  • The Independent Policing Oversight Authority was established through an Act of Parliament published in November 2011 to provide for civilian oversight over the work of the police in Kenya. The inaugural Board was sworn into office in June 2012. 

    Security Officer - 2 positions

    The Senior Security Officer will be responsible to the Head of Security.

    Security Officer Job Specific Duties and Responsibilities

    • Planning and executing security arrangement as required by IPOA;
    • Undertaking appropriate security measures and mechanisms to guard against unauthorized access;
    • Ensuring maintenance of law and order within IPOA;
    • Liaising with police and other security agencies regarding security matters;
    • Supervision of IPOA contracted security personnel;
    • Undertaking security intelligence and investigations;
    • Carrying out training and sensitization of staff on security and safety procedures; and
    • Ensuring appropriate security screening of visitors to Authority`s offices.

    Profile

    • Must be a citizen of Kenya.
    • Meets the requirements of Chapter six of the Constitution of Kenya.

    Required Functional Skills for the Security Officer Job

    • Served in the grade of Security Officer for a minimum period of three (3) years or six (6) years in a comparable and relevant position in the Public or Private Sector;
    • Bachelor’s degree in Criminology or any other related and equivalent qualification from a recognized Institution;
    • Undergone six (6) weeks approved security investigation and intelligence course at Criminal Investigation
    • Department (CID) Training School or any other related and equivalent qualification from a recognized institution;
    • Attended a Management Course lasting not less than three (3) weeks from a recognized Institution;
    • Certificate in computer application skills;
    • Shown merit, integrity and ability as reflected in work performance and results; and
    • Serving and retired military intelligence officers are encouraged to apply.

    The Senior Investigations Officer will be responsible to the Director, Investigations through the Head of Investigations.

    Investigations Officer Job Specific Duties and Responsibilities

    • Developing investigation/work plans for the cases allocated;
    • Undertaking investigations on allegations of misconduct, deaths and serious injuries to persons while in police custody, or which are the result of police action or inaction; or were caused by members of the National Police Service;
    • Leading investigations into cases undertaken by investigations teams;
    • Gathering and analysing evidence and organizing it in statements, sets of records and facts;
    • Gathering information and produce intelligence reports to inform investigations;
    • Recording of statements from complainants, witnesses and suspects officers;
    • Ensuring safe custody of all investigative records and evidence;
    • Attending post-mortems;
    • Documenting all investigations in concise, factual and timely manner;

    • A Bachelor’s degree in any of the following disciplines: Criminal Justice, Criminology, Law, Political Science, Social Sciences or equivalent qualifications from a recognized institution;
    • A valid driving license;

    The Principal Investigations Officer will be responsible to the Director, Investigations through the Head of Investigations.

    Investigations Officer Job Specific Duties and Responsibilities

    • Planning and coordinating team activities;
    • Allocating team functions to individual team members and monitoring performance;
    • Assessing and prioritizing team workloads;
    • Supervising and coordinating available resources against workloads, managing team functions including cases from reception to final report writing, ensuring efficient workload;
    • Overseeing the day to day tasks and performance of the team members, coaching and mentoring team members, and identifying individual and collective training needs;
    • Gathering and presenting regular accurate updates to Head of Investigations;
    • Providing guidance and advice to team members on investigations function;
    • Auditing investigations files to ensure adherence to IPOA standards;

    The Head of Legal Services will be responsible to the Director, Complaints Management and Legal Services.

    Legal Services Job Specific Duties and Responsibilities

    • Formulating, implementing and reviewing Legal strategies, policies, plans, standards and procedures pertaining to legal services as per the Authority’s strategic plan;
    • Ensuring the Authority is adequately represented in legal, civil and criminal court proceedings;
    • Participating in discussions and explanations of complex legal concepts and developing processes, risks and opportunities with senior management, Authority’s committees, stakeholders and/or partners;
    • Liaising with external agencies on all legal matters affecting the Authority including preparation of appropriate Memoranda of Understanding;
    • Participating and contributing to negotiations and drafting of treaties and contracts as well as ensuring IPOA’s compliance with all statutory legal obligations;
    • Providing legal opinions/advice and writing of reports on legal matters as required;
    • Carrying out comprehensive analysis of evidence including evaluation of evidence gathered in the course of investigations and preparing legal reports and briefs while liaising with other departments within the Authority on legal issues pertinent to operations of the Authority;
    • Interpreting legal instruments and statutes;
    • Coordination case conferences between investigations and legal departments
    • Providing effective supervision of all legal officers and ensuring their performance meets deadlines and quality assurance.

    Profile

    • Served for a minimum period of three (3) years in the grade of either Principal Legal Officer or for a period of twelve (12) years in Legal services, three (3) of which must have been in a management level in the Public

    • A Bachelor’s degree in Law or equivalent qualifications from a recognized institution;
    • A Master’s degree in any of the following disciplines:-Law, Business Administration, Public Policy
    • Development or equivalent qualifications from a recognized institution;
    • Post graduate Diploma in legal studies;
    • Registered as an Advocate of the High Court of Kenya;

    Human Resource Job Specific Duties and Responsibilities

    • Processing Human Resource Management issues and activities in compliance with the set HR policies and procedures;
    • Facilitating recruitments, appointments, promotions, placement/deployment, training and development, leave, disciplinary and staff welfare;
    • Administration of salaries, allowances, gratuity and other benefits;

    Driver Jobs Specific Duties and Responsibilities

    • Driving the organization’s vehicle as authorized;
    • Carrying out routine checks on the vehicle’s cooling, oil, electrical and brake systems, tyre pressure, etc.;
    • Detecting and reporting malfunctioning of the vehicle systems;
