    Data Clerks

    Reporting to: Program Manager

    Through support from USAID, AIDSFree will provide technical assistance (TA) to Turkana and Homa Bay counties in Kenya to implement an activity for proactive follow-up of mother-baby pairs in the community through Community Focal Mothers (CFMs). This model will utilize existing community health structures at the community level to identify Community Focal Mothers who will enrol mother baby pairs and proactively follow them up monthly at home with messages on the importance of keeping their clinic appointments as per the Child Road to Health follow-up schedule.

    Job Summary:

    Reporting to M&E Officer, MBP Data Officer will be responsible for documentation and timely reporting of MBP activities at community and facility level.

    Essential Duties and Responsibilities

    • Collect and summarize paper and electronic MBP project data from EGPAF
    • Support community focal mothers and site staff to record and manage accurate data
    • Assist with compilation of timely, accurate and complete data reporting
    • Assist in supportive supervision for data collection and entry
    • Support on-site training on data entry and reporting
    • Conduct site visits as required, for troubleshooting data issues
    • Assist with data quality assurance

    Requirements

    • Diploma in Health Records/Information Technology/Statistics
    • Experience in Health Records Information
    • Significant knowledge of HIV, PMTCT, EID and MNCH data and at least 2 years in handling the same.

    Senior Project Officer - HIV Integration Services

    Location: Kakuma, Turkana

    Primary Manager: Technical Advisor, Care and Treatment

    Job Purpose

    To support establishment, expansion and implementation of a robust HIV Care & Treatment program for the Timiza90 Project that entails provision of quality integrated HIV prevention, HIV counselling and testing, care and treatment services within the Ministry of Health, Private and Faith Based Sector health facilities in Turkana County.

    Scope :

    The Senior Project Officer - HIV Integration Services is responsible for day to day support of the Health Management Teams (HMT) and the Health care providers in the provision of HIV/ AIDS care and treatment services. The broad program areas to be covered shall include HIV Testing Services, Paediatric, Adolescent and Adult HIV Care & Treatment, TB/HIV program, Priority and Key Population services areas.

    The work shall entail providing technical assistance to establish and strengthen implementation of integrated and comprehensive care and treatment activities in the assigned facilities Turkana West sub-county, support systems strengthening, improve quality of services and monitor progress towards achievement of quality results in order to attain the objectives of the Timiza90 Project.

    Key Responsibilities

    Project Management & Coordination: 25%

    • Responsible for coordination of the EGPAF sub-county based team comprising of Project Officers (HTS, RAL, Care and Treatment and SI&E Officers) and the assigned project driver.
    • Acts as the primary contact person/focal person for the sub county based team with the HMT. Develops and maintains close working relationships with the health management teams at the sub county and facility level.
    • Chair the sub county based Technical team meetings as per meeting SOPs.
    • Submit minutes for sub-County based meetings and escalate any issues arising to management.
    • Lead in preparing and presentation of sub-performance during monthly and quarterly performance review meetings.
    • Conduct site assessments for new/satellite sites and periodic routine assessments of existing sites for integrated HIV service delivery
    • Develop integrated HIV facility interventions and work plans and oversee the implementation
    • Assist the HMT to develop and implement quality assurance programs for each supported site.

    Technical Support: 40%

    • Responsible for technical visits to Timiza90 Project supported sites in Turkana West to provide technical support in implementation of integrated HIV care and treatment services.
    • Lead the efforts in the assigned sub-county towards attainment of set targets for new PLHIV identified, linked and retained on ART and virally suppressed.
    • Support health facilities in improving quality of services offered through participation in observed practise MDTs, clinical review meetings.
    • Support scale up and implementation of responsive differentiated service delivery models within the supported sites.
    • Responsible for development of Quality Improvement plans in supported facilities, initiation and implementation of identified QI projects.
    • Ensure all sites have routine SIMs assessment, remedial actions developed based on gaps and track implementation.
    • Establish and supervise the lab-networks with networked facilities.
    • Work closely with the HMT in identifying training needs, planning and delivering trainings for facility staff, according to the training plan.
    • Attends training session in new content areas and helps facilitate attendance of facility staff in training sessions.

    Monitoring, Evaluation and Reporting: 20%

    • Workiing with the SI&E program officer, assists the Project in working with facility based staff in data collection and data management and reporting including utilization of such data for planning and decision making.
    • Responsible for tracking and reporting on all project input, processes, outputs, outcomes and impact at supported sites to ensure that adequate progress is made towards set targets.
    • Identifies obstacles to achievement of desired results early enough, identifies remedial actions and seeks support to overcome these obstacles
    • Monitors on a regular basis the availability of supplies necessary to accomplish project objectives
    • Assist the Project Manager in preparation of monthly and quarterly progress reports.

    Linkages, Networking and Integration: 15%

    • Working with other Teams within the project, identify opportunities for integration including decentralization of care and treatment services, community-facility linkages and assist in documentation of successes, best practices and challenges associated with such linkage and integration
    • Liaise with the HMT and any other technical counterparts among other partners on HIV care and treatment issues, nutrition and livelihoods participating in forums where such issues are being discussed and representing the Project Manager when called upon to do so.

    Appraisal

    The Foundation will conduct the staff’s appraisals in line with EGPAF’s policies. These will be done based on the Key Performance Indicators’ (KPI’s) model enumerated below.

    CARE AND TREATMENT & TB/HIV Program Targets
    Proportion of individual work plans achieved 95%
    Proportion of allocated targets achieved for new positives identified and linked to ART at supported sites 100%
    Proportion of allocated targets achieved for HIV-infected patients started ART at supported sites 100%

    Proportion of sites conducting CQIs using KHQIF Model 80%

    SKILLS AND COMPETENCE:

    Qualifications:

    Medical Doctor with at least 3 years of continuous HIV program implementation or Clinical Officer with 5 years of continuous HIV program implementation.

    Knowledge, Skills and Abilities:

    • Experience in establishing and sustaining working relationships with the County Government Ministry of Health
    • Significant and up to date knowledge of the current ART, PMTCT, TB/HIV, HTS guidelines, standards, tools and best practices
    • Training in National Advanced HIV Clinical Course/experience as mentor desired
    • Experience in HIV/AIDS care and treatment program implementation with demonstrated expertise in initiating care and treatment services in a public, faith based or private health facility
    • Demonstrated experience in organizing and facilitating training in HIV /AIDS prevention, care and treatment areas.
    • Knowledge of PEPFAR Program and NASCOP reporting requirements including familiarity with the data collection and reporting tools used by NASCOP
    • Proficiency in computer
    • Ability to work with limited supervision

    Field Officers

    Reporting to the project manager, the Field Officer will work closely with county, sub county, health facility and community stakeholders to ensure successful delivery of MBP project. He/she will;

    • Ensure successful identification and mobilization of pregnant women to access ANC services as well as identification, enrolment and follow up of mother baby pairs for improved retention.
    • Responsible for development and implementation of activity work plans and budgets for their supported regions including reporting and accounting for the same.
    • Ensure routine monitoring and evaluation including baseline data collection, review meetings, identification of lessons learnt, documentation and dissemination of findings.
    • Work collaboratively with Timiza90 Project and any other implementing agency supporting community MNCH and PMTCT activities to ensure integration and seamless programming.
      Responsible for preparation and submission of monthly reports for all activities planned as per the monthly reporting template

    Requirements:

    • A Diploma in in Social Sciences or Health. A degree will be an added advantage.
    • Experience with working with the Ministry of health, community stakeholders and county administration.
    • Relevant experience in coordinating/implementing social mobilization and demand creation activities in vast communities especially on MNCH and PMTCT services

    Associate Strategic Information and Evaluation & Health Informatics Officer

    Primary Manager:     Turkana Project Manager

    Job Purpose:

    The person shall support both Strategic Information and Health Informatics in the program. In his/her Strategic Information role, he/she will support establishment and expansion of a robust monitoring and evaluation system for the Timiza90 Project that compliments provision of quality integrated HIV prevention, HIV counselling and testing, TB & HIV care and treatment services within the Ministry of Health, Private and Faith Based Sector health facilities in your sub county(s) of operation.

    Scope: The Strategic Information and Evaluation Officer will work to ensure furtherance of the Timiza 90 Project agenda of improving quality of integrated HIV services through continuous quality improvement, data quality assessments, mentorship and capacity building to health care workers at the sub-county and facility level in support of strategic information/M&E activities.  He/she will provide oversight to M&E and data management components at the facilities within her region.

    Responsibilities

    • Under the guidance of the Monitoring and Evaluation Technical Advisor, coordinate all Timiza 90 Project M&E activities within his/her region.
    • Ensure regular, accurate, timely and quality monitoring reports from health facilities on all required indicators
    • Enter data into projects databases namely; EKMS, as well updating other data reporting tools as may be deemed necessary.
    • Support in entry/import/export of data in/from EKMS, DHIS2 and DATIM
    • Support EMR roll-out and implementation in EGPAF Kenya supported facilities.
      • Ensure timely upgrade and maintenance of Electronic Medical Records in EGPAF supported sites in the County
      • Mentor health care workers on EMR use and data extraction for decision making
    • Work closely with the Timiza 90 Project M&E Advisor and project management team to coordinate the strategic information activities in his/her region
    • Work very closely with the SCHMT (Sub-County Health Management team and Facility Health Records Information Officers, CASCOs, CTLCs among other members) to ensure timely collection, collation, analysis and transmission of information.
    • Provide feedback on data quality issues to health facilities and CHMT to ensure quality data management
    • Working closely with the Quality Improvement Program Officer and the M&E Advisor conduct regular data quality assessments and incorporate these into routine program monitoring to ensure continuous quality improvement.
    • Conduct regular site visits in liaison with the project management team to provide feedback, monitor progress, address challenges, and build capacity of point of care staff to use information for planning and decision making
    • Working closely with the M&E Advisor facilitate development of Timiza 90 Project, sub-county and facility work-plans and help track progress towards set goals, targets and other deliverables
    • Work closely with the Timiza 90 Project M&E Officer and project management team to plan, organize and execute County experience sharing and feedback meetings and arrange for additional training to fill identified gaps
    • Represent the Timiza 90 Project SIEA at stakeholder and Technical Working Group meetings and participate as appropriate
    • Ensure the IT infrastructure is enhanced, administered and supported via telephone email and direct contact to provide the tools and resources for information technology to operate safely, efficiently and effectively by;
    • Enhancing the Institutional Network and Internet Connectivity
    • Enhancing Security for Transactions, Storage, and Back-Ups and integrity of the same
    • Enhancing, maintaining and Supporting operational sustenance of  Hardware and Software Infrastructure
    • Any other duty as may be assigned.

    Required skills and experience:

    • Bachelors/Diploma in Biostatics, Health Information Management Systems, IT, Health Records and Information or related field from a recognized institution of higher learning and a certificate in M&E related courses
    • Familiar with NASCOP HMIS tools, DATIM and other PEPFAR reporting requirements
    • Experience in providing on site mentorship to health care workers on HMIS, cohort analysis and other SI related issues
    • Experience in providing support to EMR implementation at site level
    • Proficiency in computer packages for generating and analysis reports. Experience in use of visual analytics tools is an added advantage
    • Experience in providing IT administrative support
    • Experience with managing and coordinating teams
    • Ability to build and manage strong working relationships among diverse stakeholders
    • Ability to work effectively in a busy, high pressure team environment
