    Capacity Building Officer

    Typical Responsibilities - Key End Results of Position:

    • This position will lead the development and implementation of capacity building plans in project counties with the aim to show tangible results in increased data quality, availability, use, and improved leadership and management practices.

    Key Responsibilities:

    • Support development capacity building plans for all project counties.
    • Support implementation of the capacity building plans.
    • Support monitoring of capacity development.

    Dealing with Problems:

    • The post holder will demonstrate a high degree of analytical skills, planning, organizational and facilitation while introducing innovations needed to meet the demands of the operating environment.

    Communications and Working Relationships:
    Internal – High Contact:
    With staff of the Prime partner, Palladium and other sub-grantee staff and consultants.

    External Relationships:

    • Include working with government at the County, Sub-county and other lower levels; technical and administrative personnel from Plan Regional office in Kisumu, Nairobi and USNO; and any other as dictated by the position.
    • Knowledge, Skills, Behaviours, and Experience Required to Achieve Role’s Objectives:

    Education Qualification, Knowledge and Experience:

    • Minimum of a bachelor’s degree in the relevant field. Master’s degree is an added advantage.
    • Minimum of 3-5 years of monitoring and evaluation capacity building experience with specific focus on PEPFAR projects.
    • Demonstrated ability to train and build capacity of others and more specifically building capacity of GOK and LIP staff at community and/or county levels.
    • Demonstrated ability and experience in designing M&E tools, surveys, surveillance systems and evaluations.
    • Capacity to produce high quality reports, briefs, success stories and abstracts.
    • Demonstrated ability and experience in USG/PEPFAR reporting.
    • Knowledge of M&E concepts with focus.
    • Excellent computer skills, with knowledge of necessary database development, data entry and analytic software applications.
    • Exceptional interpersonal and teamwork skills with community and government officials.
    • Possesses strong interpersonal skills and well as superior written and verbal communication skills.
    • Is self-motivated, able to work able to accomplish job tasks with little or no supervision.
    • Willingness to travel within the counties.

    Skills specific to the post:
    Leadership

    • Represent the project at County level Capacity building meetings including TWGs.
    • Establish and maintain productive relationships with key stakeholders including County government officials, local organizations and project partners.
    • Create and maintain a collaborative working relationship with other project staff towards the realization of project objectives.

    Management

    • Conduct on-job training and mentorship to LIP and government staff project capacity building indicators, and reporting.
    • Perform regular field visits to ensure the quality of data collected by Programs and to verify the accuracy of reported data.
    • Contribute to quarterly and annual project reporting for USAID.
    • Identify and document best practices and in collaboration with the Learning and Knowledge management team, develop and submit briefs and abstracts for publication in peer-reviewed journals and presentation in relevant conferences.
