    Administration Assistant

    Location: Changamwe Sub-County

    Length of contract: 07 months fixed term contract with possibility of extension based on performance (includes 3 month probationary period)

    Main Tasks include, but not limited to:

    • Execute administrative and legal related tasks, under supervision of the Administrator Manager, checking payroll calculations and updating personal files in order to ensure accuracy and compliance.
    • Implement cash management procedures in order to ensure the highest control and security, and ensure cash availability.
    • Prepare employment contracts in conformity with legal requirements including specific amendments when necessary in order to ensure local labour and fiscal law compliance.
    • Enter data into the HR database and personal files and keep them up-to-date in order to facilitate HR processes management.
    • Draw up monthly pay slips for all staff, editing and updating the necessary data, in order to ensure the punctuality and accuracy of staff payroll.
    • Assist the administration manager in the prevision of monthly treasury and planning in order to ensure the coverage of daily needs, advances on salaries, payroll, etc.
    • Process the payment to suppliers and keep strict on all documentation involved, informing the administration manager of any sort of disparity.
    • Carry out all accounting tasks and activities in order to ensure strict control of all expenditures and the reliability of statements and documentation.
    • Make all administrative information available to the staff (posting, meetings, etc.)
    • Classify and prepare all accounting pieces as requested by the Administration Manager.

    Requirements

    Education: Desirable finance, business or administration related diploma

    Experience

    • Essential previous working experience of at least two years in relevant jobs.
    • Desirable experience in MSF or other NGOs in developing countries.

    Languages: English Essential, local language desirable.

    Knowledge: Desirable computer literacy

    WASH Manager

    Location: Changamwe Sub-County

    Length of contract: 07 months fixed term contract with possibility of extension based on performance (includes 3 month probationary period)

    Main Tasks include, but not limited to:

    • Recommend in collaboration with the Coordination Team (Medical Coordinator and Logistics Coordinator), and the Field Coordinators the WHS strategies and activities for the country and/or mission, ensuring formal requirements compliance, in order to prioritize objectives and plan activities accordingly.
    • Conduct assessment in collaboration with medical teams, identifying WHS needs and appropriate responses.
    • Participated in elaborating of WHS emergency strategies and response plans including resources in collaboration with the medical and logistical teams.
    • Contributes to the development of project proposals and/or work plans, when WHS is integrated in medical interventions.
    • Develop community participation strategies related to improvement of WHS practices, engaging local authorities or other Non- governmental players, in order to improve the standard of living conditions and to enhance the humanitarian and environmental scope of the projects
    • Plan and organize, in collaboration with the Logistics Coordinator, the purchasing of required materials and equipment, in order to ensure appropriate technical specifications, stock management and timely deliveries.
    • Coordinate, in collaboration with the Medical, Logistical and the Financial Coordinators, the implementation of WHS reporting systems, project standards and indicators (both qualitative and financial) in order to ensure the expected quality, terms and costs and to early detect/report potential deviations and propose solutions, in collaboration with the Medical, Logistical and the Financial Coordinators,.
    • Supervise and advice the execution of the WHS activities in order to ensure quality indicators, time schedule and budget, prevent deviations and propose immediate technical adjustments when necessary in close coordination with the Field Teams,.
    • Plan, coach and supervise, in close coordination with the HR department the associated processes (recruitment, training, evaluation, development and communication) in order to ensure both the number and the skill of the team is appropriate.
    • Writes monthly WHS reports, and collaborates with other members for quarterly, donor or local authorities reports.
    • In collaboration with the Medical and Logistical Team, contribute to the annual WHS planning and report its activities in order to transparently inform the donor communities and authorities.

    Requirements

    Education: Academic background in engineering or an equivalent relevant training

    Experience: Previous experience as a Watsan is required, preferably in low income countries. (MSF experience will be an advantage)

    Languages: English Essential, local language desirable.

    Project Finance / Human Resource Manager

    Location: Changamwe Sub-County

    Length of contract: 07 months fixed term contract with possibility of extension based on performance (includes 3 month probationary period)

    Main Tasks include, but not limited to:

    • Recruit the administrative team and coach the new staff
    • Advise Project Coordinator on set up (org chart) and together with the HR Coordinator, update the project’s organizational chart and job descriptions.
    • In close coordination with the Project Coordinator and the HR Coordinator, calculate the HR operational needs and the associated budget in order to efficiently ensure the required sizing and capabilities of the project and monitor budget follow up.
    • Ensure hiring, carry out amendments and contract formalities for employees at project level, according to labour local laws, archiving and updating individual employee files, informing them on their rights and preparing all mandatory tax declarations, in order to ensure legal compliance.
    • Assist the Project Coordinator, and/or team leaders and supervisors to draw up annual leave planning and forecast HR needs to ensure HR availability for the project activities.
    • Supervise and perform payroll procedures.
    • Support, in close coordination with the HR Coordinator, the project line managers in detecting training needs, in properly evaluating people performance and in potential identification, in order to improve people capabilities, and their end results contribution to mission goals.
    • Plan and supervise, in close coordination with the Human Resource Coordinator (HRco), the associated processes (recruitment, training/induction, evaluation, potential detection, development and communication) of the staff under his/her responsibility in order to ensure both the sizing and the amount of knowledge required
    • Together with the Project Coordinator, support the line managers in implementing the internal communication policies in order to boost staff active participation and MSF commitment.
    • In close collaboration with the Project Coordinator and HRco, applies the administrative procedures part of any Memorandum of Understanding (MoU) in force between local partners (eg. Ministry of Health, etc.) and MSF.
    • Ensure a good networking within the community, beneficiaries, MoH and other partners

    Requirements

    Education: Desirable, degree in finance, management (business, HR) or administration.

    Experience:

    • Essential, working experience of at least two years in relevant and similar jobs.
    • Desirable working experience with MSF or other NGOs, in developing countries

    Languages: English Essential, local language desirable.

    Logistics Manager

    Location: Changamwe Sub-County

    Length of contract: 07 months fixed term contract with possibility of extension based on     performance (includes 3 month probationary period)

    Main Tasks include, but not limited to:

    • Assist the Project Coordinator in the definition and follow-up of logistics activities in the project, in conjunction with other medical project managers in order to identify and give a response to the needs of the targeted population in terms of construction, transport, communication, food, shelter, water and sanitation, and essential non-food items. Additionally, provide response to maintenance and supply needs for the medical facilities (temporary shelter, lighting, heating, material and consumable items) and for MSF accommodation and field offices:
    • Monitor on a day-to-day basis the implementation of logistics/technical activities in the project (construction, stock and supply of medical and non-medical material, transport, communications, water and sanitation, vehicles and engines, equipment/installation and infrastructures, communications, etc.) ensuring compliance of MSF standards, protocols and procedures, and reporting to the Project Coordinator on the development of the ongoing programmes:
    • Participate in the planning together with the Logistics Coordinator, the Project Coordinator and the HR Coordinator, and implement HR associated processes (recruitment, training, briefing/debriefing, evaluation, detection of potential, development and communication) of the logistics staff in the project in order to ensure both the sizing and the amount of knowledge required to correctly perform all logistics activities.
    • Ensure technical reference for all logistics/technical issues in the project and provide coaching to logistics staff under his/her responsibility.
    • Ensure installation and maintenance of functional office space(s) and lodging facilities for international staff in adequate living conditions
    • Define and monitor technical aspects of the project risk reduction policy, transport, communication, protection, identification and preparation of the technical aspects of the project security policy and guidelines, evacuation plan and contingency plan, performing day-to day monitoring of the application of security rules and reporting to the Project Coordinator any problem that may arise..
    • Participates in monthly reports according to guidelines.

    Requirements

    Education: Essential secondary education and technical diploma or technical university degree, preferably as an engineer.

    Experience

    • Essential at least two years of working experience in logistics related activities.
    • Desirable previous experience with MSF or other NGOs, and working experience in developing countries

    Languages: English Essential, local language desirable.

    Health Promotion Manager

    Length of contract: 07 months fixed term contract with possibility of extension based on performance (includes 3 month probationary period)

    Main Tasks include, but not limited to:

    • Analysis of the context (local culture, traditions, habits, health perception) to adapt health activities and support the social mapping (villages, populations, actors) ;
    • Define and update the Health Promotion (HP) strategy and related activities through annual project and budget plan (objectives, target population, campaigns, messages, activities, specific actions, etc.)
    • Identify indicators in order to monitor HP activities results, achievement and use the concrete tools to measure and follow up those activities;
    • Supervise the HP team and their activities, in and outside health facilities, reporting difficulties and progress as well as adapting format and content when necessary ;
    • Assess, develop and adapt HP materials according to the needs of the project. Ensure content and format have been pre-tested with target groups in order to ensure the adequacy, relevance, full understanding of the messages;
    • Liaise with other relevant actors (National and International NGO’s , authorities) also involved in prevention activities, analysing interventions and building cooperative relationships and advocacy, in order to enhance the influence of the campaigns and messages and to improve awareness among the targeted population;
    • Plan and supervise the HR associated processes (recruitment, training, evaluation, development and internal communication) of the IEC / HP staff of the project. This will be done in close coordination with the HR department, the administration manager and project coordinator and according to MSF vision, values and procedures;
    • Ensure regular collaboration and coordination with the MSF medical team, to guarantee that the HP is part of medical activities and contribute to the medical objectives of the project.
    • For OCG Knows protocol(s) for Sexually Gender Based Violence (SGBV) and ensure its application. Identifies possible victims of SGBV and refers them to the medical team for treatment according to protocol(s).
    • Ensures that HP participates in counselling services when needed, specially including Prevention Parent to Child Transmission (PPTCT) and Voluntary Counselling and Testing (VCT).
    • Lead focus-group discussions with target groups in order to ensure the adequacy, relevance, broadcasting and full awareness of the messages ensuring they are worded in a pedagogic manner.
    • Participates in the monthly reports according to guidelines such as statistical reports.

    Requirements

    Education: Essential, university degree in social sciences, social communication, health promotion or related studies.

    Experience

    • Work experience in related jobs (Health promotion, Project coordination, Social research or qualitative research)
    • Experience in MSF will be an advantage

    Languages: English Essential, local language desirable.

    Knowledge: Desirable computer literacy
