Deputy Director ICT & E-Government at Turkana County Government

REF: TUR/CPSB/042/2022/2023; DEPUTY DIRECTOR ICT & E-GOVERNMENT, JOB GROUP “Q”, POSITION: ONE (1).

• The Deputy Director ICT & E-Government will be responsible to the County Director ICT & EGovernment in matters related to CT & E-Government in the County.

Duties and responsibilities

• Ensuring optimal operation of all network hardware and equipments routers and switches;
• Ensuring network connectivity of all servers, workstations, telephony equipment, tax machines and any other network appliances;
• Overseeing the monitor and administration of network to ensure continues availability of services and responses to any arising network issue;
• Ensuring the planning, designing and implementation of secure networks;
• Collaborating with relevant stakeholders on the development of infrastructure standards;
• Providing guidance on the application of appropriate software to monitor MCDAs network and systems;
• Coordinating research on emerging issues on network and system and recommend appropriate mitigations,
• Any other duties as may be assigned from time to time.

Requirement for Appointment
For appointment in this grade, a candidate must have: -

• Served in the grade of Assistant Director ICT & E-Government for a minimum period of three (3) years or in any comparable and relevant position in the Public Service or Public Sector;
• Bachelor’s degree in Computer Science, Information Communication Technology or related field from a recognized institution;
• Master’s degree in Computer Science, Information Communication Technology or related field from a recognized institution;
• Attended Senior Management Course lasting not less than four (4) weeks or equivalent qualification from a recognized institution;
• Professional certification such as Certified Computer Network Professional (CCNP), CCNA,
• MCSE, MCSA, MCSD, Oracle Certified Database administrator OCDBA, Microsoft Certified Database Administrator MCDBA or their equivalent qualification from a recognized institution;
• Member of the ICT professional body;
• Demonstrate a thorough understanding for national goals, policies, objectives and the ability to relate them to the ICT & E-Government function.
