    Senior ICT Officer

    Job Ref. No: KFC/SICT/2018

    Kenya Film Commission seeks to recruit a dynamic, visionary and innovative person to fill the position of the Senior ICT Officer

    To oversee and provide strategic leadership in the ICT function and ensure adequate systems that facilitate timely provision of information needed for effective operations of the Kenya Film Commission.

    Duties and responsibilities:

    • Ensure the effective functioning (installation, operation and maintenance) of all software packages in use (commercial, corporate or internally developed).
    • Maintain the Commissions web presence by posting new content in a timely manner and archiving outdated content.
    • Conducts server operating system performance analysis, evaluates levels of systems operations and devises measures to improve overall performance.
    • Track and analyze web traffic statistics for periodic reporting and review of content effectiveness.
    • Provide user level training on daily applications used, including, but not limited to: MS Office 2007/2010 and other basic computer related skills.
    • Administer Microsoft Windows Active Directory on Windows 2003/12 R2 Platform.
    • Support and administer Microsoft Dynamics ERP 2009.
    • Troubleshoot all hardware and software related problems.
    • Maintain an Inventory of all IT resources.
    • Create a routine computer maintenance schedule for updating device drivers, hard disk drives defragmentation and disk clean up.
    • Assist with end user system updates and monitoring. Including: Patch management, spyware removal and testing, virus checking, ensuring backup of data files, etc.
    • Perform any other duties as may be assigned by the supervisor.

    Experience and Minimum Qualifications:

    • Holder of a Bachelor’s degree in Information Technology/Computer Science/ Management information systems
    • Masters in relevant field is an added advantage
    • 6 years working experience in a busy IT environment
    • Post-Graduate Diploma in IT related field
    • Possession of relevant postgraduate degree
    • Microsoft Certification
    • MCITP certification is an added advantage

    Other Competencies/Abilities/Skills Required

    • Experience in working with relational databases such as MySQL or SQL.
    • Proficiency with content management systems such as Joomla or Drupal.
    • Discretion when dealing with confidential information.
    • Proficiency in HTML, ASP, .NET, CSS, PHP, JavaScript, XML and other web technologies and standards.
    • Design experience using tools such as Adobe Creative Suite.
    • Database creation and database Internet Web integration.
    • Experience in Active Directory.
    • Strong interpersonal skills.
    • Be result driven and a team player.
    • Able to work independently and effectively under pressure and within tight deadlines.
    • Must be flexible and able to work long and odd hours.

    Human Resource and Administration Manager

    Job Ref No: KFC/HRAM/2018

    Kenya Film Commission seeks to recruit a dynamic, visionary and innovative person to fill the position of Human Resource and Administration Manager.

    Responsible for the management of Human Resources Function; including formulation, periodic review and implementation of HR policies, compensation and benefits administration, staff training and development; employee relations and performance management.

    Formulation and implementation of Human Resources & Administration strategies and policies for optimum development and utilization of KFC resources.

    Reporting: The job holder reports to the Chief Executive Officer.

    Duties And Responsibilities:

    Human Resource Functions

    • Ensure that all employment practices, compensation, employee benefits, and human resources programs are within established standards, procedures, guidelines, and policies of KFC and local labour laws.
    • Maintain contact with the labour industry, other organizations and government departments to keep abreast and updated on developments that are relevant to the human resources process in KFC.
    • Facilitate periodic review and update of Human Resources policies and procedures in line with changes in the regulatory and labour environment.
    • Coordinate the performance management process to ensure that it is effective and that it is linked to the staff development programmes.
    • Coordinate staff training and development programmes. This includes training needs analysis, evaluation of training, feedback to management, and coordination of special programmes.
    • Coordinates the human resources planning process including staff recruitment and selection process for the organization.
    • Manages the process of staff appointments, which includes issuance, renewal and termination of contracts.
    • Ensures that the organization maintains a compensation and benefits package that is internally equitable and externally competitive within its ability to pay.
    • Ensures provision of administrative support, which includes maintenance of personnel records, payroll administration, processing of staff benefits and management of retirement benefits scheme.
    • Ensures that KFC maintains good employee and industrial relations through well managed staff welfare schemes, a healthy and safe working environment, effective management of disciplinary and grievance issues, and effective communication processes.
    • Coordinates employee related legal issues and advise management on appropriate course of action.
    • Coordinates work related counseling and stress management services for staff.
    • Participate in the development and implementation of the Commission’s strategic plan and ensure effective contribution of the Human Resource function towards achievement of the plans.
    • Preparation and control of Human Resource budgets.
    • Act as a change management catalyst within the Commission; include career development, and succession management.
    • Formulation and implementation of annual work plan.
    • Perform any other duties as may be assigned by the CEO from time to time.

    Administration and Risk Management

    • Ensures adequate insurance cover for staff, premises, property and equipment of the organization are in place.
    • Facilitates the management of the premises and staff security including the design, implementation and periodic review of security systems.
    • Ensures that adequate fire equipment and appliances are in place for all the organization’s facilities.
    • Supervise the maintenance of KFC premises, furniture and equipment to ensure that they are in good working good condition.
    • Provide the Management and the Board with necessary information and advice on asset maintenance.

    Job Requirements:

    • Master’s degree in Business Administration (Human Resource Management or Strategic Management or Organizational Development.
    • Bachelor’s degree in Social Sciences or Human Resource Management or Business Administration (Human Resource Management option) from a university recognized in Kenya.
    • Development.
    • At least eight (8) years professional experience in Human Resource Management and Senior level management;
    • Meet the requirements of Chapter Six of the Constitution;

    Professional Training / Qualifications:

    • Post-graduate Diploma in Human Resource Management, Organizational Development, Leadership or any related field
    • Be a registered Member of a reputable Professional Body such as Institute of Human Resources Management (IHRM) and must be in good standing.
    • Proficiency in Human Resource Management Information System (HRMIS)

    Human Resource Officer-I

    Reporting to the Human Resource Manager, the incumbent will facilitate staff development process including coordination of training programme and assist in the implementation of HR functions.

    Duties and Responsibilities:

    • Assist in planning, coordinating and monitoring capacity building initiatives for the organization.
    • Facilitate and conduct training programmes, and seminars aimed at staff development and capacity building
    • Monitor the effectiveness and impact of the performance management programme.

    • Facilitate coordination of personnel issues such as leave schedules, and keeping records of the same; coordinate staff welfare activities
    • Perform any other duties as may be assigned by the supervisor from time to time.

    Required Qualifications:

    • Degree in business administration/social sciences/any relevant field;
    • Higher Diploma in Human Resources, or related field will be an added advantage;
    • Public sector experience is an added advantage;
    • Excellent oral and written communication skills;
    • Excellent computer skills;
    • Flexibility and ability to multi-task;
    • Be a registered Member of a reputable Professional Body such as Institute of Human Resources Management (IHRM).
    • Proficiency in Human Resource Management Information System (HRMIS)
    • At least three (3) years’ experience in a similar role.

    Internal Audit Manager

    Job Ref: KFC/IAM/2018

    Reporting to the Board of Directors (Chief Executive Officer), the job holder will coordinate the reviewing of internal control systems and carries out investigations to ensure that the assets of the organization are safeguarded against misuse, fraud and loss; that operations are carried out in an efficient and effective manner in adherence to internal controls and governance processes and policies.

    Duties and Responsibilities:

    • Developing and managing an integrated internal audit function covering all the areas of the operations.
    • Reviewing and appraising the soundness and efficiency of all systems of controls including financial, operational and internal control systems and procedures.
    • Preparing the annual audit programme and ensuring that it is effectively carried out.
    • Periodically reviewing the suitability, reliability and use of management information produced within the organization.
    • Evaluating business risks and systems of controls in order to provide value added recommendations.
    • Analysing outcomes of audit activities, providing timely reports and following through to ensure that recommendations are considered and implemented.
    • Providing leadership in the co-ordination of external audits and ensuring that issues raised by the auditors are addressed.
    • Carrying out special audits and investigations (ad-hoc) as may be required from time to time and submitting reports of findings to the Board.
    • Monitoring the efficiency of the operations of the organization;
    • Identifying areas that offer opportunities for improvement and making appropriate recommendations.
    • Performing any other duties as may be assigned by the Board and or management from time to time.

    Required Qualifications:

    • Bachelor’s degree in Commerce/Accounting/Finance/Business Administration or related field
    • MBA is an added advantage
    • Professional accounting qualifications CPA (K) or ACCA
    • Should be a member of a recognised professional body such as Institute of Certified Public Accountants (ICPAK)
    • Excellent communications skills (both verbal and written).
    • Strong leadership and interpersonal skills.
    • Able to work without supervision.
    • Proven Analytical skills, skills in accounting and auditing.
    • Proficiency in computerised accounting packages (accounting software).
    • At least 6 years relevant experience in a similar position; three (3) years progressive experience in a professional audit firm will be an added advantage.
