    Chief Officer Public Works, Housing and Energy – One (1) Post

    Requirements for Appointment
    For appointment to this post, an applicant must:

    • Kenyan citizenship;
    • A relevant Bachelor’s degree recognized in Kenya;
    • A Master’s degree will be an added advantage;
    • Be a strategic thinker and results-oriented;
    • Be a member of the Professional Body in the discipline;
    • Proven experience of at least ten (10) years of service from a reputable organization, with at least five (5) years in a senior management position;
    • Computer literacy
    • Meet the requirements of Chapter Six of the Constitution of Kenya.

    Duties and Responsibilities

    • Oversee smooth running of the Public Works Division;
    • Implementation of County Executive Committee resolutions as guided by the Executive Committee Member
    • Formulate and implement effective Divisional Plans in line with the Vision 2030, CIDP III and other Sectoral goals;
    • Proper management and supervision of the human resources in the Division;
    • Ensure efficient financial utilization and accountability in the Division;
    • Ensure the provision of the equipment and tools of work;
    • Planning and coordination of the Division’s activities;
    • Develop, update and implement all Division’s policies and procedures;
    • Create linkages and collaboration with other stakeholders in the field;
    • Ensure compliance with the National Values and Principles of good governance as outlined in Articles 10 and 232 of the Constitution of Kenya;
    • Administration of the county department
    • Implementation of County Executive Committee resolutions as guided by the Executive Committee Member;
    • Ensuring effective service delivery through implementation of laid out policies and regulations;
    • Development and implementation of department’s strategic plans and sector development plans;
    • Implementing the county performance management system;
    • Ensuring promotion of national values and principles of governance as outlined in the constitution of Kenya 2010;
    • Ensuring effective and efficient utilization of the department’s financial and non-financial resources;
    • Maintaining effective collaboration and partnerships with other organs of the county, other county departments, the private sector and other stakeholders;
    • Promoting the realization of County Integrated Development Plan (CIDP);
    • Ensuring timely, efficient communication and coordination of departmental affairs;
    • Interpreting and applying National and County laws and other related statutes in line with the County goals and objectives;
    • Formulation and implementation of effective programs to attain vision 2030 and sector goals; and
    • Performing other duties that may be assigned from time to time.
