    Project Officer - Community HIV Testing Services

    Job Summary

    The Program Officer will oversee establishment, expansion and implementation of a robust Community HIV Testing services program in Homa Bay, that entails provision of quality integrated HIV counselling and testing services and Linkage of HIV positive persons to HIV care and treatment services. He/she will be responsible for guiding HTS providers, Counsellor Supervisors, enumerators and other health care workers through imparting technical direction.

    Key Responsibilities

    • Establish a robust community HIV Testing services in Homa Bay County
    • Conduct a robust community entry process by engaging key stakeholders in the wards and sensitizing them on community HIV Testing Services
    • Capacity build the HTS providers, counsellor supervisors, enumerators and CHVs on Community/Home Based HIV Testing services
    • Conduct household enumeration in Homa Bay County
    • Oversee mobilization of community towards community HIV Testing Services
    • Implement community HIV Testing services using different strategies including door to door HIV Testing, moon light HIV Testing and HIV Testing Outreaches
    • Monitor and report community testing indicators on daily, weekly, monthly and quarterly basis.
    • Responsible for coordination of appraisal for HTS providers, Counsellor supervisors and enumerators
    • Ensure quality of services is maintained at all stages

    Education And Experience

    Minimum Requirements

    • Degree in Nursing, community Health, social science or other relevant discipline
    • 3-5 years relevant work experience in implementing HIV programs in the community level.
    • Experience in Community/Home Based HIV Testing services is desired.

    Knowledge, Skills And Abilities

    • Progressively experience in HIV/AIDS programming
    • Experience in managing USG funded programs and reporting requirements
    • Evidence of excellent facilitation and teambuilding skills/experience required;
    • Experience in establishing and sustaining working relationships with the County government Ministry of Health
    • Significant and up to date knowledge of the current ART, PMTCT, TB/HIV, HTC guidelines, standards, tools and best practices
    • Demonstrated experience in organizing and facilitating training in HIV /AIDS prevention, care and treatment areas.
    • Knowledge of PEPFAR Program and NASCOP reporting requirements including familiarity with the data collection and reporting tools used by NASCOP
    • Proficiency in computer
    • Ability to work with limited supervision
    • Excellent communication, interpersonal, report writing and analytical skills
    • Dedicated team player with ability and experience to work in a multidisciplinary team

    Technical Advisor, Adolescent HIV Prevention and Treatment

    Job Summary

    Reporting to the Project Manager- CIFF ACT Adolescent Projectand working in close collaboration with the National AIDS and STS Control Program (NASCOP), National AIDS Control Council (NACC), other Ministry of Health (MOH) departments, Ministry of Education, Science and Technology (MOEST) and Network of People living with HIV/AIDS in Kenya (NEPHAK) the Adolescent TA will be responsible for overseeing the planning, implementation and monitoring of the CIFF ACT Adolescent activities at the National level. The Adolescent TA will work closely with the Paediatric & Adolescent Program Manager at NASCOP to ensure that the CIFF ACT adolescent activities are implemented on behalf of EGPAF Kenya.

    Key Responsibilities

    • Support quarterly National multi-sectoral Adolescent HIV TWG meetings
    • Support the planning and conducting of the annual national adolescent health multi-sectoral symposium/stock-taking meeting
    • Participate in national Adolescent Sexual and Reproductive Health (ASRH) TWG meetings
    • Participate in NASCOPs’ adolescent subcommittee meetings
    • Support the formation of adolescent advisory boards at the national level as envisioned in the Kenya’s Fast-track Plan to End HIV and AIDS among Adolescents and Young People
    • Support the capacity building of adolescent and youth mentors in secondary and tertiary institutions
    • Support NASCOP to develop innovative IEC materials for adolescents and youth
    • Support NASCOP to develop, review, standardize and disseminate standard operating procedures (SOPs) and job aids for Adolescent Differentiated Care model
    • Provide technical support for standardization of tools for service quality assessment (SQA) at the National level
    • Provide technical and logistical support for National teams to conduct annual joint SQAs in the supported counties
    • Support sensitization workshops for teachers in selected schools in the supported counties to improve retention and adherence to antiretroviral therapy (ART) for school-going adolescents
    • Support the Kenya Network of Positive Teachers (KENEPOTE) and Adolescents Living with HIV (ALHIV) champions (through NEPHAK) to carry out stigma reduction activities in selected schools in the supported counties (leveraging existing education fora at the national and county-level)

    Required Qualifications

    • Master's degree in public health or related degree program. Minimum of three years Public health and Adolescent HIV/ sexual reproductive health (SRH) -related work experience
    • Understanding and experience working with Ministry of Health including the NASCOP, NACC, MOEST and NEPHAK will be preferred.
    • Experience in Managing Donor funded programs.

    Required Competencies, Skills And Experience

    • Experience in Adolescent sexual reproductive health, HIV prevention care treatment and support among adolescents
    • Demonstrated experience in organizing and facilitating meetings, able to write clear and concise program reports, minutes and meeting reports.
    • Significant and up to date knowledge of the current ART, HTS guidelines, Adolescent package of care, adolescent toolkit, adolescent IEC materials, the Fast track plan and the ALL IN Initiative.
    • Knowledge of PEPFAR Program and NASCOP reporting requirements including familiarity with the data collection and reporting tools used by NASCOP
    • Experience in establishing and sustaining working relationships with the Government of Kenya Ministries of Health, MOEST, County governments, Implementing partners, Sub-county and facility teams
    • Proficiency in computer basic skills- MS Office; Internet; Basic data analysis skills
    • Self- managed, self-driven, results oriented individual.
    • Excellent organizational skills with an emphasis on being thorough, detail-oriented, with ability to multi-task and work under tight time-lines
    • Excellent communication, interpersonal, report writing and analytical skills
    • Dedicated team player with ability and experience to work in a multidisciplinary team
    • Fluency in written and spoken English
