    Regional Humanitarian Advocacy Advisor - East & Central Africa

    • The Regional Humanitarian Advocacy Advisor will support CARE East and Central Africa (ECA) regional office efforts to influence donors, UN agencies, partners and governments on the humanitarian crises in the region. S/he will work along the Regional Director and Regional Humanitarian Director to represents CARE in Humanitarian Fora in the region.
    • They will work to ensure that the diverse needs of all crisis-affected people are met and their rights—under international humanitarian, human rights, and refugee law—are protected. They will support efforts to further principled, unfettered and safe humanitarian access protect humanitarian workers and conflict-affected populations, and address humanitarian access impediments. They will support humanitarian capacity building and formulate advocacy positions/messages, policies, and guidance documents for the East and Central Country Offices.
    • The Regional Humanitarian Advocacy Advisor will play a key role in shaping and driving the East and Central Africa advocacy strategies and plans to scale up our programmatic impact.

     RESPONSIBILITIES

    Humanitarian Advocacy & Policy

    • Work with the ECA Regional Team, CARE USA Humanitarian Affairs, and the CARE confederation to identify, and elevate relevant humanitarian advocacy issues at various levels. 
    • Provide direct technical support for the ECA Country offices on the current humanitarian crisis with a focus on food insecurity, gender, nexus access, and localization.
    • Lead the development and implementation of the regional humanitarian advocacy and influencing strategy.

     External Representation

    • Represent CARE at the regional level with key humanitarian stakeholders (UN agencies, peer NGOs, donors, etc.) and in regional fora, as well as in country specific event based on Country Offices request.
    • Cultivate relationships with, and links to, diverse local and external networks, policy makers in the region and internationally, in coordination with other CARE regional colleagues.

     Capacity Building/System Strengthening/Relationship Development

    • Provide advocacy and policy capacity-building and technical support to the ECA country offices work with them to prepare internal and external messaging and talking points as needed.
    • Support country teams in articulating their top advocacy priorities so that national, regional, global and donor advocacy are aligned.

    Thought Leadership, Research, & Learning

    • Prepare and/or commission high-impact materials for internal and external advocacy and influencing.
    • Distill what CARE and partners are learning from multi-country advocacy initiatives, such as food insecurity/the hunger crisis, localization, Gender Based Violence and gender, in coordination with global, regional, and national teams and provide the analysis to translate learning into policy asks.
    • Ensure lessons learned from country programs informs global and regional agendas and decision making.

    QUALIFICATIONS

    • Degree in a related field (international affairs, law, humanitarian studies, social sciences, women's studies, etc.) and 5+ years relevant humanitarian advocacy experience - ideally in the region.
    • Comprehensive understanding of the humanitarian architecture, including governing and participating bodies, at the international, regional, and country levels.
    • Demonstrated track record in humanitarian advocacy, particularly in designing humanitarian advocacy initiatives and generating policy and advocacy message and guidance.
    • Outstanding analytic abilities.
    • Excellent written and spoken English language skills.  Strong communication and diplomatic skills, including in cross-cultural work contexts.

    Human Resource Manager

    JOB SUMMARY

    • Under the guidance and supervision of the Country Director, the Human Resources Manager is responsible for the formulation and transparent implementation of HR strategies and the effective delivery of HR services. He/she will assess client needs, interpret, and apply HR strategy and policies, rules, and regulations, establish internal procedures and provides solutions to a wide spectrum of complex HR issues with inputs from the Senior Management Team. The HRM is a member of the Senior Management Team and will play a guiding role within the HR unit and country office to lead and support all staff within the organization.

    ROLES AND RESPOSIBILITIES

    Strategic Planning and Management (15%)

    • Advising the Country Director & SMT on the management and resource implications of strategy and policy issues and drawing attention to any matters that warrant concern.
    • Ensure the development, implementation and contextualization of HR policies and procedures that represent best practice and comply with the laws of Kenya, CARE Internal Standards and industry best practice.
    • As a member of the Senior Management Team, participating in strategic and operational planning; contributing professional expertise in human resource management.

    • Working with line managers in an advisory role to ensure that HR Policies are implemented fairly and consistently and that the organizational values are upheld.

    Recruitment, Selection and Onboarding-15%

    • Ensuring the development and implementation of HR policies and procedures that represent best practices and comply with the laws of Kenya.
    • Developing the annual staffing plan, ensuring that staff positions and numbers will support the cost-effective implementation of CARE Kenya's strategies and goals.
    • Take lead in the development and implementation of recruitment, induction, and staff-retention strategies to ensure that CARE Kenya has adequate numbers of qualified and competent staff.

    Performance management, Learning and Development-15%

    • Support the implementation of a vibrant performance management system in the organization to achieve quality and operational efficiency.
    • Ensuring that all staff at CARE Kenya are well versed with the Performance Management system and processes through internal sensitization sessions.
    • Coach and support managers in the performance management processes of their direct reports, ensuring that assessments of performance are objective, and that poor performance is addressed appropriately.
    • Ensuring the development of Job Descriptions and performance goals for all staff for an efficient and effective performance management process.
    • Develop Annual Performance objectives for the HR department.

    Procurement Manager - Re-advertisement

    JOB SUMMARY

    • The main purpose of this position is to deliver the strategic and operational goals of CARE Kenya’s procurement function. The position holder needs to ensure the unit provides efficient, effective, and quality management of procurement services. This includes technical support and mentoring to the various locations and Field Office staff. Regular analysis is required to inform workflow processes and subsequent improvements.
    • The incumbent is also responsible to ensure goods and services are sourced in a transparent manner, considering value for money and in compliance with CARE, donor, and government regulations. The post holder is responsible for ensuring collaboration and coordination with Country program teams and other departments for effective program implementation. S/he will be required to keep up to date with developments in the sector, including best practice examples in-Country and Internationally to ensure the Country Office (CO) is well aligned with changes in the market.

    ROLES AND RESPOSIBILITIES

    Leadership and management of the Country Office Procurement Function (15%)

    • Ensure that CARE Kenya is provided with the procurement management, analysis and support necessary to accomplish its strategic objectives.
    • Lead the procurement department in effective and efficient procurement planning and management of resources.
    • Ensure proper staffing/recruitment to enable the procurement team to manage CARE Kenya’s resources efficiently and work with the program team to assign procurement department staff to support each project appropriately.

    • Maintain up to date knowledge of relevant CARE, donor and government of Kenya procurement specific policies, procedures, and statutory requirements, including keeping abreast of any changes (e.g. in tax laws, labor laws, etc.) and ensuring they are strictly adhered to.
    • Monitor the relevance of existing policies, procedures, and systems to identify areas for improvement, striving for greater efficiency; take corrective actions as appropriate, referring to leadership and accountable managers.
    • Ensure that all required internal controls are in place and followed and continuously identify ways of strengthening systems to minimize fraud related risk.

    Qualifications

    • Relevant professional qualification in Procurement and or Supply Chain Management (CIPS qualification or equivalent is preferred)
    • Minimum of 4 years of relevant procurement management experience, 5 years of which should be in an international organization in a similar role dealing with both local and overseas procurement.
    • Good understanding of various donor policies and procedures relevant to procurement.

    Project Coordinator - Sowing Change Project

    JOB SUMMARY

    • The Project Coordinator provides support at all stages of project planning, implementation, coordination, and reporting. The primary responsibility will be to ensure that the project produces the results specified in the project document to the required standard of quality and within the specified constraints of time and cost.
    • Under the supervision of the joint Heads of Programs from CARE and WWF-Kenya, the Project Coordinator will collaborate and coordinate with relevant government counterparts, relevant CARE and WWF-Kenya staff, community leaders and rightsholders, private sector and other relevant stakeholders. The incumbent is expected to exercise full compliance with CARE programming, financial, procurement and administrative rules, regulations, policies, and strategies, as well as implementation of the effective internal control systems.

    Responsibilities and Tasks

    • Contribute to policy briefs, strategic notes, discussion papers on emerging climate change adaptation related issues to influence the Government and other stakeholders;
    • Map on a consistent basis the climate-related development issues, covering the situation and strategic opportunities
    • Support the government with analysis and substantive research into national adaptation planning, and other major national and local development issues.
    • Support to provide policy advice on the on-going policy development on climate change adaptation and advocating for the optimal design and sequencing necessary for enhancing the existing legal framework and institutional strengthening.

    Responsibility Four: Strategic partnerships and communication

    • Serve as the liaison and connection with donors
    • Support identification of opportunities to enhance teamwork within the project and with other CARE/WWF projects to capitalize on the specific advantages of multi-disciplinary support within the framework of the project;
    • Participate in constructive dialogue with official counterparts, partners, and other stakeholders, especially to maximize consistency and synergy between the various support components, as informed by the priorities of the Climate Change

    • Contribute written inputs to CARE-WWF Alliance SOWING CHANGE flagship products/newsletter/policy briefs, based on project results, data and information, lessons learned and best practices.
    • Contribute to the framework or platform for data-sharing and co-learning among stakeholders to improve project implementation, ownership and adaptation.
    • Participate in knowledge networks and other forums to share and draw on best practice and lessons learned in other similar contexts to apply to Kenya ;

    Responsibility Six: Gender equality and Women’s empowerment

    • Work with Gender office to support gender mainstreaming throughout the project life cycle.
    • Ensure coordination and partnership with national gender mechanisms, women- led organizations, academies, networks, and forums on climate change issues, etc.
    • Support the institutional and technical capacity of the project team and stakeholders on CARE’s gender equality and women’s empowerment approach as well as WWF’s environmental and social safeguards framework (ESSF)
