  • The Youth Enterprise Development Fund is a state corporation under the Ministry of Public Service, Gender and Youth Affairs. It was gazetted on 8th December 2006 and then transformed into a State Corporation on 11th May 2007. The Fund is one of the flagship projects of Vision 2030, under the social pillar. Its strategic focus is on enterprise development as a key strategy that will increase economic opportunities for, and participation by Kenyan Youth in nation building. The Fund seeks to create employment opportunities for young people through entrepreneurship and encouraging them to be job creators and not job seekers. It does this by providing easy and affordable financial and business development support services to youth who are keen on starting or expanding businesses.

     

    Corporate Services Director

     

    YEDF GRADE 2- THREE YEAR RENEWABLE CONTRACT. REF: YEDF/DCS/03

    The Director, Corporate Services, will be responsible to the CEO for providing strategic leadership and direction in the provision of the Corporate Services. An officer at this level will be responsible for coordination and management of all activities in the Department.

    Duties for the Corporate Services Director Job

    Specific duties and responsibilities will entail:-

    • overseeing formulation, development, interpretation and review of Finance, Accounts, Human Resource Management, Administration, Research, Planning, M&E, Public Communication, ICT policies, procedures, strategies, programmes, guidelines and standards;
    • providing strategic leadership and direction in the performance of the Finance, Accounts, Human Resource Management, Administration, Research, Planning, M&E, Public Communication, ICT functions;
    • analyzing the Fund Finance, Accounts, Human Resource Management, Administration, Research, Planning, M&E, Public Communication, ICT structures and systems and recommending areas of improvement;
    • initiating development of performance management and improvement strategies;
    • overseeing administration and implementation of the Fund’s staff welfare programmes;
    • overseeing preparation and implementation of the Fund’s personnel emoluments budgets;
    • establishing and managing the Fund’s registries and ensuring safe custody of all records;
    • ensuring functional compliance to statutory regulations;
    • coordinating office accommodation for YEDF’s staff;
    • establishing and managing human resource information management systems;
    • overseeing maintenance of up-to-date inventory of YEDF’s stores and assets;
    • coordinating Gender and Disability mainstreaming;
    • coordinating preparation of reports and responses to parliamentary questions;
    • planning and budgeting for the activities and programmes of the department; and
    • building capacity and managing performance of staff in the Department.

    Corporate Services Director Job Specifications

    For appointment to this grade, an officer must have:

    • Served in a relevant field in the Private or Public Sector for a cumulative period of six (6) years, three (3) of which must have been in a Senior Management position;
    • Bachelors degree in any of the following disciplines:- Human Resource Management, Public Administration, Commerce (Accounting/Finance Option), Finance, Economics, Business Management/Administration, Public Administration or equivalent qualification from a recognized institution;
    • Post Graduate qualifications in a Business related field from a recognized institution;
    • A qualification in Strategic Leadership Course will be an added advantage;
    • Membership to a relevant professional body;
    • Met the requirements of Chapter six (6) of the Constitution;
    • Computer proficiency; and
    • Demonstrated managerial, administrative and professional competence in work performance and results.

    Product Development Director

     

    YEDF GRADE 2- THREE YEAR RENEWABLE CONTRACT. REF: YEDF/DLPD/02

    The Director, Lending and Product Development will be responsible to the CEO for providing strategic leadership and direction in the implementation of the, Lending and Product Development Function. An officer at this level will be responsible for coordination and management of all activities in the Department.

    Lending and Product Development Director Job Specifications

    For appointment to this grade, an officer must have:

    • Served in a relevant field in a financial institution in the Private or Public Sector for a cumulative period of six (6) years, three (3) of which must have been in a Senior Management position;
    • Bachelor’s degree in any of the following disciplines:- Business Administration/Management, Banking, Actuarial Science, Finance, Commerce or equivalent qualification from a recognized institution;
    • Post Graduate qualifications in a Business related field from a recognized institution;
    • Qualification in Strategic Leadership Course will be an added advantage;
    • Membership to a relevant professional body;
    • Met the requirements of Chapter six (6) of the Constitution;
    • Computer proficiency;
    • Demonstrated managerial and administrative capability plus professional competence in work performance and results; and
    • Exhibited a thorough understanding of national goals, policies, objectives and ability to relate them to Lending and Product Development function.

    Business Development Director

    The Youth Enterprise Development Fund is a state corporation with the overall mandate of economic empowerment of the Kenyan Youth. The Fund now seeks invites applications from dynamic, innovative and experienced individuals to fill the fill the following vacant positions:

    The Director, Business Development will be responsible to the CEO for providing strategic leadership and direction in the implementation of the Business Development Function. An officer at this level will be responsible for coordination and management of all activities in the Department.

    Business Development Director Job Specifications

    For appointment to this grade, an officer must have:

    • Served in a relevant field in the Private or Public Sector for a cumulative period of six (6) years, three (3) of which must have been in a senior Management position;
    • Bachelors degree in any of the following disciplines:- Business Administration/Management, Finance,

    Corporation Secretary Government

     

    YEDF GRADE 2- THREE YEAR RENEWABLE CONTRACT. REF: YEDF/CS/04

     

    The Corporation Secretary will head the Legal Services Function. The officer at this level and will be responsible to the CEO for the management and coordination of the Legal function.

    Duties for the Corporation Secretary Job

    • providing guidance to the Board on their duties and responsibilities and on matters of corporate governance;
    • assisting the Board in carrying out: Board induction and training, updating the Board and Committee charters,
    • preparing Board work plans, Board evaluation, governance audit, and implementation of the code of conduct and ethics;
    • ensuring timely preparation and circulation of Board and Committee papers and minutes;
    • being the custodian of the seal of the organization and account to the Board for its use;
    • maintaining and updating the register of conflicts of interest;
    • ensuring Board members are aware of all relevant laws affecting the organization;
    • ensuring legal compliance to legislative provisions and regulations;
    • developing legal strategies aimed at forestalling disputes, controversies and litigation;
    • conducting legal research;
    • representing the Fund in litigation and various legal matters;
    • liaising with external lawyers on court matters;
    • drafting legal documents, leases and contracts;
    • liaising with the Department of Justice on behalf of YEDF;
    • preparing case files for hearing;
    • facilitating effective communication between the organization and the shareholders;
    • ensuring annual returns are promptly filed with the relevant authorities;
    • establishing and maintaining legal registry; and
    • planning and budgeting for the Legal Unit.

    Corporation Secretary Job Specifications

    For appointment to this grade, an officer must have:

    • Served in a relevant field in the Private or Public Sector for a cumulative period of six (6) years, post admission;
      Bachelor of Laws degree from a recognized institution;
    • A qualification in Strategic Leadership Course will be an added advantage;
    • Part III of the Certified Public Secretaries of Kenya (CPS, K);
    • Post graduate diploma in Law from the Kenya School of Law;
    • Admission as an Advocate of the High Court of Kenya;
    • A valid practicing certificate;
    • Membership to a professional body;-ICPK;
    • Qualification in Strategic Leadership Course will be an added advantage;
    • Met the requirements of Chapter six (6) of the Constitution;
    • Computer proficiency; and
    • Demonstrated professional competence and administrative capability required at this level.
