  • Norwegian Refugee Council (NRC) has been present in Somalia since early 2004 and has since expanded its Horn of Africa Programme to Kenya in 2006 and to Ethiopia in 2011. Since 2004, the Norwegian Refugee Council (NRC) has demonstrated a regional competence and expertise in working with displaced populations. NRC has mainly focused on Somalis who are displaced by the ongoing conflict and more recently by the drought and famine. NRC offers a comprehensive response for Refugees, returnees and IDPs of high need, addressing their food security, livelihood, shelter, education, ICLA, and water, hygiene and sanitation needs and also responding to emergencies through NRC’s five core competences; Shelter, Education, Food Security and Livelihoods, WASH and Information, Counselling and Legal Assistance (ICLA).

    Warehouse Assistant

     

    Job description

    The Warehouse Assistant is responsible for receiving, storing and distributing materials and supplies in the Kakuma warehouse.
    Warehouse Assistant reports to Support Coordinator

    • Oversee the receiving, storage and dispatching of supplies and project materials to the respective camps
    • Ensure effective and efficient logistics support for daily Area operations including procurement and supplies on the assigned project(s), all being implemented in accordance within the policies and standards, as well as approved budgets
    • Participate in the tendering process including preparation of tender documents relating to project specific procurements
    • Ensure that procurement status reports are up to date at all times and are shared appropriately.
    • Ensure that all records including inventory lists of NRC items and equipment are updated and easily available to authorized users
    • Ensure that the periodic inventory reports are prepared as required internally by NRC and/or by donors i.e. monthly, quarterly, and yearly.
    • Ensure adherence to NRC handbook, guidelines and Donor requirements.
    • Assign duties, supervise and appraise section staff.
    • Responsible for organization storage and warehouse of equipment and materials including proper use of documents and monitoring and reporting stock level

    Qualifications

    • Higher National Diploma in Business Administration or Logistics with basic accounting knowledge
    • At least National Certificate level training in Purchasing and Supplies preferred.

    The Cash Learning Partnership (CaLP) is a global partnership of humanitarian actors engaged in policy, practice and research within Cash and Voucher Assistance (CVA). CaLP currently has over 80 members including UN agencies, donors, local NGOs, international NGOs and private sector organisations. Going beyond the membership, we work with many other agencies and individuals.  CaLP is based on learning, knowledge sharing, networking, policy and coordination around the appropriate and timely use of CVA in humanitarian response. CaLP does not deliver Cash and Voucher Assistance directly.

    The purpose of this job is to work with humanitarian actors to promote and support the best use of CVA to meet the needs of people affected by crisis. The postholder:

    • Lead the development and management of CaLP’s work in East and Southern Africa to achieve CaLP’s vision and mission.
    • Represent CaLP and provide thought leadership in regional events and debates.
    • Contribute to the development of CaLP as a global network and build connections between global, regional and national debates, policy and practice.
    • Engage with humanitarian leaders (strategic and technical) within the region to promote and support improvements in the coordination of CVA and the adoption of best practice.

    HR & Admin Assistant

     

    Job description

    The purpose of this position is to support and assist the Human Resources and Administration Officer in day-to-day management of human resource and administration related issue at Kakuma Area office.

    The HR&Admin Assistant reports to the HR&Admin Officer

    • Assist in the implementation of the organization policies and procedures
    • Provide support in recruitment processes, including advertisements, filing applications, inviting candidates, organizing interview venues etc.
    • Update staff records and files, including contracts, leave, medical, timesheets appraisals, etc.
    • Generate monthly records and reports such as staff lists, leave and other HR statistics
    • Process and follow up claims for medical cover and insurance
    • Prepare the regular Incentive Staff payroll data for review
    • Ensure Installation, Repair and maintain electrical appliances in the NRC compounds.
    • Draw Performance Management schedules, the coordination and follow up to ensure that staff ‘s performance is reviewed during the schedules
    • Conduct Regularly, the staff performance review under your line management (conducts work/Development Plan meeting, mid-term review, End-term review and provide regular feedback).
    • Conduct on job trainings for the subordinate Staff.
    • Prepare monthly estimates of food projection to guide the welfare committee in the monthly procurement of food stuff.
    • Requisition, receive, record, distribute and maintain adequate inventory of office and accommodation, catering supplies and consumable.
    • Prepare monthly airtime log sheets and requisitions for the office airtime and distribute accordingly
    • Ensure order and cleanliness of the offices, compound, accommodation facilities and catering unit.
    • Arrange for staff and visitors visas, flight bookings, transport and accommodations
    • Arrange for conferences and workshops as may be required by programs.
    • Provide secretarial support such as takings minutes, drafting letters, etc.
    • Maintain an appropriate filing, retrieval and archiving system for the Office Administration section
    • Ensure utility bills e.g. telephone bills, electricity and water bills are paid on time in collaboration with the HR Officer

    Qualifications

    • Higher National Diploma in Human Resources Management with at least two years’ experience in the same profession. NGO experience & knowledge is an added advantage

    Information Counselling & Legal Assistance Project Officer

     

    Job description

    • Ensure compliance with NRC policies, guidelines and standards
    • Ensure compliance with ICLA CC strategy, tools, handbooks, guidelines and standards
    • Responsible for implementation of relevant technical activities in the ICLA project in Dadaab
    • Responsible for tracking of financial expenditures of the project
    • Provide technical support and capacity building towards project staff
    • Ensure relevant data collection and produce reports and analysis as required
    • Assess, promote and document ideas for technical improvement and further program development options
    • Represent NRC in relevant coordination forums and build relationships with key stakeholders
    • Management and oversight of ICLA services for beneficiaries.
    • Ensure proper budget monitoring and efficient utilization of funds.
    • Support ICLA project assistants carrying out counselling services and build their capacity to undertake quality counselling. Ensure cases are processed in a timely manner according to case management and client handling procedures. Ensure case management and monitoring tools are maintained.
    • Support and manage the referrals process for beneficiaries in need of legal services to legal aid partners/consultants and to Somalia ICLA teams for cases that require legal assistance on return.
    • Oversee the quality of legal services being provided in Dadaab.
    • Conduct awareness training and training activities for communities, government officials and NGOs on ICLA thematic areas, support coordination with all relevant stakeholders in Dadaab and partner organisations through developing working relationships and attending coordination opportunities.
    • Plan, organize and conduct activities within the ICLA thematic areas using ICLA guidelines
    • Prepare quality activity and donor reports within NRC standards and donors’ reporting requirements
    • Conduct legal research as required. Regularly collate information on government and NGO policies pertaining to refugees and monitor the general context through regular field access to identify issues affecting refugees which relate to ICLA themes.
    • Assist in strategic review; monitoring and evaluation activities and identification of other relevant ICLA activities.
    • Contribute to development of donor proposals for funding
    • Contribute to the development of NRC’s Country strategy, action plan and activities plan and priorities in the ICLA sector.

    Qualifications

    • University degree in law, political science, social science or other relevant discipline.
    • Minimum 5 years humanitarian experience with refugees/internally displaced persons (IDPs) at field level with an NGO or other international organization.
    • Good understanding of the refugee context in Kenya
    • Knowledge of international refugee law and national law applicable to refugees
    • Knowledge of SPHERE standards and durable solutions
    • Knowledge of community outreach, counselling and legal aid service provision
    • Experience in PCM, M&E reporting

    The Logistics Officer is responsible for the logistics at the Dadaab field office.

    Job description

    • Implement and train staff in NRC’s logistics policies and procedures at office level
    • Ensure compliance with NRC’s Logistics Handbook, other NRC policies and donor requirements in all procedures and processes
    • Provide anti-corruption, transparency and cost efficiency focus in all processes (e.g. in procurement, vehicle management, asset management)
    • Training and development of logistics team at office level
    • Ensure safe and efficient transport of staff and materials/goods
    • Prepare, check and share plans, records and reports as required (e.g. status reports, inventory lists)
