The Danish Refugee Council (DRC) is a humanitarian, non-governmental, non-profit organisation founded in 1956 that works in more than 30 countries throughout the world.
POSITION’S OVERALL OBJECTIVE
The Regional Technical Manager (RTM) / Global Conflict Analysis Advisor (GCAA) is a dual role split between the East Africa region and Global. It is a senior representational and technical role with DDG in East Africa which also leads DRC/DDG’s efforts to strengthen its capacity for conflict analysis and conflict sensitive programming globally.
The RTM has a dual reporting line to the DRC Regional Director in East Africa and the Head of DDG in line with the revised new directive. The RTM will ensure that all DDG programmes in East Africa are implemented within the framework of DDG’s objectives and strategies. S/he will network, build and maintain internal and external relationships and ensure that DDG strengthens its relations with donors and other international, regional and national stakeholders in East Africa. S/he will work closely with DRC senior regional management and technical staff to identify and exploit opportunities for joint programming leveraging potential synergies between DRC’s and DDG’s programme portfolios.
The GCAA reports to the Head of DDG and leads DRC/DDG’s efforts to strengthen its organisational capacity to systematically conduct and make use of conflict analysis to inform programming and advocacy. This will be done by supporting DRC/DDG’s programmes to identify conflict analysis needs, develop appropriate conflict analysis tools and guidelines, develop training materials for DRC staff, support country programmes to plan and manage the implementation of conflict analyses and to make use of conflict analysis for programme strategy development, project design, advocacy and fundraising. Initial geographical focus will be in the East Africa region where experience has been generated in recent years and where several conflict analyses activities are ongoing, as well as MENA, which has the most pressing need for conflict analysis and conflict sensitivity mainstreaming support. The intension is that the GCAA support services will gradually be offered to increasing number of programmes in DRC/DDG globally.
RESPONSIBILITIES AND TASKS
The RTM is responsible for ensuring high quality programming and technical representation of DDG’s work in East Africa (especially Somalia and Kenya). S/he will supervise a team of technical advisors on Armed Violence Reduction and Mine Action and ensure high quality technical guidance to programmes in the region. S/he will work closely with DRC/DDG Country Directors and DDG Programme Managers on strategy and programme development, external representation and fundraising.
The GCAA is responsible for leading the development of DRC’s approach to carrying out conflict analysis and supporting DRC programmes to carry out conflict analysis and making use of them for programme and project design and advocacy. The GCAA reports to the Head of DDG and works in close co-ordination with the DRC/DDG Global Specialist Lead for Armed Violence Reduction and platform coordinators for the Emergency, Solutions and Root Causes Platforms on issues related to conflict analysis.

The RTM maintains extensive contacts with relevant research and government representatives, as well as the representatives of UK, EU, US, Sweden, and other relevant donors and partners in Nairobi and elsewhere in the region.

CONDITIONS
Availability: 1 July 2017
Duty station: Nairobi, Kenya, with frequent travel within the region
Duration: One year contract with possibility of extension, subject to funding and performance.
Reporting: Head of DDG and DRC Regional Director, East Africa and Yemen
Contract: 1year contract dependent on both funding and performance. Salary and conditions in accordance with the Danish Refugee Council’s Terms of Employment for Global Expatriates (available at www.drc.dk under Vacancies). This position is graded as A3 for qualified National staff the terms of employment will be in accordance with DRC terms for National staff
