    Associate Software Programmer

    Project Overview and Role

    The Associate System Programmer will work closely with the other team members and is a dedicated resource for designing, developing, and maintaining EMR/EHR and a suite of other software applications. The candidate will serve as a key software development team member who can translate business requirements into a final, robust, scalable, and secure software product.

    Responsibilities

    • Enhance existing EMR/EHR by analyzing business requirements, preparing an action plan and identifying areas for modification and improvement
    • Develop other software applications as requested
    • Learn and develop skills to keep abreast with new technologies
    • Engaging users and the technology team in order to prioritize system feature requests
    • Contributes to team effort by accomplishing related results as needed.

    Job Requirements

    • Bachelor’s degree in computer science or a closely related field
    • At least two (2) years of system programming experience with responsibilities that includes software development, database development, system integration, data migration, and system performance optimization.
    • Experience in software development to include web applications, client-facing user interfaces, system integration and interoperability.
    • Working experience with either ASP.NET and/or Java.
    • Experience in mobile programming (android) is definite advantage
    • Excellent understanding of modern database design and development (MS-SQL, MySQL, Postgres).
    • Understands unit testing, APIs, JSON, jQuery, serialization, object-oriented programming, data exchange, source control
    • Ability to investigate and develop skills in new technologies
    • Strong organizational and interpersonal skills.

    Deputy Chief of Party

    Project Overview and Role

    Purpose of Position

    The DCOP will work closely with the Chief of Party to manage the day-to-day operations of the project.

    Responsibilities

    • Support the Chief of Party in the successful management of all administrative and technical programmatic functions and activities in line with the project’s Scope of Work and approved annual work plans.
    • In the absence of the Chief of Party, serve as the project representative, liaising directly with USAID, country and regional governing bodies, Palladium Home Office, local implementing partners and the local private sector.
    • Provide technical and managerial leadership and, in collaboration with the COP, build partnerships with key stakeholders.
    • Support the adaptive management approach, and work with staff, home office and USAID to adjust programmatic approach, staffing and resources if required based on continuous monitoring of the program course.
    • Support the annual work plan process and completion of high-quality deliverables.
    • Conduct communications and media relations in close coordination with USAID as required.
    • This position may require technical leadership in agriculture/livestock, value chain development, market linkages, agriculture/rural finance, business enabling environments for agriculture/livestock, cross border trade, or resilience.

    Job Requirements

    • Master’s Degree in a relevant subject (MBA, MA in Business, Economics, International Development, etc.) or a BA and 10+ years of relevant experience.
    • Five years of senior management experience, including managing large budgets and teams of professionals in a developing country and oversight of financial management and procurement functions.
    • Experience designing and implementing strategies for agricultural value chains, agribusiness, agricultural trade, trade policy, and resilience.
    • Experience preparing reports for USAID or other donor-funded programs.
    • Excellent interpersonal and leadership skills.
    • Proven experience developing and finalizing high quality deliverables.
    • Excellent verbal and written communication skills.
    • Fluency in English; knowledge of a local East African language highly desirable.
    • Experience across East Africa strongly preferred. Preference will be given to local East Africa country candidates.

    Senior Technical Advisor

    Project Overview and Role

    Palladium seeks a Senior Technical Advisor of resilience for the anticipated USAID “Strengthening Agriculture and Regional Resilience (STARR)” activity that spans across all East African Community (EAC) countries (Burundi, Kenya, Rwanda, South Sudan, Tanzania, and Uganda), and additional countries in East Africa (Zambia, Somalia, Sudan, Djibouti and Ethiopia). The STARR activity will promote increased agricultural production, investment, trade and resilience to shocks and stresses in the East Africa region by addressing agricultural issues that can mainly be solved on a regional basis. STARR’s interventions will be directed through four interrelated project component areas: 1) strengthening cross-border agriculture trade and value chains, 2) improved regional agricultural inputs, 3) strengthening resilience, and 4) strengthening the regional policy environment.

    Purpose of Position

    The Component 3 Lead will lead implementation of all activities aimed at achieving all the cross-cutting Component 3 goals including improved ability of people, households, communities, countries, and systems to mitigate, adapt to and recover from shocks and stresses in a manner than reduces vulnerability and facilitates inclusive growth.
    Duration: 4-5 years

    Responsibilities

    • Provide technical and managerial support to develop and implement innovative strategies to improve regional resilience, including crop and livestock storage systems, drought resistant cropping and livestock systems, and use of weather response and adapting technologies.
    • As this component is cross-cutting, ensure resilience efforts are closely linked and integrated across all other components.
    • Liaise with regional private and public stakeholders to ensure cohesive approach and implementation of resilience activities. These activities include trade enhancing systems such as efficient storage, transportation, and flows of crops and livestock across borders during emergencies.
    • Build capacity of regional institutions, private sector associations, regulatory officials, and cross border coordination bodies to prepare for and respond to key constraints during shocks.
    • Strengthen existing informal and/or formal regional level safety net programs.
    • Other duties as assigned.

    Job Requirements

    • Advanced degree in agriculture, animal husbandry, environmental science, economics, international development or other closely related field.
    • At least 5 years of relevant or associated experience in resilience-related areas of food security, trade policy, disaster risk management and mitigation, or climate-smart agriculture.
    • Prior experience working directly with agricultural/pastoral communities to improve their ability to adapt to shocks required.
    • Fluency in English and a local East African language required.
    • Experience across East Africa strongly preferred. Preference will be given to local East Africa country candidates.
    • Previous experience working on donor-funded international development projects a plus.

    Mobile Applications Developer

    Project Overview and Role

    Working on the One-Key team, and under the general direction of and reporting to the Manager for New Product Development – Software, the primary responsibility is for delivering all aspects of the software development lifecycle to include analysis, designing, coding, testing, troubleshooting and supporting mobile software to meet or exceed specified standards and end-user requirements.

    Responsibilities

    • Coding and testing computer applications according to instructions and specifications
    • Assist with health information analysis and documentation upon request
    • Assist with interfacing and integration of assigned system with other systems
    • Develop software that communicates with back-end server / cloud services
    • Support and improve mobile applications and show a high level of ownership.
    • Participate in daily team standups, review, planning and retrospective meetings.
    • Collaborate with other members of One-Key on the best practices around software development.
    • Assist with research on various technologies and other relevant topics
    • Mentors other programming personnel on the team.
    • Responsible for maintaining and reporting on status of assigned tasks.
    • Any other duties as may be assigned by the supervisor

    Job Requirements

    • Bachelor’s Degree in Computer Science or its equivalent from a recognized institution, programming language
    • Over 5 years Software development in java with at least a working system
    • Over 3 years Software development in android with at least a working application in play store.
    • Experience with Android Architecture Components is a plus
    • Knowledge of database systems including MySQL, MSSQL, SQLite
    • 3+ required years of Android mobile application development experience in a professional environment (on multiple Android devices and OS versions)
    • Must have experience working with agile methodology such as Scrum or Kanban
    • Must have experience with REST APIs and HTTP services frameworks, e.g. Retrofit
    • Experience with Kotlin a plus
    • Experience unit testing a plus
    • Experience using design patterns, especially MVVM a plus
    • Requires strong written, verbal, analytical and interpersonal skills
