-health staff as well as external consultants involved in the health assessment process; ensure that performance evaluations for health staff are completed in a timely manner. Ensure that all staff are aware of the IOM Standards of Conduct under Article 42, and continuously reinforce these standards. Inform in due time the CoM and the IOM Office of Ethics and conduct of any issues regarding staff misconduct.
    9. Establish the MHAC staff development strategy in coordination with the CMHO, ensure that the appropriate plan is implemented. Within that plan, apart from attendance to external educational events, initiate, contribute to the organization and delivery of various professional in-house trainings.
    10. Liaise with external service providers to negotiate agreements in coordination with Resources Management Officer (RMO). Exercise quality control over outsourced services and take corrective measures if necessary.
    11. Maintain confidentiality and security of migration health data in accordance with the IOM Data Protection Principles.
    12. Organize systematic collection, processing, and analyses of migration health data according to guidelines established by the CMHO. Ensure data quality. Provide periodic, as well as ad-hoc reporting to the CMHO for migration health activities.
    13. Oversee the financial aspects of the MHAC in close coordination with the mission's finance staff: supervise budget preparation suggest adjustments and cost-effective solutions, and review financial reports.
    14. Provide oversight and coordinate the procurement of medical equipment, vaccines, medications, and other medical supplies in coordination with the CMHO and the resource management unit.

    Other health activities

    1. Facilitate the integration of health assessment activities into the overall migration related programming of the Mission in Nairobi, Kenya through close collaboration with the various units at the Country Office level.
    2. Advise IOM colleagues on the link between the Health Assessment Programme with the two other core MHD programme areas - Health Promotion and Assistance to Migrants and Migration Health Assistance to Crisis-Affected Populations.
    3. Perform such other duties as may be assigned.

    Required Qualifications and Experience:

    Education

    • University degree in Medicine from an accredited academic institution plus Master’s degree in Community of Public Health, Medical Specialization in Infectious Diseases, Tropical Medicine, or other related fields from an accredited academic institution with five years of relevant professional experience.
    • University degree in Medicine from an accredited academic institution with at least seven years of professional work experience.

    Experience

    • Working experience in the domain of medicine, four years of which is continuous clinical experience (either in clinical set-ups or immigration/resettlement medical examinations or health assessments);
    • Experience in managing health assessment programmes of significant size, management of resources and personnel within migration health or public health projects;
    • Experience in TB, migration health or other communicable disease control programmes among refugees and migrants in an international organization, UN agency or hospital;
    • Experience with occupational health issues related to crisis and in developing countries;
    • Experience with team management/ supervision is required, preferably within the context ofimmigration/resettlement medical examinations;
    • International experience in global public health issues, emergencies, and policies; and,
    • Experience in liaising with governmental and diplomatic authorities as well as national and international institutions.

    Skills

    • Knowledge and experience in implementation - of the health assessment program;
    • In depth knowledge of the broad range of migration related subject areas dealt with by theOrganization;
    • Knowledge of UN and bilateral donor programming;
    • Knowledge of financial rules and regulations.
