    Regional Programme Data Officer

    JOB PURPOSE

    To provide effective coordination, technical guidance and specialized support on programme data management to the regional bureau and country offices that facilitates effective design, implementation and reporting on WFP operations. The job holder is expected to lead the Programme Data workstream in the RBN and operate with a high degree of independence and is likely to be involved in activities and analytical work of a high complexity and contribute to improving programme data management throughout the region.  

    STANDARD MINIMUM QUALIFICATIONS

    Education: 

    • Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.

    Experience: 

    • Minimum of two years or more of postgraduate professional experience in a relevant field of work, including data management in technical programmes (nutrition, livelihoods etc.), quantitative and qualitative analytical tools and methods, programme design and implementation.   

    Knowledge & Skills: 

    • Demonstrates ability to analyze and consolidate quantitative and qualitative information from different sources (e.g. market studies) to inform transfer modality selection and programme development.
    • Demonstrates the ability to interpret basic data in the context of WFP specialized fields to contribute to technical programme design, implementation, and monitoring.
    • Excellent written and oral communication skills. Excellent public speaking and presentation skills.
    • Able to supervise and support more junior and/or less experienced members of the team.
    • Ability to work in a team and establish effective working relations with persons of different national and cultural backgrounds.
    • High capacity for organization and coordination, as well as an ability to work with a high degree of independence in a team environment.

    KEY ACCOUNTABILITIES (not all-inclusive)

    Under the overall guidance of the Regional Programme Officer, Programme Cycle Management Unit, the Programme Policy Officer-Programme Data will be responsible for the following duties:

    • Lead and manage the Programme Data Management workstream activities and ensure that programme related data in all country offices in the region is accurate and timely to support decision making and reporting.
    • Manage a team of Programme Data Management staff, providing coaching and guidance as required to ensure appropriate development and enable high performance.
    • Provide strategic advice and guidance to RB and country offices on programme data management and support for programmes activities implemented under CSPs, ensuring a coordinated approach with wider programmes that comply with WFP standards and procedures.
    • Support the enhancement of the capacity of WFP staff and partners to use corporate data management tools and systems for effective management of programme data in delivery of food assistance packages.
    • Collaborate with the digital team to develop and launch features and functionalities and integration of various data systems to enhance effective data management.
    • Coordinate with technical units to provide effective guidance and support to country offices in ensuring programme operational data in the corporate systems are well integrated and reconciled for consistency and reporting.
    • Proactively contribute ideas for improvement to systems, techniques, tools, processes and procedures to better manage programme data.
    • Provide oversight and support to country offices in ensuring compliance with established corporate standards on WFP programme data management processes and systems.
    • Provide leadership in regular review, support and guidance to country offices in ensuring timely programme data capture in corporate systems (COMET/DOTS) in accordance with WFP standards.
    • Perform other related duties as required.

    Climate Action Programme Assistant

    At this level, job holders are responsible for the completion of a range of specialized and/or standardized processes and activities requiring some interpretation of standard guidelines and practices. Job holders are able to recommend a course of action to staff at various levels and may allocate tasks to other support staff. They work under minimum supervision, perform basic analyses and compile reports to support information consistency and smooth implementation of programmes/projects.

    KEY ACCOUNTABILITIES (not all-inclusive)

    Working together with various team members of the Food Systems (Climate, Resilience and Gender) unit at the Regional Bureau, the Programme Assistant will enhance the capacity of COs on WFP’s role in climate adaptation, climate risk management and climate security. This will include:

    • Supporting the analysis of Country Strategic Plans for (potential) contributions to mitigation of the negative effects of climate change and accelerations of adaptation efforts, including issues of climate and environmental security.
    • Support Country Offices in drafting concept notes and proposals to access financing that will allow for multi-year climate adaptation and resilience programming.
    • Support partnership building with agencies, NGOs, government and the private sector to push forward the climate adaptation agenda.
    • Support communications both internal and external on food systems and climate change.
    • Support in stakeholder mapping of partners in climate adaptation and climate security.
    • Support the team in providing frontline technical expertise in the following areas: linking climate adaptation and resilience efforts, climate risk management, sustainable natural resource management, including soil, energy and water access to energy, access to water, and food system strengthening.
    • Facilitate the organization of webinars and Communities of Practice on topics related to climate adaptation in the region.
    • Support in collecting and sharing best practices from within the region to promote ongoing engagement and improvement.

    STANDARD MINIMUM QUALIFICATIONS

    Education:

    • University degree in climate change adaptation, sustainability or environmental studies, international relations or related disciplines.

    Experience:

    • Atleast 1 year of relevant work experience.

    Knowledge & Skills:

    • Excellent written and oral communications skills.
    • Ability to extract pertinent information from relevant sources.
    • Good computer skills – Excel, Powerpoint, Word
    • Capacity to conceptualize issues, think in abstract terms and analyse numerical data.
    • Good interpersonal skills with ability to work harmoniously with people of different national and cultural backgrounds.

    Languages:

    • Fluency in English required; Working knowledge of French desirable.

    Human Resources Officer P1/NOA

    JOB PURPOSE

    To support the delivery of a professional, client-focused HR services, partnering with managers to implement HR solutions in line with WFP corporate priorities.

    STANDARD MINIMUM QUALIFICATIONS

    • Education: Advanced university degree in Human Resource Management, Public or Business Administration, Industrial Psychology or other relevant field, or First University degree with additional years of related work experience or trainings/courses.
    • Experience: Typically one or more years of postgraduate professional experience in Human Resources with an interest in international humanitarian development.

    Knowledge & Skills:

    • Knowledge of HR best practices, techniques and processes with some understanding of the basic theoretical background.
    • Ability to support more junior and/or less experienced members of the team.
    • Basic analytical ability to compile, maintain and analyse data, prepare reports and draw initial conclusions in support of work carried out by another officer; skills in developing sources for data collection.
    • Good communication skills required to give and receive information and work with a variety of individuals.
    • Knowledge of, or the ability to quickly assimilate, UN/WFP specific processes and systems.
    • Language: International Professional: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese.
    • National Professional: Fluency (level C) in English language and the duty station’s language, if different.

    • Support HR operational activities or projects that are aligned to business needs, following standard processes and ensuring alignment with wider WFP policies.
    • Respond to queries from managers and staff, understanding their issues and ensuring policies, procedures, processes, systems and tools are available and correctly applied to support them.
    • Contribute to the effective management of the employment relationship between WFP and its staff, by administering conditions of service, contracts and appropriate entitlements.
    • Support staff capability building, working with managers to understand individual skills and business requirements, and organizing development solutions which equip people with the skills and knowledge required to meet current and future challenges.

    ADDITIONAL RESPONSIBILITIES

    This position will play a key role under Talent Management (career development/succession planning), performance management and drive organizational culture transformation within the region and regional office.

    Performance Management

    • Support by ensuring performance of all staff are well managed , analyse performance management outputs to help develop and implement performance improvement and capacity building plans.
    • Responsible for managing, updating and tracking data analytics in relation to Performance and Culture for quality reports to help make informed decisions
    • Support with establishment of people performance best practice and practical experiences.  
    • Provide support to all staff by encouraging use of organizational tools to inculcate a culture of feedback across the organization.
    • Responsible for supporting line managers on performance management of their teams.

    Culture and Engagement

    • Lead the teams in Internalizing living & embedding the WFP inspirational Values and People Policy.
    • Develop and implement an engagement roadmap incorporating creative initiatives to promote values of team cohesion, enhance cross functional team working, open 2-way communication and feedback.
    • Support employee engagement improvement efforts and conduct periodic benchmarking
    • Support Regional Office Workplace culture committee to drive culture change.

    Talent Management

    • Design a succession planning strategy for key national positions.
    • Support with career dial sessions to support WFP National staff growth and development.
