    Job Description

    Job Requirements

    • Bachelors and masters degrees in relevant fields; Proficiency in computer applications;
    • Executive-Level Proficiency in Managerial Skills; (Planning, Organizing, Controlling, Directing, -coordinating);
    • At least fifteen (15) year of work experience with a minimum ofTen (10) years in managerial role in the retirements benefits, accounting, finance, insurance or the banking sectors.
    • Fulfill the requirements of Chapter 6 of the Constitution
    • Professional Qualifications / Membership to professional bodies in Good standing ; in Accounting,Finance, Economics, Insurance, Law or relevant field

    Key Responsibilities KRA 1:

    • Organization Functions Responsible to the Board RBA for providing Strategic and Visionary Leadership and has full operational responsibility in the development, implementation and evaluation of Strategic business plans agreed by the Board.
    • Responsible for addressing emerging risks and development of opportunities for the Pension Industry and develop alternatives for securing and growing the Pension sector in order to protect the rights of members and beneficiaries and safeguard confidence in the Integrity of Pension Plans.
    • Responsible for developing and installing sound Management systems based on good Corporate Governance and best practice aimed at promoting Management controls and Financial Integrity in order to improve Organizational effectiveness.
    • Other duties include monitoring the implementation of Strategic Change Management plans as well as reviewing organizational performance to ensure effective allocation and utilization of organizational resources.
    • The Office of the Chief Executive also coordinates the Authority’s compliance programmes in line with statutory requirements, including development and implementation of accountability and performance contracts
    • Advise the Board on the necessary changes as per legal requirements pertaining to the status, functions and activities of RBA.
    • Participate in the deliberations of Board of Directors and management the committees of the Authority as required.
    • Represent the Authority in outside forums whenever and wherever required and coordinate industry and intra Governmental engagements.
    • Develop and recommend long-term strategies, business plans, and annual operating budgets; and establishes proper internal monitoring and control systems and procedures for the Authority.
    • Co-ordinate and prepare business related proposals, reports and other submissions for consideration.
    • Take primary responsibility of Risk management and control for the Authority.

    KRA 2:

    • Finance As Accounting Officer, identify and advise on the financial requirements for the functions and activities of the Authority
    • Advice the Board of Directors on possible sources of finance for the Authority’s functions and activities Allocate funds to the various Sections and projects.
    • Receive and review periodic financial and audit reports.

    KRA 3:

    • Policy Decisions In consultation with the Board of Directors, prepare memoranda for policy discussions and implementation.

    KRA 4:

    • Administration Make all information available to the Board of Directors for decisions regarding senior staff appointments, appraisals and promotions.
    • Identify and address training and development needs for senior staff. Make decisions on general staff administration.
    • KRA5:

    General Functions

    • Attend to important correspondence relating to the functions and activities of RBA.
    • Attend to outreach and public relations matters and participate in National, Regional and International engagements on pension sector policies, standards and best practice.
    • Attend to the general administration and maintenance of the RBA’s facilities.
    • Approve participation in conferences, seminars and symposia by staff.
    • Model a positive organizational culture, core values and behavior expected from staff for effective delivery on Authority’s mandate.
