    Corporation Secretary / Head of Legal

    Overall Purpose: The Corporation Secretary / Head of Legal is the Head of the Legal and Compliance Unit and will be expected to provide advice to the Board and Management on governance, legal, regulatory and compliance matters and provide corporate secretarial services to the organisation.

    1.1 Key duties and responsibilities:

    Reporting to the Chief Executive Officer, the Corporation Secretary/Head of Legal will be responsible for:

    (i) Advising the Board on their duties, responsibilities and obligations, relevant laws and governance matters including implementation of Mwongozo: The Code of Governance for State Corporations.

    (ii) Coordinating the governance, legal and compliance audit.

    (iii) Assisting in preparation of Board and Committee work plans and charters.

    (iv) Assisting in carrying out Board induction, training and evaluation.

    (v) Coordinating the timely preparation and circulation of Board and Committee meeting papers and taking minutes thereof. (vi) Keeping safe custody of the seal and other relevant documents.

    (vii) Overseeing the legal function and providing well researched legal advice and opinion, legal interpretation on various matters and handling legislation and litigation matters relating to KASNEB.

    (viii) Ensuring compliance with laws, rules and regulations by the Board and management.

    (ix) Preparing and coordinating the implementation of Intellectual Property Rights policy and guidelines for the products and services of KASNEB.

    (x) Preparing, vetting and negotiating official legal documents including contracts and leases and participating in settlement and arbitration of disputes to protect the interests of KASNEB.

    (xi) Liaising with the office of the Attorney General and external lawyers handling legal matters on behalf of KASNEB and attending Court hearings.

    (xii) Preparing and implementing the Unit’s operational plan, work plan and budget. (xiii) Ensuring risk management in the Unit.

    (xiv) Overseeing the implementation of ISO Quality Management System in the Unit.

    (xv) Ensuring performance management within the Unit through a target-based system.

    (xvi) Providing leadership and effective supervision to staff in the Unit.

    (xvii) Performing any other duties as may be assigned from time to time.

    1.2 Academic / Professional Qualifications and Experience

    The ideal candidate shall possess the following:

    (i) Bachelor’s degree in Law from a recognised university.

    (ii) Master’s degree in Law from a recognised university.

    (iii) CPS qualification and member in good standing of the Institute of Certified Public Secretaries of Kenya (ICPSK).

    (iv) Diploma from the Council for Legal Education.

    (v) A current practising certificate as an Advocate of the High Court of Kenya.

    (vi) At least (8) years relevant experience in legal/corporate secretarial practice six (6) of which should be in a senior management position and minimum of six (6) years experience as Manager for serving members of staff.

    Head of Marketing and Corporate Affairs

    Overall Purpose: The Head of Marketing and Corporate Affairs is the Head of Marketing and Corporate Affairs Unit and the adviser to the Chief Executive Officer on matters relating to marketing the qualifications of KASNEB nationally, regionally and internationally and on corporate affairs.

    2.1 Key duties and responsibilities:

    Reporting to the Chief Executive Officer, the Head of Marketing and Corporate Affairs will be responsible for:

    (i) Developing and implementing a marketing strategy for the qualifications of KASNEB within the national, regional and international markets.

    (ii) Developing and implementing a corporate brand and communication strategy.

    (iii) Developing and implementing a Business Development Policy.

    (iv) Conducting market intelligence, market surveys and market needs analysis.

    (v) Ensuring high quality customer service and customer care.

    (vi) Liaising with the Kenya National Library Service (KNLS) and other libraries to establish information on the activities of KASNEB and reading centres for the qualifications of KASNEB.

    (vii) Developing appropriate information, education and communication (IEC) materials, including publishing and distributing journals, newsletters, relevant study and reading materials.

    (viii) Coordinating collaborative agreements and linkages with strategic business partners nationally, regionally and internationally.

    (ix) Lead all areas of content generation and production across all media platforms.

    (x) Developing and implementing the Corporate Social Investment (CSI) strategy.

    (xi) Coordinating advertising initiatives.

    (xii) Preparing the Unit’s operational plan, work plans and budget.

    (xiii) Implementing quality management system (QMS) in the Unit

    (xiv) Ensuring risk management in the Unit.

    2.2 Academic / Professional Qualifications and Experience

    The ideal candidate will possess the following:

    (i) Bachelor’s degree in Marketing, Communication, Public Relations, Media Studies or related discipline from a recognised university.

    (ii) Master’s degree in Marketing or relevant business related discipline from a recognised university.

    (iii) Professional qualifications in leadership or business related field from a recognised institution.

    (iv) Membership in good standing of a recognised professional body.

    Senior Database Management Officer

    Overall Purpose: The Senior Officer, Database Management will be responsible for the design, configuration and maintenance of all databases.

    Key duties and responsibilities:

    Reporting to the Head of Information Communication Technology, the Senior Officer, Database Management will be responsible for:

    (i) Monitoring performance and managing parameters to provide fast query responses to front-end users ensuring performance of databases including systems logs, events and event correlation and maintaining performance statistics and setting baseline statistics.

    (ii) Performing database server administration for data availability of key systems.

    (iii) Participating in the selection, installation, qualification, testing, and validation of enterprise database systems and applications.

    (iv) Documenting all database installations and configurations.

    (v) Designing, developing and maintaining databases, database security and other database objects including stored procedures.

    (vi) Creating and maintaining jobs/scripts with automated scheduling and alerts, configuration and monitoring for all current and future databases.

    (vii) Monitoring the status of scheduled backups for databases.

    (viii) Ensuring database security and the analysis and application of database patches and upgrades to database servers and components.

    (ix) Performing imports, exports and data conversion from one system to another as needed.

    (x) Developing, implementing and maintaining standard operating procedures (SOPs) for database administration including backup, restoration, administration, and disaster recovery.

    (xi) Enforcing and maintaining database constraints to ensure integrity of the database.

    (xii) Administering all database objects, including tables, clusters, indexes, views, sequences, packages and procedures.

    (xiii) Tracking and reviewing database license requirements.

    (xiv) Implementing approved disaster recovery policies and plans that support KASNEB’s operational continuity.

    (xv) Undertaking training of end users on the implemented systems and supervising assigned staff as may be applicable.

    (xvi) Ensuring risk management in the area of operation.

    (xvii) Ensuring the implementation of the ISO Quality Management System in the area of operation.

    (xviii) Performing any other duties as may be assigned from time to time.

    Academic / Professional Qualifications and Experience

    (i) Bachelor of Science degree in Computer Science or IT equivalent qualification from a recognised university.

    (ii) Masters degree in ICT related field will be an added advantage.

    (iii) Good knowledge of systems design and development tools such as Visual Basic, C++, Java, Ms-SQL Server, MySQL and statistical packages.

    (iv) Good knowledge of operating systems such as Windows series, Linux and Unix.

    (v) Membership in good standing of a relevant professional body.

    (vi) A minimum of five (5) years relevant experience three (3) of which should be in middle management in ICT in a large organisation and three (3) years relevant experience for serving officers.

    Information Systems Security and Support Manager

    Overall Purpose: The Manager, Information Systems Security and Support will be responsible for liaising with Heads of Divisions and Units to achieve and maintain information and system security.

    Key duties and responsibilities:

    Senior Procurement Officer

    Overall Purpose: The Senior Officer, Procurement will be responsible for ensuring that the procurement process is undertaken within the applicable laws, rules and regulations.

    Key duties and responsibilities:
