    Health and Nutrition Officer - Maternity Cover

    SCOPE OF ROLE AND RESPONSIBILITY

    • Support implementation of health and nutrition activities, with a view to strategically learn and adapt USAID NAWIRI projects in Turkana / Samburu
    • Provide technical support to County government, local partners and communities
    • Liaise with other consortium partners to ensure sequencing, layering and integration
    • Continuously monitor activities during implementation to ensure that project objectives are met
    • Ensure timely follow – up on data collection and feedback to relevant County government staff and partners
    • Support all procurement and supply chain related functions through proper management of health and nutrition supplies received and provision of timely and accurate information during ordering, when required.
    • Provide input into the integration of beneficiary participation and accountability in the project

    KEY AREAS OF ACCOUNTABILITY 

    Strategic Planning and Programme Development

    • Familiarise with USAID NAWIRI’s implementation strategy as informed by phase 1(Learning and research phase). Specifically, support implementation of the Health and Nutrition component of the USAID NAWIRI strategy and ensure that nutrition-sensitive strategies and approaches are integrated into other thematic strategies.
    • Build on technical knowledge and understanding of the operations related to nutrition policy and services in Kenya, and how these policies can best work for the needs and peculiarities of Turkana and Samburu Counties.
    • Ensure that programme activities support and demonstrate good practice in Child Safeguarding
    • Using a Child Rights Programming lens, ensure that USAID NAWIRI health and nutrition programme is built around the Theory of Change and is regularly monitored.

    Advocacy and Policy Development

    • Actively participate in the development, review, dissemination and operationalisation of County level policies, legislation, strategies and other initiatives and developments by government and other stakeholders relating to nutrition, health, WASH and/or food security issues.
    • Regularly assess and update management about any changes in the operating environment relevant to USAID NAWIRI project and Save the Children’s priorities.
    • Support development of the County health and nutrition strategy and implementation plan including dissemination of nutrition advocacy messages for the USAID NAWIRI project.
    • Monitor implementation of nutrition – related components of the advocacy strategy in the County.
    • Ensure visibility of the project in the field through participation and sharing of evidence, learning and recommendations from USAID NAWIRI work in technical forums and meetings held at Sub – County level. H/She will also pro- actively engage with other implementing partners during coordination meetings.

    Programme Quality & Implementation 

    • Monitor and provide timely, relevant, accurate input on overall technical aspects of USAID NAWIRI Health and nutrition programme work in Turkana/Samburu.
    • Work closely with other programme staff and consortium partners to ensure effective sequencing, layering and integration.
    • Provide relevant technical training and support to the County staff on IMAM, MIYCN, C4D, SMART & KAP and monitoring and evaluation as required.
    • Prepare quality reports to the Field Health and Nutrition Advisor to facilitate timely submission of technical progress performance reports that are of acceptable quality to the Health and Nutrition Lead.
    • Provide input during selection of partners and training of partners on health and nutrition.

    Monitoring and Evaluation

    • In collaboration with field – based M&E staff, ensure there is adherence to the project M&E framework.
    • Participate in collaborate, learn, and adapt (CLA) activities of the programme to ensure all USAID NAWIRI interventions are working towards addressing persistent acute malnutrition.
    • Routinely monitor child safeguarding issues in the programme and take corrective actions such as modifying programme activities and/or report incidents, when required
    • Support timely dissemination of programme  findings  and  lessons learned to key stakeholders at Sub– County level
    • Collect complaints and feedback during field activities and ensure that these are shared with MEAL officers for updating of the CFRM database.

    Other

    • Participate actively in PDQ programme meetings, planning and review activities, providing enhanced insight into nutrition programming.
    • Actively participate in key relevant internal meetings such as programme review meetings or area- based meetings as required. 
    • Participate in any donor visit to project(s) within the country office portfolio, as required.

    QUALIFICATIONS AND EXPERIENCE

    • Bachelor’s degree in Nutrition and Dietetics.
    • At least 2 years demonstrated experience in implementation of health and nutrition programmes with preference given to nutrition programming in arid and semi-arid land (ASAL) settings.
    • Excellent understanding of the nutrition sector within the Kenyan context, particularly maternal, newborn and child nutrition issues including system approach to ending persistent acute malnutrition.
    • Clear understanding of nutrition resilience, hunger and food security issues in Kenya, particularly in the context of Samburu county.
    • Strong commitment to capacity building of county staff and partners with willingness to adopt a participatory and consultative approaches.
    • Good interpersonal skills with the ability to communicate and negotiate clearly and effectively at all levels with County government, local partners and community members while taking into consideration cultural and language difficulties.
    • Strong results orientation, with the abilityto take initiative and challenge existing mindsets.

    Advocacy and Policy Officer

    ROLE PURPOSE: 

    • All Save the Children programming in Kenya aims to develop and demonstrate evidence-based, replicable breakthrough solutions to problems facing children.  It is essential that good quality programme work and learning is then communicated to civil society, government actors, donors and other practitioners to advocate for better practices and policies for children. 
    • Save the Children works with the Ministry of Health at National and County level through a health system strengthening approach. Through our advocacy work, we are ensuring that we are the voice for children especially in our programme areas that have some of the most deprived children in Kenya. Our approach to advocacy is based on the following key principles: 
    • Evidence (research and policy): our advocacy work draws directly on our programmes and is informed by evidence and best practices generated by our Monitoring, Evaluation, and Accountability and Learning (MEAL) systems and by our research. One example is the annual global report on mothers and children, the State of the World’s Mothers.
    • Influence (media and advocacy): Our advocacy work engages all media and aims to catalyse public opinion and influence decision makers to bring about change. 
    • Outcry (mobilization): in partnership with civil society, children and community led initiatives, we mobilise children and communities to claim their rights and to monitor their implementation. 

    The Advocacy & Policy Officer  will:

    • Coordinate all health and nutrition related policy, advocacy and programme learning work at county level in Mandera County as well as at National level with support from relevant technical specialists and the country office Head of Advocacy and Communications.
    • The post holders will work closely with County and Sub County Health Management Teams, with the scope of the role including development and implementation of a county advocacy plan focused around health and nutrition with a special focus on maternal and new-born health, identifying and participating in county level health and nutrition networks that Save the Children can be a part of to contribute to wider agenda for children’s health and survival; identifying targets and processes to use learning to influence policy formulation/policy change/policy implementation; developing a research agenda to advance learning and policy on issues affecting the health and nutrition of children and mothers; packaging information/research findings and developing appropriate communication channels for dissemination of information/research findings; project documentation and dissemination; capacity building, learning and knowledge management.

    KEY AREAS OF ACCOUNTABILITY: 

    Strategy development and implementation

    • The Advocacy Officer will be responsible for providing strategic MNH advocacy, learning and policy support to the area office and ensure there is a coherent process linking the county and national level advocacy efforts besides leading budget advocacy work generally
    • Maintain an in-depth understanding of key budgetary cycle moments, law and policy reform initiatives at the County.
    • Ensures that all advocacy messages and documents are evidence-based and of high quality.
    • In close collaboration with health and nutrition teams, the advocacy and policy coordinator, the Head of Advocacy and Communications, develop and implement a county MNH advocacy strategy that seeks to draw synergies between and integrate MNH with other sectors. Responsible for the delivery of an annual implementation work plan. 
    • Develop and implement relevant context specific strategies for effective child participation within the advocacy activities in collaboration with the field office teams and relevant staff at the country office. 
    • Support Health and Nutrition team in identifying policy and practice change, which would promote and protect the nutrition and health of children.
    • Advocacy at National level for policy change to allow CHVs to treat uncomplicated wasting integrated in iCCM.
    • Advocacy at National level for CHVs pneumonia treatment under iCCM
    • Support policy & implementation framework development for CHS bill & Disability bill
    • Formulate key MNH advocacy messages and targets from lessons learned, assessments, research and evidence gained through project implementation.
    • Support budget advocacy for nutrition intervention and budget tracking to improve revenue generation and resource allocation for child survival interventions at county level in collaboration with other CSOs.

    Advocacy and Communications

    • In liaison with Advocacy coordinator, lead the county level monitoring and evaluation of advocacy-related objectives, mapping of key opportunities and events, organisation of Save the Children ‘moments’ and events. 
    • Linking to international process and in collaboration with field office staff and technical specialists oversee the development of advocacy materials – including policy briefs, position papers, press releases, Questions and answers and opinion pieces for county and national advocacy.
    • Formulate, consolidate and support key policy and advocacy messages (including direct communication and advocacy) for health and nutrition generated from programme managers/Technical Specialists to influence county and national government, donors and other implementing actors.
    • Develop good knowledge of county government structure, political processes and key decision-making structures and how to influence them on issues related to nutrition for mothers and children. Conduct power mapping to identify and engage key influencers in the County for increased resource mobilization and allocation to child survival interventions.
    • Support the CHMT to revise and cost health, nutrition and emergency contingency plans in case of eventualities within the two counties, including through the use of household economy analysis(HEA) Baseline and Response Analysis information
    • Undertake a range of lobbying, communications and other activities to inform and persuade policy makers, including donors and politicians, of the value of Save the Children’s policy recommendations for improving child survival interventions
    • Lead the production and/or contribute to the development and dissemination of policy briefs/IEC fact sheets and county profiles to get nutrition on to the policy agenda at the county levels.
    • Build systems for research, analysis and documentation that underpin evidence based advocacy and influencing at county level. This will include undertaking audience research and knowledge services mapping to inform communication and advocacy work.
    • Advocate and create public awareness on fortified foods in the market, supplementation and dietary diversification through linkages with nutrition sensitive partners. Use database of trained workforce in the county to highlight gaps and lobby for sufficient resources to address these as well as for the transfer of skills between sub-counties in response to emerging needs

    Building Partnerships 

    • Identify local networks and coalitions and develop sustained partnerships/ alliances that are critical in the dissemination and/or application of research findings and/or learning to influence the policy and practice landscape. This includes representing Save the Children at strategic forums, networking with strategic CSOs and other social movement processes that are relevant to Save the Children’s policy work including Kenya health and nutrition platforms.  It also includes identifying and helping to nurture nutrition and health ‘champions’ to support our advocacy agenda.
    • Support area offices to build partnerships with communities and programme beneficiaries in establishing accountability mechanisms, capacity building and knowledge management.
    • Support the capacity building of programme and field staff and key partners on advocacy through training, sharing best practices and supporting learning and knowledge management. 

    Programme Development & Management 

    • Liaise with relevant Technical Specialists and programme staff to ensure that advocacy approaches are integrated within and contribute to the achievement of project results and objectives and that sufficient funds are budgeted for implementation. 
    • Participate in Save the Children programme meetings and related sessions to draw out research-based advocacy messages in programmes.  Keep abreast of current research, national and donor policies and debates in Kenya, relevant to advocacy for nutrition. 
    • In collaboration with programme managers, monitor and evaluate child survival communication and advocacy activities within budgets, ensuring that indicators and methods are in place to allow evaluation of the achievements and develop regular reports on progress. Post holders will also contribute heavily to the design, development, implementation and dissemination of any nutrition related research.

    • At least 3 years’ experience in advocacy work, as well as contributing to the development and implementation of advocacy strategies. Experience working within Kenya Health systems is an added advantage.
    • Excellent understanding of Kenya’s budget cycle and moments.
    • An understanding of policy and legislative development processes at both national and county levels.
    • Superior written communication skills, including the ability to translate complex arguments into accessible English for a non-specialist audience, and the ability to write articles that would be published in the mainstream press.
    • Knowledge of the devolution processes, and its impact on the health sector. 
    • Excellent verbal communication skills, appropriate for high-level external representation (for example lobbying county governors, ministers, MCAs)

    Child Protection Officers

    KEY AREAS OF ACCOUNTABILITY:

    Programme Delivery 

    • Facilitate and coordinate provision of professional counselling services for children with protection concerns by conducting play and art therapy, individual and group sessions and work with caregivers to address children concerns
    • Conducting relevant training to programme staffs, community structures and staffs from partner agencies.
    • Support the MHPSS Coordinator to develop detailed implementation plans; monitor performance against work plan deadlines, ensure accurate data collection on performance indicators.
    • Lead the implementation of the counselling KPI’s, including training and provision of ongoing counselling support to the targeted beneficiaries.
    • Support in the development of capacity enhancement sessions for the community/lay counselors, conduct and/or supervise trainings for the community structures and volunteers to ensure programming meets quality standards.
    • Plan, organize and implement quality community sensitization forums in partnership with the community workers.

    • Graduate degree in social work, counseling or Psychology or related course, with 3 years’ experience working with children is desirable
    •  Good communication skills with fluency in written and spoken English and Kiswahili
    •  Past experience implementing child protection programmes and knowledge of community based child protection approaches, preferably including experience in participatory approaches (PRA/PLA) and child participation methodologies is desirable.
    • Ability to use a wide range of child counseling methodologies

    Research Assistant

    Role Purpose 

    Research Assistant/Enumerator Role

    • We are looking for suitable candidates to serve as Data Enumerators/ Research Assistants for its ongoing projects in Samburu County. The enumerators/research assistants will be called upon on a need basis to undertake various research, evaluation studies and other related activities. Save the Children occasionally undertakes a number of evaluations, researches and related short term activities. The research Assistants/enumerators will be expected to support with both quantitative and qualitative data collection, data entry, data cleaning, analysis exercise and related activities. The successful candidates will be retained in our database for a period of one-year renewable subject to performance, commitment to and upholding of Save the Children core values and policies.

    Key Areas of Accountability: 

    • Working with communities where the studies will be implemented to mobilize community members targeted during the interviews using appropriate channels. 
    • Conducting both qualitative and quantitative interviews (FGDs, KIIs, In-depth interviews and household assessments) for various studies and assessment. 
    • Collating data from all the tools and working with supervisors to ensure that data collected is of high quality 
    • Working with (Monitoring, Evaluation, Accountability and Learning) MEAL team to troubleshoot data collection tools 
    • Submitting all data through the provided platforms, that include KOBO and CommCare and other survey forms as guided by the supervisor. 
    • Support in Office Clerical work at the support departments. 
    • Submitting daily field reports on progress to the supervisor during catch up meetings. 
    • Reporting any child protection/ safeguarding issue encountered during the assessment/study.

    Re-advertisement Education Coordinator

    ROLE PURPOSE: 

    • To coordinate effective implementation of education in the refugee and the host Community, inter-camp coordination, and monitoring of activities. The holder will be responsible for effective budget management and utilization as well as quality internal and donor reporting. The education coordinator will be responsible for effective project management, implementation and supporting teachers and other education staff. The position will work across all the three camps and support the digital literacy project, the alternative basic education project and the ECDE project in Dadaab. The role holder will also be tasked to supporting the education consortium members and providing technical guidance.

    KEY AREAS OF ACCOUNTABILITY: 

    PROGRAM DELIVERY

    • Performance management and supervision of all Education staff.
    • Lead and motivate the education Team to ensure effective project implementation. 
    • Ensure key problems are brought to the attention of the Program Manager and other relevant senior staff for discussion and review. 
    • Develop planning documents- Phased budget, detailed implementation plan and procurement plans for the education projects and ensure timely implementation.

    • Mentor the relevant staff to facilitate the continued development of his project, budget and personnel management capacity. 
    • Lead in assessments, evaluations and report writing for all education related projects.
    • Act as the consortium focal person with support from the PM.
    • Update project tools in line with SCI project management platforms (PRIME).

    Monitoring , Evaluation and Reporting

    • Work with the Monitoring, Evaluation, Accountability and Learning (MEAL) team for monitoring and evaluation of programme activities including taking corrective action where necessary.
    • Ensure IPTT and indicator progress are updated on a monthly basis
    • Document programme learning and ensuring it contributes to organizational advocacy.
    • Maintain an up to date information pack of various aspects affecting the beneficiaries in liaison with the other program teams and do analysis of the reports.
    • Ensure timely implementation of budgeted activities in addition to budget tracking and control and ensure clarity of reports on the various advocacy aspects in the camps.

    • Ensure close coordination of outreach activities with other agencies in the three camps to ensure complementarity and synergy.
    • Compilation of the consortium members reports and data.
    • Supporting the consortium partners- providing technical support and monitoring guidance.
    • Build partnerships to enhance community participation, ownership and sustainability of programmes. 
    • Collaborate and coordinate with other child protection agencies, governmental institutions, host community partners and community level structures in order to promote community ownership and sustainability of education initiatives.
    • Represent Save the Children and the in interagency working groups and camp coordination meetings and build from the strategies developed through the education Working Group.
    • Represent the education programme and advocate with community, partners as well as other external visitors. Liaise closely with other actors in the child protection sector on issues related to vulnerable children. Ensure that consideration is given to their particular needs within general child protection strategies. 
    • Where necessary, represent the Program Manager and Coordinators in meetings, both internal and external and engage with the Host Community partner. 

    Grants Management and Accountability.

    • Coordinate with finance and awards team to ensure effective budget monitoring for the project in line with donor requirements and contractual obligations, including Grant opening, mid-term and closing meetings.
    • Coordinate the timely implementation of all grants and ensure sound and accurate expenditure.
    • Proposal development - continuously analyse needs and develops concept notes, outlining clear areas of sensitization and awareness raising.
    • Oversee project activities budget expenditures and ensure they are allowable and allocable according to SCI and donor regulations; review monthly Budget vs. Actual and expenditure sheets and collaborate with the finance department to ensure accurate expenditures and reporting.
    • Ensure timely production of activity/events reports as well as monthly reports as per the agreed timelines

    EXPERIENCE AND SKILLS

    Essential

    • At least Degree social work/social sciences, education, developments studies or equivalent. 
    • At least four (4) years relevant experience in education with experience in coordination and sector integration.
    • Experience in ECHO funded projects is a plus.
    • Substantial management experience, preferably in emergency programmes.
    • Demonstrable competence in proposal and report writing 
    • Experience of financial planning and expenditure monitoring 
    • Experience of community participation, ownership and empowerment
    • Competent in using email and computer packages such as Word and Excel
    • Commitment to Save the Children's child safeguarding Policy
    • Has high-level communication skills’, including engaging and informative formal public speaking.
    • Fluent in English and Kiswahili (both spoken and written). 
    • Able to work effectively in a multi-cultural environment.
