Consultancy: Develop Procedures Manual on Financial Management of County Health Facilities at Palladium International

Primary Duties And Responsibilities
PROPEL Health Kenya is seeking to recruit a consultant to support the development of the model procedures manual for count health departments. To facilitate effective support to the areas identified in the previous section, PROPEL Health requires a consultant who will support in the following areas:

• Develop a model financial procedure manual.
• Develop training tools based on the model procedures manual.
• Participate in validation meetings convened by COG and PROPEL Health in select counties.
• Guide counties on process of adopting/adapting the model procedures manual.

The consultant will work closely with the PROPEL Health Kenya team and will extensively consult with the relevant directorates and departments of the MOH, the COG/counties and any other key actor in PFM/UHC/PHC financing field who will be identified in the inception phase of this consultancy.

Required Qualifications

• Bachelor’s degree in finance, economics, public policy, or related field. Masters degree will be an added advantage.
• Certified Public Accountant (CPA-K)
• At least 10 years’ demonstrated experience in public finance
• Demonstrated expert knowledge of Kenya’s Public Financial Management architecture and legal framework.
• Previous experience developing similar finance/procurement procedures manuals
• Understanding the Kenyan Health Sector is an added advantage.
