    Project Operations Manager

    Duties and Responsibilities of Project Operations Manager

    Specific duties and responsibilities of this assignment include:

    3.1 Provide technical advice on the proposed PIU structure and operational arrangement for effective implementation of KYEOP Component 1. The consultant will work closely with the PIU members to identify the operational arrangements and systems for all processes under KYEOP Component 1 including tracking of beneficiaries.

    3.2 The consultant will be required to: a) develop a clear understanding of all processes and roles of functional units of the PIU, b) assess the existing capacity of the PIU in terms of key skills and competences with respect to assigned roles; and propose actions to fill these gaps.

    3.3 Review and provide technical inputs to TORs for recruiting Officers to NITA-KYEOP PIU.

    3.4 Provide technical advice on the training requirements for the PIU members, including assessment of the existing capacity and development of a capacity building plan PIU.

    The Project Operations Manager will be expected to carry out the following tasks:

    a) Review the structure of NITA-KYEOP PIU and its various functional units,

    b) Review the roles and inter-relation of PIUs functional units,

    c) Provide technical advice and inputs regarding the processes, roles and interrelation between the various PIU functional units,

    d) Provide inputs on the roles and TORs of every functional unit,

    e) Provide technical advice on human, physical and infrastructural requirements of setting up the NITA-KYEOP PIU,

    f) Establish systems to ensure effective and efficient delivery of all operational outputs for component one targets

    g) Prepare the Work Breakdown Structure and design control and reporting systems,

    h) Provide overall operational management for the implementation of the component one initial targets linked to all project areas,

    i) Coordinate the preparation of the annual work program and budget for the program and funding agency and of the quarterly financial monitoring report

    j) Manage and/or supervise project staff, international and local consultants, to ensure effective resource allocation, quality and timeliness of work; and participate actively in periodic evaluations of staff performance

    k) Foster a team environment, mentor staff, and ensure that capacity building is integrated into all project activities

    l) Oversee the timely preparation and submission of accurate and reliable project implementation progress reports, including interim financial statements, to the National Steering Committee, as well as the World Bank

    m) Participate in regular project review meetings

    n) Manage the implementation and maintenance of an adequate control environment to manage the fiduciary risks of the project

    o) Visit project sites regularly to supervise the implementation of the project activities to a) identify where adaptations are required and b) to engage and gain feedback from stakeholders at all levels, including the primary stakeholders (youth)

    p) Ensure that project items are delivered in accordance with the project action plan, outputs/outcomes and budgets,

    q) Ensure regular monitoring of the status of project activities (through the preparation and updating of implementation plans and schedules, operations manuals, disbursement projections, etc.), including preparation and transmission of comprehensive progress reports as required under the conditions of the Loan Agreement, and any other reporting requirements under the project

    r) Prepare and present detailed project progress reports to the Project Coordinator as required.

    Consultant’s Qualifications and Key Skills

    a) Post graduate degree in development studies, management or administration, regional planning, international development or related field;

    b) A minimum of seven years of high level professional experience in program formulation, coordination and/or management in large organizations with multiple partners;

    c) undertaken projects of similar scope in at least one developing country in Africa in the last five years;

    d) experience of working in industry or skills training environment and broad understanding of labour market dynamics in the formal and informal sectors in Kenya will be an added advantage;

    e) Knowledge of Computer Programs and Applications,

    f) Excellent leadership skills including relationship management and written and verbal communications skills,

    g) Ability and willingness to work long hours, take responsibility for delivery and meet tight deadlines.

    Monitoring and Evaluation Officer

    Duties and Responsibilities of M&E Officer

    The Monitoring and Evaluation Officer will have the following duties and responsibilities:

    a) Develop and strengthen monitoring, inspection and evaluation procedures

    b) Monitor all project activities, expenditures and progress towards achieving the project output;

    c) Recommend further improvement of the logical frame work;

    d) Develop monitoring and impact indicator for the project success;

    e) Monitor and evaluate overall progress on achievement of results;

    f) Monitor the sustainability of the project's results;

    g) Provide feedback to the Project Coordinator on project strategies and activities;

    h) Suggest strategies to the Project Management for improving the efficiency and effectiveness of the project by identifying bottlenecks in completing project activities and developing plans to minimize or eliminate such bottlenecks;

    i) Report monthly, quarterly, half-yearly and annual progress on all project activities to the National Project Director/Project Manager;

    j) Conduct capacity assessment on existing monitoring and evaluation system and develop indicators and a monitoring strategy for the project;

    k) Provide inputs, information and statistics for quarterly, annual and other reports to the Project Coordination Unit and the World Bank;

    l) Participate in annual project reviews and planning workshops and assist the Project Coordinator in preparing relevant reports;

    m) Support monitoring and evaluation of the effects and impact of the project;

    n) Assist in coordinating across the available components of the Project to ensure effective implementation of M&E/MIS;

    o) Assist the Project Implementation Unit with M&E tools and support their application; and

    p) Perform other duties as required

    Consultant’s Qualifications and Key Skills

    a) Post graduate degree in business administration or administration, development studies, regional planning, international development or related field;

    b) At least 5 years of experience in the design and implementation of M&E/MIS in development projects of similar scope in at least one developing country in Africa in the last five years;

    c) Experience in designing tools and strategies for data collection, analysis and production of reports;

    d) Proven ICT skills, especially in the development of MIS software using database software;

    e) Expertise in analyzing data using statistical software;

    f) Strong training and facilitation skills;

    g) Excellent leadership skills including relationship management and written and verbal communications skills,

    h) Ability and willingness to work long hours, take responsibility for delivery and meet tight deadlines.

    Training and Internship Officer

    Duties and Responsibilities of Training & Internship Officer

    The Training and Internship Officer will have the following duties and responsibilities:

    a) Spearhead recruitment of youth and employers to participate in provision of training and internship;

    b) Develop standards and materials for implementing the provision training and internships;

    c) Prepare an application form and process for receipt, in conjunction with the M&E Officer, that will provide a sound basis for selection of youth according to the criteria identified within the project;

    d) Evaluate applications received and prepare those meeting the selection criteria for the subsequent audited random selection process;

    e) Notify successful beneficiary youths, and inform them of the next steps vis-a-vis the training placement;

    f) Coordinate assessment of youths during the job specific training and internship including the master craftsmen;

    g) Monitor youth during the internship period and provide support as needed;

    h) Participate in the development of evaluation mechanisms, in conjunction with the M&E Officer, for both youths and employers

    i) Develop a management information system to capture data on the youth undertaking training and internship;

    j) Act as a point of contact for NITA and PCU (MPYG) on all aspects relating to training and internship

    Consultant’s Qualifications and Key Skills

    a) Post graduate degree in education and training or social sciences,

    b) A Bachelor of education degree, engineering, vocational training, social sciences or related field of study,

    c) At least 5 years of experience as training officer in development projects of similar scope in at least one developing country in Africa in the last five years;

    d) Worked in the industry OR skills training environment for a minimum of seven years,

    e) A broad understanding of labour market dynamics in the formal and informal sectors in Kenya.

    f) Experience in designing training tools and strategies for tracking implementation of training and reporting of progress;

    g) Proven ICT skills and use e-learning platforms;

    h) Expertise in analyzing data using statistical software;

    i) Strong training and facilitation skills;

    Curriculum Development and Assessment Officer

    Duties and Responsibilities of Curriculum Development and Assessment Officer

    The Curriculum Development and Assessment Officer will have the following duties and responsibilities:

    a) Identify and develop curriculum preparation tools, including curriculum development guidelines;

    b) Coordinate all curriculum development issues;

    c) Facilitate the development of Training Needs Assessment and subsequent training modules;

    d) Develop and maintain operating procedures for curriculum development;

    e) Prepare curriculum development reports to the Project Management and other stakeholders;

    f) Prepare curriculum section reports to Project Management and other stakeholders;

    g) Identify and develop assessment and certification tools, including assessment guidelines and certification documents for the project;

    h) Provide input to course programs to reflect new/ revised program information;

    i) Collaborate with training providers and master craftsmen to develop and review proposed training and internship plans to determine scope, key milestones and timeframes;

    j) Partner with the curriculum development experts and industry stakeholders to evaluate and update existing course programs;

    k) Oversee the maintenance of proper assessment and certification records of trainees in the formal and informal sectors;

    l) Process and issue pass/completion slips, certificates and other certification documentation to trainees on successful completion of the technical training program as well as internship;

    m) Prepare ToR’s for production of assessment and certification materials;

    n) Accredit assessors to conduct trainee skills assessment;

    o) Facilitate preparation of and validate assessment guidelines;

    p) Coordinate the assessment and certification processes and ensure adherence to assessment rules, regulations and applicable standards; and

    q) Prepare assessment and certification reports to Project Management and other stakeholders.

    Consultant’s Qualifications and Key Skills

    a) Post graduate degree in industrial/organizational psychology, educational psychology, educational measurement, curriculum development or any related field,

    b) Have a minimum of 5 years of previous experience working in the test development industry, preferable with assessment and certification organizations,

    c) Previous experience in direct client interactions,

    d) Previous work experience successfully coordinating client-focused activities for a large number of domestic and international clients,

    e) Skills in item development and item reviewing,

    f) Demonstrated knowledge in test design and basic psychometric theory,

    g) Demonstrated proficiency in Microsoft Office products and database software,

    h) Comprehensive knowledge of current instructional theories and principles applicable in both online and instructor led learning programs,

    i) Strong training and facilitation skills;

    j) Excellent leadership skills including relationship management and written and verbal communications skills,

    County Project Assistant

    Duties and Responsibilities of County Project Assistant

    The County Project Assistant will have the following duties and responsibilities:

    a) Facilitate recruitment, selection, placement and follow up of beneficiary youths;

    b) Spearhead sensitization and recruitment of employers and providing linkage between them and NITA

    c) Monitoring and evaluation of all training and internship project activities in the County;

    d) Planning and coordinating meetings and seminars with various stakeholders; including employers meetings and intern orientation meetings;

    e) Support the Project Coordinator in coordinating provision of training and internship in partnership with staff of other agencies implementing the project;

    f) Liaising with the Sub County Youth Officer (SCYOs) in their respective areas;

    g) Providing administrative support the Project Coordinator with regards to financial management, preparation of annual work plans and reports and payments of stipends;

    h) Data entry and data management;

    i) Ensure continuous input and update of information on the MIS;

    j) Ensuring proper collection and filling for all the project documents and information;

    k) Managing correspondence, office equipment and updating the relevant records;

    l) Attending to walk-in visitors;

    m) Requisitioning, safe custody and managing office supplies and update the relevant registers;

    n) Management of casuals engaged as per the laid down policies

    Consultant’s Qualifications and Key Skills

    a) A minimum of diploma in business management or administration, human resource, education, community development, social work, project planning or any related field,

    b) Have a minimum of 2 years of previous experience working in industry, training institution or a busy public/private organizations,

    c) Previous experience in direct client interactions,

    d) Previous work experience engaging in client-focused activities,

    e) Strong report writing skills,

    f) Demonstrated proficiency in Microsoft Office products and database software,

    g) Strong training and facilitation skills;

    h) Excellent leadership skills including relationship management and written and verbal communications skills,

    Project Assistant Data Analyst

    Duties and Responsibilities of Project Assistant Data Analyst

    The Project Assistant Data Analyst will have the following duties and responsibilities:

    a) Collect, compile, analyze, and report data on all training and internship;

    b) Query data to address specific informational requests;

    c) Create and manage data stores to house extracted data from a variety of sources;

    d) Create user-friendly reports to assist project implementers and stakeholders in data-driven decision making and custom data extractions to meet reporting requirements;

    e) Develop protocols to ensure data accuracy; f) Assist the Project Data Analyst with various data request; and g) Perform related work as required.

    Consultant’s Qualifications and Key Skills

    a) A degree of diploma in computer science, statistics, informatics, project planning and management; development studies or any related field,

    b) Have a minimum of 3 years of previous experience in a busy public/private organizations dealing with data collection and analysis,

    c) Strong knowledge of relational databases theory and design and experience manipulating large relational databases;

    d) Proficient in integrated use of Access, Excel, and Query Analyzer with experience creating T-SQL stored procedures and Access reports,

    e) Experience with SPSS, Pearson Design Expert and related software is recommended,

    f) Strong report writing skills,

    g) Excellent leadership skills including relationship management and written and verbal communications skills,

    h) Ability to work independently for long hours with knowledge on practices as applied to data extraction, manipulation, analysis, and reporting preferred.
