    Health Consultant

    The objective of this consultancy is to provide technical support to the 8 focus counties: Bungoma, Busia, Homabay, Kakamega, Kisii, Migori, and Vihiga to conduct an end term evaluation of the county Health sector strategic plan 2013-2017. This will provide an understanding on the status of the implementation of the current CHSIP 2013/2017. The results of the evaluation will be inform the development of the strategic plan 2017/2022. Also to support Kisii and Bungoma counties to finalize their M&E plan.

    Objectives of the CHSSP 2013/17 Evaluation

    • To assess the progress attained towards realization of program results.

    • To determine the effectiveness of the management support in health service provision.

    • To ascertain the effectiveness of the approaches used in the implementation of CHSSP.

    • To examine enabling and constraining operational factors to the strategy implementation progress.

    • To determine participation of stakeholders in the implementation process

    • The MTEF is annual, rolling three year-expenditure planning. It sets out the medium-term expenditure priorities and hard budget constraints against which sector plans can be developed and refined. MTEF also contains outcome criteria for the purpose of performance monitoring.

    Responsibilities for the Health Consultant Jobs in Kenya

    • Undertake a scoping exercise to familiarize with Counties health department?s systems and processes as inputs into the CHSSP evaluation.

    • In liaison with the respective counties teams and CMLAP,

    • Initiate and develop a roadmap for each county to conduct the evaluation of CHSSP 2013/17.

    • Coordinate and document the review process, stakeholders? inputs and any follow up action during the end term evaluation.

    • Using the national health sector guidelines, write up a county HSSP evaluation report

    • Develop a county specific strategy detailing prioritized areas/activities for implementation in the next phase of the SP 2018/2022.

    • Review monitoring and evaluation plan development processes, other counties M&E processes and international best practices to bring such learning to the development and finalization of the monitoring and evaluation plan for the Kisii and Bungoma Counties.

    Deliverables

    • End term evaluation reports for the 7 focus counties.

    • Health sector strategy with priorities for the next SP 2018/22

    • Finalized M&E plan for Kisii and Bungoma counties.

    Qualifications for the Health Consultant Jobs in Kenya

    • A Masters degree in the social sciences, population studies, statistics, health systems research, or a related field

    • At least 10 years experience in of M&E and health system strengthening in Kenya

    • Experience working with the Ministry of Health at either national or sub national level.

    • Ability to work with decision makers and stakeholders to identify issues and generate actionable recommendations; analyze and package strategic information for a variety of audiences such as policy makers, programmers and members of the public

    Communications Analyst

    Responsibilities for the Communications Analyst Jobs in Kenya

    • The Knowledge Management (KM)/Communications Advisor will be responsible for ensuring project results are collected, disseminated and communicated appropriately for different audiences.

    • S/he will work closely with the Deputy Chief of Party and other key technical staff on supporting inter and intra county learning platforms.

    • The KM/Communications Advisor will provide technical assistance and support across the project activities to support the CMLAP counties to improve the MLA framework and to help strengthen communications mechanisms and networks.

    • S/he will provide specific support to project activities to communicate learning around MLA strengthening. The Advisor will coordinate and support and planning, development, and implementation of project communications strategy that clearly identifies the main audiences for CMLAP, appropriate dissemination activities to reach the audiences, and the tools/products required.

    • S/he will report to the Chief of Party and will supervise one position, the Project M&E Specialist.

    The position is based in Kisumu, Kenya. No expatriate or relocation benefits are associated with the position.

    Responsibilities for the Communications Analyst Jobs in Kenya

    • Guides the design of a CMLAP communication and dissemination strategy and the production of innovative communication tools, products and platforms for CMLAP. These include but are not limited to reports, briefs, presentations, and special background papers.

    • Provides communication guidance and capacity building to CMLAP staff and project partners through training and mentoring to help partners apply communication in their contexts.

    • Organizes and supports communication strategies, messages and materials for project trainings, conferences, workshops, and meetings.

    • Develops and manages innovative mechanisms and tools to capture and share CMLAP ideas, achievements and impact.

    • Supervises the Project M&E Specialist to ensure the project M&E plan is implemented on time and to high quality standards, including timely submission of all USAID- and PEPFAR-required reports.     • Coordinates CMLAP participation in national, regional, and local conferences and workshops by helping to identify appropriate meetings, plan presentations, prepare and finalize materials, and provide on-site communication support as required.

    • Actively participates in the development of annual work plans and any specialized technical planning or reporting.

    • Performs other related duties and responsibilities as assigned.

    Requirements for the Communications Analyst Jobs in Kenya

    Deputy Chief of Strategic Information

    Project Overview and Role

    The purpose of the Kenya Strategic Information at the County Level Program is to support ongoing activities by the national and county governments and other development partners to strengthen outcome measurements, learning, and accountability (MLA) systems in order to provide quality data and synthesized information for planning, implementation, policy development, and decision making. This activity will focus its support in yet to be defined counties with the project office based in a county.

    It is envisioned that the project will address two sub-purposes:

    • Increased leadership and management capacity of county governments for effective outcome MLA systems.
    • Increased availability, analysis and use of quality data

    Position Summary

    Under the leadership of the Chief of Party (COP), the Deputy Chief of Party (DCOP) will lead and oversee activities related to governance aspects of the project, as well as the data demand and use and capacity building strategies and implementation of the project.

    Along with the COP, s/he will coordinate and collaborate with other donor-funded M&E/SI programs in Kenya. The DCOP will also work with the COP to develop and implement the project work plan and assure timely provision of high-quality deliverables and routine project reports. The DCOP is the secondary point of contact for the USAID Agreement Officer’s Representative (AOR) and will serve as the acting COP when needed.

    Senior Monitoring & Evaluation

    Project Overview and Role

    Position Summary

    The Senior M&E Advisor will develop and implement strategies, approaches, and methods for county-level data management systems to generate high quality data.

    S/he will work closely with other technical advisors to strengthen the capacity of community health management teams (CHMTs) and other stakeholders to manage M&E functions, information systems, and data quality, and to enhance CHMT’s capacity for data analysis, with the ultimate goal of improving county government MLA systems.

    The Senior M&E Advisor will work closely with the DCOP and COP to develop the work plan and provide timely and high quality deliverables and reports.

    Responsibilities for the Senior Monitoring & Evaluation Jobs in Kenya

    • Design and implement a comprehensive approach to improve M&E and health information systems and governance in the program counties, focusing on the accuracy, timeliness, and quality of data and aggregate reports.

    • Develop new, and institutionalize existing, standardized protocols for the minimization of data collection burden, for appropriate allocation of M&E and reporting responsibilities, and for appropriate human and financial MLA resources, including improving the recruitment and retention of health records information officers (HRIOs).

    • Facilitate routine county and sub-county level technical working group (TWG) meetings for M&E, information systems and data reporting and use; and work with the CHMT, sub-county health management team (SCHMT), and HRIO to implement data quality assurance protocols.

    • Link to and leverage infrastructure and investments made by other PEPFAR projects.

    • Supervise technical staff to support outcome measurement activities and ensure that data analyses support information needed by CHMTs to answer key questions and to support decision making.

    • Oversee the activities to strengthen all relevant information systems (e.g. DHIS2, CPIMS, EMR, LMIS). Ensure capacity building activities are appropriately designed for the specific systems.

    • Inculcate a culture of data demand and information use within CHMTs, including the provision of routine high-level statistical analyses.

    Requirements for the Senior Monitoring & Evaluation Jobs in Kenya

    • Masters level of education in related field, e.g. MBA, MPH, or MSc (Informatics/Biostatistics/Biometry).

    • 5+ years’ experience in a leadership position for a PEPFAR project.

    • Post graduate professional qualification in project management and planning.

    • Appropriate technical and software skills necessary to conduct analyses of study data, such as STATA, SPSS, or equivalent.

    • Demonstrated experience working with key Kenyan health information systems.

    • Strong written and oral communication skills for high-level policy audiences (writing examples may be required).

    • Excellent coordination and information management skills.

    • The ability to work well under pressure; skilled at change management, crisis management, and problem solving.

    • Demonstrated ability to manage cohesive team and proven record in effectively managing multidisciplinary partnerships.

    Strategic Information Chief of Party

    Project Overview and Role

    The Chief of Party (COP) will lead the Palladium team to achieve all program objectives. S/He will provide overall technical and strategic direction, leadership, and management oversight to the project team.

    The COP will be the principle point of contact for the USAID Agreement Officer’s Representative (AOR) and will have the authority to make decisions on behalf of Palladium and will have primary accountability for project requirements. S/He will coordinate and liaise with other stakeholders, including government agencies, other donor-funded projects, implementing partners, and USAID.

    The COP will work with the Deputy COP-Technical and other senior technical team members to lead the development and implementation of the project work plan.

    S/He will provide additional quality assurance and help ensure the timeliness of deliverables. S/He will work with the Finance and Administration Manager to oversee budgeting and the financial operations of the project, ensuring compliance with contractual, Palladium, USAID, and Kenyan requirements.

    The COP will also provide guidance and support on technical activities undertaken by the project related to informatics, data, M&E, and capacity building. The COP will coordinate on a routine basis with the Palladium home office and project partners.
