    Private Sector Partnerships Support Officer

    Duties

    •  Support the PSP network by providing clientoriented service to help fundraisers reach their targets, including responding in a timely manner to requests and queries regarding UNHCR programmes and operations within the Area of Responsibility (AoR).
    •  Contribute to UNHCR's programmes in the AoR and provide content on UNHCR needs that will appeal to PSP donors, including regular updates on funding gaps and opportunities.
    •  Negotiate, in close collaboration with PSU HQ and Chief PSP Officer at the Regional Bureau or their designate, specific funding requests to find solutions that both meet donor requirements and organizational priorities.
    •  Discuss and agree, as required, on detailed budgets, activities to be implemented and funding space with field colleagues and divisions related to potential contributions.
    •  Ensure contributions within the AoR are managed in line with internal UNHCR processes, including the contribution management processes, and that income is properly recorded.
    •  Clear contributions (including the related legal documentation), grant agreements and pledge letters for the AoR prior to signature by the appropriate supervisor.
    •  Provide guidance on the use of PSP envelope or 'AOL reserve' within the AoR.
    •  Review PPH contributions in the ERP system to ensure correct earmarking, implementation period and reporting requirements are reflected in the CD.
    •  In close collaboration with the relevant PSP fundraiser and, if required, the Chief PSP Officer, provide review and clearance of Exchange of Letters/ Grant Agreements/ General Cooperation Agreements as they relate to private donors, and liaise with the relevant bureau, field operations, LAS / and other potential entities / services, as required.
    •  Keep track of potential contributions that are 'under discussion' and 'projected' and ensure that the projections are adequately reflected in the ERP system.
    •  Liaise, advice and manage carryover requests through close consultation with Chief PSP Officer(s), concerned PSP fundraisers, bureau and field and other concerned key stakeholders, as required.
    •  Support field staff in tracking progress and results from earmarked contributions
    •  In close collaboration with grant writers, provide them with raw fundraising material to support the development of fundraising materials (proposals, concept notes and reports) which are UNHCR Brand compliant, and aligned with UNHCR organizational priorities and key messages. Ensure that content and budgets of such fundraising materials is technically sound, and that projects and activities funded by private donors can be reliably implemented in order to support further giving and avoid reputational risks for UNHCR.
    •  For HQbased positions, coordinate multiregional/global funding initiatives (including proposals), liaising with relevant stakeholders as required, including's staff covering assigned regions, thematic and grant writers.
    •  Provide support to PSP donor missions for all HQ accounts, including liaising with field colleagues as required.
    •  Contribute to the capacity building of field colleagues' understanding of private donor requirements, including for proposals and reporting.
    •  Contribute to the capacity building of fundraisers in the areas of contribution management and programme, including the operations management cycle in line with established UNHCR policies and procedures.
    •  Develop tools and reports in coordination with other UNHCR units to support and enhance processes.
    •  Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).

    HQ Thematic roles specifically

    •  Keep abreast, through a thematic lens, of UNHCR's programmes and priorities that could appeal to PPH donors in a range of markets and contexts.
    •  Respond to thematic requests and queries from fundraisers in the PSP network in a timely manner by closely coordinating with PSU staff within the AoR and based on information received by relevant UNHCR units.
    •  Liaise with PSU staff in the AoR over activities and budgets to be proposed in thematic concept notes, proposals and fundraising packs.
    •  In close consultation with PSU staff as well as PSP fundraisers, undertake research and write thematic content for fundraising materials (including concept notes and proposals) to support PPH fundraising, including translating technical language into accessible donor facing language.
    •  Research and write tailored fundraising packs on themes proposed by PPH fundraisers in the network in response to donor interest and approved by the supervisor, ensuring these are brand compliant and aligned with UNHCR key messages.
    •  Provide regular updates on UNHCR's thematic priorities and related funding gaps.

Donor relations experience preferably with private sector with strong client orientation and understanding of private sector donor requirements. Good understanding of UNHCR, its mandate, priorities and field operations. UNHCR programming and programme management experience or certification. Working knowledge of donor relations.

    Desirable

    • Good knowledge of humanitarian operations in an international setting. Field experience, preferably with UNHCR, or with other humanitarian or development organizations a plus. Excellent analytical and conceptual skills and strong communication and presentation skills (both verbal and written). A team player to effectively coordinate with multiple stakeholders.     Senior Legal Officer - Administration of Justice (E)

    Duties

    • Provide advice and guidance on a wide array of legal matters, with a special emphasis on the UN internal justice system and human resources legal issues.
    • Represent UNHCR in settlement negotiations and mediations with aggrieved personnel.
    • Prepare legal pleadings in response to applications before the United Nations Dispute Tribunal and represent the Organization as Counsel at oral hearings.
    • Provide advice on the triage and assessment of cases referred to Headquarters, including through the SpeakUp Helpline.
    • Review draft human resources policies and related technical proposals and ensure that they are aligned with established policy and standards.
    • Guide DHR units at Headquarters locations and offices in the field to ensure that personnel matters are dealt with in accordance with relevant procedural guidelines.
    • Analyse and advise on requests for management evaluations by UNHCR staff,
    • Provide legal advice, as necessary, to the Inspector General's Office on investigation procedures and to the Director, DHR on disciplinary proceedings.
    • Conduct training in the area of administration of justice and human resources, and other outreach and professional development initiatives in these areas.
    • Manage personnel through regular performance appraisals, coaching, and assessments of training and development needs.

    • Previous relevant work experience including in the field of litigation. Extensive knowledge of the internal justice system of the United Nations grievance mechanisms, the jurisprudence of the UNDT and UNAT, and the UN human resources machinery.     Senior Protection Officer

    Duties

    •  Provide technical guidance and support to UNHCR and partners on all protection related issues.
    •  Stay abreast of legal, political, social, economic and cultural developments that have an impact on the protection environment.
    •  Manage a consultative process with government counterparts, partners and persons of concern to develop and implement a comprehensive protection and solutions strategy addressing the specific protection needs of women and men, children, youth and older persons, persons with disabilities, persons of diverse sexual orientation and/or gender identities (LGBTI persons), persons living with HIV/AIDS; gender equality and Gender Based Violence (GBV) priorities with regard to these persons.
    •  In operations applying the Cluster Approach, ensure the response of the Protection Cluster is grounded in a strategy which covers all assessed and prioritized protection needs of the affected populations.
    •  Ensure that the protection strategy is fully integrated into the Country Operations Plan, the UN Development and Assistance Framework (UNDAF) and the Humanitarian Country Team's common humanitarian response plan as well as with the implementation of the Global Compact on Refugees and the Three Year Strategy on Resettlement and Complementary Pathways.
    •  Promote relevant International, Regional and National Law and applicable UN/UNHCR and IASC policy, standards and codes of conduct and ensure that all sectors and /or in clusters in applicable operations fulfil their responsibilities in mainstreaming protection.

    •  Oversee eligibility and status determination in the Operation(s) under the AoR, ensuring compliance with UNHCR procedural standards and international protection principles.
    •  Promote and implement strategies and measures to identify, prevent and reduce statelessness.
    •  Develop and implement an education plan as part of the protection strategy within the AoR as relevant.

    •  Develop and implement a programme of resultsbased advocacy through a consultative process with sectorial and/or cluster partners.
    •  Ensure that the Protection Sector or Cluster has an effective information management component which provides disaggregated data on populations of concern and their problems.

    Resettlement and Complementary Pathways Officer

    Duties

    •  Identify, interview, assess resettlement and complementary pathways needs, and process cases identified for resettlement and complementary pathways following established procedures; provide counselling to individuals.
    •  Monitor activities for resettlement and complementary pathways, as applicable, to ensure progress against targets, transparency and efficiency in case submissions and appropriate followup with resettlement countries and other key stakeholders.
